The Hana Bus operates in areas not served by other buses, trains or other means of public transportation. Fares are ¥150 for adults and ¥100 for children (preschool age children ride free). IC cards, such as Pasmo and Suica, can be used on this bus. While general discount booklets are not available, but there are discount booklets for the elderly (¥150-tickets x 10 for ¥1,000) for Nishitokyo residents who are 75 years of age or older.

Introduction to Nishitokyo City Nishitokyo was formed out of a merger of
the cities of Tanashi and Hoya in January 2001. Encouraging people to “Enjoy the friendly, community spirit of Nishitokyo while enjoying urban living,” the city is actively adopting policies focused on the development of the urban infrastructure, education, welfare, and the environment.
Nishitokyo currently has a population of 198,000, making it the fifth largest city in the Tama region. The city is home to over 3,000 registered foreign residents (1.5% of the population) from about 70 different countries.

Electricity, Gas, and Water Payment of Utility Bills
Utility bills for electricity, gas and water service can be paid with the payment slip sent to you by the utility at any convenience store or by automatic transfer from your bank account. To sign up for automatic transfer, take your payment slip and your bankbook (and your personal seal if you have one) to your financial institution.

Notice of Attempted Delivery If you are absent when a mail item requiring
a signature or seal, such as a parcel or registered mail item, is delivered, the postal carrier will leave a notice of attempted delivery. Japan has a universal health insurance system under which all residents of Japan subscribe to some kind of public health insurance. Public health insurance can be divided into (1) employee health insurance, to which those who are em- ployed by a company are automatically subscribed through their employer, and (2) national health insurance for self-employed people and other local residents. The national health insurance program is managed by Japan’s municipal governments.
Who is Eligible? All registered residents living in Japan are required
to have national health insurance, unless they already have employee health insurance at their workplace (and their dependent relatives), and those who are receiving public welfare assistance; and tourists who are only in Japan temporarily. As a rule, those who will be in Japan for less than three months cannot obtain na- tional health insurance, although those with objective documentation (such as a rental contract) showing that they will be in Japan for more than three months may obtain national health insurance in some cases.
When to Subscribe, When to Cancel When any of the following conditions apply,

Insurance Premium Reductions and Ex- emptions If you experience financial difficulties due to a
disaster or other circumstances, you may be eligible for an insurance premium reduction or exemption.
How to Pay Insurance Premiums Annual insurance bills are sent out every
year in mid-July. Payments should be made at your nearest bank or other financial institution, convenience store, city office, or branch office by the due date. You can also sign up to have your premiums automatically withdrawn from your bank or postal savings account by the due date. To sign up for this service, bring your payment slip along with the seal registered for your account to your financial institution.
Insurance Benefits Be sure to show your insurance card to the reg-
istration desk of your medical institution when obtaining treatment. National health insurance covers 70% to 90% of your medical expenses. The patient is responsible for paying the remain- ing 10% to 30%. National Health Insurance does not cover: (1) medical practices not covered by the insurance; (2) routine medical checkups; (3) immunizations; (4) cosmetic surgery; (5) normal childbirth; (6) teeth straightening; (7) termina- tions of pregnancy and sterilizations performed for economic reasons.
Excessive Medical Treatment Costs If the co-payment amount that a patient is
responsible for paying to a medical institution for an illness or treatment of an injury in a single month exceeds a certain threshold, any amount paid over and above that threshold con- stitutes excessive medical treatment costs, and will be refunded to the patient upon request. In addition, if you receive a Ceiling-Applied Authorization and show this authorization at the service counter of a medical institution, the medical expenses you pay to the institution can be kept to a designated maximum.

When a Child is Born When a National Health Insurance subscriber
gives birth (even if they give birth while overseas), they will receive a per-child lump-sum newborn care benefit. The same benefit will be paid in the case of a stillbirth or miscarriage if a woman is pregnant for 85 days (12 weeks) or longer.
Medical Treatment Costs If a patient pays the full amount charged
when a doctor-prescribed assistive device, such as a surgical corset, is made for them, or when they receive treatment from a medical institu- tion outside of Japan, the patient can later ap- ply for a reimbursement. The charges that are approved for insurance coverage will be paid back, minus a certain portion, to the patient.
When an Insurance Subscriber Dies A funeral expense benefit will be disbursed
to the person who handles the funeral arrange- ments (known as the primary mourner) upon request.
Older Senior Citizen Health Insurance

Types of National pension Benefits (1) Basic pension for the elderly: Individuals
who are eligible to receive a pension will begin receiving payments when they turn 65.
(2) Basic disability pension: Pension benefits will be paid to individuals who suffer an illness or injury while subscribed to the pension system and sustain a disability that affects their ability to make a living.
(3) Basic survivor’s pension: Pension benefits will be paid to the surviving wife or child of a deceased subscriber who has children that were being supported by the deceased’s income.
Certain conditions must be met to be eligible for each type of pension benefits. Pension benefits will be remitted to the recipient’s address even if it is outside of Japan.
Lump-Sum Pension Withdrawal Payment System Individuals who do not pay pension premiums
for a certain length of time and who do not reach a certain age are not eligible to receive the pension benefit for the elderly. However, foreign residents who will not receive benefits because they are re- turning to their home country but who have made pension premium payments during their stay in Japan may be eligible to receive a lump-sum reim- bursement of their pension premiums, if they paid their premiums for more than six months. To Receive the Payment
Foreign residents must request the reimburse- ment within two years of returning to their coun- try of origin. After two years, they relinquish their right to receive the reimbursement. Indi- viduals cannot request the reimbursement while living in Japan. How to Request the Payment
Fill out the application (which can be obtained from the Pension Office) attach your pension ledger, a copy of your passport, and a document verifying the destination bank name and account number, and send them from your home country to the Japan Pension Service address shown on the application. Mother and Child Health Consultations and medical exam services
are available for pregnant women, infants, and their parents/guardians living in the city. Special Childrearing Allowance from To- kyo Metropolitan Government This allowance is provided to individuals
caring for handicapped children until they turn 20. The monthly allowances are ¥50,050 for first- degree cases and ¥33,330 for second- degree cases, depending on the severity of the disability. Income restrictions apply.
There is also a Handicapped Child Welfare Allowance for handicapped individuals under the age of 20 and a Childrearing Allowance for individuals raising children as single mothers.
Medical Expense Subsidy for Infants and Toddlers This subsidy is available to parents caring for
infants and toddlers who live in the city and are enrolled in a health insurance plan, before they enroll in elementary school.

Emergency Temporary Daycare This is a short-term childcare service that
can be used if a parent/guardian become temporarily unable to care for their children because they have been admitted to the hospital for an illness or childbirth or because they have to take care of another family member. (Not offered at all of the private nursery schools.)
Temporary Daycare (Nishihara Nursery School, Hoya-cho Nursery School, Shimo- hoya Nursery School, Midori Nursery School, Tanashi Nursery School, Soyokaze Nursery School, Ask Tanashi Nursery School) This is a system of providing temporary childcare

Childcare During and After an Illness This facility provides care for children
who cannot attend their nursery school, kindergarten, or school because they are ill or in the process of recovering from an illness. Nursery Schools Nursery schools provide care for children
whose parents/guardians cannot care for them during the day due to work, illness or nursing care obligations. Standard nursery school hours are from 7:00 a.m. to 6:15 p.m. (6:00 p.m. for private nursery school), but extended care beyond 6:15 p.m. may be available on an as- needed basis. Because nursery school hours vary depending on the school, contact the respective school for more information. Nursery schools hold seasonal events such as field trips, athletic meets and festivals, and also hold monthly birthday parties, evacuation drills and body measurements. Routine health exams are provided by a doctor twice a year.

Enrollment Application Distribution and Acceptance of Applications
Applications may be obtained from the Nursery Section and from individual nursery schools. Applications must be submitted to the Nursery Section in person. (Applications by mail are not accepted.) You will be asked about your family situation on your enrollment application. Application Deadline Enrollment at the start of the school year (April 1): The “open enrollment” period that is generally held in December. Enrollment during the year (filling vacant positions: those wishing to enroll from May to February of the following year): 15th of every month (or the previous business day if this falls on a non-business day). * Nursery school enrollment starts on the first

Children’s Halls (Jidokan) and Chil- dren’s Centers These are facilities where children—mainly
from infancy through high school (birth through 18 years of age)—can come and play freely.They hold their own lectures and events. There are 13 centers in the city. There is no admission fee, but young children must be accompanied by a parent/guardian.
After School Child Care Centers (Gakudo Club) These clubs are for young elementary school
children (1st through 4th grade) who would otherwise have to be home alone after school because their parents work or are ill. These facilities provide living guidance through activities that focus on play. There are 31 clubs in the city. Registration is required to use a club. Inquire for details. Japanese Schools Compulsory education in Japan consists of
six years of elementary school (6 to 12 years of age) and three years of junior high school (12 to 15). Tuition and textbooks for these nine years of school are free of charge. Foreign nationals can also enroll in public schools, if their parents wish. The schedule for many elementary and junior high schools is divided into three academic terms, from April to August, September to December, and January to March. Students can enroll in the middle of a term.

School Selection System When enrolling as a new first year student
in a public elementary or junior high school, the school in which the student is supposed to enroll is determined by their address. However, parents/guardians may enroll their students in a public elementary or junior high school other than the designated school. Parents/guardians who want to enroll their child in a school other than the designated school must submit an application within the application period, which is generally in October (a lottery system will be used if more students apply than the school can accommodate).
School Expense Support The city partially subsidizes educational
costs, such as the costs of school supplies and school-provided meals, for parents facing financial difficulties sending their children to public elementary and junior high schools. Individuals who would like to apply for support should contact the Educational Affairs Subsection, Educational Planning Section.
Japanese Language Orietntation

Waste is sorted and collected according to type—burnable waste, nonburnable waste, plas- tic containers/wrapping, recyclable resources, toxic waste, hazardous waste, and bulky waste. Burnable waste, nonburnable waste, and plastic containers/wrapping should be placed in the designated collection bags (there is a fee) be- fore disposal.
Items collected vary depending on the neigh- borhood you live in and the day of the week. Please take items to the designated collection area for your property by 8:30 a.m. on the des- ignated collection day.
Burnable Waste Kitchen scraps, nonrecyclable paper, and
dirty rags are burnable waste. Place items in the designated yellow burnable/nonburnable waste collection bags and take them to the designated collection area for your property. * To dispose of fallen leaves, grass clippings,
cut branches, and disposable diapers, place them in transparent or semitransparent bags before disposal.

Plastic Containers/Wrapping Merchandise with the identifying plastic
mark shown below, styrofoam, plastic bags, plastic cartons, and labels are plastic containers/ wrapping. Wash the items, place them in the designated transparent collection bags, and take them to the collection area designated for your property. Items that cannot be washed clean should be disposed of as nonburnable waste.
Recyclable Resources Remove the labels and caps from bottles,
cans, and PET bottles, wash the items clean, and place them in the basket designated for re- cyclable resources. * Spray cans should be emptied completely
and then placed in a transparent or semitrans- parent bag. Put the bag beside the basket for recyclable resources. Tie used paper and cloth into bundles accord-
ing to type. Since used cloth cannot be treated as recyclable resources if wet, do not dispose of it on rainy days.
