Our Lost TownAUTHORITATIVE NEW HISTORY OF THE NORMAN CROSS PoW DEPOT

The grand sweeps of history may bedominated by great leaders such as JuliusCaesar or the Duke of Wellington, but it’sthe stories of ordinary people that bringhistory to life. So we welcome anenlightening and authoritative new historyof The Napoleonic Prison of Norman Cross,by historian Paul Chamberlain, publishedby The History Press.

The depot leaves only a faint impressiontoday of its former considerable extent. Thenew book’s subtitle - The Lost Town ofHuntingdonshire - is no exaggeration.Holding 7000 prisoners it was bigger thanthe combined populations of Peterborough,Stilton, Folksworth and Yaxley.

Paul Chamberlain’s history at last collateseverything that is known about the prison,extracting and contextualising material froma wide variety of sources, both local andnational. It paints a vivid picture of life inthe prison, as well as its significance in thewider context of the struggle againstNapoleon’s territorial ambitions.

Certain commentators have disparagedNorman Cross as a ‘concentration camp’but this is far from the truth. Paul’s bookmakes it clear that it was indeed a self-contained town, established and operatedboth efficiently and humanely. Twoinstances illustrate this. First, ill-treatmentof the prisoners was not tolerated; onesoldier court-martialled for stealing from aprisoner received a staggering 600 lashes.Second, St Peter’s Church in Yaxley

contains a memorial plaque to Capt JohnDraper, one of the Agents responsible forthe prison, paid for by the prisoners ‘intestimony of their esteem and gratitude forhis humane attention to their comfort.’ Goodtreatment was not only humane butpragmatic; any hint of maltreatment couldhave compromised the welfare of BritishPoWs held in enemy prisons.

Stilton CultureOn a grey April morning, a short meetingwas held at Stilton Skate Park to finalise thetransfer from the 'Stilton Children andYoung People's Facilities Association'charity, which built the Park, to the ParishCouncil who are now going to manage it.

Peter Mitchell, the founder and Treasurerof the Charity, handed over a cheque for£7,000 to Olive Main, Chair of the ParishCouncil, to help with the running of theSkate Park and towards new youth facilitiesin the village.

Both Peter and Olive expressed theirappreciation to the trustees of the Charity,and in particular to the young people whoformed a committee in early years to managethe design and building of the facility andwho are now successful adult members ofour society. We like to think that the work

that they did, managing the development,has helped them in their careers.

Discussions as to what the youths wantedwere started in 2004 and the Skate Park wasopened in stages throughout 2007 and 2008with final completion of the Park, by theaddition of the final ramps, CCTV andlighting, in 2009.

The behaviour on the Park has beenexcellent and the attitude towards youngerplayers and novice riders is commentedupon by many of the passing public.

The Trustees of the retiring Charity and theoriginal Youth Committee would like towish the new riders success in the futureand hope that they get as much fun as wehave had over the last 10 years.

Thanks Olive !STANDING DOWN FOR A WELL-DESERVED RETIREMENT

As many readers will be aware, Olive Main,our long-standing Chair of Stilton ParishCouncil, has now stepped down from theCouncil after many years of dedicatedservice.

There is hardly space in this slim volumeto describe the extent of Olive’s contributionto village life. She has served on the ParishCouncil for around 30 years, taking over theChair from John Warner in 2000. So whobetter to express the Council’s gratitude?

On behalf of past members of Stilton ParishCouncil and villagers writes John, I wouldlike to record an acknowledgement of theservice Olive has given to the village over

her many years as a member of the ParishCouncil and finally as Chairman.

Since taking over the Chair from me in 2000she has been the driving force behind thenew Pavilion project and its fulfilment.

Olive has decided to retire and can be proudof her contributions to the villageimprovements that have been made. Overthe years, she has been actively involvedwith other organisations which havebenefited from her wisdom, experience andleadership.

We wish her a long and happy retirement.

There is now 'Tea Time Table Tennis'between 5:30 - 7pm on Tuesdays, followedby our club night at 7pm for 12-year-olds(year 7) and upwards. Coaching will beavailable, led by Mark Mitchell, who playedfor England over 50 times. He is one of thebest coaches in the country.

There is also a seniors' session everyMonday from 2pm - 4pm.

Equipment is provided; all you need isappropriate footwear, i.e. trainers. Coachingis available for all abilities.

Table tennis is one of the few physical sportsthat enables all ages to play together - andit's a great way to exercise the body and thebrain too!

Our first anniversary concert went very wellwith our largest attendance so far, writesTony Oliver. I was presented with a‘birthday’ cake by team members Carol &Marvin Richards, which was a nice surpriseand was later enjoyed by everyone present.Also enjoyed by everyone was the playingof Jon Smith who had a ‘Ken Dodd’ momentwhen he overran by some 15 minutes beforewe and his wife, Chiho Sunamoto,intervened. A great moment and specialvalue as everybody saw the funny side ofit.

Chiho is in fact our next superb player onSunday 17th June. It may well be that Jonwill join her for a few duets both onkeyboards and vocally. Whatever happensthe entertainment will be of a high quality.

As mentioned last month, Dutch artisteDirkJan Ranzijn played for us on the 20th

May and was the first player making a returnvisit. I also said that the blinds had been

installed in the Pavilion and this has madethe presentation and ambience much better.I sincerely hope that more light music loverswill join the ‘party’ at the Pavilion forsomething different. Your continued supportis much appreciated, both by myself and thePavilion management. Plans for 2019 arewell in hand as I negotiate to obtain the bestplayers available from home and abroad.

Concerts cost just £7.50 per person and startat 2:30pm (doors open 2pm), with aninterval for free refreshments, finishingaround 5pm. Do come and join ourmusic-loving group, you will be welcomedby our friendly team of helpers. We lookforward to seeing you at the Pavilion.

It wasgreat fun last year as we tried our hand atgames we had never heard of before.

Around the ParishFOLKSWORTH & WASHINGLEY PARISH COUNCIL ANNUAL REPORT 2017-18

OVERVIEW2017-18 has been another challenging yearfor the Parish Council. We continued to beunder strength by two councillors for mostof the year but then were able to co-opt twonew councillors for the last quarter, so forthe first time in a very long time we wereat full strength. Sadly, one of the existingCouncillors and one of the new ones decidednot to stand for re-election for personalreasons, which meant that the seven whostood were elected unopposed. So we againhave two vacancies; if anyone is interestedin being co-opted please contact the Clerk.

I would like to thank all Councillors for theirsupport during the year and the Clerk forher hard work.

The play park facility continues to be awell-used local amenity. The council hashad several issues over the past 12 months,with vandalism to several bits of playequipment in the park. We would askresidents to remain vigilant and report anyissues to the parish clerk and the local police.

The council would like to remindparishioners that the recreation ground isnot available for use by dog walkers andthat all dogs must be kept in close controlon the public footpaths, especially at thistime of year when young livestock is grazing.

Last year also saw the use of the play areato host the annual village fete. The 2017Fete was a great success and saw over 400residents in attendance on the day, and all

who attended agreed it was a fantasticvillage event. In addition, over £1800 wasraised for the local Pre-School. The Councilhas been happy to support the event utilisingthe play park for 2018, and we hope thatyou can all attend what promises to be aneven bigger event this year.

Complaints have also continued about thesize, number and speed of heavy goodsvehicles using the village. There will be atraffic monitoring survey carried out in July.

The Council website is to undergoredevelopment in 2018; however it stillcontains useful parish information anddetails of the parish council's meetings. Wewould like your feedback on any changesyou would like to see to the current website.

Once again, the Chrono (time trial) cyclingevent will come through Folksworth onSaturday, June 2nd. Although the roadthrough the village will be 'closed' between11-6pm there will be one-way accessthrough the village with crossing pointsmanned by stewards. It will be possible tomove through the village all day but willtake longer and they'd prefer as few peopleas possible do so. They will leaflet thehouses on the route a day or so before,advising people not to leave cars parked onthe route. Apparently, they can be towed ifthey cause any obstruction.

On the Sunday (June 3) the Gran Fondo willnot come through Folksworth but will comeup from Washingley, turn right at thejunction towards Stilton, turn right againand head back down through Denton andCaldecote. The corner, just beyond ElmRoad, will be a fantastic vantage pointaround lunch time to watch 8,000 bikeszoom past. The road between Folksworthand Stilton will close for approximately anhour and a half while that happens. Thosewho live in Washingley will obviously bemore affected.

There will be a clean-up team following thewhole route at the end of the race.

2017/18 has been quiet on the planningfront, with a limited number of planningapplications being discussed by the council.The council continues to discuss anyplanning applications submitted in thecouncil and our views on planning arerecorded in minutes of our meetings.

At the annual budget meeting in Novemberthe Parish Council decided not to increasethe precept this year. Should there be anyshortfall in the budget this would be metfrom Parish Council reserves.

PARISH MAINTENANCEParish maintenance walks were undertakenon 9th July 2017 and 11th March 2018.These walks are useful to identify issuesconcerning, for example, potholes, trees,road signs, parish furniture e.g. seats.

Having identified issues, the relevantauthorities were informed or, if the parish

is responsible, work is scheduled dependingon urgency and finances.

After consultation with the residents, workhas been carried out on the tree belt behindthe houses on Townsend Way on the playingfield.

Frank and Richard Coles have continued tokeep the Parish grass areas in good order inline with the Parish Maintenance Contract.The Parish Council would like to thank themfor all their hard work over the last year.

POCKET PARKWork has commenced on the area betweenthe pond and the school to produce a PocketPark. This area appears to have been oncea small orchard and there are still two oldapple trees growing there. It is our visionto add more fruit trees to produce acommunity orchard, whilst also encouragingwildlife. In November 2017 a survey of thetrees was undertaken and because of thisseveral trees were felled in February 2018.The resultant logs were removed byresidents for firewood etc. We have alsoremoved ivy from other trees so that thesecan be further assessed later in the year.We are beginning to clear the area aroundthe apple trees to make them more accessibleso that Parishoners can help themselves tothe fruit in the Autumn. on our Facebook page and the newFolksworth & Washingley Facebook Group.Villagers have been using it to sendmessages to the council, share informationand advertise village events. Back inDecember we had Heart Radio broadcastinglive from the village pond and were able toshare video and photos of this on ourFacebook page. It's been great to see lostpets reunited via the page, village eventsadvertised, photos shared and even 'Thankyous' from our First Responders with all oftheir new equipment, funded partly bydonations from the village.

With the major road works on the A1(M)we are able to keep everyone up to date onany closures and diversions. A post fromour page regarding the imminent disruptionthis week reached over 4500 Facebookusers! Our posts on average are viewed bybetween 200-400 users. Our page has 358'Likes' as of today. It has been a great toolfor the Parish Council to share information.

However, I know that a 'Page' on Facebookisn't the easiest way for users to interact; theParish Council see their posts as we are pageadmin, but other residents don't always. So,in the last few months I have started aFolksworth & Washingley Village Group,where locals have been busy posting advertsfor events, requests for recommendationsand information for each other. It iscurrently set so that admin must approveposts. I have done this so that we are not'spammed' with adverts for irrelevant items,businesses or events. I have also taken thedecision to limit how many times businessesand events outside of the village can postas we don't want to be bogged down andlose pertinent information amongst adverts.

If anyone has any ideas, recommendationsor anything they'd like to see less / more ofon our page & group, please just let us know.What about Twitter..... is that something weshould use too?

UPDATEIn March 2018, Connecting Cambridgeshireheld an information evening in StiltonPrimary School to a small number ofrepresentatives to discuss the local area andvillages' access to fast, reliable broadband.

Connecting Cambridgeshire is part of agovernment initiative rolling out superfastbroadband to thousands of homes andbusinesses across Cambridgeshire andPeterborough that would not otherwise beable to receive it.

The programme aims to bring superfast fibrebroadband to 99% of the homes acrossCambridgeshire by the end of 2020. Theroll-out is being covered in four phases:

Phase 1 and 2 are complete.

Phase 3: (2017 - 2019) has Planning andsurveys underway.

Phase 4 : (2018 to 2020) is in the planningstage.

The Washingley area is currently plannedfor early-mid 2019 and the Parish Councilwill keep you posted as the developmentsoccur.

Parish Maintenance, including grass cutting,amounted to just over £10,000 and Section137 and Community Grants totalled £3900.

The balance at March 31st 2018 was£17,056.00

HDC DISTRICTCOUNCILLORS REPORT

As usual, the past year has been very busyat Huntingdon District Council. A newCouncil Leader, Graham Bull, wasappointed in May last year, together withnew members of the Cabinet with differentapproaches to Communities andrelationships which they hoped to expandon by having 2 x Parish and Town CouncilConferences which highlighted the localresidents' concerns. Dog fouling appearedthe top of the list!

The new Council Leader sits on the newDevolution Council and is fighting for ashare of the money promised by theGovernment for Huntingdonshire toimprove the local areas regarding transport,roads and housing.

Unfortunately, the community tax had to bereluctantly raised this year by 2.5% as the

Council staff had not had an increase insalaries for quite a while. Whilst thenumbers of staff had been reduced over thepast two years if was felt that with theirincreased workload it could not have beenheld down any longer.

I have now stepped down from my role asDistrict Councillor after four years. I haveenjoyed serving my Ward, which includesFolksworth, Elton, Morborne, Haddon,Sibson, Stibbington, Water Newton,Chesterton and Alwalton, and they have keptme very busy with issues regardingplanning, roads, and individual residents’problems.

I hope that for the next four years you willgive the new District Councillors the helpand support that I have received and theywill in turn give and support you.

The Garden in JuneSUGGESTIONS FOR GARDEN COLOUR

The longest day is June 21, and the lightand (we hope) warmth, brings on rapidgrowth - not all of it welcome! We need toclear away the spring bulbs, think about thefuture when taking cuttings, keep up withthe lawn regime and plant out the beddingplants and containers. And, of course, keepplants well watered.

If you are new to gardening you may needsome advice on what to grow to get started.Here is a list compiled from the advice ofmany experts:

SWEET PEASCan be bought as plug plants but the largeseeds are easy to sow. Choose a sunny spotand provide support, such as a trellis, fenceor canes, and water regularly.

NASTURTIUMSTheir large seeds can be planted straight intothe ground once the last frosts are over. Theylook good in containers too.

As a bonus, both leaves and flowers areedible in summer salads.

PANSIESThe easiest way is to buy plug plants, inboth summer and winter. To keep themflowering, you MUST dead-head every day,as soon as you see flowers begin to curl.

SUNFLOWERS

Not only colourful, but provide food forbirds too! The seeds can be sown directlyinto the soil once the danger of frost is over.Space the seeds 6" apart, 1-2 inches deep.Keep watered. Once the second set of leavesappear, thin plants to two feet apart. Youmay need to support the plants with bamboopoles if they grow over 3ft tall.

The Great Fen ProjectAN IMPORTANT ENVIRONMENTAL PROJECT - ON OUR DOORSTEP

The May meeting of Stilton Gardening andNatural History Club heard from MandyCorney, an Administrator and VolunteerOfficer, about the great progress made inthis 50-year project to restore the fenlandscape, just over the other side of theA1.

While this is a great national project withhigh profile supporters, including PrinceCharles, it is also a local asset that we canuse and share. It’s a great place towalk, watch the wildlife or takephotographs.

WHAT ARE THE HOLME POSTS?(Postcode PE7 3PT)

If you don't know about these uniquelandmarks in Holme Fen Nature Reserve,then turn off the Yaxley to Holme road,cross the railway line and look for a laybyin about half a mile. Just across the dykeyou will be walking on the lowest point inBritain, at 2.7 metres (9 feet) below sealevel. An information board tells you all

about the cast iron postsstanding proudly 4 metres abovethe ground.

In 1851 one post was sunk intothe ground, so we can see howmuch the peat has shrunk sincethe draining of Whittlesey Mere.(The post is said to have comefrom the Crystal Palace 1851Great Exhibition. The secondpost was added in 1957).

● Always check over your barbecue afterits winter storage. Keep it on level groundand away from sheds, fences,overhanging foliage and property.

● Keep children and garden games wellaway from the cooking area and neverleave the barbecue unattended

● If you have a bonfire, build it well awayfrom buildings, tents or other flammableobjects and make sure it is properly outwhen you leave it.

● When out in the countryside, extinguishcigarettes properly and dispose of themresponsibly – never throw a lit cigaretteinto a field or wooded area.

● Don’t forget to stay safe around ourcounty’s waterways. If you see someonein trouble in water, call 999 immediatelywith clear details of your location.

● When using a tent, never use candlesinside or nearby and always discouragesmoking nearby. Never cook inside a tent.

June DelightsTRY THIS QUINTESSENTIALLY ENGLISH SUMMER DESSERT

The choice of British produce isoverwhelming this month. Some, like broadbeans and elderflowers, have quite shortseasons so this month SCAN suggests howto use elderflowers, available freely inhedges and gardens. These flowers makerefreshing summer drinks, but also can beused in baking cakes, puddings and jellies.

Gooseberry andElderflower Fool

Two seasonal products that combine in alight, creamy dessert.

Cook together: 500g gooseberries

(no need to top or tail) Two heads of elderflower Two tablespoons caster sugar Two pieces of lemon zest

…until juices start to run. Stir and cook foranother 5 minutes over a low heat until thegooseberries are soft. Discard theelderflower heads.

Crush the fruit, then place in a sieve andallow the juices to drip through into a bowl.Give them a helping hand by pushingthrough the juice.

Lightly whip 350ml. double cream, swirl inthe juice and place in individual dishes andchill.

This can be made the day before and keptready in the fridge.

C-Card SchemeThe c-card scheme provides access to freecondoms in a variety of places for youngpeople up to the age of 25 years.

Snapping It UpORTONS ROTARY SPONSORS TALENTED YOUNG PHOTOGRAPHERS

Ortons Rotary Club work with Nene ParkAcademy in ways that benefit the school,or our efforts, or both, writes Dave Pennell.Quite often this is achieved by supportingentrants into the various national youthcompetitions which Rotary in Britain andIreland organises.

The most recent competition was the YoungPhotographer. First, with help from NenePark's photography tutor, there was acompetition within the school to selectpupils to go forward to the districtcompetition. We were blown away by thequality of the entries - portfolios of artisticshots showing both creativity and technicalmerit. The hard choice was made, the mostpromising were rewarded by being enteredin the district competition. Parents, staff andRotarians attended a prize-giving event atthe school.

The District competition was organised bythe Rotary Club at Towcester and includedentries from the East Midlands andLincolnshire.

This week we heard that the District winnerfor the senior age group was James fromNene Park - congratulations! He will goforward to the national final in June hopefulto be at the prize-giving at de Montfort Hallin Leicester in June. Good wishes go to himfrom everyone at Ortons Rotary Club!

Not only that, Sophie, the intermediateage-group entrant, was a creditable runner-up. Nene Park has plenty to be proud of.
