    LL.B. Three Year CourseSession 2013-14

    Department of Law a Brief History:With the establishment of the High Court at Allahabad in 1866, need for advocates was felt for

    practicing in the High Court and the District Courts. The minimum qualification to become an advocate wasBarrister from England or Bachelor of Laws degree after graduation from Calcutta University.

    As such teaching of Laws was commenced in Muir Central College of Allahabad, affiliated to CalcuttaUniversity (estab.1857) on December 31

    st, 1872 with 39 students in English Section and 10 in Urdu Section.

    When in 1887 Allahabad University was established as teaching-cum-affiliating University, the LawDepartment also obtained a raised stature accordingly. Honble Justice D. Straight was appointed the firstPresident of Law Department in 1890. By an order of the Government in Council of United Provinces, theDepartment of Legal Studies became a separate single department /Faculty of the University alongwith theFaculties of Arts. Sciences and Commerce in the Muir College campus of the University. Under the Indian

    University Act of 1904, the posts of Professor, Reader and Lecturer were recognized for the University. TheLaw Department functioned in Muir College from 1872 onwards till the new building of immense architecturalbeauty was constructed for the Law Faculty around 1910, adjacent to Senate on the northern side by thedonations provided by the Oudh Bar Association. However, till 1921 the Law Department functioned withadvocates as Part-time teachers holding all the three cadres. In 1921, When the University was re-oganizedas a residential University by an Act of the United Province of British India Professor Weir , a distinguishedjurist, became first Head of Law Department. In 1936 two full time posts of Reader were created on whichProf. K.K. Bhattacharya, LL.M. (London) and Prof. K.R.R. Shastri, ML (Madras) were appointed. ProfessorK.K. Bhattacharya became first fulltime Professor in Law department in 1949.

    On account of shortage of accommodation there was difficulty in holding of tutorials in LL.B classesand in the expansion of the Law Library. So the Law Department was shifted to the new building which wasconstructed by UGC grants in the Chatham Lines Campus of which Honble Mr. .A. K. Sen, the then LawMinister of India, had laid the foundation stone in 1965. The transfer of Law Department to the new buildingwas completed in early 1980s. Recently in 2013 Law Faculty has been provided a new building adjacent to

    the exisiting one of which First Phase of Construction is almost complete.There had been intimate relationship between the High Court and the Department when part-time

    Professor and Part-time Reader were allowed to be appointed from High Court Bar. Shri A. P. Dube, Bar-at-Law, an eminent advocate was the last part-time Professor and Head. In 1949. Professor K. K .Bhattacharyabecame the first full-time Professor and Head of the Law Department. The law Department continued to havefour posts of part-time Lecturers. It is notable that Sir Tej Bahadur Sapru, Pandit Moti Lal Nehru, Sir SundarLal and Dr. Kailash Nath Katju have been part-time teachers in the Law Department. Before they becameJudges, Justice Iqbal Ahmad, Justice Wali Ullah, Justice P.N. Sapru, Justice M.H. Beg & Justice M.N. Shuklaworked as a part-time teachers with the Law Department. Two Judges of High Court have consistently beenmembers, each of Board of Studies and Faculty Board of Law.

    The Law Department has the honour of producing legal personalities which have had their role notonly in the field of Law but also in the entire life of the nation. A few names like Sir Tej Bahadur Sapru. Dr.Kailash Nath Katju and Justice Wali Ullah who had obtained LL.D from the Law Department as regularcandidates may be mentioned. Chief Justice Das of the Supreme Court of India had been awarded LL.D

    (Honours) in 1960. Prof. K. K. Bhattacharya. Dean & Head of Law Department was nominated as MP by thePresident of India to the Federal unicameral Parliament of India under the Constitution of India in 1950Some Distinguished Alumni of the Department:

    Important Notice:1. Admission to LL.B Part-I shall be taken according to Rules and Ordinances of the University (subject to

    the amendment from time to time). In case of any discrepancy contained in this prospectus or absence ofany provision therein, Rules and Ordinances of the University shall prevail.

    2. Entrance Test for the Session 2013-14 will be held according to the Programme published on the LastPageof this Prospectus. Only those candidates are eligible to appear for Law Entrance Test who havesecured 45% marks (for SC/ST candidate 40% only) in graduation or any equivalent examination (seeRule 02 of Rules for admission below).

    3. Age: For General Category, a candidate seeking admission in LL.B Course must not be more than 30years as on 1

    stJuly, 2013. For SC/ST/OBC Categories, a relaxation of 5 years in age is permissible as

    per Rules.Note:candidates are advised to read provisions of rule 11 of this prospectus minutely.4. Admit card for appearing in the Entrance Test wi ll only be made avai lable online from Saturday,

    PART-IRules for Admission

    Rules and Procedure for admission to LL.B. first year in the Law Department, Allahabad University orconstituent colleges thereof are as following:(01) Law Admission Test:

    A Law Admission Test shall be held for admission to LL.B Three year Course. A candidate who iseligible (See Rule 02 for Eligibility Criteria) has to appear in the Entrance Test.

    (i) a Foreign National, or

    (ii) a Non-Resident Indian (i.e., a citizen of India domiciled abroad) and who has graduated from a foreignUniversity, shall not be required to appear in the Admission Test and shall be considered foradmission in accordance with Rule 03 (B).

    (02) Eligib ility:(a) Except the exceptional situations contained in clauses (b), only such a candidate shall be eligible for

    admission to LL.B Course who has passed any of the following qualifying examinations either fromAllahabad University or any other University recognized by Allahabad University and has secured aminimum of 45% marks (40% for SC/ST) in the qualifying examination:

    (i) B.A/ B.Com/ B.Sc (Hons.) Examination, or(ii) B.A / B.Com/ B.Sc three year degree Course examination in 10+2+3 system, or(iii) B.A/ B.Com/ B.Sc examination according to 10+2+2 or +3 Rule on or before 1987, or(iv) B.A / B.Com/ B.Sc examination in the year 1988 or following years according to 10+2+2 or 11+3

    system and have passed Bridge Course examination or the post-graduation examination, or(v) B.Sc (Ag.)/B.E / B.Tech / MBBS examinations.

    Note:If the result of the qualifying examination of a candidate is awaited, he can also apply and appear in

    the Law Admission Test. Such candidate can also submit online form for the LAT-2013 at the officialwebsite and in such a situation his candidature will be only provisional. If such a candidate fails in thesaid qualifying examination or, as the case may be, obtains according to the category he / shebelongs to, less than 45% marks (40% marks for SC/ST) respectively or appears in the secondexamination of the said qualifying examination, or the body authorized under the appropriateOrdinances to declare the result of the said qualifying examination does not declare the said resultbefore the expiry of last date for admissions, the provisional candidature of the candidate shall becancelled forthwith and he/she shall become ineligible for admission to LL.B-1

    styear (2013-14).

    (b) Subject to the provisions of clause (a) of rule 02, a person who has appeared for the qualifyingexamination of this University for the academic session immediately preceding that for whichadmissions are to be made and having passed the same (or having failed the same while remainingeligible for appearing in the concerned Second Examinations) has applied for appearing in theconcerned Second Examination, shall (if desirous of taking admission in the said academic session)be required to apply for admission along with other candidates who have passed and are not

    appearing in the second examination in accordance with the provisions of University Rules and shallnot be entitled to any separate opportunity or procedure for applying for the said admission. Theperson referred to above on becoming a candidate, shall not be eligible for further consideration foradmission except if he has passed the concerned Second Examination with a minimum marks 45% or40%, as the case may be.

    (c) Age:For General Category, a Candidate seeking admission in LL.B Course must not be more than30yearsof age as on 1

    stJuly, 2013For SC / ST / OBC Categories, a relaxation of 5 years in age is

    permissible as per Rules.

    Form Fee :

    Demand Draft of Rs.600/- (Rupees Six Hundred) for General and OBC candidates and of Rs. 300/-(Rupees Three Hundred) for SC and ST candidatesdrawn in favour of the Finance Officer, University ofAl lahabad, payable at Allahabad.

    CHALLAN i.e University Copy attached with the Application form.

    (03) Application Form:(a) Every candidate shall, except those exempted from appearing in the Law Admission Test as per

    Rule 1 (i) and (ii) obtain the Admission Application Form and Computerized registration form onpayment of prescribed fee within the dates prescribed and as per the Admission Notification andshall have to submit it (after duly filling). Such a candidate shall have to appear in the Law

    Admission Test according to the schedule given in the end of this Prospectus from a Centre Allottedto him by the Admission Test Committee.

    (b) For candidates exempted from appearing in the Admission Test, there shall be a separateprocedure to be notified later on. There shall be a special process of application and admissionfor candidate exempted from appearing in the Admission Test, which shall be communicatedseparately.

    (04) Pattern o f Admission Test:There shall be threequestion papers in the Admission Test.

    (05) Reservation of Seats:(a) Reservation of seats available in LL.B.-I shall be made as under:

    (i) Scheduled Castes (SC) candidates 15%(ii) Scheduled Tribes (ST) candidates 7.5%(iii) For the candidate belonging to Other Backward classes (OBC)category: 27% for the session

    2013-2014 as per the CENTRAL EDUCATION INSTITUTION (Reservation in Admission)Act,2006 and also as per the letter of the Ministry of Human resources Development regarding

    implementation of reservation in admission in respect of persons belonging to socially andeducationally backward classes (OBCs)

    (iv) Physically Challenged : 3% (1% Hearing Impaired, 1% Visually impaired, 1% orthopedicdisability).If eligible candidates belonging to the ST category are not available to fill any seatreserved for them under clause 5(ii) above, such seat shall be filled by candidatesbelonging to the SC category.Reservation to candidates belonging to other backward classes (OBC) shall be given by theUniversity as per Government of India guidelines, the regulation / norms issued by the UGC andin accordance with the order / judgment of the Honble Supreme Court of India or the HonbleCourt of Allahabad, in regard to the reservation of seats in admission to the LL.B. Three YearCourse.

    (b) Subject to the provisions of clause (a) above, where due to non-availability of eligible candidates anyof the seats reserved under clause 5(i) & (ii) remains unfilled, it shall be filled by a candidate of the

    unreserved (i.e. General category).(c) If a candidate belonging to any of the categories mentioned in clause (a) gets selected for

    admission on the basis of merit with unreserved (i.e. General) category candidates, he shallnot be adjusted against the seats reserved for the said categories under clause (a).

    (d) No candidate shall be eligible for admission against the seats reserved for any of the categoriesspecified in clause (a) except if he has duly claimed the concerned status in the Form and hassubmitted therewith evidence of holding a valid certificate to that effect, in the format approved for thepurpose by the Central Government from a Competent Authority (such as Tehsildar/ Magistrate/Authorised Government Officer) holding charge in the administrative unit to which the candidatebelongs.

    (e) University Employees / Teachers : As per University Admission Rules.

    06 Admission of eligible candidates to LL.B. Part I shall be made up to the limit of seats available andsubject to special considerations permissible, on the basis of the order of merit of computed marks

    calculated according to Rule 07. The said order of merit shall be prepared separately for thecandidates belonging to General, SC/ST and OBC categories. Candidates admitted under specialconsideration shall be accommodated against unreserved seats, or as the case may be SC or STcategories depending on their social status.A. Admission to A.U. or a constituent college thereof shall be made by the process of counseling.

    The selected candidate must appear personally for counseling along with all the documents onthe specified date, time and place.

    07 Computation of Marks:(a) The Computer Marks of a candidate who has appeared in the Admission Test Shall be calculated by

    adding the Weightage, Premium and Special Premium applicable, respectively, under Rules 08, 09and 10 to his/her score (out of 300) in the Admission Test, hereinafter in these rules called as thestandardized score.Provided that in the case of a candidate who is not required to appear in the Admission Test, thestandardized score shall be calculated by reducing his aggregate marks in the all parts of theQualifying Examination taken together to the denominator of 300.Provided further that in case the Standardised Scored of a candidate not required to appear in theAdmission Test cannot be worked out under the preceding provision, on account of difficulty ininterpreting the marking system of the University from which he/her has passed the QualifyingExamination, his/her Standardised Score shall be worked out in accordance with guidelines issued bythe board.

    (b) If the candidate is covered, according to the Ordinance and Regulation of the University, under thecategory of Kashmiri Migrant, then a weightage equal to 10% of his score shall be permissible tohim/her. This weightage shall be permissible only after the candidate has produced before theadmission committee a certificate to this effect issued by Joint Secretary or an officer of equivalent

    rank, of the Ministry of Human Resource Development.(c) A Premium (addition) of 5 percent of the score shall be given to the candidate who holds the C

    Certificate of the National Cadet Corps.Provided that the said Premium shall not be applicable except if the candidate has claimed the samein his Form and has appended with the Form evidence of holding the said Certificate.

    (d) The weightage and Premium mentioned under clauses (c) and (d) of this rule shall not be extendedexcept if the candidate has duly made a claim to this effect on the Form and appended evidencetherewith in support of such claim.

    (e) If owing to the complexities in the evaluation system of the University conducting the qualifyingexamination of a candidate exempted from the admission test his standardized total cannot becalculated, the same shall be determined according to the guidelines of the body authorized underappropriate Ordinance of the University of Allahabad.

    (08) Special Consideration for Candidates belonging to certain categories:

    The following special considerations shall be applicable to:(a) Candidates, who (i) have appeared in the Admission Test, or (ii) being exempted from appearing in

    the Admission Test Under the provision to Rule 01 and otherwise eligible for admission, shall beconsidered for Admission irrespective of their place in the merit list.

    (b) A Foreign National or a Non-resident Indian governed by the provision to Rule 01 who has passed the

    Qualifying examination and has applied for admission in the manner specified under Rule 3(b) and

    whose application has been recommended by Foreign Students Advisor of the University.

    (c) Candidates, who are Outstanding Sport person i.e. Captain of University Teams or University Colours

    holders or members of Inter University Teams, who have participated in any Inter-University

    tournament, may on the basis of the recommendation to this effect of the President of the Athletic

    Association of the University be admitted irrespective of their place in the order of merit of Computed

    Marks. This weightage shall be available only if the candidate has claimed the same in the form and

    has attached evidence to this effect.

    (d) (i) A candidate, who (a) has a certified disability of not less than 40% in any limb or in orthopedic

    structure, which in the judgment of the Assessment Committee referred to in sub-clause (ii) amounts

    to an overall physical handicap of not less than 70 %, or (b) is certified blind, may be admitted to the

    Course or Subject concerned, irrespective of his place in the order of merit of Computed Marks, on

    the unanimous recommendation of the said Committee, in case he can pursue the LL.B. course

    without difficulty, but the number of such candidates admitted shall not exceed 3% of the approved

    seats. Provided that this privilege shall not be extended except if the candidate has duly made a claim

    to this effect in the Form and has appended therewith evidence of the nature specified in sub-clause

    (iii) in support of such claim.

    (ii) The Assessment Committee shall consist of the Director of Admissions (or a teacher associated with

    the admissions process nominated by him) as Convener, the Dean of Students Welfare (or an

    Assistant Dean of Students Welfare nominated by him) and, on the nomination of the Dean of

    Students of Welfare, three Medical Doctors (of whom at least two must be present at any meeting of

    the Committee) including on Orthopedic Specialist, an Opthalmological Specialist and, preferably a

    Lady Doctor/Specialist.

    (iii) No candidate shall be eligible for consideration under this clause except he/she submits a certificate

    duly issued by the Chief Government Medical Officer of an appropriate district or by the Viklang

    Kendra, Allahabad, testifying his/her disability. The Certificate so issued clearly indicating the disability

    must bear the attested photograph of the candidate.

    (09) Any scrutiny or revaluation of the Answer-booklets of the Admission Test shall not be

    permitted on any ground.

    (10) General Rules Regarding Appli cation Forms:(a) The amount paid by the candidates to University for the Admission Test shall not be

    refunded or carried forward under any circumstance.

    (b) The candidates shall make all the required entries (including his/her signature and photograph).

    (c) A candidate, who has made any false entry in the specified Application Form in online

    submitting form for appearing in the Admission Test and / or for admission, or has

    omitted, concealed or misrepresented any relevant fact therein or has submitted

    photograph other than his own shall forfeit the claim to be considered for admission and

    his admission shall be cancelled with retrospective effect.

    The candidate shall be responsible for veracity of all entries on the applicable form or in the online

    submitted.

    (d) The Online Forms can be edited and saved for any corrections required within 3 days of the date

    of submission or the last date of online submission, whichever is earlier. After the editing period of

    the form is over then no corrections will be allowed and the candidates will be responsible for thedata submitted by them.

    (e) The acceptance of the online Admission Application Form of a candidate shall be provisional and

    shall not give him/her any guarantee or right of admission.

    (11) General Rules:(a) The University reserves the right to refuse admission to any candidate without assigning reasons

    and to make changes in the rules and procedure governing the Admission Test and admissionfrom time to time.

    (b) A candidate charged with resort to unfair means/practice (s) shall be dealt with in accordance withthe process laid down in this regard by the Boardand if found guilty as charged, or for a lesser orgreater of any of the offences charged, shall be punished in accordance with the schedule ofpenalties laid down by the Board ranging from cancellation of candidature/admission todebarment from admission in the University, any Institute or Associated or Constituent College

    thereof for one or more years or for ever.(c) The place of a candidate in the order of merit shall be modified in case of any error in thecalculation of his computed marks, and the admission of a candidate who is excluded from theorder of merit as a result of the rectification of his computed marks shall be cancelled.

    (d) The instructions regarding the enrolment of admitted candidates and the other Procedures to beundertaken by such candidates, as well as the penalties (including cancellation of admission) forfailure to comply with the said instructions shall be issued by the Board and shall be binding onthe admitted candidates.

    (e) The admission and enrolment in the LL.B. 1styear class of a candidate in contravention of the

    University Ordinances or the Regulations made there under, or of any other provision in force inthe University, shall stand cancelled with retrospective effect at whatever stage suchcontravention is found.

    (12) Except the courses in Medical and Engineering Faculties foll owing provisions apply to thestudents and candidates seeking admission in Graduate, Post-Graduate and ResearchCourses:(a) Any student of the University (which includes its Constituent Colleges and Institutes) shall not be

    permitted to be admitted or enrolled in more than one degree course (which includes Research)or to remain admitted or enrolled in any other degree course of any other institution (whichincludes the Constituent College or Institute).

    (b) The admission of a student mentioned in clause (a) in the University (which includes theConstituent Colleges or Institute) shall automatically stand cancelled w.e.f. the date he isadmitted/enrolled in any other Institution (which includes the Constituent College or Institute).

    (c) If a student mentioned in clause (a) gets admission in a new degree course in the University(which includes the Constituent College or Institute) his earlier admission/enrolment shall stand

    automatically cancelled w.e.f. the date of his admission/enrolment in the new degree course.(d) If the admission/enrolment of a student has been cancelled under clause (c) automatically in a

    Post-Graduate degree course (which includes Law) and such student had earned eligibility ofappearing in any part of that examination as an ex-student he may apply to the University forpermission to appear as an ex-student but the examination committee shall grant such permissiononly on the fulfillment of following conditions:(i) The documents establish that he has earned the said eligibility at the time of said

    cancellation; and(ii) Only prescribed academic sessions have elapsed from the academic session in which he

    was regularly admitted/enrolled.If any person was completed the duration of eight or more academic session in theUniversity (which includes its constituent colleges and Institutes) he shall not be eligible foradmission in any course.Any student of the University (which includes its Constituent colleges and Institutes) cannot

    appear as a regular student and/ex-student in more than one degree course in the sameacademic year.

    (e) Except such student whose employer has sponsored or permitted him to participate in theconcerned course (and to complete the required attendance), no student of the University (whichdoes not include Institute of correspondence course) is permitted to take up full time employmentor full time self-employment.

    (13) The decision of the Board envisaged in the University Ordinance shall be final with respect to mattersconcerning the Admission Test and the processes precedent and subsequent thereto, including theprocess of admission, as need to be provided for but are not so provided by these Ordinances or theRegulations made there under.

    (14) List of candidates selected for admission on the basis of Admission Test and the waiting list ofcandidates shall be put on the Notice Board of the Admission office and notice of Admission

    programme will be given through local daily newspapers. No personal information will be sent to theselected or waiting list candidates. The candidate has to keep himself alert with respect to suchinformation.

    (15) A candidate from Select or Waiting list, while appearing for admission must bring with him his AdmitCard, Requisite Fee, Required Photographs and the original and Self-attested photocopies of allthose marks sheets/certificates which are required to be attached along with the Admission

    Application Form. Admission shall not be given to the candidates in the absence of any of theserequired documents.

    Part-IIForm and Pattern of Admission Test

    A. The Law Admission Test shall be of 3 hours duration which includes half an hour for verification of theinstruction to the candidates. The test shall consist of Three Papers each of 100 marks, as mentionedbelow:Valuation Method: The questions to Paper I (Language Comprehension) and Paper II (GeneralAwareness & Current Affairs) are of 1 mark each and for every correct answer candidate shall beawarded 1 mark and for every wrong answer 1/3 of a mark will be deducted.The question to Paper III (Reasoning & Mental Ability) are of 2 marks each. For every correct answercandidate will be provided 2 marks and for every wrong answer 2/3 of a mark will be deducted.

    PAPER-I : Language ComprehensionSection I : Hindi Language comprehension,

    Section II : English Language.

    PAPER-II : General Awareness & Current Affairs

    PAPER-III : Reasoning & Mental Abi lityB. Either separate Question Booklets for each Question Paper or one Questions Booklet comprising

    different parts may be given. Necessary information and instruction will be provided in the QuestionsBooklets for giving answers. The answers to the objective Booklet in the answer sheets providedseparately or annexed with the Question Booklet.

    C. If a candidate is found engaged in any verbal or other communication with, or obtains any materialfrom any other candidate or person within or without the hall or place where he is seated for theAdmission Test, or fails to comply with authoritative instructions, or initiates or participates in anyintimidatory, violent or other conduct or activity which disturbs or disrupts the process of theAdmission Test there or at other places, shall be punished for use of unfair means in the Test.

    D. When the Admission Test/the prescribed period for the paper is over the candidate shall have tosubmits his Question Booklet along with the answer sheet to the invigilator of his room. If he fails tosubmit his Question Booklets for the Admission Test to the authorized person within the specifiedtime, or tampers with the same, or appropriates or substitutes (or causes to be appropriated orsubstituted) any such Question booklet (including his own), he shall be prosecuted and punished forusing unfair means.

    E.     PART-IIIInformations and Instructi ons Relating to Computerized Registration Form

    A. There is a prescribed computerized registration form for admission to LL.B. Course. The candidatesshall be provided this Admission Prospectus and a Computer Registration Sheet (OMR-Sheet) whichis also available on the website of the University of Allahabad (www.auadmission.co.in). Thecandidate should carefully fill in the said document. The candidate shall be responsible for the entriesmade by him in the OMR Sheet. Once the OMR Sheet is submitted, it will not be possible to make anychange in it. Special precaution is necessary with regard to the Computer Registration Sheet, whichshould not be pined, stapled or mutilated/folded. This is so because, if the said Sheet is folded,mutilated or damaged in any way, its processing through computer will not be possible and therefore,the candidature will not be recorded. The Computer Registration Sheet should be filled up with thehelp of Black Ball point penonly.

    Process for depositing the fees for online form :For Online Registrationthe candidates can deposit fee through DRAFTmade in favour of" Finance

    Officer, University of Allahabad" , payable at Allahabad or download the CHALLAN from the websitewww.auadmission.co.in and fill it up correctly by mentioning all the details required. The bank accountnumber LAT-2013 has to be clearly mentioned along with the applicable fee which is Rs. 600./- in case ofGeneral/OBCCandidates and Rs. 300/-in case of SC/ST/PHcandidates. The completed challanalong withthe fees can be deposited at any of the branches of bank. Bank will give a unique 6 digit receipt number onacceptance of the fee and this number is to be entered by the applicant on the online form. If the fee paymentreceipt number entered by the candidate does not match with the details provided by the bank to theuniversity then admit card will not be issued and application will be cancelled. Bank will also give two copies(student copy and university copy) of the challan to the candidate. The student is required to send theoriginal university copy of CHALLAN/DRAFT to Director Admissions, Pravesh Bhawan, ChaithamLines, University of Allahabad, Allahabad and bring the photocopy along with its Admit Card to the TestCentre and submit it at the time of Test.

    Important:For Online Forms fees is to be paid at Bank counters along with the Challan Generated on the

    website after filling up the Form, which has the Application ID (which can also be referred as ApplicationNumbers), generated by the system.
