TASK 5: LOCAL AGENDA 21

You are given a task by the mayor of your hometown to evaluate and give suggestion on how

to plan the town in accordance with Local Agenda 21. Write a brief report on your evaluation

and suggestion.

Local Agenda 21 is part of the process of defining and articulating sustainable development

considerations at a local/regional level and identifying how they can be approached and

achieved. It presupposes local policies, plans or programmes, the implementation of which

will place development on a sustainable path for the long-term. Consultation and consensus-

building are essential elements, but local authorities may choose different ways of reporting

its outcome and defining an appropriate Local Agenda 21 for their areas. It is important,

however, that the process should have concrete results which reflect local dialogue, review or

redirect current programmes and activities, and place a new focus on sustainable

development as both a strategic and a practical goal.

Local Agenda 21 is intended to translate sustainable development principles and objectives

into practical action at the local level.

Some of the major aims of Agenda 21 include:

reducing the amount of energy and raw materials society consumes, as well as the

pollution and waste it produces;

protecting fragile ecosystems and environments;

bringing about a fairer distribution of wealth, both between countries and between

different social groups within countries – placing a special emphasis not just on the

needs but on the rights of poor and disadvantaged people

Pontian can be improvised better to increase lifestyle and performance of the

population. According to Local Agenda 21, we may need to do some modification to help

enhancing the sustainability of Pontian.

SAFETY AND LAW ENFORCEMENT

Some people define success as safety and security. Some define others. It has been one of the

most crucial aspect in developing a sustainable development. To improve this, we need a

good fire hazard planning design and crime control. By troubleshooting the main issues and

problem related to the source of these aspect, we might able to trigger the solution.

Fire starts either from accidents or non-accidents. It causes by man mistakes and

perhaps from others, such as electricity malfunctioning, machineries, factories, and many

more. The danger of fire can’t be reduced because it can’t be controlled by us. But the risk

can be reduced. We might need mitigation and campaigns to educate the people on how to

manage fire risks and thus helping in reducing fire hazards.

We also need to improvise the fire evacuation and safety plans. Fire brigades and

stations can be placed in more coverage area. Training and planning must be synchronized

with the timing to reach the accident place to be able to response in a very short time. Hence,

both parties, people and the officer must work together to help reducing fire hazard.

As for crime, we need more than police station to control it. The cause is known.

People must be educated with campaign and must be organized for safety plan. We might

organize night watch and neighborhood security. But, the crime rate can’t be reduced if we

didn’t trigger the solution. We have to control our youth by making more curfews and

increase disciplines. We can also help to improve safety by following rules and have a great

attitudes to be shown for others.

ADOPTING AN ENVIRONMENTAL CHARTER OR MISSION STATEMENT

This can be useful as a means of defining the organization’s environmental role and its

commitment to sustainable development. As a statement of core aims and values, it should be

carefully developed, guided by the elected members, widely publicized, and most importantly

given practical expression in the internal and external functioning of the local authority. The

process of developing a charter can promote self-examination, foster corporate commitment,

encourage new initiatives and influence other environmental and development organizations.

TOURISM

In the context of Local Agenda 21, local and regional authorities can work with tourist

authorities to facilitate environmentally responsible tourism development, provide services

for the tourist population, ensure that facilities for tourist are environmentally-friendly, co-

operate in providing environmental/tourist information, maintain a quality environment

protecting natural heritage to encourage eco-tourism, and promote environmentally sound

management of local hostels, guesthouses and other facilities.

HEALTH

Environmental improvements can form an important element of preventative health care, and

have a beneficial effect on community health. Good air quality, safe drinking water, clean

bathing waters and sound waste water systems all contribute to effective public health

protection and support a healthy lifestyle. Local authorities can co-operate with health boards

to increase awareness of the links between environment and health, and help formulate and

implement relevant strategies in their areas.

EDUCATION

Education system must be systematic and reliable for living purpose. We must try to develop

a new reliable system, such as from examination based system to long life learning and

application based system. This will help the youth to be more creative and can help to be

pioneers.

JOBS AND OPPORTUNITIES

The local government should provide or create more jobs for the living population. We can

use privatization system to make more job opportunities for the people and thus help to

increase funds. We also can help improve business and connect the town to other area by

producing resources to be export to other parts of the country. This might increase the

economic growth for the people.

TRANSPORT POLICY AND TRAFFIC MANAGEMENT

Local authorities can help reduce the demand for additional transport infrastructure by

reducing the need to travel. Bringing services to people, where this is economically feasible,

may reduce transport requirements, and can improve the quality of life in areas of dispersed

settlement.

TRANSPORTATION

Mobility is one of the main issue to be improvised. We can start by enhancing the public

transportation system by adding more route and path for a shorter commute for the people.

Good public transportation system will lead to more people usage percentage. Hence, this can

help reduce traffic congestion an help conserve the environment too.

GREEN BUILDING

Architects and engineers must try to develop a green building design before developing new

areas. We must try to use best management practices in construction to reduce energy

consumption, reduce waste production and optimize laborers and machineries to help saving

the environment.

POWER AND WATER SUPPLY

We need to use optimize system for this aspect. For example, housing area must use energy

saving applicants and lights. Industrial area must optimize machineries use and use labors to

do simple jobs to help reduce electricity usage. People nowadays become lazier due to

enhancing technologies. But to reduce electricity, we need to help by using our own energy

too.

GREEN AND PARKS

We can plant more trees and beautification along the side roads and also cover the buildings

with greener materials. For example, at the roof tops, we can install green vegetation carpet

like material and help reduce heat transfer around the town. This will lead to a desirable sight

and cleaner air.

FOOD SUPPLY AND TOURISMS

We can educate people to have their own small farms in residential area to make their own

food. And as this develop, we might have higher yield to be sell. This can help improve

economy by not buying from others, but sell to other instead. Accommodations also can be

improve for tourism. There are plenty of budget hotels can be built and use green products,

make by our own people such as soaps, toothpastes, shampoos, and others.

SUSTAINABLE DEVELOPMENT

As conclusion, we need to gather all manpower and human resource to make this success.

The government must lead the people to work together in improving Pontian in this more

organize and integrated methods. By triggering all the main problems first, we can increase

the possibilities to make this vision come true.
