The extension on filing for the home-buyer tax credit is available only to thosewho contracted to buy a home by the endof April.

Earlier this month, President Obamasigned HR 5623, the“Homebuyer Assis-tance and Improvement Act of 2010,”toextend the closing deadline for the alreadyextended and expanded federal home-buyer tax credit.

The new closing deadline is Sept. 30.

The old closing deadline was June 30.If you did not have a sales contract

signed and in place by April 30, you arenot eligible for the extension on closing.

Military personnel still have until April30, 2011 to contract a home sale and untilJune 30, 2011 to close the deal.Those datesfor the military are unchanged by the newlegislation.

The extension addressed concerns thatmany homebuyers might otherwise havebeen unable to meet the original June 30closing deadline.

The National Association of Realtors

estimated nearly 18,000 homeowners inCalifornia would have missed out on thetax credit without the extension — about10 percent of all those nationwide whocould have missed out.

The Internal Revenue Service (IRS) saysspecial filing and documentation require-ments apply to homebuyers claiming thetax credit, which is refundable as a taxrefund should the credit exceed your taxesdue.

If you are claiming the credit, you mustattach to your tax return a copy of thepages from your signed contract, show-

ing all parties’names and signaturesif required by local law, the propertyaddress, the purchase price and the date ofthe contract.

As well as completing“Form 5405, First-Time Homebuyer Credit and Repaymentof the Credit,”you must also include withyour return one of the following docu-ments:i A copy of the settlement statementshowing all parties’names and signaturesif required by local law, property address,

The explosion of remodeling shows onTV andmakeover spreads in magazines has whettedAmerica’s appetite for glamorous rooms brim-

ming with the latest furnishings, appliances andcolor schemes.

Kitchen remodels are among the most popular,according to a report in the just-published Augustissue of Consumer Reports and online atconsumerreports.org. And the economic slowdownmeans there are outstanding deals on everythingfrom cooktops to countertops. It also meanskitchen designers and building contractors areeager for work and willing to negotiate.

But bargain prices and good looks aren’t every-thing, said Celia Kupersmzid Lehrman, ConsumerReports’deputy home editor.

“When remodeling a kitchen, functionality isevery bit as important as style. Fortunately, thereare many products that look good and work well,”she said.

The design of your kitchen is every bit asimportant as what goes into it, said Jim Spence of

Spence &Vaughn Fine Kitchen and Bath in Mait-land, Fla.

The most functional design is based on the“worktriangle”— the relationship between the prep area,the cooking area and the sink, he said. Ideally, thedistance between them should never be less thanfour feet or more than nine feet. Of the three areas,the most used is the sink.

When planning a remodel, determining yourbudget is one of the first steps.The NationalKitchen & Bath Association calculates the aver-age kitchen remodel costs between 10 percent and20 percent of the home’s value. But obviously, theextent of the makeover determines its cost. In itslatest issue, Consumer Reports takes top-perform-ing products and creates three design schemes:a do-it-yourself makeover for $5,000; a plan thatcosts $15,000 (the average spent on a kitchenremodel); and a full-scale renovation for $50,000.

Determining your priorities is another key step,said Phil Johnson, a partner at Spence &Vaughnand a certified kitchen designer.

residents face rate increases andother escalating problems on thestreet level, such as increasedlitter (when recycling cartsare dumped in the search forrecyclables), trespassing, noisedisturbances, and escalating

aggressive (even competitive)scavenging behavior.

To discourage this kind ofactivity from your neighborhood,the best thing to do is to takeaction: Call the non-emergencypolice dispatch for your city andreport the crime in progress. Ifthe scavenger is traveling byvehicle, get the license platenumber and a general descrip-

tion of the vehicle, and driver ifpossible. If the scavenger is trav-eling by foot, a description of theperson would be helpful.

There are many argumentsin support of scavenging, suchas, as long it stays out of thelandfill it’s OK; this money ishelping people in need; and thepolice have more urgent mat-ters to address. But the truth is,

scavenging is a crime and no onewants crime in their neighbor-hood.

Required documentationcovering the five-consecu-tive-year period for moveup buyers includes:i“IRS Form 1098, Mort-gage Interest Statement”or substitute mortgageinterest statements andproperty tax records orhomeowners insurancerecords, according to theIRS.

There are severaloptions for claiming thetax credit for a 2010 pur-chase.i If you have not filedyour 2009 return, tsk, tsk,but claim the tax crediton“Form 1040 U.S. Indi-vidual Income Tax Return”for tax-year 2009.

You can’t file electroni-cally at this point, but youcan still use the onlineIRS Free File service toprepare your return.Thereturns must be printedout and sent to the IRS,along with all requireddocumentation.The IRSalso suggests that youchoose direct deposit tospeed any refund.i If you’ve already filedyour 2009 return, you canclaim the tax credit onan amended return using“Form 1040X AmendedU.S. Individual IncomeTax Return.”i Whether or not you’vefiled a 2009 return, youcan wait until next yearto claim the tax credit onyour 2010 Form 1040.

of the NKBA, who has thetraining and experience toavoid many of the thingsthat can go wrong with aremodeling project.iVisit a showroom. Exam-ine the options in cabinets,countertops, appliances,flooring, plumbing andlighting. Decide what youwant — and can afford.i Schedule a home visit.The designer/installerneeds to measure thekitchen and adjacentrooms, and make a noteof existing walls, doorsand windows, electricalsupplies, ceiling height,attic access, type of wallconstruction, plumbingdetails, etc.i Finalize the project.The design is refined,construction plans arecompleted, appliances

and supplies are ordered— and the initial depositis paid.i Survive the dust, noiseand workers. With propersupervision, the disruptioncan be kept to a minimum.Make sure materials areordered and on the waybefore beginning thetear-out. Clear a space inthe garage for workers’tools and supplies anditems removed from theold kitchen. And commu-nicate regularly with thedesigner/installer.

The August issue ofConsumer Reports iden-tifies these four rulesfor a successful kitchenremodel:i Don’t rush.There aremany kitchen productsthat combine value, per-formance and good looks.

Take time to meet withprofessionals, browse theInternet and visit show-rooms and home centers.Haste can be costly.Changing your mind afterthe project is started typi-cally adds about $1,500to the cost of a kitchenproject.i Size matters. In addi-tion to being expensive,oversized kitchens can beexhausting to work in andkeep tidy. A more com-pact kitchen often func-tions better.The NationalKitchen & Bath Associa-tion website, nkba.org,provides guidelines foroptimal space betweenappliances, cabinets andislands.i Beware of budget bust-ers. Leave a 10 percentto 15 percent cushion for

surprises, such as unex-pected structural repairs.Avoid settling for a cheapoption, thinking somedayyou will replace it withsomething you reallywant. Chances are thatwill never happen.i Get it in writing. Whenusing a professional fora remodel, the writtencontract should list eachphase of the project; everyproduct, including themodel number; and cop-ies of each contractor’slicense, and workers com-pensation and liabilityinsurance to confirm theyare current.
