ORGANISING CHAIRMAN MESSAGE
I would like to extend a warm welcome to our colleagues and friends from ASEAN countries to the ASEAN LoGov 2010 event of the year, which is to be held in a beach town known as Miami Beach, Batu Ferringhi, in Penang, Malaysia.
This ASEAN Local Government Conference and Exhibition is marking itself in the international local government calendar for politicians and practitioners inclusive of civil servants who wish to share their own experiences and learn from those of colleagues around the globe. The theme of this year’s conference is Local Government Agenda – Management, Development, Technology & Sustainability. As the sphere of government closest to the people providing some of the essential needs of everyday life, local government is continually in the public eye; re�ecting on how citizens perceive the services we deliver and how we lead our communities to create more prosperous and attractive areas in which to live. Improving our performance is a key issue for local government across the ASEAN – whether be it improving the way we �nance local government and use those �nances, in improving our structures for local democracy, improving the way we deliver services and serve local people, and in �nding ways in which we can measure how well we are doing and if we are improving. It is even more critical at this time of global economic challenges where we are all very conscious of the impact on the local government with an increasing demand for our services at a time when we need to look at how we can tighten our purse strings and produce ever greater value for money.
I look forward to hearing examples of innovations from across the ASEAN, including examples from own projects and programmes, speci�c trainings to improve the performance of councilors and of�cials in ASEAN. We hope that one of the outcomes of the conference will be some practical guidelines on the essential ways in which we can strive to improve local government in our different countries, building on the framework provided by ASEAN.
The outcomes of the LoGov 2010 conference will be presented to ASEAN Heads of Government and this will provide RMi Asia a basis for future work, support members and help them improve. I am pleased to welcome you all to this important event and hope that you will be able to take home ideas and inspiration to implement in your own local authorities to help deliver develop-ment where it matters – at the local level for the people we serve.
