1.1 WESTS CYCLE CLASSIC 2015

REPORT SUMMARY: Council is in receipt of an application from the Westpac Rescue Helicopter Service who are organising the Wests Cycle Classic 2015 to conduct the 20th annual cycle classic. The seven day mountain bike ride covers over 500km starting in Urunga, travelling to Nambucca Heads and finishing in South West Rocks.

The ride, comprising of 50 mountain bike riders and a ten support crew, commences on 7 March at Urunga and concludes at South West Rocks on 14 March 2015 to raise money for the Westpac Rescue Helicopter Service.

The event does not impact traffic flow, does not require any road closures and impacts on Council roads on Saturday afternoon and Sunday.

The riders are due to arrive in Urunga on 7 March by bus and spend two nights (riding locally during the day) before heading to Nambucca Heads on 9 March.

The organisers have provided Council a copy of the risk management plan, public liability insurance, ride route, Kempsey Shire Council approval, NSW Police special conditions, NSW Police approval letter and Traffic management Plan (available at the meeting). At the time of compiling this report Council has requested that the organisers forward any approvals from Forests NSW or National Parks and Wildlife.

SUSTAINABILITY ASSESSMENT: Adoption of the recommendations will contribute to the safe conduct of the event with minimal disruption to the travelling public and will afford the participants in the event a wider exposure to the Bellinger Valley. There are no other economic, environmental or social implications. ENGAGEMENT: Having regard to the Community Engagement Strategy, it is considered that cycle event is generally categorised as having a Level 4 impact. To address the requirements of Council’s Community Engagement Strategy and the NSW Local Government Act 1993, the event organisers are to advise the organisers to advertise the event in the local papers. SHIRE OF BELLINGEN 2030 COMMUNITY STRATEGIC PLAN ALIGNMENT: The cycle event most closely aligns with the Community Wellbeing directions within the Shire of Bellingen 2030 Community Strategic Plan.

1.2 LITTLE BLACK DRESS CLASSIC 2015

REPORT SUMMARY: Council is in receipt of an application from organisers of the Little Black Dress Classic to conduct a cycling event within Bellingen Shire. The route for the event is proposed as Keevers Drive south from Coffs Harbour, then North Arm Road, Wheatley Street, Hammond Street, Bridge Street, Hyde Street and Waterfall Way to Dorrigo and then west to the Shire boundary. The ride, comprising of approximately 18 riders and support crews, commences on 22 March at Coffs Harbour and concludes at Broadbeach QLD on 29th March 2015 to raise money for the Jodie Lee Foundation – a national bowel cancer awareness charity in South Australia. The event has been successfully conducted over the last four years in different regions of Australia. The event does not impact traffic flow, does not require and road closures and is to be conducted on Council roads on Sunday 22 March. The organisers have provided Council a copy of the following documents (available at the meeting):

1.3 TEMPORARY ROAD CLOSURES FOR ANZAC DAY

REPORT SUMMARY: This report is to inform the Local Traffic Committee of a request for temporary road closures for ceremonies for the 100TH anniversary of ANZAC day. REPORT DETAIL: Council has received requests from the Dorrigo and Bellingen RSL Sub-Branches for temporary road closures of Cudgery Street and Hickory Streets Dorrigo and Hyde Street Bellingen to conduct the ANZAC Day ceremonies on Thursday 25 April 2015. The locations and hours for the ceremonies are as follows:

• Dorrigo – Cudgery Street between Bielsdown and Myrtle Streets and Hickory Streets between Cedar and Pine Streets during the hours of 5.00am to 6.30am and 11.00am to 12.00 noon.

• Bellingen – Hyde Street near the intersection of Oak Street during the hours of 5.00am to 6.30am and between Church and Oak Streets during the hours 8.45am to 10.am.

Council has yet to receive a request for Urunga or Repton; however it is anticipated that the request will be forthcoming. In previous years the hours for the ceremony at Urunga and Repton is as follows:

• Urunga – Bowra Street from Morgo Street to the cenotaph during the hours 10:30am to 11:30.am.

• Repton – Mylestom Drive between Repton Road and Bailey Street during the hours of 4:30am to 6:00am.

The ANZAC Day ceremonies in Dorrigo, Bellingen, Urunga and Repton have been conducted in previous with years in accordance with approved Traffic Management and Traffic Control Plans along with assistance from the SES for traffic control, without incident. BUDGETARY IMPLICATIONS: There are no budgetary implications for the temporary road closures. SUSTAINABILITY ASSESSMENT: There are no economic, environmental or social implications. ENGAGEMENT: Having regard to the Community Engagement Strategy, it is considered that the ANZAC Day ceremonies are generally categorised as having a Level 4 impact. To address the requirements of Council’s Community Engagement Strategy and the NSW Local Government Act 1993, Council is to advertise the ceremonies in the local papers and on Council’s web site. 1.4 EARLE PAGE COLLEGE CHARITY COAST RUN

REPORT SUMMARY: This report is to advise the Committee of the proposed charity fun run by members of the Earle Page College, University of New England, Armidale. REPORT DETAIL: Council has received correspondence from Earle Page College, University of New England, advising of the upcoming annual Coast Run to raise money for the Children’s Medical Research Institute. The event has been conducted for over 30 years without incident and involves approximately 20-50 students running a relay between Armidale and Coffs Harbour on the 14th and 15th August 2015 with an overnight stay in Dorrigo. The route follows along Waterfall Way from the Shire’s western boundary for approximately 16km, then detours from Waterfall Way and follows the Deervale Loop Road until it re-joins Waterfall Way approximately 7km from Dorrigo where the runners will be stopping for the night. The next morning the runners head north from Dorrigo on Coramba Road for 13 km to Megan then across to Brooklana and continue north to Coramba. After which they continue along Coramba Road south to Coffs Harbour. At the time of compiling this report, the event organisers had not received approvals from the New South Wales Police, Roads and Maritime Services (RMS) and will forward these approvals to Council once they are attained. In previous years, Council has received no adverse complaints regarding this event. BUDGETARY IMPLICATIONS: There are no budgetary implications to Council for this event. SUSTAINABILITY ASSESSMENT: This event is envisaged to generate the potential for economic benefit by virtue of the anticipated number of participants and support staff. Additionally it is anticipated to generate social benefit on the basis that it is a fundraising activity. ENGAGEMENT: With regard to the Council’s Community Engagement Strategy, the conduct of the Earle Page Charity Run is categorized as having a Level 4 Lower Impact – Local. To address the requirements of Council’s Community Engagement Strategy and the NSW Local Government Act 1993, Council can include an item on Council’s web site. SHIRE OF BELLINGEN 2030 COMMUNITY STRATEGIC PLAN ALIGNMENT: The charity run event most closely aligns with the Community Wellbeing directions within the Shire of Bellingen 2030 Community Strategic Plan. 3.5.1 Places For People

1.5 CAR PARKING AND LOADING ZONE - BELLINGEN

REPORT SUMMARY: This report is provided to inform the committee of parking issues in the ‘lane’ at the rear of their shops in Hyde Street Bellingen. REPORT DETAIL: Council has received complaints from two commercial shop proprietors regarding parking in the ‘lane’ at the rear of their shops in Hyde Street Bellingen. The ‘lane’ is not a public road and is Council owned land (called lane in this report). The two shops involved are the green grocers on the south east corner of Church and Hyde Streets and the hardware store. The lane at the rear is used as an area for deliveries and pick up for both premises. As the width of the lane is not wide enough to accommodate two way traffic, there are competing and conflicting interests between the two shops for these activities to occur. Occasions arise when a motorist may park their vehicle in the lane so that the owner can patronise the green grocers and while this is occurring a delivery arrives for the hardware store or another motorist requires access to the lane to pick up cement or other products from the hardware store, and cannot do so as it is blocked. BUDGETARY IMPLICATIONS: There are no budgetary implications to Council. SUSTAINABILITY ASSESSMENT: The establishment of appropriate signage will allow the delivery and pick up activities to function in an effective and efficient manner, benefitting the community and the functioning of the businesses. ENGAGEMENT: With regard to the Council’s Community Engagement Strategy, the parking arrangement is categorized as having a Level 4 Lower Impact – Local. To address the requirements of Council’s Community Engagement Strategy and the NSW Local Government Act 1993, Council can include an item on Council’s web site. 1.6 PEDESTRIAN SAFETY CONCERNS CHURCH STREET AND SHORT STREET LANE BELLINGEN

REPORT SUMMARY: This report is provided to inform the committee of pedestrian safety issues at the intersection of Church Street and Short Street Lane Bellingen. REPORT DETAIL: Council has received an email from the proprietor of Kombu Wholefoods expressing concerns for the safety of pedestrians and traffic behaviour adjacent to his property. There are several issues that exist in this location, being:

• Children run across the roadway between the outdoor cafe area and the lookout facility without recognising that the area is in fact a road,

• Vehicles incorrectly enter the one way precinct in Short Street Lane the wrong way,

• There is a lack of an appropriate turning area at the end of Church Street due to the encroachment of the CWA fence onto the Council public road, and

• Vehicles park in the driveway of the Ambulance station, restricting access. As a late item to the meeting the committee discussed options to address the above issues, namely:

• Extend the existing ‘No Entry’ signage further south to the entrance to Pub Lane;

• Extend the existing ‘Shared Zone 10’ area to include the above area; and

• Establish permanent no entry statements. Establishing these measures would effectively make Church Street one way traffic from the intersection with Short Street Lane to Pub Lane in a southerly direction. The resulting through traffic movement from Hyde Street would be along Church Street, left into Pub Lane, right through the car park, right onto Short Street Lane and continue back to Church Street. BUDGETARY IMPLICATIONS: There may be a budgetary implication to Council depending on the type and extent of traffic facility treatment decided upon. More detailed costings will be available upon finalising the design. SUSTAINABILITY ASSESSMENT: The establishment of an appropriate treatment will accommodate the safety of pedestrians and motorists in the precinct, benefitting the community and the functionality of the businesses. ENGAGEMENT: With regard to the Council’s Community Engagement Strategy, the traffic facility treatment is categorized as having a Level 4 Lower Impact – Local. To address the requirements of Council’s Community Engagement Strategy and the NSW Local Government Act 1993, Council can include an item on Council’s web site. 1.7 RALLYSPRINT EVENT – NEWRY FOREST URUNGA

REPORT SUMMARY: This report is provided to inform the committee of a notice to conduct a car rallysprint within the Newry State Forest. REPORT DETAIL: Council has received correspondence from Coffs Harbour and District Sporting Car Club informing Council of their intention to host a round of the NSW state rallysprint series within the Newry State Forest, south of Urunga. The event is scheduled for Sunday 26 April and will have little impact on the Council road network. The Coffs Harbour and District Sporting Car Club is a Confederation of Australian Motor Sport (CAMS) affiliated club and therefore is insured by CAMS and the Fédération Internationale de l'Automobile (FIA). As such the club is required to have all the safety measures in place, as per CAMS regulations, including a Medical Intervention Vehicle (MIV), experienced and trained road closure personnel, radio communications, fire extinguishers and all other required safety equipment required to conduct the event. The event was successfully conducted in the same location last year without incident and attracted 30 competitive teams from over NSW. The organisers intend to close the following forestry roads between 7:00am to 5:00pm for the event:

• Rocky Crossing Road,

• Range Road, and

• Buckman Road. As the event is to be conducted totally within the state forest and utilising forestry roads for competition there is to be no impact on Council public roads other than spectator vehicles which may marginally increase traffic volumes on Martells Road. The NSW Police, in consultation with RMS and local Councils are the approving authority for car rally events such as these. BUDGETARY IMPLICATIONS: There is no budgetary implication to Council for the conduct of this event. SUSTAINABILITY ASSESSMENT: This event is envisaged to generate the potential for economic benefit by virtue of the anticipated number of participants and support staff. RESOLVED TO RECOMMEND That Council accede to the conduct of the event, provided that appropriate approvals are obtained from :

• NSW Police,

• Forest NSW, and

• CAMS
