 Dear sir/ madam, I am opposed to the boundary changes that are being discussed within the Aylestone/ Saffron Lane and Ares Monsell area. As a resident of Aylestone for many years I'm aware, and proud, of the fact that the village has its own distinct identity. Of those who call ourselves residents in Aylestone, we know exactly where we mean and what our local landmarks are; to divide Aylestone between two large estates(Saffron lane and Eyres Monsell)who also have separate identities with their own individual communities,  would, I believe be a retrograde step that would somehow take away from the image that I hold dear to me as a resident of Aylestone. Aylestone is distinct and separate ward, and, if anything, should be expanded, not divided!  S Aldis

Review Officer Leicester Review The Local Government Boundary Commission for England Layden House 76–86 Turnmill Street London EC1M 5LG Residents’ City of Leicester, Aylestone Ward Submission, 18TH May 2014 I write as a resident of Aylestone Ward to express my opposition to the new electoral ward boundaries proposed for Aylestone.

I believe the draft Ward boundaries should not be adopted but amended and because

• the southern part of Aylestone Ward should not separated from the north of the Ward because this would divide our Aylestone Ward and the community in two by introducing an arbitrary line to cut through the middle of the Ward

• combining one part of Aylestone with Eyres Monsell and the other part of Aylestone with Saffron will further divide Aylestone and affect our community identity. For example, Aylestone Ward parents and children would be in different wards and under different boundaries resulting in a large proportion of the primary schools catchment areas being outside of the Ward boundaries, especially in the case of Granby School.

• the geographic proximity argument within the proposals is very weak. Aylestone is only linked to Eyres Monsell and Saffron by adjacency. Glenhills Way divides the communities of Aylestone and Eyres Monsell. Saffron Lane is a physical barrier that separates the communities of Aylestone and Saffron

• they take no account of the sense of community and identity within Aylestone in the sharing of shops and community facilities, which are physically separate from the Eyres Monsell ward. They have their own community including shops and facilities

• the proposed ward boundaries do not reflect the interests and identities of the local

communities in Aylestone, Saffron or • Eyres Monsell and it is hard to envisage advantages to any of the communities in

the proposals

• the proposals for Aylestone Ward do not deliver any specific additional benefits to the existing community in the Aylestone Ward than in the current arrangements

Aylestone has its own unique heritage and environment, identity, village community, new medical centres, shops and schools which bind and unify the community in the existing ward and could only be adversely affected by the proposed mergers, new boundaries and loss of parts of the existing Aylestone ward.

Aylestone should be treated as a single entity. I am sure the other communities would stand to benefit as Wards in their own right.

I believe that the three wards have different needs; different requirements and do not share community services.

I request that the Commission re-evaluate these draft proposals in the light of the above perspectives because it’s clear to many that these ward boundary changes would be detrimental not just for the community in Aylestone Ward but for the other communities as well.

I propose that

• the required mathematical ratio of councillors to electors should and could be achieved without minimising the community identity within the existing Aylestone Ward and indeed in the other affected Wards, and

• establishing three separate wards with two councillors in each ward would satisfy many elector interests with no diminution in strength or voice through the representation of elected councillors.

Hello,        I am writing to you in reference to the potential plans of absorbing Aylestone into the Saffron Lane estate and the Eyres Monsell estate. I moved to Aylestone 1998, this was the first home I have purchased and would like to live here for the remainder of my life, one day leaving my home to my children. I moved into Aylestone because it has a reputation of being a quiet place with history and has still retained it's village feeling, Aylestone has had a varied and interesting history and was included in the doomsday book in 1083, it has many buildings with historic value, these all go towards the village feeling of Aylestone, this would be lost if it were cut up and absorbed into two estates with poor reputations and low property values. my home is a traditional 3 bedroom semi detached, it is worth considerably more than an equivalent property in either Saffron Lane or Eyres Monsell, if it is considered that  a review of boundaries is needed then it would be far more beneficial to incorporate part of Saffron Lane into Aylestone and part in to Knighton and incorporate part of Eyres Monsell into Aylestone and the rest into Glen Parva, completing this would increase house prices across the region instead of reducing them. I strongly object to Aylestone be done away without any beneficial reason.  Yours sincerely   Mr Lee Bambury  Sent from my iPad

Dear Sir, I have read with considerable dismay the Leicester ruling Labour Party proposals for the boundary changes in the area which embraces Aylestone, Saffron and Eyres Monsell. The implications, particularly for my ward of Aylestone, suggest that the ancient village of Aylestone will be arbitrarily divided down the middle, one part to be added to Saffron Ward and the other part to the Eyres Monsell Ward, neither of which has any social, cultural or economic connection with Aylestone. Aylestone is mentioned in the Domesday Book of 1085, was originally created as a Saxon settlement (St Andrews Parish Church in Aylestone actually has some remnants of Saxon architecture within the building) We also have Aylestone Hall which was originally founded in Mediaeval times and is currently occupied as a residence for a number of families. Within the Village, which is a conservation area, forms an important part of the whole Ward and if the Ward is divided in the manner suggested, the community, established over many decades will be split with the many local organisations providing a number of community services unable to continue. This will include the three churches which currently work together, the Friends of Aylestone Gardens which continues to help maintain the status of the Garden as a GreenFlag garden,as well as providing money for the support of young people in the area to play sports during he summer months in a protected environment. In addition to these groups, there are people helping to improve the area for its residents. Parents are also worried that the changes will upset the catchment areas for schools because a large proportion of the catchment areas will become outside those currently in operation. It would also be fair to say that the residents of Saffron Ward and Eyres Monsell Ward woud not feel at one with the revised geographical changes because they will no longer have the sense of 'belonging' which is so important to the well being and welfare of an area.

There are many other considerations which occur not least of which is the amount of work which has gone into creating the special relationship which exists within the current Wards which would be destructive I hope that after due consideration you will decide that a considerably less arbitrary and swingeing adjustment of boundaries will be more equitable and less biased in one political than another. I support the current proposal.

The proposal is for the whole of Saffron Lane to go into a new 'Saffron and Aylestone Park' ward. It makes more sense for people who live on Saffron Lane because the shops will be in the same ward as them. People on both sides of Saffron Lane say they live on 'the Saff' but they are split down the middle. Catch 22 is a National Charity and in Leicester we have have been commissioned to reduce youth crime in the Saffron Lane Estate. From this perspective the community will be better served if the whole area formed a single ward and.

I have lived in Aylestone for over 30 years and can see no benefit in splitting it and turning part into Saffron and part into Eyres Monsell, if I wanted to live in either of these wards I would move there. Aylestone has always had its own individual identity and should not be diluted into 2 other areas. The appeal of living here will certainly be diminished by this proposed move and I can see that house prices will fall to reflect the changes. Why the value of my and everyone else's property should be diminished because of a change I am sure no resident of Aylestone will want is beyond me.

In particular I fear that current proposals are in danger of failing to reflect genuine local communities and rather to create a number of artificial ward units which could create real problems in the future for elected ward councillors. Aylestone for example is a former rural village incorporated into the city in the first half of the twentieth century. It is a distinct community with numerous local clubs, societies and distinct local characteristics and institutions of its own. It is quite distinct from the neighbouring Eyres Monsell area which only came into being as a new estate on the southern borders of the City in the last century. It too has its own distinctive characteristics, clubs and societies. These two communities ought ideally to form two distinctive two member wards and I understand various other representations have suggested this. Aylestone, with its parish church,well supported social club and centrally located shopping area is a vibrant community in its own right. I have attended summer fetes there in both The Holt and Aylestone Hall Gardens attended by many hundreds of local people.The sense of local community in "the village" finds expression in many ways. Eyres Monsell with its main shopping area in the Exchange and various community groups based nearby is a quite different type of community to Aylestone. Its population includes a sizeable range of local authority and housing association houses suitable for older people together with vibrant local schools. Eyres Monsell does not like to be considered the same as the Saffron estate to the north which is older and has well established community organizations of its own or Aylestone to the west. Another community with a distinct identity of its own which is threatened with being broken up is that of the Western Park area in the west of the city. There is a good case for creating a separate ward uniting the Western Park area between Wyngate Drive/Woodville Road and Western Park itself with the area to the west of the Park inclding the Park Rise, Liberty Road and Braunstone Frith areas. Effectively Western Park and Braunstone Frith both share an identity in respect of the Park, the same secondary school and are linked by the same bus routes. Both areas are represented on the Western Park User Group and use the Western Park Golf Club.Interestingly Braunstone Frith sees itself as quite separate to the adjacent New Parks estate.

I would like to express my concerns regarding the proposed boundary changes which will split my community in two. I have lived in Aylestone and have been part of this established community for 50years. I am not against change and do understand the need to equalise the number of residents etc but I really am opposed to splitting a community, I really didn't think that would or could ever happen. Aylestone, Eyres Monsell and Saffron are three separate communities and I don't think it is right or fair to split one down the middle. Many families have lived in Aylestone for a number of years and it is very established. It has its own unique heritage, identity, village community, 2 new medical centres, schools and shops. I don't think merging two communities is necessarily a bad thing as things change, people adapt etc, it's the splitting of a community which is bad.

Although now part of the city of Leicester Aylestone is still a village in the eyes of the community. There is lot of history associated with the area with many staying in the immediate vicinity for many generations. The village is mentioned in the Domesday Book. Splitting the community between two much more recently developed areas would detract from it's long established history and be very inappropriate.   Yours Faithfully  David and Brenda Brown

As a local business trading currently in Knighton Ward I wish to object to your proposals to move the Stoneygate Shops area (Allandale Road and Francis Street) in to the Stoneygate Ward. To do so would show a total lack of benefit to local communities of the trade in Allandale Rd and Francis Street . Available to local residents and

We have over many years been well supported by the Knighton community, via the public Community Meetings of the Council, we as business owners have attended meetings & the council have attended our street meetings also, and showed support for previous events.

This has included financial support via grants which receive public backing at meetings.

In contrast at the Stoneygate Ward Community Meetings such applications have not received support and we felt we were not welcome.

There have been public expressions, shared at the meeting that the Stoneygate shops are too affluent, which is ridiculous. we are a community of independent shops trying to survive and ride out a recession.

Moving Stoneygate Shops into the Stoneygate Ward will break a link developed with one community which shows its support in tangible ways for our businesses, and put us in another, which has rejected us.

We implore the LGBCE to review its proposal to put us into Stoneygate Ward and ask in the strongest terms that we remain a part of Knighton Ward who have a positive view of independent businesses and local trade.

From a residents point of view Splitting the Aylestone Ward will mean we will have even less say in decisions that Leiecster City Council make. Having previously been part of the saffron ward prior to the last reorganisation when the council ignored anybody who didn't live in social housing, which made up a large proportion of the Eyres Monsell and Saffron wards Their suggestion to reorganise again is to remove one or both of the 2 councillors out of the fifty or so that do not represent the Labour Party.

From: Ann Clarke Sent: 20 May 2014 18:27 To: Reviews@ Subject: Draft proposals to split Aylestone Dear Sir/Madam, I understand that there is a proposal for the Aylestone ward to be split between Eyres Monsell and Saffron Lane Wards and wish to register my concern. Aylestone is a well established community which is founded on a firm historical base.  For it to be split in this way would, in my opinion, effect the cohesion of the community.  Each of these three communities have their own unique identity and all three would be affected by this proposed change. Aylestone have many  community initiatives one of which I have become involved with.  The Aylestone Meadows Appreciation Society are involved with regular litter picking and also have planting initiatives.  The Meadows and Canal paths are well used by the community and the group are keen that it should be kept  the beautiful place that it is. I believe that by spliting Aylestone in this way would seriously change the community to its detriment.    Yours sincerely, Ann Clarke

Re: City of Leicester Ward Recommendations – Aylestone & Eyres Monsell

I am writing in response to the ward boundary recommendations for the City of Leicester in the report

published on 11th March 2014. I welcome the increased electoral equality that implementation of the

review recommendations would provide. I have specific comments of support to make in relation to

your proposed ‘Aylestone & Eyres Monsell’ ward, and also wish to share some concerns about

objections being expressed locally.

Reflective of Community Identity: This new proposed ward contains 3 clear areas of community

identity (Aylestone Village; Gilmorton; Eyres Monsell) and therefore is a strong improvement on

previous arrangements which fragmented areas; under these new recommendations, whilst Aylestone

Village would remain united as it is in the current Aylestone ward, the presently fragmented Eyres

Monsell and Saffron Lane estates would be unified within the new proposed wards (in Aylestone &

Eyres Monsell and Saffron & Aylestone Park respectively).

Naming our Ward Community: If the proposed ward was to be called ‘Aylestone Village & Eyres

Monsell’ the ward name would better reflect the community identity of Aylestone Village (the

southern area of Aylestone, incorporating Old Aylestone Conservation Area). Whilst Gilmorton is not

included in this title this amendment would be the most appropriate name to reflect community

identities; indeed the Gilmorton area is currently part of the Aylestone ward and also provides the

entrance to the 'Eyres Monsell Allotment and Garden Society' (and so Gilmorton residents may also

identify with Eyres Monsell within the ward name).

Valued Links between Communities: The 3 areas of community identity within the proposed

Aylestone & Eyres Monsell ward do share some important links. Geographically the Great Central

Way, Aylestone Meadows and Grand Union Canal are a valued resource to residents in the south of

the City; as is clear on the proposed ward boundary map, the Great Central Way and Grand Union

Canal links Aylestone and Gilmorton/Eyres Monsell by cycle way and towpath. Within the ward,

from Good Friday to October, we also have a tea-room between Gilmorton and Aylestone Village on

the Towpath (at Kings Lock) which provides a countryside-in-the-city café experience for residents,

canal users and other visitors. The proposed ward would not only reunite important community

identities but can also provide councillors and / or residents) with clearer opportunity to campaign to

maintain, support and build further links within and between our communities.

Responding to Objections: My understanding is that there has been an orchestrated campaign

against the proposed ward boundary changes (and for a fully unified Aylestone ward). This seems to

have been particularly been visible within the current Aylestone ward. I have seen a copy of a number

of objections/example letters which may have been submitted to you (having been circulated on

Facebook). I wish to respond to the objections I have seen and heard as follows:

Objectors claim Aylestone Village and Aylestone Park form one community. We are linked

communities but not a fused community. Aylestone Village includes Old Aylestone Conservation

Area and the 1930s (and onwards) development in the south of Aylestone (bordering the county),

whilst Aylestone Park comprises the largely Victorian development in the north part of Aylestone

(towards the city). The LGBCE recommendations better reflect a distinction between Aylestone

Village and Aylestone Park than the previous arrangements. It will also be beneficial that the

proposals will bring Aylestone Leisure Centre and Aylestone Recreation Ground back into a ward

with ‘Aylestone’ in the title (Saffron Lane & Aylestone Park).

Fears are being articulated that the value of houses will go down and the cost of home and motor

insurance will go up if Old Aylestone is associated with Eyres Monsell within the same ward: this

seems misguided. My view is that identities based on economic position may be inappropriately

informing some of the ‘anti- Aylestone & Eyres Monsell ward’ campaigning, which seems an

inappropriate consideration for those making decisions about ward boundaries. It can also be

argued that there are resource concerns across the proposed ward (e.g. in relation to housing and

transport) which are masked when the economic interests of some (and often those with private

housing and transport) are informing the tone of the debate.

It has been expressed that the ‘Spirit of Aylestone’ Churches will no longer be in one ward: all

three (St Edwards, St Andrews and Aylestone Baptist Church) will be within the Aylestone &

Eyres Monsell Ward. This point is simply a matter of accuracy: a ward boundary should not be

determined by faith groups and the churches will still provide local religious services, support and

community events to people from within their ward and from different parts of the City.

It has been claimed that citizens in neighbouring wards have not been engaged in important local

campaigns. I had a strong role within the campaign against a football development on Aylestone

Meadows (as part of the Aylestone Meadows Appreciation Society). This campaign included

active meeting attendees and campaigners from a number of wards including Aylestone,

Braunstone and Rowley Fields, Freeman and beyond (city and county); people were brought

together despite any geographical boundary to work to protect this much valued space. I helped to

collate evidence and support submissions against the proposals and set up the Aylestone

Meadows Appreciation Society Facebook group which attracted interest from near and far.

Sometimes success in community action involves working within and beyond wards. Community

activity is not determined by formal political boundaries. Opportunities for cross-ward community

activity and non-party activism will remain once new arrangements have been instigated.

My Support for the Proposal: Consultation and community debate are important: I would ask that

you note my concerns about a campaign against the proposals (particularly if economic arguments are

being put forward, or inaccurate claims that cross-community and cross-ward campaigning work does

not or cannot occur). Your proposals demonstrate that appropriate consideration has been given to

local communities and identities which will ensure that elected councillors can – fairly and

meaningfully - represent ward constituents. Note that a revised ward name of Aylestone Village &

Eyres Monsell would have the identity of those in south Aylestone more accurately represented.

Therefore I write to register my objection to the proposals as a local resident.I strongly object to the plan to merge Eyres Monsell with Aylestone. Having lived in Eyres Monsell for almost 30 years ive witnessed a growing sence of harmony with residents on our estate.This has taken along time to create by volunteers and others.To even consider matching us with half of Ayleston is madness.We both have our own different identities, characters and communities.What also should be considered is the fact that these two communities are divided Glenhill Way of which in excess of 30,000 vehicles use daily.This is a main artery to the M1 motorway junction21. There are many of us in Eyres Monsell who are proud of our area.We have our own community groups, own events commitee, schools, medical facilities, youth clubs, football club, working mans club and new shopping area.I cannot see how these facilities can effectively benefit Aylestone. Finally if I lived in Aylestone I would be extremley unhappy being split in half.Where is the reasoning in that? Unless its political of course. From: ruth cusack Sent: 20 May 2014 10:28 To: Reviews@ Subject: Proposed splitting of Aylestone ward in Leicester To whom it may concern,  Aylestone has been my home for the last 21 years and I now understand that there is a proposal to divide the ward  in two,  merging one part  with  Saffron and the other with Eyres Monsell.  Many of the local residents in my area,  some of whom are elderly, feel very concerned and upset about this but are not sufficiently able to have there say.  There has not been, to my knowledge, a proper consultation process and I can't think that this can be right.  This aside, Aylestone is a close knit community who come together to support the many local initiatives for the preservation and development of the local area and welfare of the residents.  Dividing this well established community as outlined in the proposal seems to me to be a detrimental step.  After all, there have been in certain localities around the country,  grants and funding to support action for the better establishment of community cohesion, (ref. Gov.uk  https://www.gov.uk/government/policies/bringing‐people‐together‐in‐strong‐united‐communities) such as we have here in Aylestone in abundance. Why divide?  Why not embrace the other two wards as part of the whole if they are agreeable to this?  Do the residents of Saffron and Eyres Monsell know of this proposal ‐ we seem to be in the dark about it all.  I respectfully urge you not to take this step and to find a better way which does not rip apart this wonderful community.  Yours sincerely,  Ruth Cusack

I have read the document outline your recommendations and, after much thought, consider them to be a reasonable and clear decision. I think they give a good distribution of Electors to councillors and reflect the geographical and social realities of the city.

I live in Stoneygate ward and see the new boundaries as reflecting the community “on the ground” especially with the extension of the northern boundary to the railway line thereby reuniting the Highfield’s community in one ward.

Dear Sir / Madam

RE: Draft proposals to redraw ward boundaries in Leicester.

I object to the proposed change of boundaries to Aylestone on the grounds that:

• Aylestone has a long historical heritage.

• True community spirit.

• Excellent schools, medical facilities, nature walk and own unique identity.

• I have lived in Aylestone for many years and do not want to be described as living in Saffron, with which I have no

links to.

• The proposed changes will split Aylestone down the middle and people on one street will live in two different wards,

which is nonsense.

• People who have chosen to live in Aylestone do not want to live anywhere else, as we are Aylestonians.

I see no benefit in destroying what is a thriving community and take offence that the proposals are based (as per your website) on plans put forward by one political party. These proposed changes could change the balance of results at future elections in favour of a specific party or to the detriment of other parties, so I deem this undemocratic. I hope those that actually know about these proposals and have put forward objections illustrate how important our identity and neighbourhood is to us in Aylestone, we want to stay united.   ‐‐‐‐‐Original Message‐‐‐‐‐ From: Herbert Eppe   Sent: 20 May 2014 17:44 To: Reviews@ Subject: Electoral review for City of Leicester ‐ OBJECTION to proposed boundary changes for Aylestone and Freemen Wards  I wish to OBJECT to the proposed boundary changes for the Aylestone and Freemen Wards in the City of Leicester.  As a result of a previous boundary change, the area known as Aylestone Park is currently divided along 'unnatural' lines. Part of Aylestone Park is in the Freemen Ward (which has no distinct identity whatsoever), the other part is in the Aylestone Ward, where it belongs 'instinctively' and indeed historically. There are close links between Aylestone Park, Aylestone Village and indeed Aylestone Meadows. The current boundary presents an opportunity to rectify the current division of Aylestone Park by re‐uniting Aylestone Park, Aylestone Village and Aylestone Meadows under 'one roof', i.e. Aylestone Ward.  The proposed boundary changes as they stand would exacerbate the 'rift'  between Aylestone Park, Aylestone Village and Aylestone Meadows and are therefore not acceptable, hence my OBJECTION to the proposals as they stand.  Herbert Eppel

  ‐‐‐‐‐Original Message‐‐‐‐‐ From: Susan Eppel [   Sent: 19 May 2014 21:42 To: Reviews@; Owen, David Subject: Proposed boundary changes ‐ Leicester Review  Dear Review Officer  As a resident of Aylestone (Freeman Ward) I object to the draft proposals to split Aylestone from East ‐ West and the merging with Saffron and Eyres Monsell.  There is strong community cohesion within Aylestone and even the two separate wards of Freeman and Aylestone Park talk to eachother on a number of issues with joint activities, to make Aylestone a better place with established community groups and to maintain good relations with councillors.  Regular meetings include user groups, policing and a whole range of other initiatives.  I can see no value at all in attempting to split off to satisfy political convenience.  The reality on the ground is that people integrate within relatively close proximity and this would be diluted should the split be realised.  Aylestone is a strong community and in my view is not large enough to split off and merge with Saffron or Eyres Monsell Ward but it is just large enough to become one entity ‐ one Aylestone.  People have a sense of place which is very important and this should be retained  I do hope you will take into account people's views and that this is not just another top down tick box consultation.   Yours sincerely  Susan Eppel
