ANNOUNCEMENTS The Board of Directors of the Kay County Free Fair Board, Inc., takes pleasure in presenting herewith the Premium List, Rules and Regulations governing the Annual Free Fair, to be held at the Fairgrounds in Blackwell, Oklahoma, in September. Please note that the fair opens on Tuesday.

IMPORTANT NOTICE The 104th anniversary of the Kay County Free Fair, promises to be one of the best fairs in the history of this event. The Board of Directors of the Kay County Free Fair Board, Inc. wishes to take this opportunity to welcome all Kay County residents to exhibit and attend the Kay County Free Fair. Every effort is being made by the board to make this a successful fair with a large number of quality exhibits, plenty of entertainment and a place for you to meet your friends. With your cooperation, we believe that a very successful fair can be held this year which will not only have an educational value, but will also assist in maintaining the morale of Kay County farmers, 4-H and FFA Club members and encourage the production of more and better quality food products. This catalog, including the premium list, for the 2021 Kay County Free Fair, is being printed previous to final action on the Kay County Free Fair Board, Inc., Estimate by the County Com-missioners and the Kay County Excise Board. The catalog is being issued, therefore, with the distinct understanding that if, for any reason whatsoever, sufficient funds are not available to pay in full premiums and awards as listed, the Kay County Free Fair Board, Inc., reserves the right to prorate premiums on a percentage basis. The attention of all exhibitors is especially called to this condition and provision, and exhibits are accepted only with this definite understanding. It is a well-known fact that up to the present time it has never been necessary in Kay County to prorate premiums, the appropriations for the Fair having been sufficient in every instance to pay all premiums in full. It is the opinion of the Board that this will also be true this year, and it is not anticipated that proration of premiums will be necessary. The Board solicits your continued cooperation on the above conditions, with the hope

and belief that the appropriation will be sufficient to pay all premiums in full and that it will not be necessary to take into account the above provision.

It is the purpose of the Board of Directors to do everything that is possible to make this Free Fair a success and to add to the comforts, pleasures and conveniences of the visitors and exhibitors who attend. Our Fair last year was a success, and with the past experience we hope to be able to serve the people who contributed. We hope our agricultural exhibits will be better and larger this year, which will demonstrate that Kay County is second to none in the State. The agricultural exhibits will clearly portray the wonderful agricultural resources of the County; the livestock show will be evidence of the fact that Kay County is outstanding from the stand point of the quality of the livestock. In the Women's Department the exhibits of the thrifty home-makers of the County will be on display. The Free Fair Board, Inc. earnestly solicits your support and your cooperation in making this Fair a success, as no other factor does more to stimulate and improve farm conditions than Agriculture Fairs, where one may observe the improvements of farm crops and animals and compare them with their own.

The management appeals to you to lend your support by bringing exhibits, boosting and attending. It is upon your support that we depend for a successful Fair.

NOTE: Please read these rules carefully. Do not ask the management to vary from them. Your exhibit is accepted with the understanding that you are familiar with the provisions of this category. Bulletin Boards will be maintained during the Fair at the Secretary's office and at the livestock headquarters, on which any changes of program or special announcements will be posted from day to day. (Read Bulletin Board).

RULE 1 Interpretations, Violations, Etc.

Section 1. The Board of Directors reserves the right to interpret these rules and to settle all

questions arising in connection with the Kay County Free Fair. Section 2. Any persons who violate any of the rules and provisions of this contract will, by so doing, forfeit all rights, privileges and premiums offered.

RULE 2 Entry Requirements

IF EXHIBITOR LEAVES EARLY OR THEIR PENS AND AREAS ARE NOT CLEANED-NO PREMIUM WILL BE

PAID AND THE EXHIBITOR WILL NOT BE ALLOWED TO SHOW THE FOLLOWING YEAR

Section 1. Monday and Tuesday are entry days. Refer to schedule for entry times. Section 2. All livestock exhibits must be in place as specified on Entry Day. (Check schedule for specifics). Section 3. Release of Exhibits. Livestock exhibits will be released from pens after each species has shown, if desired, if you wish to leave your animal at the fair you may. All other exhibits will be released between 1 p.m. and 2:30 p.m. Sunday. Fair management is not responsible for exhibits not picked up at specified times of release. The failure to comply with this requirement will bar said exhibitor from participating in premiums which may have been awarded by the judge in any department of the Fair. Section 4. All exhibits of grain, seed, forage, fruits and vegetables to compete for prizes, must have been grown by the exhibitor in Kay County during the current crop year. All exhibits must be the work of the exhibitor and completed since the last County Fair. Section 5. All exhibits shown for premiums must be owned by residents of Kay County and must be taxable in Kay County. Active bona fide members of FFA chapters, 4-H clubs, OHCE, Quilt guilds, church groups and Garden Clubs, of Kay County, who may live outside Kay County, may exhibit in 4-H and FFA Department and in Oklahoma Home & Community Education Department, Domestic Arts and Plants and Flowers Department.

Section 6. Exhibitor, as used in this premium list, may include individual, bona fide partnership and organization. In the 4-H and FFA Department, exhibitor is confined to the individual exhibit. However, in case of a chapter or club owned exhibit (animal), said chapter or club may enter one (1) exhibit per class. In the adult department, only individuals or bona fide partner-ship will be allowed to exhibit, except organizations will exhibit in classes specified for organizations. Section 7. All property entered at the Fair for any purpose shall be subject to the control of the management of the Fair, or the Superintendents in charge. Section 8. Separate exhibits must be provided for each entry except livestock herd exhibits. Only one entry will be allowed under one premium number except in the Livestock and Poultry departments. Exhibitors and spectators must not interfere with judges in the performance of duty.

RULE 3 Duties and Privileges

Section 1. The Superintendent of each Division in the Livestock Department will assign all space or stalls, and shall have full authority to move or rearrange exhibits when, in his judgment, it becomes necessary. Exhibitors will be expected to keep their spaces or stalls in a clean, sanitary condition at all times during the Fair. Section 2. Any member of the Executive Board of the Free Fair Board, Inc., shall have access to all premises of any character on the Fairgrounds at any time during the Fair. Section 3. The decision of the judges shall be final and no appeal will be considered except in case of protest.

RULE 4

Protests and Appeals Section 1. All protests shall be made to the Secretary in writing within four hours after the decision is made, and shall be accompanied by a deposit of $25.00, which shall be forfeited in case the protest is not sustained. All protests must state plainly the cause of the complaint.

Section 2. In addition to the right of protest herein guaranteed to exhibitors, the Directors reserve the right to take cognizance of fraud, or any attempt thereat, in connection with any exhibit, and shall take such action as they deem just and proper.

RULE 5

Powers and Liabilities of the Board Section 1. All property of every character entered for competition, display or any other purpose, or brought upon the Kay County Free Fairgrounds by any person shall be subject to the rules and regulations prescribed by said Kay County Free Fair Board, Inc. Section 2. In no case shall the Kay County Free Fair Board, Inc., or any of its officers be held responsible in damages for any loss, damage, injury, death or disability by disease or from theft or from any other cause to any such property, or to any person coming upon said Kay County Free Fairgrounds, while said person or property are on said Kay County Free Fairgrounds. The Kay County Free Fair Board, Inc., hereby refuses to assume any responsibility for the safety as bailee, or otherwise, for any property brought upon said Kay County Fairgrounds, said property being brought upon and kept upon said grounds at the owner's risk. Section 3. If the property owners or others interested in the property desire protection against loss, damage or injury from fire or other cause, they must make their own arrangements and pay for such insurance. Section 4. The Kay County Free Fair Board, Inc., expressly refuses to assume any liability for injuries to the person of any of the exhibitors or their officers and employees or to any patron or other persons coming upon the grounds of the Kay County Free Fair and no claims for injury to any person or property shall ever be asserted or suit instituted or maintained against the Kay County Free Fair Board, Inc., its officers, agents, representatives, servants or employees for said cause by any person having license or privilege to exhibit, on the Fairgrounds or occupying any space thereon, and it is a part of consideration of such license or privilege that such claims for damages are specifically waived. Section 5. If any damage, loss or injury to person or property shall be approximately caused by

reason of negligence, or willful act of any person, firm or corporation, or their agent, representatives, servants or employees having license or privilege to exhibit on said Fairgrounds or the occupying space thereon, the Kay County Free Fair Board, Inc., shall in no manner be responsible therefore, and in case it be subjected to any expense or liability, all persons cause same or liable therefore shall indemnify the said Kay County Free Fair Board, Inc., at Blackwell, Oklahoma. Section 6. The management reserves the right to remove from the grounds any exhibit, animal, concession or show that may be falsely entered, or may be deemed unsuitable, or objectionable, or to remove any sign, banner or advertising matter of any kind which may be deemed unsuitable or objectionable by them, without assigning a reason therefore and if necessary, to return any money already paid for space or stalls, which shall exonerate them from any claims whatsoever on the part of the exhibitor or purchaser. Section 7. No diseased or sick animal will be permitted to be exhibited or to occupy any stall at the Fair, and every precaution will be taken to enforce this rule, but the management will not be responsible for any loss or damage that may be sustained by anyone through violation of this rule.

RULE 6

Premiums and Awards Section 1. No premium will be awarded on articles not listed in this catalog. Section 2. Where there is no competition, the judges shall award first, second or third premium, according to the merits of the exhibit. Section 3. Where special premiums are offered, they shall be paid directly by the donors upon presentation of orders from the Secretary of the Free Fair Board, Inc. Section 4. All premiums will be paid as soon as possible after the close of the Fair. FAMILY AND CONSUMER SCIENCES RULES 1. The Family and Consumer Sciences Division

includes Fine and Domestic Arts, Domestic Science, and OHCE Exhibits.

2. The Rules and Regulations of the Kay County Free Fair Board, Inc., will apply to these

exhibits. READ THEM CAREFULLY. See Special Rules for each department.

3. A separate exhibit must be entered for each class. Exhibitor may not enter the same entry in more than one class.

4. Unless specified, divisions are open to any age exhibitor.

5. All exhibits will be exhibited in the display cases provided by the Kay County Free Fair Board, Inc. Space allowed for display of exhibits will be determined by the number of exhibits.

6. Exhibitors may bring address labels to use on entry tags to save time entering exhibits.

7. All exhibits must have been completed since the last fair.

8. Unless otherwise stated, all First Place Premiums will be $5.00, Second Place $4.00, and Third Place $3.00.

Mr. Jake Kahle will have general supervision of all exhibits at the Fair and work with the superintendents of the various departments in making the exhibits as instructive and helpful as possible. The Executive Board asks your cooperation to this end.

LIVESTOCK Entry Day – Tuesday and Wednesday

(see breed selection) All 4-H and FFA Exhibitors must follow the

Oklahoma “Show Ring Code of Ethics “

1. Livestock Classes are open to 4-H, FFA, youth and adult exhibitors according to the rules listed below. 2. All animals shown in livestock department must be registered except in the horse department. Papers must be presented to the Superintendent at the time of making entry. Entry must be made in the name of the owner as shown on the registration papers, 4-H and FFA members' livestock, shown in breeding classes, must be registered. Exhibitor must have ownership at least 30 days prior to show. All Horses entering the Fair must have a current coggins test and must show an original test paper from the veterinarian at time of check in. No photo copies will be accepted.

3. 4-H and FFA members may show not more than FOUR animals in any one class. 4. All livestock exhibited in competition for premiums must be taxable in and owned by residents of Kay County. (See Section 5, rule 2). 5. All rules governing the Kay County Free Fair as they appear elsewhere in this catalog, will apply to this Department. 6. All livestock shown in any division of this Department shall be shown by the exhibitor or his agent, who shall produce stock promptly to be judged when called for by the Judge or Superintendent. 7. BEDDING--All livestock stalls and pens will be properly bedded at the beginning of the Free Fair. WOOD CHIPS ONLY, NO WOOD PELLETS BEDDING. All exhibitors are required to feed and care for their own livestock. ALL PREMIUMS WILL BE FORFEITED IF PENS ARE NOT CLEANED AT 5:00PM ON THURSDAY. 8. All premium money will be forfeited if it is found that Rules 2, 4 7 & 13 have been violated. 9. SEPARATE EXHIBITS (ANIMAL) must be provided for EACH ENTRY, excepting in herd exhibits. 10. No washing of livestock allowed in pens or stalls. 11. No exhibitors will be allowed to show more than ONE ENTRY FOR HERDS or groups except in "Get of Sire" and "Produce of Dam" and then only when entries are by DIFFERENT SIRES and out of DIFFERENT DAMS.

12. If EXHIBITOR LEAVES EARLY-NO PREMIUM WILL BE PAID AND THE EXHIBITOR WILL NOT BE ALLOWED TO SHOW THE FOLLOWING YEAR Early removal of livestock is expressly prohibited without written approval of a licensed veterinarian, species superintendent and one executive board member. 13. The following age categories and exhibit divisions are established and will be followed in the Livestock Divisions. 14. Exhibitors, regardless of age who cannot control their livestock exhibit will be directed to immediately leave the show ring upon request of the superintendent and will not be considered for placing. 15. Get of Sire--To consist of four animals under two years of age, none of which has freshened; either sex, the get of one sire; no more than two can be bulls. Sire must be named and each exhibitor is limited to one entry sired by the same bull. Animals need not all be owned by exhibitor. 5. Produce of Dam--To consist of two animals, any age, either sex, the product of one cow. The dam must be named. Animals need not both be owned by one exhibitor. 6. Best Three Females--Any age, all to have been bred and at least one to be owned by exhibitor. Each exhibitor limited to one entry. 7. Best Udder Award--In each of the milking cow classes the judge shall select the first and second best uddered cows. This selection to be made on the basis of udder alone. These two cows shall be given special recognition just prior to the final placing of the respective class. 8. Dairy Herd--To consist of four cows that have freshened. All to be owned by exhibitor. Each exhibitor limited to one entry. 9. Production Award--The two cows in each class with the highest ME Milk Production Records will be recognized at completion of judging of each class. The most current DHIA200 (Individual Cow Report) or DHIA203 (Pedigree and Performance Record) will be used as proof of record. These forms are to be presented to the Superintendent at time registration papers are checked. Official DHIA, DHIR or official A.M.P.M. records figured on 305-2X-M.E. will be accepted. Projected records will be acceptable in junior two-year and/or the two-year-old cow class. 10. Beef breeds will be assigned section numbers in addition to class numbers when entered. 11. All animals to be exhibited in the ring by the owner, except when the club member has more than 1 entry in a class or in case of acceptable reason for not showing. In such exceptions, animals must be shown by some other club member. 5. If 10 or more steers or lambs fall into a class, the class may be divided. An additional class may be added for each additional 10 animals entered. 6. Ewe lambs may either be shown in the market or breeding classes but not in both. Wethers can be shown in market classes. 7. Prior to classification, all market lambs must be slick shorn to the skin. No wool will be allowed above the knees or hocks. 8. 4-H and FFA Livestock exhibits will be assigned section numbers in addition to class numbers when entered. 9. Gilts may be shown in the Market Hog classes. However, they cannot be shown as both breeding and market animals. 10. Cattle will go by the no glue rule. No glue will be allowed on Cattle exhibit, only hair dressing permitted.

4-H BUCKET CALF PROJECT

This project is designed to introduce youth 5-12

years-old to beef and dairy 4-H projects. By allowing younger children the experience of working with a smaller, less intimidating size of animal; they become comfortable with beef and dairy cattle as they grow. This is designed to be a short-term project with calves purchased in May and finalized with showing at the local County Fair.

A bucket calf is an orphan or newborn calf purchased when they are one to ten days old. The calves may be male or female, beef or dairy. The calves are started on a bottle (or bucket) and nipple. Calves should be purchased between May 1st and May 31st of the current year. You must notify the County Extension Office by June 1st that you have purchased a bucket calf to prove ownership. The Bucket Calf Project is entirely an educational experience. The animal is not judged for quality, but the person and calf are judged on how well it was taken care of through the interview process at the County Fair.

Judging of the Bucket Calf Project is done on a Danish system with blue, red and white ribbons awarded because EVERYONE is a winner who participates.

STATE BEST OF WHEAT BREAD BAKING CONTEST

Sponsor: Oklahoma Wheat Commission and Oklahoma Wheathearts

RULES:

County winners (excluding bread machine class) will receive awards from the Oklahoma Wheat Commission. Premiums will be provided only if the individual county does so. Winning recipes at County level must be duplicated at State contest. -Wheathearts sponsored Bread Baking Contest is to be judged separately from the county fair open class division.

-Recipes winning first place at the 2011 State Contest are ineligible. Each entry should be prepared and baked by the person whose name is on the entry form. -Only whole loaves of bread may be entered. No loaves may be entered if cut or sliced. -Recipe must accompany entry at county and state level. Entries that are eligible to compete at state level will provide 2 recipes – one at county fair (which will be mailed to Commission office by County Extension Educator) and bring one with entry at state competition. -Entry must be in disposable container sealed in plastic. -Whole Grain Bread Class #2 - No white flour included. Canning exhibit must be completed since the last fair, Judging criteria: COLOR: Uniform and natural color; no artificial coloring; minimum color loss. SIZE: Uniform size and shape of product. AIR BUBBLES: Air bubbles should be kept to a minimum. Gas bubbles denote spoilage and are identified by movement to the surface of the product while the jar is stationary. Any entry exhibiting spoilage of any type must be disqualified. TEXTURE: Product should be tender but not mushy, tough or stringy. Product should maintain it’s shape. MATURITY: Product at prime stage of maturity for best texture, flavor, color and nutritive value. APPEARANCE: Free from spots and blemishes; free from signs of spoilage. No strings, seeds, pits, stems, and peels unless required by recipe. PACK: Jar should be filled but not crowded.
