BLUFF HILL- APPLICATION FOR ZIPLINE ADVENTURE ACTIVITY

SUMMARY

An application has been received to use part of the Bluff Hill for a Zipline adventure activity.

RECOMMENDATIONS

That the report be received and that the applicant makes a joint application for resource consent and permission under the Reserves Act 1977 for the proposal.

This will have to be consulted on via the Reserves Act 1977 and a resource consent will be required.

FINANCIAL IMPLICATIONS

As this is a commercial activity, some form of a concession or lease will be required.

ZIPLINE ACTIVITY

We have received an application to install and run a Zipline Adventure activity on Bluff Hill. The applicant wishes to run a cable from the top of Flagstaff Road to an area at the back of Lagan Street. The cable will have two anchor points, one at either end, with the participants being transported by road to the top and descending via the cable.

A copy of the proposal and plan of the area are annexed hereto as Appendices 1 and 2.

Bluff Hill comprises many parcels of Council land which is currently administered by the Parks Division with one of the areas of land reserve land under the Reserves Act 1977 and the remainder being freehold land. If Council agrees to proceed with this application and, as there is no Management Plan for the reserve area, this application will have to be addressed by combining both a resource consent application as well as approval via the Reserve Act process.

CONCLUSION

This proposal has the support of the Bluff Community Board and will provide an additional activity for the Bluff area without affecting the current use of the area, which consist of mountain bike tracks and historic open water reservoirs.

Issues regarding access, parking and engineering compliance will need to be addressed via the consent process.

Application for Approval for the development of a Zipline Adventure Activity on the Bluff Hill

Atbl: Robin Pagan - lnvercargill City Council

Background I Gavin Martin have built and developed the business of the Buller Swing bridge, now a major tourist attraction in 1992 -97. It has a flying fox (zipline) constructed several other swing bridges and flying foxes for private use. I now live in Bluff, and believe Bluff needs more activities for domestic and international tourists.

Concept "The only Z/PLINE ride in NZ where you can see the sea" To construct and operate a 1300-1400 metre long zipline ride from near the top of the Bluff Hill down to near the Lagan St Reservoir. Riders would either be picked up from Bluff and transported to the launch side on Bluff Hill then returned to the Bluff from the landing area near the Lagan St reservoir or park near to the reservoir and be "ferried" to the top in a passenger van. They will be placed on the zipline, and take approx 1 minutes to get to the bottom at speeds up to 160kph. Participants will be able to see across the Foveaux Strait and the Bluff Harbour. A three-tiered arrestor system will make the landing failsafe.

SEE attached site plans and general infonnation.

Benefits This activity may increase visitor numbers to Bluff. It would be a unique experience not only because it has sea views, but also because it is New Zealand's southernmost zipline. It promotes Bluff and would provide employment for several workers. It is hoped local schools and organisations will enjoy the ride. It should act as a catalyst for other adventure tourism activities in and around Bluff.

Barriers This activity will be weather dependent, so like the ski season will rely on reasonable weather. Land required The proposed site is within ICC delegated Recreational Reserve and ICC Freehold Land.

Impact on Environment

Noise generation. There would be negligible noise generated from the ride, this is achieved by using a special constructed zipline cable and also using polyurethane sheaves (soft pulleys on the ride cable).

Land footprint The zipline operation requires a small amount of land for infrastructure.

Anchor options finalised after geotechnical investigation. Option 1: Dead man anchor 4 x 2 x .5m, .5m below ground level. Option 2: Gravity anchor surface area 3.5 x 3m 150mm above ground level. Option 3: Rock anchor 1 x 1 x 1m above ground level.

Bluff Hill end. 1 x 6m A frame tower and 2 footings 2 x 1m Walkway to tower launching area 1m x 20m Use of existing side road of Flagstaff Rd for parking passenger van for riders. Possible development of land adjacent to launch site Flagstaff Rd for parking (passenger van for riders).

CleaiWay landing area. Landing area 70 x 6m directly under cable 1 x 3m A frame tower and footings 4 x 600mm in round anchors for braking towers 1 x 8m braking tower- weather monitoring instruments

Walkway to and from landing area 1m x 20m. Area near Reservoir for parking spectators, passenger van for riders, Lagan St or McDougall St.

Land disturbance during construction Both ends of the zipline have good access to existing roads. The main construction work involves.

Stage 1. Clearing areas of felled trees, excavation of anchors - footings, excavator 3.5 > 5t

Stage 2. Placement of concrete formwork and reinforcing by hand.

Stage 3. Place concrete by truck.

Stage 4. Zipline cable installation.

Place cable onto 3m cable tower with excavator- adjust cable.

A small amount of vegetation will be disturbed in this operation. A large part of this will be gorse and small wilding pines or a small amount of regenerating shrubs.

Note The zipline cable is 28mm in diameter and the end fittings are about 1 OOmm in diameter, the cable would travel very close to a straight line from the top anchor to the bottom anchor in the hauling process causing very little visual disturbance to the ground. A float would be place on the end of the cable when it travelled across the reservoir.

Flora and fauna. Pest eradication (rabbits, rats, gorse, wilding pines) would be included around the area of the zipline as part of this development as well as replanting with natives. The Bluff Zipline operation would also ensure the landscaping and parking in the areas cited are appropriately developed and maintained to a high standard. A portaloo or similar would be located at both ends of the ride.

Traffic. There would be a little more traffic heading to and from parking areas near the the landing at either Lagan or McDougall Streets.

Visual impact. All towers and the zipline cable are where possible sited below the horizon, the zipline cable follows the contour of the Bluff Hill and is not visible to most of the residents of Bluff.

Air strike. The zipline cable is outside of flight paths of aircraft and below 165m above the ground, under Civil Aviation Regulation it is not considered a aerial hazard. CAA will be contacted before the cable is installed and will be gazetted.

PARKS STRATEGY 2013- POTENTIAL SURPLUS LANDS

SUMMARY

The Parks Strategy was adopted by Council in 2013 with the potential for disposal of possible surplus lands to be brought back for Council's consideration. This has now been readdressed and a list of potential surplus reserves areas identified.

RECOMMENDATIONS

That a site inspection tour and workshop be carried out with recommendations coming back to Council for inclusion in the Long Term Plan for public consultation. Council will then be required to call for submissions on any proposed revocation of reserve status of the land, as required under the Reserves Act 1977.

IMPLICATIONS

To be included in the next Long Term Plan.

Yes, as it involves the potential disposal of reserve land.

Consultation via the Long Term Plan process followed by consultation as required under the Reserves Act 1977.

Some income will be received from the sale of land and will be available for any future land purchase in line with the Parks Strategy 2013.

PROPOSED SURPLUS OF RESERVE LANDS

When adopting the 2013 Parks Strategy, the potential surplus lands and disposal thereof was to be further considered by Council. We now have a draft list for Council's consideration and are suggesting a tour of inspection followed by a workshop to recommend a final list for Council's consideration.

The process would involve consultation via the Long Term Plan process advising of Council's intention to dispose of the land with submissions being considered by Council and a final list being advertised again for further submissions as required under the Reserves Act 1977.

The reason for the recommended list is that some parks are poorly located or not fit for the purpose, while other lands in close proximity are more appropriate.

Whilst disposal of inappropriate land on the urban fringe has little long term consequence as it can be replaced at a later date in a more appropriate size/place, care should be taken when deciding to dispose of land in urban areas as acquiring land in these areas can be more difficult.

CONCLUSION

lnvercargill has more Reserve land that the national average but the cost of maintaining the land is also less per ha than the national average.

BACKGROUND

These projects have been out for tender since mid-August and initially it was planned to report the costs via the Infrastructure and Services Committee.

To allow the maximum time for contractors to prepare their prices the tenders, we have extended the closing date until Monday 15 September and consequently we plan to report this project directly to Council.

The tenders are relatively complex and providing more time was seen to assist the contractors and subcontractors and hopefully this will result in a better tender being submitted.

CONCLUSION

A detailed tender report will be provided direct to Council for consideration.

BACKGROUND

This project is for the widening and rehabilitation of the Kennington- Waimatua Road from Mason Road to Oteramika Road and also Rimu Road from the train tracks to District Road. This reading project is approximately 3.3 kilometres in length and has been necessitated by the pavement strength deterioration with time and the high maintenance costs being experienced.

The timing of the tender was considered so it tried to avoid other tenders occurring in the market and consequently the tender does not close until Wednesday 10 September 2014. A full tender report will be tabled at the meeting.

We have found by having work available to the contractors early in the "season" we are getting better pricing and the contractor can undertake the work when the weather is hopefully the most suitable and a quality outcome can be achieved. This does put pressure on the design and tendering teams and timing the closing dates with the other local authorities is becoming more difficult to avoid clashes.

This is a reasonably standard reading project and we will be expecting good interest in tendering for this.

CONCLUSION

Tenders close for the project after the agenda deadline and the detailed report is planned to be tabled at the Infrastructure and Services Committee under the Public Excluded section of the agenda.

NATIONAL LAND TRANSPORT ROADING PROGRAMME 2015-2018

Future reading programmes are being developed for submitting to the New Zealand Transport Agency (NZTA) for the 2015-2018 periods as part of the National Land Transport Programme. The programme submitted will need Council's approval and this will be requested in the October meeting round. Requested funding levels for reading are likely to be consistent with current levels.

BACKGROUND

Every three years Council is required to prepare and submit a Land Transport Programme for lnvercargill City to the NZTA as part of the funding of its reading works.

This programme sets out by different work categories where it is anticipated our maintenance and renewal needs will be. These programmes are then reviewed by the Regional Transport Committee and any prioritising issues for Southland are considered and then submitted into the National Land Transport Programme. NZTA then moderate the request and set an allocation for each Council for the following three year period.

We are still working through the completion of the programme development which is due to be completed by 30 September 2104 and are proposing that Council confirmation of the programme is requested at the October meetings round. Timing of this meeting has not allowed the programme to be presented. A further period of adjustment is permitted in late October and this will allow Council to consider the programme recommended.

The current direction of the programme will be that current funding levels will be again requested. Significant review and input has been recently received from NZTA advisors (in a recent tour of the projects) on the planned renewal areas and they have indicated that a number of projects we would have requested for consideration would not have deteriorated to such a point that renewal is needed and have indicated maintenance (rather than renewal) would be the direction to be taken. We are still working through this and the impacts this may have on asset planning.

CONCLUSION
