Since this is the new year, let’s get back to basics for folks who want to send news items, calendar happenings, events or anything like that to LOCAL Community News.

LOCAL publishes six hyperlocal, free, monthly community newspapers targeted to specific groupings of ZIP codes, or zones, reaching more than 200,000 readers.

These ZIP-code zones can be found at the bottom of the staff box, usually next to this column. They also are listed in the LOCAL media kit, available upon request.

If the news release details an event that isn’t in one of the ZIP codes, we probably won’t use the item. The information needs to be relevant to where our readers live and do business.

Second, as mentioned above, we publish monthly newspapers. That means the publications have an extended production schedule, similar to a magazine. Once layout has started, it is problematic to stop and tear up a page just to add a small item.

So please send those notices at least two months in advance if possible. Even a month is OK, but I can’t promise inclusion. We’ll do our best.

Preparing for SA’s big 3-0-0 jamboreeby SUSAN YERKES

If there’s one thing San Antonio loves,

it’s a party. So, you can bet the bash for the city’s 300th birthday,

coming up in 2018, will be a big one.

City mothers and fathers have consistently considered early May 1718 as the official birth of San Antonio. Back in 1691, a Spanish expedition stopped at a fertile area around San Pedro Springs, called Yanaguana by the natives. On June 13, the feast day of St. Anthony of Padua, they named the spot in honor of the saint. The expedition continued onward, but the name was added to Spanish maps, and has endured.

However, most historians recognize 1718, when the mission and seat of government were actually dedicated, as San Antonio’s anniversary date. On May 1, Mission San Antonio de Valero was established on the banks of San Pedro Creek. Four days later, a presidio – a fortified base usually accompanied by Spanish missions – was established nearby. The surrounding Villa de Béjar soon grew to a whopping 300 residents. In 1731, 55 Canary Islanders, sent by Spain as the first official colonists, immigrated, and the cornerstone for San Fernando church was laid to mark the town center. By August the same year, the first municipal elections were held.

Growth during the first 150 years was pretty slow. By 1803, San Antonio counted 2,500 residents. By 1870 – after the Battle of the Alamo, the establishment of the Republic of Texas, U.S. statehood and the Civil War – the population numbered 12,000. Just seven years later, after the railroad arrived, inhabitants more than tripled to 37,000. The strong military presence brought more folks to town, as did a big exodus from Mexico during its revolutionary years.

And, look at us now: The seventh- largest city nationwide, with nearly 1.5 million residents – more than 2

million if you count the surrounding metropolitan area – and still one of the fastest-growing U.S. regions. Of course, there’s urban sprawl, traffic and all the headaches of big-city life to challenge us.

So, as we celebrate our 300th, it’s also critical to keep focused on planning for the future.

San Antonio is used to change. In 1968, years of planning came to fruition in HemisFair, the international exhibition, which played a major role in transforming downtown and establishing the city as a gateway to Latin and South America. The fair lost money, but it changed the collective mindset of San Antonio. An equally important part of our history was the creation of the University of Texas Health Science Center at San Antonio.

It’s going to be hard to top such sweeping change for San Antonio’s big 3-0-0. The city’s Tricentennial Commission, led by Edward Benavides and Asia Ciaravino and a formidable board of directors (including Canary

Islands native and longtime champion of San Antonio international trade Dr. Alfonso Chiscano), promises great things.

We’ll start seeing the gradual rollout this spring.

Everyone will surely notice widespread emphasis on the historical Spanish missions after the honor of being designated a World Heritage Site. It will be fascinating to see how far along plans have come for an extensive revamping of the Alamo Plaza area by the city and state. A redesign of the HemisFair grounds will be further along.

I also hope the University of Texas at San Antonio Institute of Texan Cultures, originally built during HemisFair, will have a premiere place in showcasing the diverse and fascinating history of our corner of the state.

While this is not to disparage the professional cab drivers who work tirelessly as ambassadors for the Alamo City, Uber and Lyft — with their hipster appeal to millennials, young professionals, students and others watching their pennies — open yet another avenue to accessible transportation in a growing city.

In spite of the bump in the road last April 1, when Uber and Lyft stopped operating in San Antonio (though rides continued in the suburbs), city fathers such as District 8

Councilman Ron Nirenberg worked hard to get both revving again on local streets.

As Nirenberg told the media, the requirements placed on both companies by San Antonio at the time were in essence needless roadblocks, and created barriers to more transportation in an already heavily regulated industry.

Ride-hailing businesses also provide a private-sector answer to subsidized, public mass-transit systems by offering affordable, reliable and rapid door-to-door services.

These transportation network companies aren’t getting a free pass from San Antonio, either. Their services are on a nine-month trial basis, which will be reviewed to ensure there are no safety issues or other concerns.

The three are now on board with city terms stipulating increased vetting of drivers, overseen by the San Antonio Police Department.

Prospective customers access ride-hailing services through cellphone apps, and local drivers using personal vehicles shuttle these assigned passengers. With the city’s program, patrons can now verify operators who underwent additional background clearances.

It’s good to see the brakes have been taken off free enterprise and given the green light.

Ride-hailing firms offer more options

The return of ride-hailing companies Uber and Lyft to San Antonio this past fall —

and new kid on the block, Get Me, in mid-January — will help accelerate the pace of affordable mass transit, especially for those on a tight budget.

IN OTHER NEWS A PROPOSED CITY VOTE MAY 7 THAT COULD CUT VIA Metropolitan Transit bus service to Castle Hills is being reviewed by city leaders once again, according to officials. If approved, the city would call for a special election to decide whether to do away with a half-cent sales tax set aside for VIA and instead use that tax revenue, nearly $5 million a year, to create a municipal development district that would fund maintenance, repairs and improvements on city streets and infrastructure. The controversial VIA transit issue also came up in 2012 and in 2014. VIA officials have said they wish to work with Castle Hills to find solutions.

THE NORTHSIDE INDEPENDENT SCHOOL DISTRICT recently approved upgrades to fund a security lobby at Locke Hill Elementary School. THE REGAL HUEBNER OAKS STADIUM 14 MOVIE THEATER, 11075 Interstate 10 West, is spending $1.5 million to convert the seats in its 14 theaters into recliners, among other renovations. The work is expected to start in February and wrap up in August, according to officials.

DISTRICT 8 COUNCILMAN RON NIRENBERG IS PUSHING FOR a ban on coal tar-based sealants, which are used in constructing roads and parking lots. The councilman recently put the ban proposal before a city committee, according to officials. Nirenberg cites environmental and public health concerns, saying that coal-tar based sealants could lead to carcinogens possibly leaching into public water supplies. Nirenberg said there are other sealants available. STUDENTS FROM THE RAWLINSON MIDDLE SCHOOL choir and orchestra joined more than 1,000 other Northside Independent School District musicians in January to learn from and perform with Mark Wood, a string master and founding member of the Trans-Siberian Orchestra, according to a news release. During the week of Jan. 11, students from some two dozen NISD schools participated in Wood’s program “Electrify Your Strings,” described as an intensive rock 'n' roll workshop for music-education departments, boosting student self-esteem and motivation. THE NORTH EAST INDEPENDENT SCHOOL DISTRICT IS THE FIRST in San Antonio to receive the U.S. Department of Agriculture Farm to School Program grant of $45,000. According to Sharon Glosson, executive director of NEISD’s School Nutrition Services, the district is planning to use the grant to build relationships with local producers and brainstorm ways to increase local purchasing for school cafeterias. Some of the funds will also be used to assist with school garden planning and maintenance.

The SMART Board is a line of interactive whiteboards produced by Smart Technologies of Calgary, Alberta, Canada. for asthmatic students, officials said. SHAVANO PARK CITY LEADERS ARE REMINDING property owners to apply for a permit and submit plans to the city before building. The reasons for the permit are to avoid code violations and to ensure that structures are safe and in compliance with city laws, according to City Manager Bill Hill. He added that often property owners are not aware of the permit requirement and build without one, only to discover their building does not meet code requirements. When a permit is obtained, a detailed plan review occurs and city officials help property owners avoid violation issues, according to Hill.

The council has sought to create a policy on access to the municipal complex, questioning whether it should be used for only official city government functions or be opened to community organizations.

Local civic groups allowed to use City Hall over the last few years now fear they soon will no longer be permitted to keep meeting at the public facility.

Most recently, the council voted unanimously on Jan. 25 to schedule a special meeting in February to finally decide on a new long-term policy.

“I hope you guys can get to compromise on that. All or nothing is not a solution,” resident Joel David Pierce told the council during the January meeting.

City leaders have been poring over an array of sample City Hall-use policies, precedents from other communities and related research papers. The proposed draft policies for Shavano Park have ranged from limited use to city government functions to granting access to any and all groups.

Some critics fearing a strict usage policy said the council is on the cusp of violating residents’ basic right to assemble in a taxpayer-funded facility. Other critics say the council has essentially created a non-existent problem.

According to city officials, the issue of allowing civic group to hold formal gatherings at the municipal complex has pros and cons. For example, the City Hall campus was the start and end for a nonprofit’s fundraiser race.

So many people attended the event that use of the bathroom overwhelmed the septic system’s capability. It took the city more than a week to resolve problems there.

should be permitted to use the facility. Until now, the city has had to rely on a permitting process, including a lease agreement, to open City Hall to civic groups.

Prior to the construction of the existing municipal complex, local civic groups had to meet at the fire station or another small public building inside city limits. City Hall remains the town’s lone public meeting venue. No separate community center exists.

Some of the public discussions on this issue have had their share of dramatic exchanges. At the regular council meeting in December, residents such as Mike Simpson, Pat Wood and Marcia Stipek said the spacious building has proven valuable to the community by providing local civic groups adequate meeting space.

The Shavano Park Women’s Club has used the building for special events such as organizing the annual city employee appreciation luncheon and a forum where residents can meet council candidates.

“The more we hear from the candidates, the better off and more informed we are as an electorate,” Simpson said. Wood said she couldn’t imagine the women’s club being forced to hold its events outside city limits.

“We love our City Hall. Let’s keep it our City Hall,” she added.

There has been a concern among some city leaders and residents, in recent years, that leaving City Hall open to most any civic groups would become a slippery slope, and unwelcome organizations with questionable intent would still be given the same opportunity to use the building.

“We could soon find ourselves facing the dilemma of groups we simply don’t like,” Mayor Bob Werner said, citing extreme organizations that may one day want to formally gather in town.

“None of us in here would stand up and fight to have them be here. They would have

the same opportunities,” Werner added.Stipek said it is unfair to lump

Alderwoman Vicky Maisel’s husband, Mike Colemere, said the city should have come up with a detailed fair-use policy years ago. He suggested that, to make things easier, City Hall should be used only for city government functions.

“The women’s club, the neighborhood watch, the homeowners association — they’re all worthy functions, worthy of being in here, but there’s no policy that says they can be here,” he added.

After the December meeting, resident Dick Zucker said he believes the mayor and some council members have a specific

vision for how City Hall should be used. Weeks ago, alderwomen Mary Ann

Hisel and Michele Bunting Ross were appointed to a subcommittee to further review the issue, but some residents have claimed the two are advocating a strict-use policy – a claim both officials have denied.

Zucker also disagrees with people who think the city should build a community center to help solve the problem, saying the municipal complex is being under-utilized.

“We’ve never had a problem. (Werner) is concerned some groups may meet that’ll shine a bad light on the city. What groups could he be thinking of?” Zucker asked.

South of Shavano Park, Castle Hills’ mayor has discretion on which groups get to use City Hall, which includes a small community meeting room.

Mayor Tim Howell said he usually defers to the city manager in such matters.

“Basically it’s an open-door policy, but for policy, something should be in writing, no matter what you do,” he added.

The 80-foot Clear Channel Outdoor billboard, which some church members claimed has flashed questionable content, sits between Covenant Presbyterian Church and Wayside Chapel on city right of way at Roleto Drive and the westbound Loop 410 access road.

But from all appearances it looks to be part of Covenant Presbyterian Church. And that, said the church’s Rev. Dan Milford, is part of the problem he and others have with the billboard.

“We knew the city of Castle Hills

had an ongoing interest in leasing land for a billboard,” Milford said. “But we were never contacted by the city to let us know they were considering the location by our church.”

He added, “I didn’t know you could place a tower on an easement. I thought an easement just let the city drive through it.”

It was just a couple of years ago that city officials decided to allow digital billboards — signs that electronically change their message and images, sometimes several times an hour — anywhere within Castle Hills’ boundaries.

However, the digital billboard by the churches and another one like it are not going anywhere, said City Manager Diane Pfeil — the city needs the revenue.

The contract with Clear Channel Outdoor spans 25 years, with the rent beginning at $95,000 a year and increasing $1,000 per year until it is capped at more than $120,000.

“We need the revenue,” Pfeil said. “We’re facing $48 million in street repairs, for example. Those two boards bring in nearly $200,000 in year one.”

The situation is ironic, Milford noted.“We did get approached a year and

a half ago or so by a gentleman who told us it could be pretty lucrative to have a billboard on our property,”

the pastor said. “But we told him we had no interest in it whatsoever.”

The minister said the church never received notification about the billboard from the city.

“I only found out about the board when a construction company with Clear Channel approached us last November asking if they could put cranes in our parking lot to erect a billboard,” he said, adding he didn’t have the authority to enter into a contract.

“So, they put their cranes in the street the very next day and began erecting it,” he said.

the location of the billboard. “We don’t have any policy on pre-

notification for placement of billboards,” she said. “But several of their church members come to our (City) Council meetings regularly. And digital billboards were on our agenda quite frequently. They say they did not know the specific day for installation or where the board was to be placed. But we advertised it and did everything according to our statutes.”

The Rev. Roger Poupart of Wayside Chapel said his congregation is “resigned to its presence,” but that doesn’t mean they are happy about the situation.

“We may have to do something to cover our foyer window that faces the board, in order to block or obscure the view from inside our building as it is perfectly framed and viewed from inside our church,” he said. “There have been two instances on a Sunday morning where people came up to me complaining about what was seen. One was described as being ‘anti-Israel’ and the other was something that had a warning label about ‘explicit lyrics.’”

Denise Haley, who has been a member of Covenant for 18 years, expressed concerns with the process of locating the billboard, and added she and some fellow worshippers

are troubled about some messages on it. “We sit so close to a school – Castle

Hills Elementary – and there have been gun ads on the board and other messages that concern us,” she said, noting that she does not speak for all of her fellow congregants.

Pfeil said there are strict federal guidelines on what can be placed on a billboard that sits so close to a school.

“The messaging on that billboard is very tightly controlled,” she said.

The reality is communities can do very little to limit what appears on billboards.

The Supreme Court in the 1981 case Metromedia Inc. v. San Diego ruled that a “town cannot prohibit the content of the sign on the grounds that it is objectionable or tasteless.” The court did say a city could prohibit billboards “if the city has a sufficient basis for believing that billboards are traffic hazards and are unattractive…”

According to the Outdoor Advertising Association of America, there are 6,100 digital billboards in the U.S. Clear Channel Outdoor has 28 digital boards in San Antonio.

For Milford, the whole affair is disappointing at best.

“We thought we had a strong, close relationship with the city,” the minister said. “I’d love to see it go away, but I do not think there is any chance that will happen.”

The visit was the first Tafolla made as part of her Planting Poet Trees project, which aims to sow the seeds of self-expression through poetry among the students in 20 schools across Texas.

Writing poetry is empowering, as well as a guaranteed method for encouraging children to get in touch with their emotions and the world around them, according to Tafolla, the former poet laureate of San Antonio.

“Reading and writing poetry gives them a sense of self,” Tafolla said in a phone interview. “It affirms their emotions and their perceptions. It affirms their experiences and their individuality.”

Planting Poet Trees is designed to provide support to schools serving low-income communities across the state. Schools were invited to apply in the fall and selected campuses will receive a collection of books for their libraries worth almost $300, as well as a speech and writing workshop by Tafolla, who also will edit student submissions from Planting Poet Trees schools for possible publication in a statewide anthology of student poetry to be published by Wings Press.

Named state poet laureate in May of 2015, Tafolla has authored numerous books of poetry and prose for adults and children. She is on the faculty of the College of Education and Human Development’s Department of Bicultural-Bilingual Studies at the University of Texas at San Antonio. In 2012, she was named the first poet laureate of San Antonio.

Language support teacher Leticia Lozano wrote the essay for Howsman’s application to the program. She noted that Tafolla, who was born and raised in San Antonio, connected with students over their common childhood experiences. Students laughed as Tafolla used different voices in her readings and shared some of her own writing.

“Dr. Tafolla is an awesome role model for our students because we are a dual-language campus,” Lozano said.

“She says she speaks three languages—her third language is Tex-Mex.”

Tafolla praised Howsman for its strong support of the program, noting that 10 volunteers staffed the workshop she gave there.

“They stood out for universal enthusiasm,” she said.

One of the criteria in the selection process for the program was a commitment by the school to provide support to further the poetry initiative, such as creating a poetry corner or inviting parents and community members to discuss students’ creative expression, Tafolla said.

The state poet laureate office does not come with a budget, Tafolla said. Planting Poet Trees has received grants from H-E-B and Frost Bank, but is seeking additional funding to fulfill its mission. Adherents of the Sikh faith say they strive to promote peace and understanding, but because of their traditional garb — including a turban — they have been confused with followers of Islam. The two faiths have different beliefs.

“My recent visit to the ... Sikh Center (of San Antonio) confirmed my ideas that the Sikh community, often misunderstood and the target of racism, is a community built on peace and charity,” said District 8 Councilman Ron Nirenberg, who attended

an open house at the Sikh Center of San Antonio on the Northwest Side. Police Chief William McManus and other officials also appeared at the community meal.

This is not the first time Nirenberg has participated in an effort to foster tolerance and create goodwill. District 8, which straddles the east and west sides of Interstate 10 West, is home to a growing multicultural population.

“They (Sikhs) are always the first to respond with kindness and solidarity when there is tragedy here or abroad and, in doing so, live out the meaning of compassion,” Nirenberg added. “It’s unfortunate that they have been the target of attacks and vandalism. An attack against any member of our community is an attack against us all.”

Members of the Sikh Center of San Antonio, 6011 Hollyhock Road, say they are working to build understanding, religious tolerance and break down barriers to promote equality and justice.

social status, religion or sexual orientation. Sikhism also places a very high emphasis on social justice, hospitality to friend and stranger alike, and helping others in need.

Sikhism has no living guru and no living prophet that worshippers follow, and all are invited to participate in religious services regardless of whether they are a Sikh. Even an

atheist or agnostic would be welcome, according to Sikh religious philosophy.

Equality is so prominent in Sikhism that all Sikh males have the name “Singh” as a surname, though some use it as a middle name. Sikh females also all have the surname “Kaur” and do not take

their husband’s last name when they marry, a sign that the wife is both unique and equal to her spouse.

The Sikh Center holds a free community lunch every Sunday afternoon after services and all are invited to partake in the food, drink and fellowship. Visitors do not have to be Sikhs or attend the service.

“Everybody sits on the floor and it’s a symbol of equality,” said Dhillon of the services and shared meals at the center. “No matter if you’re a king or a beggar, you are treated the same here. All human beings should be equal no matter what gender you are, what caste you belong to, or what your social status is.”

He added, “Even if you don’t belong to the Sikh religion you are just as welcome here to eat as a fellow human being. There is only one race in this world, and that is the human race, to which we all belong.”

Nirenberg said efforts to create tolerance should be encouraged.

“We should stand in solidarity with all members of our community,” the councilman said. “I firmly believe that there is no greater antidote to

racism and religious intolerance than education and unity. San Antonio is a multicultural city that welcomes people from all faiths and backgrounds. Let us not forget that this is what makes our city so great.”

Members of the Sikh Center say extremism is troubling in any form, but it is an individual’s acts, for good or ill, that should be considered instead of blaming all worshippers of a particular religion.

“My faith teaches me to see the light of God in everyone, and that’s what I’m striving for,” said Harvinder Singh. “Not all Muslims are bad. So many Muslims are great people. It’s the fundamentalists that are causing all the confusion and terror. Not all Muslims are fundamentalists. There are many nice followers of Islam.”

Understanding that each person has a place in existence strengthens the bonds between people, according to Dhillon.

“This is what our religion teaches us, that the core principle is that we are all children of the same God,” said Dhillon. “We all belong to the same community of humanity. We are all brothers and sisters. If you really want to love God, love another human being.”
