Effects ofmortgageboomA LEADING firm ofsurveyors said this week ithad put aside another £17.3mto meet claims from lenderswho offered mortgagesduring the property boom.

LSL Property Services,which owns e.surv charteredsurveyors as well as estateagencies Your Move andReeds Rains, said theprovision covered claimsbetween 2004 and 2008 – aperiod surrounding themarket boom and thesubsequent fall in priceswhich left many peoplestuck in negative equity.

It said this “relativelyhigh-risk” period saw lendersgenerally offering mortgagesat high loan-to-value (LTV)ratios and considerable levelsof buy-to-let and sub-primelending.

The company outlined theextra £17.3m provision in itsresults for the first half ofthis year, saying the rise inclaims it has seen has partlybeen prompted byanticipated changes to “nowin, no fee” rules next year.

LSL, which has already putaside or paid out £20m overthe issue, said that highlevels of claims have been“industry-wide” and it hastightened its own internalcontrols as the market haschanged.

Steven Gould, director ofregulation at the RoyalInstitution of CharteredSurveyors (RICS), said thebody has seen some “marketdistress” among its membersdue to generalised claimsbeing made as a result ofhouse prices going down.

He said that while claimsrelating to negligence oversurveys where somethinghas been missed wererelatively easy to prove ordisprove, ones relating tovaluations are often morecomplicated to deal with asclaims tended to be lessspecific.

Greener, cleanerway towarmhomeIF YOU want to make your homegreener and cleaner, an air sourceheat pump could be the answer.

These pumps extract heat fromthe air outside and then increase itstemperature, before using it to heatyour home.

There are two types of pump – airto air and air to water. The formerproduce warm (and also cool) airand circulate it around your homethrough fans.

Air-to-water pumps supply yourhome’s (wet) central heatingsystem. However, they don’t makethe water as hot as a boiler does, soyou may need to fit bigger radiatorsbecause the ones you have won’tgive out as much heat, or install(wet) underfloor heating, where thewater doesn’t need to be so hot.

Underfloor heating is a goodoption with a heat pump, but isoften expensive and disruptive toretrofit – it’s ideal for renovationsand houses being built.

According to the Energy SavingTrust, fitting an air source heat pumpcosts around £6,000 to £10,000. Howquickly you’ll get that money backdepends on a number of factors, butyou’ll save most money if you’rereplacing a coal-fired or electricheating system (if you have mains-gascentral heating, an air source heatpump may not be for you).

The good news is that once theRenewable Heat Incentive (seewww.which.co.uk) starts (probablynext year), it should take less timeto recoup your investment.

This Government scheme willpay people who heat their homesusing renewable technologies,including air source heat pumps.

Even though the scheme isn’t up

and running yet, you may be able toget a Renewable Heat PremiumPayment (see www.energysavingtrust.org.uk) to help you with thecost of installing a heat pump.

As well as providing you with anincome (assuming the RenewableHeat Incentive goes ahead), yourpump should also cut your home’sCO2 emissions (depending on whatsort of heating you’re replacing).

The problem, of course, is thatalthough air is renewable, thesepumps need electricity to work. Themost eco solution is to generate

your own electricity, using a windturbine or solar panels, for example,which is another big investment.

Air source heat pumps rarelyneed much maintenance, but theymay not work as well when it’scolder than -5C outside (althoughthey can work at temperatures aslow as -15C), so another form ofheating may be necessary in winter.

It is, of course, vital that yourhome’s draught-proofed and wellinsulated for the heating system towork efficiently.

Whether or not you need

planning permission for an airsource heat pump will depend onwhere you live in the country (andsometimes other factors), so checkwith your local planningdepartment.

As always, if your home’sleasehold, you may need thepermission of the freeholder tomake an alteration such as fittingan air source heat pump.

And if it affects a wall orboundary you share with aneighbour, it may be necessary todraw up a party wall agreement.

most wood oils, it uses the anti-bacterial qualitiesof silver to kill E.coli and MRSA for up to six

months, as well as waterproofing and nourishingthe wood. It’s clear (some coloured oils alter the

colour of the wood) and goes on quickly and easily– just use a lint-free cloth or soft paintbrush and

wipe off any excess after a few minutes.

ALLOTMENT holdersnationwide aregathering to safeguardtheir plots in light ofincreasing worries that

allotment land may be sold off.A recent survey conducted by the

National Allotment Society foundthat 74% of its members areworried that their allotment landwill be sold off and redeveloped inthe future, while the society itselfreceives hundreds of calls a yearfrom allotment holders looking foradvice on how best to safeguardtheir plots.

Donna McDaid, nationalsecretary for the society, explains:“Unfortunately in this day and age,it is too easy for landlords todispose of allotment land withoutrealising the huge benefits theyprovide to individuals, communitiesand the environment.

“Since the Localism Act has comeinto force, there is now an evengreater need to galvanise theinterest and support of localcommunities, especially as plannerssee allotments as primedevelopment land.”

With National Allotments Weeklooming, local allotmentassociations up and down thecountry are hosting ‘Parties on thePlot’ to help galvanise communitysupport for the allotment movementand in turn safeguard sites from theprospect of development.

More than 35 events are plannedthroughout the week, ranging frombarbecues and plant stalls to creamteas and children’s festivals. Theweek will showcase the widerbenefits of allotment gardening to all.

There are an estimated 330,000allotment plots in the UK andnearly 100,000 people on theallotment waiting lists, according tothe society, with rents ranging from£5 to £120 a year.

The organisation is concerned

that if this land was developed,billions of insects and animalswould be wiped out, the risk offlooding in towns and cities wouldincrease and air pollution wouldintensify, not to mention thedetrimental impact it would haveon people’s health and wellbeing.

To find an allotment near you,call your local council or visit yourlibrary which should have a list ofallotment sites in the area. Somecouncils provide literature, run

courses for beginners and take partin National Allotments Week.

To find the right site for you:● Make sure it’s close to home. Youwill not want to catch a buscarrying tools or get in a car after along, hard day at work to get there.● Choose a site which has fences,hedges and locked gates at night todeter vandals.● Check water arrangements.Councils should supply mainswater at a convenient distance forplot holders. HOUSE prices have fallen for the firsttime in seven months as the numberof potential buyers shrinks while thevolume of homes going on the marketrises, a study said this week.

The gap between supply anddemand is set to widen following anearly and unusually rapid seasonalsummer slowdown, meaning pricesare likely to fall further in thecoming months into autumn,property analyst Hometrack said.

Prices fell by 0.1% in July afterbeing flat last month, with activityslowing down notably in Londonand the South East, which havebeen supporting the market andkeeping average prices up.

Meanwhile, price falls in thenorthern regions, which have beenbigger than those in the South,could be “bottoming out”, the studysuggested.

London was the only region toregister a price increase in July,

with a rise of 0.1%, but the rate ofgrowth has slowed, according to thefindings. The North East saw thebiggest price fall, with a 0.5% drop.

Prices in the North Westdecreased by 0.3% and those in theSouth West, Wales, the WestMidlands and Yorkshire andHumberside fell by 0.2%, whileprices in the East Midlands and theSouth East dropped by 0.1% andremained flat in East Anglia.

The mismatch between buyersand sellers was shown by thenumber of new potential buyersregistering with estate agentsdecreasing by 2.1% this month, asthe volume of homes being put onthe market rose by 1.4%.

The number of new properties forsale has increased by 5.2% over thelast three months, while demand hasfallen by 2.2% over the same period.

The South East saw the biggestfall in demand in July with

potential buyers decreasing by3.4%, while London also saw anabove-average decline of 2.4%.

Richard Donnell, director ofresearch at Hometrack, said:“Weaker demand is to be expectedover the summer months, butcompared to previous years, theseasonal slowdown has startedearlier and developed more rapidlythan in previous years.

“This reflects growing concernover the UK’s economy and thedeepening eurozone crisis.”

Borrowers with smaller depositsare expected to have a particularlytough time finding a mortgage inthe coming months as lenderscontinue to tighten their criteria inthe uncertain economy, althoughthere have been some recent signsof increased competition to attractthose with larger amounts of equity.

In a sign of what is to come,figures from the British Bankers’

Association (BBA) published lastweek showed that mortgageapprovals were at their lowest levelin at least 15 years in June.

The Hometrack study said homesare staying on the market for 9.5weeks on average, a slight increasefrom 9.4 weeks in June.

The proportion of the askingprice achieved remained the samemonth-on-month at 93.1%, asweaker pricing in London wasoffset by increases in theproportion of the asking price beingachieved in northern England.

The number of postcodes acrossLondon registering price falls hasalso started to increase, althoughmore areas in the English capitalare still registering rises than drops.

Mr Donnell said: “Price falls inthe capital are primarily being seenin outer London, where domesticdemand is slowing as sentimentweakens and affordability

pressures bite.“A similar pattern is being seen in

the South East, where prices weredown across 35% of the region inJuly – above the national average.”

Mr Donnell said that away fromLondon and the South East, there isevidence that price falls may startto slow.

He said: “The proportion of theasking price being achieved innorthern regions has improved overrecent months, albeit off a low base.

“Above-average falls haveresulted in prices slowing to a levelwhere sales can take place withoutthe need for large discounts.

“This suggests some bottomingout of prices in these regions whichhave seen larger price falls thansouthern England.”

The study is based on researchfrom 1,500 estate agents andsurveyors across England andWales.

Houseprices fall for first time in sevenmonths

GARDENERSshould now beharvesting crops ofbeetroot to add totasty salads gratedor sliced, cookedor raw, with a dashof orange juice toadd flavour.

Water every10 to 14 daysduring dry spells as lack of water leads towoody roots, while irregular watering cancause the roots to split.

Dig the roots up when they are aroundthe size of a tennis ball – any larger and theymay taste woody. Baby beets can be

harvested earlier, when they are a golf ballsize.

Good varieties include Boltardy, asmooth-skinned, bolt-resistant variety, andDetroit 2 – Little Ball, a baby beet which isexcellent for pickling.
