the organization, Iwant tostepupand take things furtherwithmyparticipation in

BaliklayabyrunningasyournextBaliklayaPresident.

Myplansfortheorganizationrevolvearoundthisparticularphrasethathasbeengoingonmymindthesepastfewdays:

Baliklaya will be celebrating its 3rd year as an independent organization nextschoolyear.Aftergoingthrough2yearsonitsownfeet,therearestillsomeconcerns

regardingitssustainabilityasanorganization.

These concerns are what I aim to address and overcome given a year of

handling projects and a team of people dedicated to the cause of rehabilitatingprisonerswhowanttomakeadifferenceintheirliveswhilestillinsideprison.

ThefollowingaretheconcreteactionsIplantocarryoutifelectedaspresidentforthecomingschoolyear:

ProfessionalizingEBandExeComMeetings

Baliklaya has the disadvantage of not having an org room to conduct its meetings,interviews,etc.

Most of the time, EB meetings are held without having the complete set of officersdecidingonmattersanddiscussingprojects

EB officers tend to get distracted easily when meetings are held in not so privatevenues

Myproposedsolutionforthisistocommunicatetotheofficerstheimportanceoftakingonamoreprofessionalapproachwhenconductingourregularmeetingstoeffectively

decideonmattersandfollowagenda

Also,withthehelpoftheLogisticsDirector,Iwouldliketoreserverooms/venuesthatwillmakemeetingsmore private and encourage officers togo throughagenda ina

moresystematicway

Baliklaya has numerous yahoo groups wherein all our information, updates andimportantdocumentspassthrough.

Havingthesemanyaccountscangetconfusingattimeswithmembersandofficersnotknowingwhichaccountstouseorturntofornecessarydocuments.

WiththehelpoftheHumanResourcesDepartment,thecreationofamorecentralizedinformationdissemination systemcanhelpcommunicationofimportant information

flowmoreeffectively

EstablishAStrongerRelationshipWithSelectedPrisonCommunities

TheBureauofCorrectionshasbeenthepartnerofBaliklayainallofitsBilibidbasedprojects.

Problems still arise in carrying out these projects because of miscommunicationsbetweenBaliklaya,BuCorandotherpersonnelinBilibid. Longbeforetheschoolyearstarts,IplantoholdameetingwiththeBaliklayaofficers

andBuCortostraightenthingsoutabouttheprocessesofhostingprojectsandeventsdirectlyrelatedtotheinmates.Thiswillbefollowedupbyconsultationsandcalledfor

meetingswithsaidofficersinordertocontinuetheevolvingrelationshipbetweenthetwopartners

Officersdirectlyconcernedwiththisaction,asidefromthePresident,aretheVPforSCI,LogisticsDirector,SecretaryGeneralandtheExecutiveVicePresident.

InvestingOnATransportVehicleorSchemeforOut of schoolProjects

Transportationhasalwaysbeenabigproblemthrownaroundintheorganization Abigportionofourfundsforoneprojectgototherentalofjeepneysthatsometimes

pose problems for the members because of various reasons (ex. Breakdowns,expensive,uncomfortable)

Investing on a good transport vehicle or transport scheme can be good for theorganizationinthelongrun

Thiscanhelpinreducingcostsfortheorganization,increaseefficiencyinoutofschoolprojectsbytakingouttheprevioushasslesbroughttousbypasttransportproblems

OfficersdirectlyinvolvedinthisprojectwillbetheVPforFundraisingandTreasurer

IncreasingTheNumberofPartnerPrisonCommunities

OneproblemthatBaliklaya faceswith its prisonbasedprojects isthedistance ofthevenuefromAteneo.

Many studentsarediscouraged from joiningsuch activities becauseof this especiallyFreshmenandSophomorememberswhohaveveryhecticschedules

Increasingthenumberofpartnerprisoncommunitiescanaidingettingmorememberstojoinprisonbasedactivitiesandactuallyinteractwiththeinmatesifthevenuesforthemwerecloser.

Thiscanalsoincreasetheno.ofvisitswithintheyearthatwouldgivemoreoptionsformemberstojoinin.

Effectiveprojectmanagementshouldbecarriedoutinorderfortheoperationsoftheorganizationtoflowsmoothlythroughthehelpoftheofficersanditsmembers

BaliklayahaslongbeenassociatedwithAteneoLexasitsformerflagshipprogram Comingfromsucharelationshipwiththeotherorganization,Baliklayastillhasissues

aboutitsindependenceandhowitshouldbemarketedtotheAteneocommunity

Buildingand clearly defining the identity of the organization isa big step inmakingBaliklayasoperations closer to its goals. Having suchan identity thatmembers can

identify with and address to can also be treated as a push for them towardsconcretizing their ideas for the improvement of the organization in supporting its

cause

ThebrandingofBaliklaya,whichwouldbeinlinewithitsmissionandvision,willbesomething that I want to discuss with and define through the help of all the EB

members

The imageorbrandingofBaliklaya iswhat Iwant tobecarried out in the comingyearstohelpfuturemembersandofficersidentifywiththecauseandoperationsofthe

organization

Withalloftheseinmind,IplantoworkonformingaBaliklayathatcanstandonitsown feet as an independent organization that carries out sustainable operations in

advocatingour cause ofand providing services inaiding inmates in theirefforts to

rehabilitation.

Howdowemakethefreshmenandsophomoresmoreactive?Howmuchdowe

break away from Ateneo LEX? How do we form our members to really feel theadvocacy?How dowebuildabetter (read:more consistent)workingrelationship

withtheBureauofCorrectionsandNewBilibidPrison?

How do we build a legacy for Baliklaya that will last beyond our time in the

organization?

Therearesomanyquestionswithsomanypossibleanswers.Tothesequestions,IhumblygiveafewofmyanswerstoseewhereavoteformecantakeBaliklayain

thecomingyear.

EarlierpreparationforprojectsundertheguidanceoftheExecutiveBoard

Preparationfor projectsshould bestarted twomonths atthe latest before the

plannedexecution.Thiswillallowprojectmanagerstoworkontheirprojectsattheirownpacewithouthavingtorushpreparations.

TheEBwill beginmeetingwith the project team at this time to discuss their

visionfortheirproject,suggestcoursesofactionandrecommendmemberstopull

into the project. As much as possible, the project team will be given leeway in

handlingtheirprojectstodeveloptheirownleadershipskillswithintheorganization.

Easinginthemembershipintotheadvocacy

Newmembers, especially from the younger batches, should beeased into the

advocacy by developing a series of projects that are more accessible avenues of

entering the cause but have their own impact nonetheless. This would include

Ateneobased projects that spread the advocacy and facilitated learning about the

Philippinejusticesystemandthecontextoftheinmates.

Contactssharingamongthedepartments

Freely exchanging members among the departments would increase

membershipparticipationinthevariousprojectsoftheorganizationaswellasbuild

a foundation of knowing the organization which will be useful in developing

leadershipamongthememberslateron.

As said earlier, these are only a few answers to the greater question of

SustainabilitythatBaliklayafacestoday.IadmitIdonthavealltheanswersbutthat

onlymakesmeallthemorededicatedtolisteningtoyouropinionsandfindingour

answerstogether.

ProperResourceGenerationandAllocationHandinhandwiththeVPforFundraising,theFinanceOfficewilldefinitelybesureto

safeguard thepreciousmoney FundraisingDepartment earns for theorganization. Ishall

Ensure that the funds go into the appropriate accounts and that they shall only be

utilizedforfeasiblefundraisingprojects,aswellasSCI/Advocacyprojectsthatreally

needfunding.

Impose upon the project managers a request system, in which they shall detail thereasons for which they need funds, the approximateamount, and very specific andreasonableprojected expensesat leasttwo (2)weeks before the saidevent tohavesystematization,andtohaveenoughtimetogothroughtheirrequestsanddecideon

theirsoundness.

Imposeanodisbursementpolicywithoutfillingouttherequestformbytheprescribeddate.Thismeansthattheunauthorizedmoneyprojectsmanagers abonofor,shallbeborneattheindividualsownriskforfailuretoadheretoTreasuryregulations,evenif

the generosity of the PM, VP or any concerned individual is to be commended in

shellingouttheneededmoneyfortheprojectfromtheirownpockets.

Form a Budgeting Committee composed of the Treasurer, her AVP/s, the VP forFundraising,andseveralothermembersoftheExecutiveCommitteetoappropriately

allocateallpreexistingfundsbetweenthedepartments,projectedexpenses, savings,andetc.atthestartoftheyear.Thisistomaintainorbetteryet,improvethecurrent

state of our coffers, and make sure that we have a general guideline to guide us

throughouttheschoolyear.

Accountability

Inlinewithmyrequestsystem,Ihopetomakepeoplemoreaccountableforthemoneythat they shall ask from the Treasury Department, especially for nonfundraising

projects. They need to be made aware of the fact that Baliklaya is a startuporganization,andwhileshestryingherbesttokeepherfundsrelativelyhealthy,she

needsallthehelpshecangetfromherresponsible,cautiousandpracticalmembers.

Theyneedtobeaccountable for themoneyevenbefore theyattempt torequest thesaidfunds fromtheFinanceOffice,andmoresoafter theyspendit for theirvarious

projects.

IlikewisehopetomakethemembersoftheExecutiveCommitteeespeciallyawarethattheir dedication to the organization does not only fall within the confines of theirrespective departments, but also remember that the Treasury Department is one

sectorthatkeepsthingsrunning,andassuch,deservesasmuchtakingcareofasyouwouldanyotherproject.

ContinuousAuditingMoretodowithpostproject finances, Iplan toestablish anAuditing System through

which just like any reallife company, the project managers expense accounts and

summaries shall undergo thorough auditing, just tomake sure that no funds weremishandledormisappropriated.

Receiptsandothersupportingdocumentationdetailingwhereandhowthefundswereusedwillberequiredfromtheprojectmanagers,andfailuretosubmitsuchdocumentstotheOfficeshallbemetwithademerit.

Thisdemerit shallbesignificant indetermining the leniencyoftheOffice ingrantingprojectfundstothesameprojectmanagerinthefuture,andshouldheorshecontinueto carelessly disregard its regulations, the Office shall likewise frown upon theDepartmenttowhichthisprojectmanagerbelongsto,andtakethisintoaccountthe

nexttimeanyotherprojectmanagerfromthesameDepartmentasksforfunding.

In other words, failure to submit proper documentation for auditing, failure to bepresentwhencalledforquestioningandothersimilarmatterspertainingtoauditingaprojectsexpensesshallincurademeritonpossiblyboththeprojectmanagerandthe

departmentinwhichheorshebelongsto,severelyrestrainingtheirchancesofgettingtheirdesiredbudgetingshouldthischaradecontinue.

TransparencyFinally,transparencyshallbeeffectedoutwithinandbeyondtheFinanceOffice.Ishall

makesurethatincomestatements,summariesofprofitsandlosses,andotherfinancial

statementsshallbeateveryonesdisposal,evenfortheregularmembers.

TheexecutiveboardandexecutivecommitteeontheotherhandmayexpectaregularupdateregardingthestateofBaliklayascoffers,justtokeepeveryoneabreastofthe

latestfinancialwoesor joys.Fortransparencytooccur,thereislikewisetheneedfororganizing and filingaway every singlepieceofdocumentation foreasyreferencing

andhandling, thusall thesefilesare tobekeptasafeplaceforeasysorting, and for

easydistributionshouldanyonedesireit.

TheAdvertisingCommittee iscrucialtoouroncampuspromotions.As such, a tight coordination schemewith the department isbeing

pushed for in order to maximize our reach. The layout of the

Baliklaya newsletter will also be done in cooperation with the

Committee.

Improved coordination with the Human Resources Department formembershipparticipationupdates+activemembershipincentives

Now more than ever, membership involvement is heavily needed.Coordination with the HR department for member updates on

participationandmemberincentiveshopestofurtherbridgethegap

betweenthemembersandtheofficers.

Rotating member participation in selected EB meetings (not counted in

activitiesattended) Members will be invited to EB meetings not just to observe but

participateandgivequalityinput.Thiswillhopefullyserveasagood

experienceandaformoftrainingforthemembersespeciallythose

whoaspiretobeEB.

Teambasedprojectdistributionsystem. A shift from Project Manger based to Team based projectmakingsystemwherethemembersareencouragedtoparticipatemore.
