This past year has been one in which LNP members have gone above and beyond the call of duty to support the Party in election campaigns.

At this time last year, we were in the midst of the by-election for the state seat of Stafford. That was then followed by the January general election for Queensland.

The disappointment of the results has been tempered by the commitment of our grassroots members to encourage and support all of our MPs and candidates in their campaigns.

The six months since the state election is the longest period the LNP has gone without contesting a campaign since the 2013 federal election.

The Party has used that time to listen to Queenslanders, learn from its mistakes and implement changes.

The Borbidge-Sheldon Review that followed the election loss refocused the LNP on its grassroots members. Utilising the wide array of talent, skills and experience among the LNP’s membership base will be a key to taking our Party forward.

The history books will show that the term of the LNP Government marked a period that produced positive results for all Queenslanders from its reform agenda.

The headline areas of achievement of the LNP in government were:

• Strong economic management

• A growing four pillar economy

• Revitalised frontline service delivery

• A safer Queensland

• New infrastructure and sensible planning laws

Thanks to the LNP, Queensland was on a clear path to a Budget surplus; dental and surgical waiting lists were significantly reduced; police numbers were increased and the “Royalties for the Regions” scheme established.

Now, the LNP is focused on providing Queenslanders with a competent, stable and experienced alternative government.

When Prime Minister Tony Abbott addressed our Convention last year, the Bill to axe Labor’s Carbon Tax was still being debated in Federal Parliament.

Negotiations to pass the Bill through the Senate proved successful and the Federal Coalition Government has been making steady positive progress as the year continued.

This year’s Federal Budget with a strong focus on small business has been widely welcomed in Queensland and the Government continues its program to put Australia back on a path to surplus after Labor’s mismanagement.

In the face of a growing international terror threat, security measures have been the focus of national debate.

The Abbott Government has been steadfast in its commitment to fulfill the primary role of any government with its plan to keep Australians safe.

Recent public polls suggest Labor, and its leader Bill Shorten, are paying the price of negative politics and offering no alternative solutions to the economic and security challenges facing Australia.

The LNP is ready for the next election when we will defend the 22 seats the Party holds in Queensland and fight hard to increase that number.

The Year in Review


This involved a significant amount of work not just from our elected MPs and candidates, but also from hundreds of LNP members who volunteered their time and resources to the campaign across Queensland.

The LNP went into the January election campaign holding 73 seats in the Queensland Parliament and boasting a solid track record in a number of key policy areas including economic management, health, education and law and order.

Despite the LNP winning 100,000 votes more than any other party, we were reduced to 42 seats in the 89 seat parliament allowing Labor to form a minority government with the support of an Independent.

The result led to justified frustration and questions from members and supporters about what can only be described as a disappointing result for the LNP.

Following the election I travelled around to all ten LNP regions across Queensland to hold meetings with members and receive first hand the concerns of many members about issues arising from our three years in

government and during the campaign.

Also attending those meetings were our State Director, Vice President and leaders of the State Parliamentary team.

The Party is grateful to former Premier, Hon Rob Borbidge AO, and former Deputy Premier, Hon Joan Sheldon AM, who conducted an independent review for the LNP.

In a unique move which typifies the LNP’s democratic principles, State Executive invited all members to give input to the Review and the Party thanks the nearly 700 who provided confidential submissions.

The Review provided a full and frank account of the LNP in government and at an organisational level and your State Executive has accepted in principle all 39 recommendations.

While mistakes were made, we have listened, we have learned and we are acting.

Our Parliamentary Leader, Lawrence Springborg is leading a stable, capable and experienced Opposition, which stands in sharp contrast to the minority Labor Government that has no real plan for Queensland.

Following our Annual Convention, the LNP’s focus will move to the next federal election with the Party aiming to secure the 22 of the 30 Queensland seats held by the LNP and actively pursue those we don’t.

The preselection process is underway in several seats and in May, Ted O’Brien was confirmed

as our candidate to reclaim the seat of Fairfax.

After 16 years in Federal Parliament, the Hon Brett Mason, retired from the Senate this year leaving a vacancy for the LNP to fill.

The LNP acknowledges Brett’s dedicated service to the parliament, the state and our Party over 16 years as an LNP Senator and we wish him well for the future.

The vacancy led to an outstanding field of candidates who contested preselection to fill the vacancy.

Joanna Lindgren was successful and in June last month was sworn in as the new LNP Senator for Queensland.

Senator Lindgren has identified education, training and employment as her key issues and as the grandniece of former Queensland Senator Neville Bonner, she also has a focus on indigenous issues.

Prime Minister Tony Abbott and his team are to be congratulated for the strong leadership they’re providing our country in unprecedented times.

National security and fixing the economy remain the biggest challenges facing the government and we are taking decisive action on both fronts.

The recent Federal Budget has been well received and widely praised in Queensland with a strong emphasis on driving growth in the small business sector, which will boost job creation.

At local government level, the LNP is preparing for next year’s council elections in Brisbane.B

The past year for the Liberal National Party has been dominated by the lead up, and the Party’s response, to the Queensland election.

Recently, the LNP celebrated Lord Mayor Graham Quirk’s 30 years in local government. Over 1,000 people attended the special event, which was a reflection of the wide respect Graham commands throughout South-East Queensland.

Graham Quirk has provided strong leadership for Brisbane and will take an outstanding record of achievements to next year’s election. Competent financial management has allowed the Brisbane City Council to provide the services the residents of our capital city need and Graham and his LNP Council team deserve praise for their work.

Over the last year, some of our state and federal parliamentarians have achieved significant milestones of service.

Congratulations to Deputy Prime Minister and Member for Wide Bay, Hon Warren Truss, Member for Maranoa, Hon Bruce Scott, Senator the Hon Ian Macdonald, and State Leader, Lawrence Springborg, who each reached 25 years as elected representatives.

Our longest serving Regional Chair and State Executive member, Jane McNamara, recently stepped down from the position after seven years of committed service to North Queensland members.

I would like to acknowledge Jane’s dedication to the role over that time

during which time she’s covered tens of thousands of kilometres providing support and advice to our North Queensland branches.

Our Party’s gratitude also goes to Terry Cleary who is standing down as Central Queensland Region Chair after two years in the role.

LNP Women under the direction of President, Dr Theresa Craig, continues to provide great encouragement and support for women becoming engaged with our Party at political and organisational levels.

The LNP is a party based on promotion by merit and fully supports all measures to promote the involvement of women.

It has been another busy year for the Young LNP.

Our MPs and candidates across the state are very grateful for the on-the-ground support they received from YLNP members during, and in the months leading up to, the January election.

My thanks go to Luke Barnes who as YLNP President over the last year coordinated the activities for our young members who play an important role in our Party and I congratulate Jack Piggott who has taken over as YLNP President.

Our State Director, Brad Henderson, will be leaving the role following the Annual Convention.

Brad has provided professional and committed service to this demanding role over more than three years and I thank him for the support he has provided me over that time.

We wish Brad and his family the very best for the future.

Over the past year, the LNP and its managing bodies have continued to fulfill all obligations as required under the LNP’s Constitution. Our Party is a truly democratic one controlled by its members. Decisions of the President’s Committee are ratified by the State Executive and the decisions of State Executive are ratified by State Council on which all Party Units are represented.

Finally, my thanks go to all LNP members who have contributed in many different ways to the party over the past year.

Our Party’s strength and future success lies in our thousands of committed grassroots members.

While the past few months have proved challenging, it is heartening to see the resolve of our membership to our values and principles remains undiminished.

It is through you, and your continued support, that we can say with unwavering confidence that the LNP is the Party for all Queenslanders.

The result is that our State Parliamentary team now stands as a united, competent and stable Opposition exposing the many stumbles of the inexperienced Labor Government.

While acknowledging mistakes were made in government, it is also a fact that the LNP was the only party that offered Queenslanders a real plan to build a more prosperous future.

The LNP accepts the decision of Queensland voters to reject that plan, but it leaves the question: What is Labor’s plan for our state?

After six months in office it seems not even Labor can answer that question.

In a clear example of Labor’s priorities, their Ministers have held close to 80 meetings with union officials compared to just a handful with business leaders.

The centrepiece of Labor’s election campaign was a four-page media release outlining a vague fiscal strategy but nothing on urgently needed infrastructure, job creation or service delivery.

The number of 12 month reviews Labor has initiated since coming to office is now approaching 50, covering issues ranging from infrastructure to law and order.

While Labor stalls, Queensland’s economy is at real risk of stagnating and that’s been confirmed by business confidence surveys since the election.

It’s difficult to recall a political party assuming government without any clear vision of how it intends to grow our state’s economy.

Queensland is fortunate to have an innovative, proactive and resilient business sector but

many rely on Government leadership to attract investment.

As a proud Queenslander, it is concerning to see the growing disparity between our state and New South Wales.

The Baird Liberal Government fought the recent state election on a similar policy platform to the LNP in Queensland.

Without some of the side issues that clouded the Queensland campaign, the NSW Coalition was provided some “clear air” to engage in a proper policy debate and ended up winning the state election comfortably.

The result is the NSW Government now has a $68 billion dollar Infrastructure Fund and last month was able to deliver a $2 billion budget surplus.

And they’re not letting investors, or us, forget it. A cheeky billboard (see page 48) was banned from the Brisbane Airport on the grounds it could be “inflammatory” but you can be sure it won’t be the last we hear of it.

If this isn’t enough to make Queenslanders sit up and take notice that our proud state could be left behind by a Labor Government with no plan, then that must be our job.

By the time Labor gets around to developing an infrastructure plan there is a danger that millions of dollars in investment and the jobs that go with it may have already moved interstate.

We must also not forget that Queensland is still shackled by the previous Labor Government’s $80 billion debt and it was only the hard work of the LNP that put our budget on a path to surplus.

Competent economic management is a hallmark of the LNP and will be drawn into a clearer focus as this minority Labor Government drags its heels.

Traditionally, conservative governments have had to clean up the economic mess left by the previous Labor administration.

Unless there is a marked change in direction from the current government, it is looking like this will again be the first task of the next LNP Government.

The LNP moved quickly following the January election loss to determine the mistakes that were made and act upon them.

Our task had been to rebuild the Party’s primary vote to a competitive level following two and half years of dramatic and often unpopular reforms and actions – and to secure a mandate for our government’s plans to lease public assets to reduce debt and build infrastructure.

The LNP was elected in March 2012 with an unprecedented 78 seats in Queensland’s unicameral parliament. High win expectations for the LNP, an entrenched concern about the Party’s majority and the Newman Government’s perceived use of it were a huge challenge throughout the first term and the election campaign.

After a slide in our polling to just 36 percent between April-June 2014, our pre-campaign in the last half of 2014 saw a gradual recovery of the LNP’s primary vote by year’s end. This dropped markedly to level with Labor again when the Premier called an early and short election for 31 January. It recovered over the course of the campaign, and then dropped again in the final days as a high level of soft vote swung to Labor.

Our campaign strategy focused heavily on the LNP team’s positive plan for the State, and our MPs’ local plans and track record of local delivery. At the same time, our campaign sought to promote the risk to the State of a hung parliament; the eventual outcome.

Labor, the unions and a range of third parties focused on cultivating a “put the LNP last” protest vote with the Premier, “asset sales”, “budget and job cuts” used as focal points of discontent.

Where preference exhaustion and equitable flows assisted the LNP’s win in 2012, preferences cost us the election in 2015. More than 70 percent of minor party and independent voters preferenced Labor over the LNP by three-to-one. The protest vote was enabled by surging, majority expectations that the LNP would win; ie. the risk of voting for other parties or candidates was devalued. In the Party’s post-election research, most of the top ten vote drivers related to protest sentiments and fully five of them to perceived arrogance and abuse of power.

In the aftermath of the 2015 Queensland election lay some fundamental lessons, as well as some positive portents for the future. The LNP won the state wide primary vote and finished first in 51 of the 89 state seats, but lost the election.

At the close of counting, the LNP finished with 41.3 percent of the primary vote and 42 seats. Labor won 37.4 percent of the primary vote and 44 seats, before losing an MP to the crossbenches. Labor currently governs in a hung parliament with the support of that MP and another Independent. Two Katter’s Australian Party MPs round out the 55th Queensland Parliament.

It was a tough campaign in a most difficult set of circumstances and I thank our campaign team, our candidates and their teams, and our many wonderful supporters, for all their efforts.

As State Director, I’ve always taken responsibility for the campaign and made an extensive submission to the Borbidge-Sheldon Review. I made a subsequent report to State Executive on a range of issues canvassed in the Review, and other important issues that were not. In any election it is essential to fully understand and critically assess all the reasons for the result to ensure strengths are developed and to avoid repeating mistakes.

The Newman LNP Government’s legacy includes some very significant achievements.

To name just a few; Queensland’s finances were recovered, our health system was the best in the nation, our schools were repaired with early years’ literacy and numeracy results the best they have ever been, and our law and order policies made the community safer. These were all areas where Labor failed dismally and to which the Party can rightly point to in the future.

Labor government to account for its lack of a policy plan, multiple early mistakes and the failings of a number of its MPs.

Labor’s agenda has been dominated by its ideological reversal of LNP government initiatives and the promotion of the unions. While the public to date been inclined to give the new Labor Premier a go, real concerns are emerging regarding the government’s lack of an infrastructure and jobs plan, and a slump in business confidence. The negative protest sentiment expressed against the LNP at the ballot box on 31 January has all but dissipated, but voters do expect that the Party has heeded their message.

At party headquarters, the LNP is ready for any by-election and is planning and fundraising for any early election. Every State Electorate Council should be doing the same; too many were under-prepared for the last election.

LNP headquarters is also well advanced in its planning for the next federal election and working closely with both federal secretariats on our re-election campaign. The Coalition Government’s recent federal budget and strong actions on national security have been well received across the state, while its new international trade agreements and Northern Australian White Paper present massive opportunity for Queensland.

The Party commenced its preselection process in May with State Council’s selection of Joanna Lindgren from a high-quality field of nine candidates to replace former Senator Brett Mason. In late May, the Party endorsed Ted O’Brien to regain Fairfax from Clive Palmer.

In early June the Party opened its first tranche of federal MP’s seats for preselection and called for expressions of interest in the other seven seats that the LNP does not hold. The balance of seats will be preselected following our annual Convention.

As in the state election, the LNP can expect a highly coordinated and unanimously negative campaign against it by a resurgent union movement, multiple third party groups, Labor and the Greens at this next federal election. Our local campaigns will need to raise even more financial resources and more volunteers than in 2013 to counter this combined threat.

At LNP headquarters we have continued to improve the efficiency of our operations and our service of the Party’s membership.

I can report that our responsibilities as required under the LNP’s Constitution have been fulfilled, and that all taxation and regulatory obligations to the Australian Electoral Commission and Electoral Commission of Queensland have been met.

The MyLNP membership database is now fully operational and a training program has been initiated across the state. New financial management tools have been and are being introduced to assist our Party Units and streamline our internal management. Regular communications including our eNews bulletin and digital magazine, The LNP Standard, keep our membership informed.

Our corporate unit has been restructured and expanded to maintain and broaden our revenue streams in what is now a more challenging fundraising environment and an ever-increasingly more expensive campaign environment.

In closing my final report as your State Director I want to particularly thank my staff colleagues at LNP headquarters for all their hard work and for their personal support in the performance of my role. Just one demonstration of their commitment was their response to the huge hailstorm that hit Brisbane in late November. It is little known that this storm destroyed most of the office, our fittings and equipment, shortly after the completion of our final campaign preparations. It is a perennial credit to our team that we were able to recover to a level of election readiness by January.

I also thank my State and Federal Director colleagues, including Brian Loughnane and Scott Mitchell. I thank LNP President Bruce McIver, Gary Spence, Bernard Ponting and Denis Moore and the executive for all their support and advice.

Finally, I thank you and all those elected Members and Senators and the thousands of volunteer LNP members I’ve worked with who, as political participants, choose to make a difference.

The LNP has a bright future and I feel very fortunate to have been able to make a contribution to the Party’s continued development in this role.

I am pleased to present the LNP’s 2014/15 financial report and to advise that the Party is both liquid and solvent and able to pay its debts as and when they fall due.

All of the Party’s financial responsibilities and statutory reporting obligations have been met and within the required deadlines. The Party’s Audit Report has been signed and has no qualifications.

I’m also pleased to report that the Party fully funded all its 2015 state election commitments.

The cost of campaigning continues to increase and so it was at this election. Through the magnificent work of our central fundraising team led by President Bruce McIver the party was able to meet and exceed our central campaign budget, and provide significant assistance to the Party’s local campaigns.

Our fundraising program for the next federal election, due next year, and the state election that will follow is already well underway. All Federal Divisional Councils (FDCs) and State Electorate Councils (SECs) must ensure that

they are also actively fundraising and similarly prepared for each of these elections, whenever they are called. The lesson again this year was that those local campaigns that were well prepared and had met their fundraising targets pre-campaign had few or no problems and were able to concentrate on campaigning.

Unlike Labor, the LNP does not have a union movement or its equivalent to sustain it. Our opponents, together with the support of many third-party groups such as GetUp and the WWF, are well resourced and running increasingly coordinated campaigns against us.

We all know there will be a federal election next year and there is always the possibility of an early state election, so fundraising must remain one of the highest priorities for every Party Unit in the year ahead.

One of the first actions of the minority Palaszczuk Labor Government was to introduce new funding and disclosure requirements, including a reduced disclosure threshold of just $1000, backdated to apply from November 2013. This retrograde legislation is designed only to advantage Labor and the unions and intimidate our Party’s supporters. Meanwhile, Labor continues to take millions of dollars in cash and in-kind support, while also legislating to allow the unions almost unfettered access to government and private workplaces.

We will continue to rise to these challenges we confront, because we must.

Our corporate program is being expanded to develop new revenue streams and we have welcomed new members to our corporate team to assist in fulfilling that task.

At LNP headquarters we continue to identify and implement

efficiencies and the running of our Party.

The MyLNP membership program has been well received and LNP headquarters will continue to invest in improvements as the new ideas are presented.

Our new debit cards have also been well received by Party Units and the new internal accounting system successfully implemented last year is being further improved based on learnings from the most recent election and feedback from Party Units. The Borbidge-Sheldon Review also made recommendations regarding campaign budget administration which have been accommodated. These changes will significantly streamline the campaign budget administration, communication and reporting processes between Party Units and headquarters and will be implemented before year’s end, allowing time to train users well before any election.

In closing, I thank our many honorary treasurers for their stewardship of their Party Unit’s finances over the past year. In addition to the many demands of the job, they have had to accommodate not one but two legislative changes, an early state election and a number of new systems. They deserve all our thanks and they certainly have mine.

I also thank the members of the State Finance Committee and our staff, particularly our hard-working Finance and Corporate teams, the State Director, State Party Secretary and Finance Manager.

Finally I thank all those members and supporters who have supported the LNP over the past year and who continue to do so. It is only with your support that we can provide good government for our state and nation.D

This last year has been a monumental one in the life of the LNP. The expectation after our overwhelming win in 2012 was that we would occupy the Treasury Bench for a number of electoral cycles. This did not happen and the Borbidge - Sheldon review has identified a number of reasons. I will touch on those that relate to policy in my report.

The Review noted that – “Many LNP policy committees were not properly engaged in setting the election policy agenda”. Despite extensive work by committees there was little engagement in contributing to the shaping of government policy, particularly in recognising and valuing measures that formed Party policy. The lack of recognition of the potential of the Party to contribute to government policy formulation was very disappointing, particularly

given the breadth and depth of knowledge across the organisation. Our membership as a ‘friendly source of advice’ on broader electorate feeling was not used.

In this regard I am pleased to report that the new Leader, the Hon. Lawrence Springborg MP, has written to me requesting that – “As part of future policy development, I would also like to formally request that the organisation consider formulating and adopting a ‘living policy platform’ for the LNP which is formally amended from Convention to Convention to ensure the policy positions of the LNP – and the resolutions giving effect to those policies – are always readily available in an up-to-date, readable, accessible and consolidated document”.

In support of this, the Review also recommended – “That a Party platform detailing the Party’s principles and policies be finalised for distribution to members as a matter of urgency”. This important work is underway using as a key reference the 600-plus resolutions carried since the establishment of the LNP.

A further piece of work that is important to the Party is the review and refreshing of our Integrity and Ethics policy. This is underway in conjunction with the Leader’s Office, under the skilled management of the Justice Policy Committee.

A concern I have is that the LNP does not invest in itself organisationally to compete with paid trade union policy analysts. We cannot hope to compete if our organisation wholly depends on the goodwill of policy volunteers; it is akin to an amateur sports team taking on professionals. Recommendations from the Review are – “That the CHQ organisational structure be reviewed to improve

efficiency with emphasis on communications, policy development, membership services and delivery thereof” – and – “A permanent strategic research officer should be established in CHQ to undertake electorate and policy research”. Implementation of these recommendations will address some basic problems.

While the election loss was exceedingly disappointing the next period of time provides the opportunity to the LNP to learn from our mistakes and prepare us for government again. We should ensure that the lessons learnt are not lost noting the Review states – “A long held practice of the LNP drawn from its antecedent parties is that the parliamentary party and the organisational wing ‘walk in lockstep’ in the best interests of the party as a whole and its Queensland constituency”.

This year a new process was initiated in May through the ‘LNP eNews’ seeking expressions of interest from LNP members who wish to be considered for a position of policy chair. Under our Constitution policy chairs are appointed annually at State Council in July immediately following Convention. State Council delegates will consider those who expressed an interest in taking on a policy appointment on Sunday.

Finally I would like to acknowledge the support given to the Policy Standing Committee by my fellow State Executive members, the staff of the LNP and Policy Chairs and Committee members who freely contribute their time and resources to the functioning of the Committee.

My predecessor Tamara Foong left the organisation on a sound base to move forward. I would like to thank my executive members Peta Simpson, Vice President, Bibe Roadley, Secretary, Nicole Tobin Donnelly, Treasurer, Sarah Brodie Fraser, Policy Chair, and all the Regional Chairs for all their work. These ladies have worked tirelessly as a team, to make a difference to our Party. Thank you to Tania Wright for publishing many excellent newsletters and putting together our survey. Through the website, Facebook, eNewsletters, and the survey, our goal is to continually engage with our members on their needs and input into politics. All the women around the state have worked very hard in campaigning raise funds, and providing responses to the many calls for feedback.

The LNP Women organisation is evolving, with a combination of experience and new faces taking on new executive positions. This year the LNP Women have contributed to the terms of reference and provided a submission for the Borbidge-Sheldon Review of the Party and the 54th Parliamentary term, and the Constitution review. They also have, and continue to present their views and ideas on how best to encourage more women in politics, both as politicians and in the many important roles behind the scene.

This year more women have been placed on policy committees. The credit for this achievement goes to Sarah Brodie Fraser. There are many women of expertise we can continually tap into to make our party better and relevant to the broader community.

Together we accomplished a lot this year with events, workshops, and engagement, however there is always more to do. The Focus on Fundamentals Forum held at LNP headquarters in September was successful. This forum focused on what it takes to run a Party Unit and what creates a good leader. In addition, an open forum on what women want within the organisation was chaired by Fiona Simpson. Ladies came away from the forum with increased knowledge and enthusiasm. This forum will be built upon as a template for future workshops. Our International Women’s Day function was also a great success, even with the interesting media attention that was received.

The conversation on unconscious bias has also been presented this year at many speaking engagements. This is to continue the conversation on why more women are not in the political process, without asserting blame. There are many cultural and lifestyle issues that effect this complex questions. Through discussion we can make inroads to develop a greater diversity of people in our political system.

The LNP Women are a dynamic group, who are joined together by a common political philosophy we share. Our goal is to get more women involved in the political system, to engage and present the women’s perspective on issues, and to help the Party as a whole. Our common goal, like the rest of the LNP is to make Queensland and Australia a better place.D

Disregarding the political tide, the Young LNP played a vital part in local campaigns and in some cases, the only role. We travelled thousands of kilometres across the state in our famous “Flying Squad” vans, waved corflutes and letterbox dropped in the searing Queensland heat.

My sincere thanks goes to every one of our members who contributed: the Young LNP, like always, goes above and beyond in campaigns.

Following our Young LNP Convention and Gala Ball in May, I had the enormous honour of being elected President, following my term as Vice-President. Particularly, I want to thank my incoming executive team of: Mitchell Collier, Steven Mammarella, Tom Robertson, Jake Durrington, Sam Jackson, Jessica Smith, Drew Alexion and Lachlan Brennan.

Together we will be working hard over the coming year to deliver on the strategic objectives of the Young LNP: that we reflect the youth of Queensland; develop the leadership, policy and speaking skills of our membership; deliver a valued membership experience; and drive campaigning for electoral success.

The Executive has hit the ground running, with several successful events. These include the Budget Drinks and Meet the Senate Candidates Cocktails with a campaign and social calendar well and truly underway.

Certainly, I hope all delegates will attend the Young LNP Breakfast on Saturday morning!

Going forward, one of our key objectives will be developing the Young LNP’s capability in regional areas. Coming from Central Queensland myself I understand the need to drive regional engagement and will be holding two events at the end of this month in Rockhampton and Mackay.

I am also intently keen to ensure the culture of the Young LNP continues to grow and develop as an inclusive and forward-thinking organisation. We are conducting a ‘health check’ of the movement – a membership-wide survey – and comparing results to our last one two years ago to see how we’re tracking.

We’re also driving the activities of the Young LNP back into our branches, driven by feedback from our members across Queensland. Importantly, I intend our Executive to play a facilitative role, outside our recognised functions.

Last year’s Mock Parliament again saw us resoundingly defeat the shambles that are Young Labor on the floor of the Parliament and we look forward to this year’s on October 23. Here, I’m happy to announce it will be paired up with a policy day and the David Davies Memorial Dinner on the 24th.

It is often forgotten the roles we hold in the Party are volunteer positions and take a great personal toll. I want to thank the previous Executive for their dedication and friendship, in particular Immediate Past President Luke Barnes for his commitment and enthusiasm for the cause. Outgoing Secretary, Christian Hayes; Treasurer, Stacey Percival; and Social Director Ben Murphy also contributed an enormous amount across the year and each have moved on to bigger and better things.

Our hardworking Patrons, Senator the Hon Ian Macdonald, Robert Cavallucci and Cr Andrew Wines have all played a key part in our successes over the past twelve months. Stepping into the roles this year, we welcome Senator James McGrath, Ian Walker MP and Gold Coast Mayor, Cr Tom Tate, who in two short months have all provided valuable assistance.

We have much to be proud of and a big year ahead. We will continue to work tirelessly for the re-election of the Abbott Government and Team Quirk here in Brisbane; and keep up the pressure with Lawrence and his team, just a by-election away from government.

When this Convention last met, we held every level of government in the State and pundits were talking about the next term of the Newman Government.

Latitudes North was once again the signature event of the year for the Far North Region of the Liberal National Party. Held in Cairns from May 8 - 10, it has a strong focus on northern development, infrastructure, and economic and social opportunities. From the evening welcome reception with Prime Minister Tony Abbott to a dinner address by Hon Andrew Robb, this event was well supported by federal and state LNP members and Senators. Member for Leichhardt, Hon Warren Entsch, took the opportunity to provide a timely update to attendees on the status of Northern Australia advancement that was warmly welcomed.The prime focus of activities for the Leichhardt FDC over 2014/2015 has been to support our strong local member Hon Warren Entsch and the work he has done as Chair of the Joint Select Committee on Northern Australia. The resultant report, Pivot North, made forty-two recommendations addressing opportunities for, and impediments to, the development of Northern Australia. These recommendations directly fed into the white paper released on 18th June 2015.

The White Paper is the way forward for our region. Projects like Nullinga Dam, the Hann Highway, land tenure and other major infrastructure will secure our economic future in the generations to come.

Cook, Barron River, Cairns, Mulgrave and Hinchinbrook SECs;

Across our region, as a party, we approached the lead up to the 2015 state election with enthusiasm. Our elected members continued to provide good parliamentary representation to their constituents and fought strong campaigns. The executive and branch members of the SECs supported their candidates 150% in time effort and money but unfortunately we were not successful in four out of our five state seats. I pass on my sincere and appreciative thanks to all the volunteers, members and supporters who assisted our campaign in January.

David, Gavin and Michael were great advocates for their electorates and are to be congratulated for jobs well done. Far North Queensland is a better place for their contributions.

Robyn Quick was our Candidate for Mulgrave and gave it her all. Sun-up to sun-down she was all over Mulgrave, talking about the issues that matter. My personal thanks to Robyn for being our candidate in 2015 and in 2012.

Andrew Cripps was re-elected for a fourth term as Member for Hinchinbrook and continues to provide strong representation for his constituents and maintains his strong interest in FNQ as Shadow Minister for Natural Resources and Mines, State Development and Northern Development.

Again the FNQ YLNP formed an integral part of our campaigning activities this year. Their members have been door knocking, letter dropping, roadsiding, attending functions, and writing policy building on their nomination last year as the Young LNP Branch of the Year. The YLNP State Council met in Cairns last October and experienced all the best of our FNQ experiences. Congratulations to Jeremy Neal and his team for a job well done!

The FNQ LNP Women continues to grow in numbers and in commitment. Laura Walker was elected Chair at their recent AGM. Thanks to Joy Glennie for her work as previous Chair in revitalising the branch.

I thank all LNP members for their support over the last twelve months; these may not have been the best of times, but we are a resilient lot and there is a bright future for us all in Far North Queensland.

Firstly I wish to thank you all for your support since 2008 when I took on the role of North Queensland Region Chair.It was with much soul searching that the decision was made that I would step back from this role. Business, family and health concerns were all taken into consideration with making this decision.

My congratulations go to Liz Schmidt for taking on the challenge of this role. Liz will bring many great attributes to this role. These include that she is LNP through and through, has dealt with all levels of government for many years and will bring a level of advocacy to the role that is really needed to develop the Northern Australia Development Plan.

A highlight in our Region this year was the response to our North Queensland Survey. I thank all members who took the time to respond and send in submissions.

The responses were fully in line with the Northern Australia Development Policy Committee and can be used as evidence to back up the actions and recommendations from the Northern Australia White Paper.

The executive of the North Queensland Region and a sub-committee of Noeline Ikin and John Hathaway read through all of the responses to our NQ Region Survey 2014 and published the first NQ Region Plan 2015. This document was officially tabled at the North Queensland Region Annual General Meeting in Townsville on June 7.

It has been formulated from members’ responses and can be viewed on the LNP website under the heading “LNP North Queensland Region Plan 2015 - Developing a Vision for the Future.”

The seven years that I have held the role have been memorable. As a member of The Nationals State Executive I was involved with the formation of the LNP and then decided that the Regional Chair’s role for the LNP would be a challenge. About 300,000 road kilometres, two Federal elections, three State Elections and hundreds of Party Units meetings later this LNP journey feels like a dream.

To my many LNP friends I am not going far as I have taken on the role of Vice Chair and will still be a member of the Region Executive. We have had a wonderful region executive over the years and I thank them all for their efforts and support. This year we have finalised our first Regional Plan thanks to our great membership who answered the survey and we also have had regular region newsletters. The new executive are now planning for the next term.

Thank you to my husband Brendan and daughters Anita and Rachelle, for allowing me the freedom to fulfil the role. I look forward to meeting with many of you at State Convention and your party unit meetings in the future.

It has been an honour and a privilege to be a part of the great LNP family. Thank you.

The State election was not kind to the Central Queensland Region of the LNP. We went from holding four out of seven seats to two.

For Callide and Gregory, I congratulate Jeff Seeney MP on convincingly withstanding a challenge from PUP, and Lachlan Millar MP, for his successful takeover from a retiring and long-serving former Member, Vaughan Johnson MP.

Unfortunately Keppel and Mirani were lost from our grip, and condolences go to Bruce Young MP, and candidate John Kerslake. Thank you to now retired Ted Malone for his years of faithful service as the LNP Member for Mirani.

Rockhampton, Gladstone and Mackay were unfortunately out of reach this time, and I thank Bridie Luva, Mike Duggan and Dion Attard, for their efforts before and throughout the campaign. Better luck next time guys!

The Borbidge - Sheldon Review has been delivered and important lessons must be learnt going forward. Also of immediate importance is the Constitutional Convention this year, and the need to get any amendments properly scrutinised, debated if necessary and adopted. Regional Forums were held in both Emerald and Rockhampton to discuss the election loss and receive input from members, as to what we could have done better. Members were also entitled to make individual submissions to the Review.

Our focus now turns to the next federal election and the need to hold Flynn and Capricornia for the LNP. I encourage members to get involved in supporting Ken O’Dowd and Michelle Landry in these seats and make sure we maintain our regional presence in Canberra.

Central QueenslandTERRY CLEARY

After filling the vacancy left by Russel Schroter in March 2013, and then serving a further two full terms, I am not renominating for Chairman of Central Region at this AGM, on Saturday July 11th, which will be held during this 2015 Annual Convention. It has been a very interesting time to say the least. I have learnt a huge amount about the operation of the LNP at all levels and areas. I feel it an opportune time for someone else to take the reins to support the party into the future and implement the results of the review. This also coincides with the appointments of the new party directors. I wish to thank State Director Brad Henderson for his support throughout my time as Central Queensland Region Chair.

I also thank my hardworking and ever-faithful deputy Lance Rundle and Secretary, Sonia Burton. Both are extremely talented and hold other important roles in the party as well. Lance is Capricornia FDC Chairman and Sonia is Chair of CQ LNP Women. My thanks also to my other SEC and FDC Chairs and all other office bearers as well, including those in the Branches.

As Chair of the Central Region I have been required to sit on the LNP State Executive and I thank those other Chairs and members with whom I have served alongside. Especially those who, like me, had other party roles including being Chairman of Policy Committees. In my case I am also standing down from Agriculture Policy Chairman after a decade plus, and It is time for me to move onto “fresh pastures” in this area of party involvement as well.

I look forward to concentrating on other areas within the party in the future. Also, I intend to focus on some other competing personal interests and projects, that I wish to further pursue and develop.

What a year it has been since convention 2014! Clearly the Queensland election had a toll on the Wide Bay losing two of our six MPs at a State level. However, both the SECs of Bundaberg and Maryborough remain committed to securing these seats back to the LNP fold.Whilst we have seen Jack Dempsey and Anne Maddern leave Parliament representing parts of the Wide Bay, we have welcomed with open arms Tony Perrett into the seat of Gympie. Tony has been a dedicated Local Government representative and now brings a wealth of knowledge and talent to the seat and into this Parliament.

We now hold in Shadow Cabinet some of the most important portfolios including Agriculture with Deb Frecklington and Environment with Stephen Bennett – and when we get back to government these two will be shinning lights for our party! Ted Sorensen continues to be the solid MP representing one of the fastest growing cities in Queensland.

At a Federal level, we enjoy having the region partly represented by the Deputy Prime Minister. We know that with a swing away from us in Bundaberg that holding Hinkler will be a challenge that Keith Pitt is more than up to!

Our executive has been a busy one. The Regional Vice Chairman is Paul Neville who represented Hinkler in the federal parliament for 20 years and has been a massive anchor for the Party locally. Pat Denham continues to be the greatest secretary a Regional Chair could hope for and has been instrumental in embracing MyLNP in connecting with members that have not taken an active role before. Jack Delaney is the money man and keeps a keen eye on the finances.

As always, our SECs and FDCs remain active and ready to work towards the change that Queensland so desperately needs in George Street, and continuing the work that needs to be done in Canberra.

The major event of the past twelve months was the 2015 State election. Much has been said and written about the election result yet there is no doubt the MPs on the Sunshine Coast worked very hard when in government to achieve significant outcomes that benefited all Queenslanders. Our MPs, Glen Elms, Fiona Simpson, Steve Dickson, Jarrod Bleijie, Mark McArdle, Andrew Powell, Lisa France and Darren Grimwade should be justly proud of their achievements.In his first campaign, Matthew Trace was an excellent candidate for the seat of Nicklin, working tirelessly and was well supported by his campaign team.

I particularly wish to acknowledge Fiona Simpson and the Maroochydore SEC, Steve Dickson and the Buderim SEC, Jarrod Bleijie and the Kawana SEC and Andrew Powell and the Glasshouse SEC for their support provided to Matthew Trace during the state campaign.

Mal Brough and the Fisher FDC remain focused on sustaining the support of the electorate and to raising funds necessary to mount their next federal election campaign. Mal and the members of the Fisher FDC also provided great support to Matthew Trace in the state election campaign.

Wyatt Roy and the Longman FDC are actively involved in engaging with constituents and businesses in the electorate and are continuing to demonstrate by their results the benefits of LNP representation in the Federal Parliament.

Senator James McGrath has gained well-deserved praise since delivering his maiden speech in July of last year. His decision to open his office in Nambour has added much to the capacity of the LNP to effectively represent the interests of Queenslanders in Canberra. James wasted no time in engaging with the Queenslanders he represents and articulating their interests in the Senate.

Ted O’Brien was recently preselected to contest the seat of Fairfax at the next federal election. Winning back Fairfax for the LNP will be a significant challenge that will require each of us to support Ted. I urge all Party units to support Ted and I look forward to working with Party units to maximise our support to the Fairfax campaign.

The YLNP on the Sunshine Coast has been actively involved over the past twelve months in growing its

membership and supporting our MPs and Senators. The energy and support of the YLNP is a key enabler in sustaining the work of the organisational wing of the LNP.

The LNP Women are an active source of support for the LNP on the Sunshine Coast and provides a valuable perspective to the approach taken by the LNP on matters of significance to our region, our state and our nation.

The Sunshine Coast Business branch is very active and over the past twelve months has been responsible for organising very successful business breakfast events. The approach taken by the members of the business branch has contributed much to our region and their events provide a valuable opportunity for Party members and members of the public to hear from and provide feedback to our elected members.

The achievements and commitment of two of our members, Greg Newton and Glenn Ferguson, have been recognised. Greg Newton, former Regional Chair and a stalwart elder of the LNP was made an Honorary Life Member of the Party. Glenn Ferguson was named a Member of the Order of Australia for his significant service to the law and to the legal profession, both nationally and in the Asia-Pacific region, and to the community.

I wish to acknowledge the support and work of members of the Regional Executive: Andrew Wallace, Con Hughes, Morgan Parker, Harvey Fewings, Fionna Vail, Stan Bishop, Anthony Rolando, Glenn Ferguson, Pauline Clayton, Mo Barnes and Mitch Andrews.

The members of the SECs, Branches and FDCs on the Sunshine Coast deserve the highest praise for their sustained commitment and support to our State and Federal MPs and Senators. The support and commitment of our members cannot be understated and should not be taken for granted.

This time last year I was contesting the Stafford by-election, and Darren Black was Brisbane North Chairman. Since, then that by-election was lost, the guard was changed at the Region AGM, we fought the 2015 state election, and have begun rebuilding. What a difference in such a short period of time. Rather than looking at this as a “rooster to feather-duster” experience I have been working with all members to make sure we emerge from our recent experiences as wiser and more compassionate versions of ourselves, as future leaders of our state.I want to acknowledge and thank Darren for his three terms as Chairman. His leadership began auspiciously with the 2012 election in which we went from 2/11 to 11/11 seats in our region; there were other success but as Bruce McIver said to us on the night “That takes the cake”; no-one will ever better it. Throughout he remained a steadying influence, always ready to provide a view or a cunning stratagem, even if his judgement in candidate selection was a little off right at the end. I am glad he agreed to stay on the executive as an adviser.

The by-election in Stafford was tough personally and for everyone involved. Thanks to the members in Brisbane North, I can honestly say that they came out from every part of the region to support the LNP.

John Cotter must be thanked for all he does for me and our party; one could not ask for a more supportive Vice Chairman. The AGM at which I became Chairman for the first time also saw Annie Reid and Liz Lynch continue in their roles and I thank them for their dedication to our party. This year Steven Mammarella (Young

2015 was devastating for all of us. I pay tribute to Tim Nicholls, Tracy Davis, and Tim Mander who withstood the onslaught and held their seats, whilst commiseration and thanks must be offered to Trevor Ruthenberg, Seath Holswich, Reg Gulley, Kerry Millard, Jason Woodforth, and Dale Shuttleworth who lost their seats despite doing everything humanly possible to deliver stronger communities. Kerri-Anne Dooley again worked tirelessly in Redcliffe without success.

Since that time I have given all my attention to strengthening Party Units across the region. I encouraged all members to participate in the review, hosted the President and State Director to answer questions about the election loss long into the night, and continued to work with the leaders of Party Units to improve their practices and become more professional and strategic in future elections. This approach will see us well placed to hold our seats in upcoming local and council elections and with Queensland Parliament so finely balanced we should not despair – the road to government may still be via Ferny Grove, the most marginal Labor seat in Queensland, though we may have to wait for a general election.

Finally, I am very proud to be given the honour to be Brisbane North Chairman, which allows me to meet and interact with so many wonderful members. I wish I had time to attend all your meetings and get know you better. The way you support not just myself, but all your officer-bearers, candidates and parliamentarians, are part of what makes this party great, and for that I thank you all. I look hopefully towards the future.




The past 12 months has been a bruising period for the party, not least of which for the party members of Brisbane Central Region. Despite the extraordinary efforts of our members at the State Election, several defeats were suffered in circumstances that were clearly disappointing. The silver lining is that we retained the seats of Indooroopilly (Scott Emerson), Moggill (Dr Christian Rowan) and Mount Ommaney (Tarnya Smith), marking the excellent work of our MP’s and members in those electorates, including the outgoing member Dr Bruce Flegg who so ably represented Moggill for 11 years.

Unfortunately, we were not able to retain the seats of Bulimba (Aaron Dillaway), Greenslopes (Ian Kaye), Brisbane Central (Robert Cavallucci), Mount Coot-tha (Saxon Rice), Ashgrove (Campbell Newman) and Ipswich (Ian Berry). Each of these MP’s was a genuinely hard working community representative and grass roots campaigner. In most cases the swings against the LNP were below the State average and current margin is quite slim, auguring well for a hard working candidate and local LNP team at the next State Election.

I would also recognise the efforts of candidates Adam Hannant (Inala), Fiona Ward (South Brisbane) and Stephen Fenton (Bundamba) who stepped into fight for the LNP and its values in the seats that we did not hold.

Our next battles, of course, are the Brisbane City Council election in March 2016 and the Federal election later in the year.

Brisbane Central Region members have consistently dug deep to win and retain the Council wards of Brisbane (Vicki Howard), the Gap (Geraldine Knapp, who has

recently retired after 18 years in the Council and where incoming councillor Steven Toomey will ably represent the area), Toowong (Peter Matic), Walter Taylor (Julian Simmonds), Pullenvale (Margaret de Wit), Jamboree (Matthew Bourke) and Enoggera (Andrew Wines).

Federally, pre-selection processes for Brisbane (Teresa Gambaro) and Ryan (Jane Prentice) are underway and expressions of interest are sought for Griffith and Oxley. A number of promising candidates have indicated interest and commenced the process of understanding and preparing for the significant efforts required of a Federal campaign. Fortuitously, though many of our State MP’s were not returned, they have helped to build exceptionally strong membership and campaign teams in their respective areas, who are enjoying a well-deserved short break and getting ready for the 2016 battles ahead.

This will be my last report, at least for a time, as a member of State Executive. I have immensely enjoyed being your representative on State Executive over the last few years. It has been an honour and a privilege to get to know so many members over the years and to play my part in assisting you in each of your extraordinary efforts for this party and its ideals. I have decided to stand down at our upcoming AGM, to give a successor the chance to become heavily involved prior to the two elections in 2016 and to bed down the relationships needed represent our small part of the State well. I am looking forward to the challenges that lie ahead at other levels of the party.

Lastly, thank you to my wife Amanda for your continual support over the last few years, especially in respect of the advice you’ve given me and the load you’ve taken on whilst I’ve been gallivanting about at late night meetings.

The past year has seen some key changes to the LNP and the Brisbane South Region. The greatest impact to us all was the result of the 2015 Queensland Election. The loss of government and many of our seats has been a setback and result that left many of us asking questions as to how this occurred and what we now need to do.A special Regional Meeting was held on Thursday 12 March with the State President, State Director and Parliamentary Leaders in attendance to address the election result and plans going forward to review the Party and activities over the previous three years.

Brisbane South provided strong input into this Review as initiated by the LNP with many submissions being presented to the Review Committee. The recent report on key findings and recommendations will now be used to assist in our plans for both the Party and Region.

The Brisbane South Region has been focused in recent months on the follow up to the election and what we need to do to support our membership in regaining momentum and the initiatives required to build towards the next local, federal and state elections.

We have worked with the Party Units to develop LNP Constitution and Policy Resolutions that we believe will enable some of the changes required to further develop our Party. A Regional Policy Forum was held on May 28, 2015 to review some of these policy resolutions in preparation for this State Convention.

Further development of our policy development capability has been various Regional Policy Sub-Committees such as the Small Business Sub-Committee that will provide input into the LNP Policy Standing Committee. This will form part of a broader framework as these develop.

We would like to pass on our support to our State Parliamentary Team under the leadership of Lawrence Springborg and do what we can to support their efforts to win back government in Queensland. I would like to congratulate our successful candidates and MPs who retained seats for the LNP. These seats will be our foundation for the Brisbane South Region to build on at the next State Election, whenever that may be.

We are going to face many challenges over the next year with both the Brisbane City Council election in March 2016 and a federal election also likely next year.

Membership support has been strong in Brisbane South and as a thank you to all our members we are planning a Regional membership event for later this year.

We would like to congratulate Julie Robinson for her continuing role as Regional Chair of Brisbane South Women’s and to Jessica Smith, Mitchell Collier and Tom Robertson from our Region who are now part of the YLNP State Executive. Congratulations also to Tom Robertson, Chair of the Bowman Branch of the YLNP and his team who won the YLNP Branch of the Year and Cameron Leafe from the Bowman YLNP and Capalaba SEC who won the Sir Jim Killen Public Speaking competition for 2015.

A special acknowledgement to Ailsa Scurr who celebrates 60 years with our Party and who has always been a strong supporter and friend to conservative politics in Queensland.

As Chair of the South West Region I have concentrated on ensuring all members across the region have a strong voice on the Executive of the party. Criss-crossing the party meetings of the branches, SECs and FDCs of the South West has taken me from Charleville in the west to Tannymorel in the south and Lockyer in the east.Leading into the 2015 State Election the LNP held six of the seven state seats in the South West Region and we have retained that number, with the loss of Ipswich West and gain of Condamine. Sean Choat the former Member for Ipswich West is a real loss for the people of western Ipswich. Sean was truly local in his representation of his electorate and a strong member of our Region.

Condamine, was returned to the only party that represents the interests of the electorate, with new member Pat Weir hitting the ground running.

Ann Leahy successfully transitioned to secure Warrego. The Warrego electorate sadly said goodbye to long standing MP Howard Hobbs who bows out after 40 years in local and state politics.

John McVeigh and Lawrence Springborg retained their seats comfortably but we had some anxious times for Trevor Watts and Ian Rickuss who fended off strong opponents in Kerry Shine and Pauline Hanson respectively.

While we saw swings against us across the Region we still have returned a strong presence from our region into the parliamentary wing of the LNP.

On behalf of the region I congratulate all our MPs on the election to the 55th QLD Parliament.

But I must importantly acknowledge the tireless effort of the LNP membership who assisted in the campaign by putting in countless hours volunteering to ensure their Member or candidate won or retained the seat.

Without your support the outcome in individual seats could have been very different. The grassroots of our

party is what makes us a success and something that is paramount to our future success.

Much of the western parts of the region have and continue to feel the effects of the most severe drought of a generation. The Federal Coalition Government has announced significant funding for drought-related projects. This funding is essential if we are to see our communities across the South West Region continue and prosper into the future. Senator Barry O’Sullivan, our resident Senator, has strongly championed the need for this investment and for that we say thank you.

In the past year we have seen the retirement of a friend of the South West Region, former Senator Brett Mason. I acknowledge the work of Senator Mason representing Queensland fiercely and admirably since 1999. Brett has been a strong supporter and frequent visitor to our region. He has fought alongside us on issues we face in rural and regional Queensland. He was always willing to listen, understand and articulate in his own unique style of debate on our behalf. We wish Brett Mason all the very best in his new role of Ambassador to The Netherlands.

I stated last year that our Party’s biggest asset is our membership, and your commitment to the party can be the difference at the close of polls on election day. This year’s Constitutional Convention and the potential changes submitted along with our members input into the Borbidge - Sheldon review again illustrates the strength of our membership base and their desire to refocus the LNP on its grassroots.

My sincere thanks to the hardworking office bearers of the many branches, State Electorate Councils and Federal Divisional Councils across the region. The commitment you show to our party is unwavering and without your support the South West would not secure the LNP representation it does.

Along with the executive of the South West, I am honoured to represent such a fine group of members across one of the largest regions in our State and I wish you all the very best for the coming year.

With 34 separate Party Units making up the region, it has been a very busy time attending the numerous meetings that are held in the region. Since I became Regional Chair in September 2014, the region has held a Policy Forum, a meeting to review the outcome of the state election and two meetings of Party Unit Chairs. In addition, we joined forces with the Brisbane South Region to hold a “Meet the Senate Candidates” meeting on May 11. As your representative for the Region, I have also attended all State Executive and State Council meetings. Ably led by Alice Warby as Chair, Gold Coast Regional Women and their subsidiary branches have also been very active and provide very valuable support to the LNP cause and fundraising on the Gold Coast.

At the 2015 state election, the Gold Coast Region showed again that the LNP has wide support from residents who live within it. In saying this, it is important to note that the region extends west across Mount Tamborine to Beaudesert and Boonah, and north taking in Beenleigh and Waterford on the southern outskirts of Brisbane. Of the 12 state seats that make up the Gold Coast Region, the LNP held 11 of these prior to the election and emerged holding 11 after the election. It was great to see Sid Cramp secure victory in Gaven and win back that seat for the LNP but disappointing to see Michael Latter lose in Waterford which the LNP secured in 2012 with a slim margin of only 1%.

The efforts of the many Gold Coast LNP members and supporters in helping out during the election period must be acknowledged and was a major factor in securing the outcome that we did. I particularly want to acknowledge the tremendous effort that the Young LNP put into securing the win in Gaven and in many other seats across the region. I also congratulate Gold Coast based Jack Piggott on his recent election as State President of the Young LNP.

On behalf of the Gold Coast Region, I pass on my congratulations to the new LNP leader Lawrence Springborg and to the Gold Coast’s John-Paul Langbroek as his deputy. Congratulations also to Jann Stuckey, Rob Molhoek and Ray Stevens for their roles in the Shadow Ministry and leadership team.

Gold Coast region is also very fortunate to be well served by the outstanding Federal Members who represent the five Gold Coast federal electorates. It is vitally important for us to be ready to support our endorsed candidates whenever the next federal election is called. It is also important that despite the level of support for the LNP enjoys in the region, we do not take any seat for granted.

I also take this opportunity to congratulate Karen Andrews, Member for McPherson, on her promotion to the Ministry as the Parliamentary Secretary to the Minister for Industry and Science. Congratulations are also due to Steven Ciobo, Member for Moncrieff, who has taken on an expanded role in the ministry as Parliamentary Secretary to the Minister for Foreign Affairs and Parliamentary Secretary to the Minister for Trade and Investment.

My thanks go to the other members of the Gold Coast Region executive, Marc Hogan, Jake Durrington and Ben Naday for their assistance and support over the last nine months. It is almost two years since our party went to the election with a plan to deliver a strong, prosperous economy and a safe, secure Australia. I can report to the LNP that we are delivering our plan and that the plan is working.

Our plan means backing hard working Australians to get ahead and to fulfil their dreams.

Our plan is not about us; it’s about the people of Queensland and the people of Australia. It’s about you having more control over your pay packet, more control over your bills and more choice over child care, health care and planning for your own retirement.

It’s about keeping you safe: because that’s more important than anything.

Since you elected this government we’ve stopped the boats, saving the budget hundreds of millions of dollars every year; the job destroying carbon and mining taxes are gone; and we’ve abolished over 50,000 pages of regulation – saving businesses and individuals over $2 billion a year.

We’ve also given the green light for $1 trillion worth of new projects.

We have completed Free Trade Agreements with China, Japan and South Korea. These are already creating opportunities for thousands of Australian businesses, in Queensland and right across the country giving them access to new markets and creating new jobs.

The fundamentals of good government are always the same: to strengthen our economy and to strengthen our security.

This is what the government has been doing.

The budget is on track and we have already cut Labor’s projected debt and delivered $30 billion worth of savings.

Since we came to office, almost 290,000 more jobs have been created, including 31,000 in Queensland.

Company registrations are at record highs because people are ready to have a go when they know that the government is on their side.

Export volumes are up, as is residential housing construction and retail sales.

And the largest Commonwealth-funded infrastructure programme in Australian history is now underway.

We are delivering the Bruce and Hann Highway upgrades – vital pieces of infrastructure for Queensland and the nation.H

There is more work to be done but the Budget is finally on a credible path to surplus.

This year’s Budget builds on the progress that we have made and recognises that small business is the backbone of the economy.

Small business now has the lowest tax rate in nearly 50 years, and we are restoring incentives for employee share schemes to encourage staff to take a stake in success.

For the first time, Northern Australia has a plan for its economic development – including for new dams – because we can’t make the most of Australia unless we make the most of our Great North.

We are putting action behind our words. This includes a $5 billion concessional loan facility for economic infrastructure projects in the north as well as $1.2 billion earmarked in the White Paper for better infrastructure, more efficient and effective land use, and helping make the north more attractive for people to live and work.

I pay tribute to the Queensland Members and Senators for their advocacy in ensuring Northern Australia gets the attention it deserves. Warren Entsch MP and Senator Ian Macdonald will be leading our efforts to ensure that real change is delivered.

I know it hasn’t been an easy time for our Party in Queensland this year. No one likes to lose an election. The task now, is to ensure that the reckless policies of Queensland Labor do not undo all the gains made by Campbell Newman and his government.

On behalf of Liberals everywhere, I thank Campbell for his leadership. I look forward to working with Lawrence Springborg to help the LNP get back into government at the first opportunity.

As we reflect on the last twelve months, I acknowledge the contribution of all my Queensland colleagues and especially thank the Deputy Prime Minister, the Hon Warren Truss MP.

I welcome Senator Joanna Lindgren to our parliamentary team. As the great niece of one of Australia’s most esteemed parliamentarians, the late Neville Bonner AO, Jo continues a family tradition of public service – in the Parliament as well as in the community.

I thank Bruce McIver for his leadership of the Division and Brad Henderson and the staff of the secretariat for the professional and often thankless job they do.

As delegates, friends and supporters arrive for the 2015 Convention of the LNP, we do so with twin emotions.

Our first term in government was one of serious achievement having steered Queensland’s economy back on track; having made record investments in frontline services and introduced the nation’s first “Wait Time Guarantee” for patients; and having made our streets and homes safer places to live and raise a family with more police on our streets and the introduction of the toughest laws in the nation to crackdown on organised crime.

We delivered new jobs and laid down the pathway for future jobs with targeted investments in research, skills and education; we re-invested in regional Queensland and established the ‘Royalties for the Regions’ fund; and we secured our environment for future generations including our internationally heralded success at protecting the Great Barrier Reef.

But for all these policy successes that we were able to deliver with an experienced team, the plain reality is that we lost government at the 2015 State Election. And

that has filled members and supporters with an undeniably deep disappointment.

Worse, Queenslanders and their families are now at the mercy of an inexperienced Labor Government that has no plans whatsoever for the future of our state; that is making policy up on the run; and that is entirely captured by faceless union bosses who rarely put their own members interests ahead of Labor’s political interests.

Since the election the LNP at a parliamentary and organisational level has been working hand-in-glove to hold Labor to account; and working every day to win back Queensland’s confidence and secure government.

History shows that there are usually two ways a political party handles an election loss. One is to blame voters and cry foul; and the other is to accept responsibility and immediately and independently dissect the causes with the aim of rectifying them; with the aim to embrace reform; with the aim to learn from the mistakes; and with the aim to champion successes.

Our LNP organisation embraced the latter and commissioned the Borbidge-Sheldon Election Review which provided members everywhere with an equal opportunity to have their say and put forward their ideas.

We may agree or disagree with the report’s findings and recommendations, but the important thing is that they have been fearlessly put forward for our considered determination by two of the LNP’s most respected life-time members.

Believe me, I remember only too well that our great LNP was formed in 2008 on the back of each and every party member being given a vote: perhaps the largest act of direct-democracy

within any modern party in our nation.

I valued then the empowerment of branch members; and I know that same membership input and empowerment is essential into the future.

As your parliamentary leader I’ll be working with each of you to ensure mistakes are not repeated; and to ensure achievements are not forgotten.

In 2015 the LNP secured 41.3% of the primary vote to Labor’s 37.5%.

We were the only party in Queensland to secure the support of over 1 million voters. And as we work to secure government on behalf of Queenslanders again, it is important that as we learn from our mistakes, we do not shy away from the policy successes that ensured we received the most support of any party.

Along with my wife Linda, I would like to offer my sincerest thanks and appreciation to both Campbell and Lisa Newman whose commitment to the LNP, and to Queenslanders, cannot be understated.

Queensland in 2015 is a vastly superior and reformed state to that which we inherited from Labor in 2012; and we thank and recognise Campbell Newman for his dedication and leadership.

We cannot let Labor wreck our state again; and we cannot rest our efforts to return the LNP to office to deliver again for Queenslanders no matter where they live.

A SUSTAINABLE CITY

I am delighted to report that just six months ago, the Keep Australia Beautiful Foundation named Brisbane as “Australia’s Most Sustainable City”. This award is a fitting tribute to our ongoing commitment to sustainability.

This year we will launch two new programs to help promote a more sustainable lifestyle and reduce the cost of living. Reduce your Juice will see Council partner with the Federal Government to work with young adults and low income families to help cut their annual electricity bill by up to 19%. Our Live for Less program will work with families and households across Brisbane to improve the management of water, waste, energy and transport to help reduce the daily cost of living.

KEEPING BRISBANE MOVING

The Budget also continues a decade of record investment in infrastructure and public transport. Thanks to the

LNP, Brisbane now has Australia’s most modern public transport fleet.

Since 2004, we have delivered 1,090 new buses; our fleet is now 100% air-conditioned and 100% low floor disability accessible. In contrast, Labor thought it was okay to deliver only 240 buses over an eight year period.

Although Council does not have responsibility for fare pricing, this year we increased Council’s subsidy of the bus network to a record $81.9 million – this up from $60 million under Labor – to help make public transport more affordable.

Over the past year local residents will have seen the new CityCat terminals taking shape along the river. We recently opened the new Bulimba, Regatta and University of Queensland stops with more to come.

My $120 million commitment to improving bikeways across our City is also on track to be completed this financial year. Already, many residents are electing to commute by bicycle, taking pressure off our roads and public transport network.

We are also investing heavily in reducing congestion across our City. $125 million has been set aside for congestion busting initiative, including $80 million for the ‘4-laning’of the Inner City Bypass between the Legacy Way portal and the RNA Tunnel. This project will help increase capacity on this very

important inner city link and will complement the success of the Go Between Bridge.

We are also looking after the basics with $100 million set aside for road resurfacing projects. This is an increase of 66% this year and is significantly more than the $35 million Labor spent in their last year in office.

RESPONSIBLE FINANCIAL MANAGEMENT

I am proud that my administration has been able to achieve so much for Brisbane while managing to maintain a strong credit rating and a sustainable level of borrowing.

Council remains the only level of government to return a surplus budget and in the 2015/16 financial year we will slash net debt per person from $1,411 to $1,088. This equates to a 47.8% reduction per capita since the 2013-14 financial year and is lower than at any time during the previous Labor administration’s 13 years in office.

This has allowed Council to freeze on-street parking costs and limit rates growth to an average of 2.5%; which equates to roughly 62 cents per week for the average owner occupier.

With a Council election looming early next year, your support will be essential to maintain the growth and momentum enjoyed by our City over recent years.

I recently handed down the Brisbane City Council budget for the 2015/2016 financial year. This budget will see the completion of many projects and commitments I made in the lead up to the 2012 election and continues the LNP’s decade long commitment to making Brisbane a more liveable, vibrant, accessible and sustainable City.
