The Feedback Forms from our January issue have been coming in thick and fast. I’m yet to go through them all with a fine toothcomb but I’m pleased with the general feeling – people enjoy the Local Beacon. We had new features planned for 20�4, but now we can add a few more additions to this list. Over the coming months please do keep an eye out to see if your idea has been implemented within this publication. Winners to be announced in March issue.

News our end is we have a new lady joining the team. She’s local. She’s bubbly. She (like me) enjoys to talk. I know for certain our advertisers will love her and she’ll fit well within our team. Welcome aboard Lynda!

As explained in previous months, we are now VAT registered. Businesses were pleased to hear that we have absorbed this extra charge into our rates. If you are not VAT registered yourselves it will have no affect on you, you will pay the same advertising rates as you did last year and the year before. However, if you are VAT registered – you’re quids in! We will be monitoring this over a 6 month period.

In January the House of Commons debated the Water Bill. This Bill aims to boost competition in the water sector by encouraging more companies to provide water and sewerage services, and increase choice in the market, by allowing business, charity and public sector customers to switch their water

and sewerage supplier. This will not affect customers of Welsh Water but those businesses who receive water from Severn Trent who will be able to choose their supplier. Furthermore, the Coalition Government recognises that flood insurance is vitally important in helping to protect vulnerable households from the effects of heavy rainfall and that a new approach is needed to provide

News from Roger Williams MPaffordable and widely available flood insurance in the UK. Therefore, the Bill will also create a new flood insurance scheme for domestic properties, an issue of great concern, as we have witnessed in the past weeks.

This not-for-profit scheme, under the name “Flood Re”, would ensure flood insurance remains widely affordable and available. It will include powers to set up a levy on all household insurance, so that insurance companies can offer insurance to people whose property is liable to flooding at an affordable price. It includes all houses except those in council tax bands H and I, and houses that have been built after 2009, in order to avoid incentivising unwise building in flood risk areas.

I spoke on behalf of the Liberal Democrats to support this scheme. I have strongly supported this scheme through Committee Stage and asked the Government to extend it to small businesses in the Report Stage.

Discussing the PopeOn Thursday 6th February, Alan Marr, engineer and historian, will make a presentation to The Brecon Political and Theological Discussion Group on ‘Pope Francis in His Historical Context’. The talk will be followed by discussion and will take place on Thursday 6th February from 7.�0 pm at the Three Horseshoes in Llanfaes.

‘Pope Francis’ is the most cited name on the English-language internet in recent months and, after ‘Obamacare’ and ‘Edward Snowden’, his twitter handle ‘@Pontifex’ is placed fourth. Even non-believers have been moved by his message, decrying runaway materialism and unbridled capitalism, arriving for meetings with heads of state in a Ford Focus, cradling the faces of the disfigured and declaring that each human being has his worth.

Discussion Group convenor Mike Douse observed that this is a highly topical issue but noted that, although several members of the Catholic clergy had expressed interest, none had agreed to lead the discussion. “To me this is rather surprising as the new Pope seems to have reinvigorated the church and numbers attending mass have in some parts of the world increased significantly”.

The Brecon Political and Theological Discussion Group is open to all who are seriously interested in the world they are living in, whatever their own political or religious views. Mike emphasised that “everyone is warmly invited to the discussion – you do not have to be a member”.

Powys Befrienders is a project that enlists volunteers to provide companionship and support to people over 50 that are lonely,

isolated and at risk of losing their independence.

Brecon actor receives awardA new annual bursary called the Sarah Siddons Award has been created by Brecon Decorative and Fine Arts Society (BADFS) in association with The Royal College of Music and Drama. The first recipient was Rhys Whomsley who began his degree course with the College last September.

Rhys, a first language Welsh speaker, was educated at Brecon High School where he was head boy. He has been involved in music, drama and dance from an early age and has spent three years with the Mark Jermin Stage School in Cardiff. Being passionate about all aspects of stage work, he has already performed with professional companies and worked with the BBC, ITV and S4C. On receiving the award Rhys commented “My home town of Brecon has provided me with many opportunities for me to express my passion for performance. Whenever I have performed on the Theatr Brycheiniog stage, there has always been such an very special warmth attached to it. There is such a supportive community in Brecon and I am very proud of my Breconshire roots”

The award, named the Sarah Siddons Award in honour of the acclaimed Georgian actress who was born in Brecon, was presented to Rhys by Alison McMillen, the President of BADFAS at the society’s December meeting at Theatr Brycheiniog.

It is to be an annual award to a student from Breconshire studying at the Royal Welsh College. There is also a second Sarah Siddons Award which will be given to the best classical actress of the year. Students will be selected for these awards by the Royal Welsh College of Music and Drama.

Happy New Year everyone!

I celebrated in style at Cantref ’s New Year’s Party. I got to stroke some animals. I went in a ball pool and down some slides. I went on a tractor. There were lots of animals for us to see. Last of all we had some party games and I got to meet Mr Ev’s!

In January my mummy took me to buy some new shoes. The shop had the same name as me! Wow. I love my new shoes, they are good for dancing.

After shopping we went to The Play Barn for a party. George my cousin is now a whole 2 years old. When I’m 2 I want to go there again – there’s lots of slides, ball pools and if you fall over it doesn’t hurt.

Did you know I have 2 kittens? Daddy says they are naughty but I fink they are funny. I really like animals I do.

Dementia friendlyThe Friends of Brecon and District Mind look at Brecon’s attitude to dementia in the last of their talks this winter. Jean Howell and Kate West, both from the Alzheimer’s Society, will be at the George Hotel at 7.00pm on the 13 February to talk about their work. Jean will explain how Brecon is becoming a Dementia Friendly Community, where this may lead and what it means for people with dementia. Kate will discuss the local Alzheimer Befriending Service – what it does and how it is done.

As a dementia support worker Jean’s role is to support people with dementia and their carers. She helps them maintain their independence, identifies their needs and helps them to access the services they need.

Kate’s role is to find volunteer befrienders, train and support them in their befriending role and match them to people with dementia who are in need of friendship and support. All are welcome. £�, Friends £2.

The news is a huge victory for those who campaigned on behalf of the 6m kids stuck in CTFs.

Under current legislation these accounts were available to all children born between September 2002 and January 20��. Since then CTFs have been superseded by Junior ISAs. This had led to the banks and building societies only competing on interest rates and terms for Junior ISAs.

Because CTFs are the poorer relation, millions of kids risked having their money locked into an effective financial prison, with no escape from poor returns until age ��.

Fortunately from April 20�� parents will now have the choice of transferring their child’s CTF to a Junior ISA, or to stay put within the CTF system.

Both accounts allow up to £�,720 (rising to £�,�40 from April 20�4) to be saved tax-free. CTFs were set up with Government vouchers of between £�0 and £2�0. Unfortunately parents are not given any incentives to fund Junior ISAs.

Junior ISAs and CTFs are not always favoured by parents who are looking to save on behalf of their children. The inflexibility of the child having complete control of a savings account at age �� is an unnerving prospect for some guardians.

One option for parents who want more control over their children’s savings is to use any remainder of their own personal ISA allowance. This is still tax-efficient but allows the funds to be released as and when desired.

Either way, it seems as if no child will have to be a CTF prisoner in the future.

This year sees the Festival enter its third year – no mean feat considering the Festival is purely self-funded and voluntary with all the organisation, staging and marketing of the events being undertaken by a small group of women from the town – Hilda Benham, Paula Keen, Leigh Hendra, Karin Mear, Nicola Bickerton and Sian Drinan.

This year’s festival officially launches on Friday March 7th at Theatr Brycheiniog with the launch of this year’s Womens Festival Art Exhibition ‘Mother Earth’ curated by Karin and Hilda heralding a week of eclectic events with something for everyone – Live Music, Storytelling, Talks, Theatre, and Poetry. At Trallong Eisteddfod, which was held late in 20�� in Sennybridge Primary School, two sisters from Llanspyddid each won trophies in their respective age groups for competitors who, in the opinion of the music adjudicator and the literature adjudicator have the most potential. Glesni Powell won the trophy given by Mrs. Mary Price, Maesydd in the local section and elder sister Martha won the minitiature chair made and given by Mr. Alec Tompkins in the open section.

Whilst the numbers of competitors in the children’s classes was a little disappointing, the standard was very high. The evening session was again outstanding with a number of new competitors, whose renderings were enjoyed enormously by the audience. The highlight of the evening was the Champion Solo competition which attracted six excellent soloists – any one of whom was good enough to win the competition.

Choirs representing Brecknock YFC competed against Aberhonddu Male Choir, we are very grateful to both choirs for their continued support.

The adjudicators, who gave helpful advice and constructive criticism to every competitor were Mr. Mark Evans of Llantrisant who adjudicated the musical items, Mrs. Einir Jones of Ammanford who adjudicated the recitation and senior literary items and Mrs Mary Hodges of Llanfihangel-Nant-Bran for the junior art and literature.

The talented accompanists for the day were Miss Sian Davies of North Cornelly and Mr. Gareth Wyn Thomas of Capel Hendre. Conductors Mrs. Mary Hodges of Llanfihangel-Nant-Bran, Mrs. Annette Thomas of Brecon, Mr. Glyn Powell and Mr. Hywel Phillips (both of Sennybridge) ensured the smooth running of the event.

Grateful thanks go to our loyal competitors and patrons who support us each year. Trallong Eisteddfod committee would also like to extend our thanks to our wonderful band of helpers who cook Welsh cakes over the Brecon Jazz weekend when the bulk of the money needed to run the eisteddfod is raised.

The lucky people who live in the Wye Local and Local Beacon areas are enveloped by some of the UK’s best scenery. Our appreciation of the landscape is increased if we can capture it in an effective photo – and the good news is that winter’s the best time to do it.

The word photography originates from the Greek words photos, meaning light, and graphos, to draw. The first part’s crucial – put simply, to get a great photo you need great light. Although winter brings many dull days with very little light at all, when it’s good it can be very good indeed. The low, cold light throws long shadows which emphasise texture and perspective, separating our hills, and the leafless trees let through plenty of light instead of blocking it.

Resist the temptation to buy new gear specially. Use a camera you know well. Always look round the viewfinder before clicking the shutter, seeing what the camera will see and eliminating anything which doesn’t help the photo.

The most common reason why photos fail is camera shake. So get to know where the shutter speed is

Make the Most of Winter Light shown on your camera, and try not to let it fall too low. If it does, use a tripod or steady the camera on a wall or gate. And a photo-editing program will keep you warm on cold nights…

Wild in February Protectingwildlife for the future

Shrews pack a hectic lifetime into less than two years. Their tiny hearts beat �200 times per minute. The smallest of our three species just six centimetres long, the Pygmy Shrew eats more than its own body weight every day. Like the slightly larger Common Shrew it must consume worms, insects, spiders and snails day and night with short naps between fast foraging. Water Shrews, bigger and darker, live by clean streams and ponds and their diet includes small fish and amphibians.

During spring and summer a female Common Shrew may produce five litters of five to seven pups. Owls, Kestrels, Foxes and Weasels take many. Cats catch shrews but do not usually eat them. A dead shrew brought in by a cat is probably how most people see one.

Brecknock Wildlife Trust, with funding from The Cooperative, seeks your help to learn more about shrews and other mammals. Please let the Trust know what you see, where and when. There is a survey sheet with pictures at www.brecknockwildlifetrust.

Learning from thePast to Preserve our Future

We are very fortunate to live in an area of the country which is literally saturated with great examples of built heritage whether it is a humble cottage, a medieval hall, an estate house or even a castle. However we are in danger of losing this asset as older craftspeople retire from the construction industry taking with them years of acquired expertise. In the past, houses often were built, not with the involvement of an architect, but to a design

determined by the materials available locally, and the work was carried out by craftsmen and women using techniques evolved over centuries. Original timber frame structures in these properties show evidence of being hewn using hand tools and you

often see carpenters marks that have been etched into the wood hundreds of years before. The walls were built using only material dug up from the ground in the immediate vicinity; the stone would have been sourced and the mortars mixed by hand. These properties represent the skill and knowledge of our ancestors who built them and within their walls hold a very local history of those who constructed them and the environment in which they lived. Unfortunately the modern construction industry does not equip its tradesmen and women

buildings. We need to train our young craftspeople and pay respect to those who are already skilled through accredited courses and inspiring teaching. In achieving this goal, we will serve to protect the buildings that we take for granted, so that they can be enjoyed by future generations.

News from local W I sTRALLONG & PENPONT W ITrallong and Penpont W.I. elected a new President at their recent Annual meeting. Mrs Ruth Jefferies will now lead us for the coming year – in her speech of acceptance of the President’s role she thanked Lynda Matthews for her hard work and leadership over the past two years, and also paid tribute to the other members for their work and friendship.

At a subsequent committee meeting the rest of the officers were chosen – Secretary Joy Bloss and Treasurer Heather Thomas were persuaded to remain in post for a further year.

Christine Evans and Julie Coade have been hard at work over the Christmas period compiling the programme for the coming year. We have a number of good speakers and demonstrations to look forward to. These include Farm Watch and Countryside Policing; slides on Tasmania, skin care, local history, gardening, putting and driving at a local golf course to mention a few.

The summer trip this year is to be to the restored gardens at Aberglasney followed by a spot of retail therapy in Carmarthen.

The 20�4 programme started last Wednesday when members and husbands enjoyed an excellent meal at the Usk & Railway Hotel in Sennybridge. This was a very happy occasion with members catching up after the Christmas holidays.

We would welcome new members of any age – meetings are held in Trallong Church Hall on the first Wednesday of the month at 7 p.m. Just turn up – you will be welcomed with open arms.

LLANGASTY W IOn the first Wednesday of December members of Llangasty W I gathered at the Retreat House, Llangasty for their Christmas lunch. The Retreat House is in a wonderful location by the side of Llangorse Lake. Members enjoyed the superb meal as well as the spectacular views from the dining room looking out across the Lake to the mountains.

The winners of the monthly competitions were announced: �st Doreen Dingwall, 2nd Ann Horning, �rd Judith Pritchard. Doreen Dingwall entertained the members by reading one of her short stories and a poem.

Instead of giving gifts to each other, donations were made to Usk House.
