1. Literacy Status in Nepal

The literacy rate status by age group 15 – 24 is analyzed in 84.7 percent for total in the country where as it is analyzed 80.2 percent for female and 89.9 percent for male in the country.

2. Methodology

The overall methodology has been already described in Literacy status in Nepal by age group 5+ report. The core indicators prepared score patterns are known as map preparation matrix for national, regional and districts. These types of matrixes are presented for different age group and even for literate and illiterate population in the methodology part as given below;

2.1. Prioritize

First of all Literacy mapping study is based upon the different core EFA indicators. These different EFA indicators are considered as major factor for strengthening the existing Planning strategies in NFEC. Here literacy rate by age 15 – 24 indictor is presented for preparing the Literacy maps and that are given as below;

Literacy rate by age 15 – 24 Literacy rate by male age 15 – 24 Literacy rate by female age 15 – 24

Statistically valid Literates and illiterates score patterns are developed for preparing the map in the GIS software. The main process for preparing GIS map is followed by well structured score pattern which should be statistically valid.

Literacy rate are focused on the different score pattern number as given in the Table1. The literacy rate data is identified in huge variation. Statistical open ended class is chosen for such huge variation. The class interval was set up in 5 scales as considering the quintile method. Only Open ended class will addressed the huge variation in below and above cases. Score 1 implies that it have low degree literate people. Score 2 implies that it have moderately low degree literate people. Score 3 implies that it have medium degree literate people. Score 4 implies that it have moderately high degree literate people and ultimately score 5 implies that it have high degree literate people in the main sample population. Table 1 provides the detail indication of legend direction for allotting the different colour in 5 measuring score.

Illiterates’ scoring pattern cases are provided in numbers for easy identification of

illiterates in the VDCs. Illiterates score pattern for preparing illiterate map is varied by age group, national level map and district level map.

Table 2 shows the score pattern which is used for preparing illiterate map by age 5+ and age 15+ for national level and regional level map due to similar type of population parameter exists in that group.

Illiterates’ numbers are found huge and identified in high variation in all age groups.

So that open ended class is also applied in illiterates’ cases.

Table 3 has presented the specific illiterate score pattern for preparing the illiterate mapping by age 5 – 14 and 15 – 24. It is due to low ratio of population parameter exists in that age group in National level, regional, district level and even up to VDC level. But rest of the dot colour, score and remarks are considered as same.

Small portion of illiterates numbers are identified in by age group 5 – 14 and age group 15 – 24. It is important to recall the score pattern type that it is very much similar to quintile method. The scoring pattern is specifically in five scales. The process for preparing scoring pattern produced by subtracting maximum and minimum illiterates’ numbers within the villages and the remained value is divided by 5 so that the class interval can be estimated for anticipated 5 scales scoring for mapping procedure.

The score pattern may be changed in districts as per population pattern exists in the districts. It was due to presence of more low units of illiterates’ population parameter

in many mountain and hill regions in compare to high units of illiterate population in most of the terai and hill region in the country. It is very much necessary to adjust all minimum and maximum portion of illiterates’ population parameter by villages for targeting illiterates for villages’ identification steps. One should understand about the changes in score pattern for illiterates’ numbers by national level, regional level and

more specifically in district level.

The given Table.4 shows the different score pattern for age group 5+ and 15+ for preparing illiterate map in districts. The score pattern is based upon VDC level population parameter. It will adjust all variation within the district.

Some sorts of examples are highlighted related to district level illiterates score patterns. It is understood that the given examples will be helpful for grabbing all small and huge portion of illiterate from all different geographical distribution of the country. Such as we can used the national level score pattern for targeting illiterates in Kathmandu district because it has similar type of population parameter exists. But the national level score pattern for targeting illiterates may not be suitable for those villages for examples Manang and Syangja due to relatively lower population parameter exists in those districts. So the score pattern for targeting illiterates should be different for each districts depending upon their population parameter exists. It implies that the previous score pattern (Table 3 and Table 4) for national level map will give surficial glance of the location of illiterates across the country but the district level revised score pattern will helps to focus the comprehensive picture of illiterates within the districts. That will help any planner for complete direction for targeting every component of illiterates by minimum to maximum units in each and every village.

2.2. Target

Two methods of identifying villages and illiterates within the district are focused for further improvement of literacy action plan.

The first method followed by the preparation of priority score matrix and targeting VDCs and illiterates is explained below;

To prioritize the villages on the bases upon their low and high population variation of illiterates number, one should focus on score pattern by their literacy rates and number of illiterates under the columns ‘Score 1’ and ‘Score 2’ in Template 1 on the example

By adding up the corresponding Score 1 and Score 2 for each district, a Priority Score can be obtained as shown in the last column of example Table 6. The value of the priority scores can vary from 2 to 10, with highest priority to be given to villages with any lowest scores outcomes in the priority scoring.

The priority score below 7 is considered alarming and need extra effort for reduction of illiterates’ number in the respective villages. The priority score above 7 indicated that there are low illiterates numbers remained in the respective villages and they have no problems of evolution of illiterates. Even little effort is anticipated sufficient for them to maintain the current status. It is believed that villages belonging to priority score above 7 might be achieved total reduction of their illiterates’ number of people.

The second method followed by the preparation of priority score matrix and targeting villages and illiterates is explained below;

Table 7 helps us to target the alarming VDCs and major concentration of illiterates within the villages. In Table 7, we can be confirmed that villages E, G, B, and D are found more alarming and these villages should be kept in higher priority for rapid reduction of illiterates. Villages C, F and H are also seen in alarming regarding the illiterates but literacy rate status is seen high in comparison to the illiterates. Two villages C and F belong to priority score 6. It gives us the villages’ status within this priority score.

The data analysis presentation steps which are very much indicative plan for identifying illiterates and their respective villages for implementing step 3 Strategize. For such data analysis presentation for steps 3, 3 districts are selected by age group 5+, 15+ and 15 – 24 and gender. These selected districts are focused on high illiterate numbers of populations in their villages. The selected districts are given in table 7below;

2.3. Information needed

For literacy mapping, the following information is required:

The spatial distribution of illiterates and literacy rates by geographical areas, administrative levels, gender, age-group.

Illiterates showing overlays of terrain/topography, roads/waterways/paths, schools/CLCs, health centers, agricultural centers, places of religious worship, community facilities, and other relevant information.

2.4. Limitation

The Literacy mapping study has some limitation observed during the study period. The main limitation issues are given below;

Literacy mapping study is based upon VDC level information. Only two Villages’ level information’s regarding illiterates and CLC’s are possible to present in the single layer of GIS map.

The literacy mapping study is limited in step 3 where as step 4 are not in the scope of work in the study.

3. GIS Map Presentation and Interpretation

3.1. National Level

3.1.1. National Literacy map by Age 15 – 24

Map 1 shows the literacy rate status by age 15 – 24. The map is based upon given 5 scale legend. The following observations are drawn from the literacy map by age 15 – 24 as given below;

Dark green dots are seen densely in most of the part of the country.

There is little variation of dots identified in most of the terai region, far western development and the mid western development region. And these regions are considered behind in terms of literacy rate by age group 15 -24.

The literacy rate by age group 15 – 24 can be considered more strong than literacy rate 5+ and 15 +.

National level literacy rate by age group 15 – 24 is found as 84.7 percent (4,481,559 out of the total 5,290,051 population) in that age group.

3.1.2. National illiterates map by Age 15 – 24

Map 2 shows the national illiterates’ number by age 15 – 24. The map is based upon given 5 scale legend. The following observations are drawn from the national illiterates’ number by age 15 – 24 as given below;

More dark green dots are found in the hilly region in the country.

Kathmandu valley seems more dominated by dark green dots but red dots are found in main municipalities.

There are varied dots are found in mid western development and far western development region. Overall performance in that region indicated steady

3.1.3. Female literacy map by age 15 - 24

Map 3 shows the female literacy rate by age 15 – 24. The map is based upon given 5 scale legend. The following observations are drawn from the literacy map by age 15 – 24 as given below;

More dark green dots are identified in hilly and mountain region of the eastern development region, central development and the western development region.

Score pattern seem varied in mid western development region and far western development region. More red dots, light green and yellow dots are seen hilly region of these two development region.

Terai region is seemed lagging behind in terms of female literacy especially in the central terai region.

Kathmandu valley female literacy status is seen well improved. Female literacy rate is found 80.2 percent (2,246,814 literate out of the total

3.1.4. Female illiterate map by age 15 – 24

Map 4 shows the national female illiterates’ number by age 15 – 24. The map is based upon given 5 scale legend. The following observations are drawn from the national female illiterates’ number by age 15 – 24 as given below;

Dark green dots are seen in most part of the eastern development, central development and western development regionsof the country.

Red dots are seen mostly in the terai even the volume of the red dots seem negligible.

Terai region is seemed steady regarding the female illiterate by age group 15 -24.

There are more light green dots are found in mid western development region and far western development region of the country.

Kathmandu valley female illiterate number is seen minimum where as the situation is revered in municipalities with high female illiterates.

CLC’s activities in the country are seen moderately normal. Female illiterates are found 18.1 percent (506,065 female illiterates out of the total

2,802,879 population) by age group 15 – 24 in the country.

3.1.5. Regional level literacy map by age 15 - 24

The effectiveness of CLC is seen steady in central and northern part of the central development region.

Dark green dots are also seen in the Kathmandu valley but municipalities’ situation

is not preferred to dark green. It may be due to high population parameter exists in the same age group 15 – 24.

Central terai region is seen mixed of all score pattern. It indicated that there is huge variation in females illiterates’ number remained in the central terai region.

The effectiveness of CLC is seen passive in the central terai region. Female illiterate rate is defined as 23.9 percent (231,967 female illiterate out of the

total 970,424 population).

Literacy status by age group 15 – 24 is analyzed satisfactory in the Dolkha district.

Table 8 shows that very less illiterates by age group 15 – 24 are found in all most all villages in the Dolkha district.51 out of 52 villages ( priority score above 9) are identified highly satisfactory regarding very low illiterates number remained in their respective area. 1 out of 52 villages (priority score above 8) are identified satisfactory regarding the low illiterates numbers in their respective area.

Planner need to focus priority ranking 3rd for covering most of villages for implementation of sustainable management policy in their up coming literacy action plan.

Table 12 shows that literate status by age group 15 – 24 is seen steady in Rasuwa district. Priority score (above 7) is found satisfactory in 16 out of 18 villages in the Rasuwa district. It implies that there are still fewer illiterates remained in these villages s. Yarsa and RamcheVDCs are analyzed poor regarding illiterates’ cases and

need more attentive effort to reduce the illiterates.

Table 15 shows that there are more illiterates remained in priority ranking 1st and need extra effort to reduce the female illiterates in that age group 15 – 24. Priority ranking 3rd and 5th is analyzed critical in terms of illiterates’ number and more villages remained in that respective group. Priority ranking 2nd is also considered alarming for more illiterates registered in those villages.

4. Major Findings

The major findings of the literacy mapping study by national level , regional level and district level scenarios are presented in sub headings given below;

4.1. Total: Age group 15 - 24

4.1.1. Total Literacy rate

Dark green dots are found densely in most of the part of the country.

In total literacy rate by age group 15 – 24 can be considered more strong than literacy rate 5+ and 15 +.

National level literacy rate by age group 15 – 24 is found as 84.7 percent (4,481,559 out of the total 5,290,051 population) in that age group.

More dark green dots are found in the hilly region and upper mountain region in the central development region.

Kathmandu valley is seen high improved regarding the literacy rate.

Score pattern is also seen varied in the central terai region. Red, light green, yellow and orange dots are found in central terai region.

Terai region is considered very weak regarding the literacy rate in the central development region.

There is 81.2 percent (1,578,192 literate populations by age group 15 – 24 out of the total 1,941,542 population) literacy rate identified in the central development region.

Dark green dots are found in all most all VDCs in Dolkha District.

There are 91.0 percent (32,530 out of the total 35,744 population ) recorded in the Dolkha District by age group 15 – 24.

More dark green dots are found in Rasuwa district.

86.5 percent literacy rate ( 6,164 out of the total 7,661 population ) is found in Rasuwa district

There are maximum dark green dots are found in Kailali District.

88.6 percent literacy rate( 150,658 out of the total 170,094 population ) by age group 15 - 24 is found in the Kalilali District

4.1.2. Total Illiterate number

More dark green dots are found in the hilly region in the country.

Kathmandu valley seems more dominated by dark green dots but red dots are found in main municipalities.

CLC’s effectiveness is seen high in the central and northern part of the central

development region where as it effectiveness is seen very low in the southern part (terai region.).

There are 363,350 illiterates out of the 970,424 population found in the central development region.

More dark green are found in Dolkha district.

CLC’s effectiveness is seen minimal in Dolkha district.

There are 3214 illiterates out of the 35,744 total populations identified in Dolkha district by age group 15 – 24.

All most all dark green dots are found in Rasuwa District.

There are 1,497 illiterates out of the 7,661 population is identified in the Rasuwa District.

Score pattern is very varied in Kailali District.

CLC’s active implementation is seen negligible.

11.4 percent illiterates (19,436 illiterates out of the total 170,094 population) are found in Kaillali District.

4.2. Female: Age group 15 - 24

4.2.1. Female Literacy rate

More dark green dots are found across the country.

Kathmandu valley female literacy status is seen well improved.

Female literacy rate is found 80.2 percent (2,246,814 literate out of the total 2,802,879 population by age group 15 – 24) in the country.

More dark green dots are identified in central and northern part of the central development region.

Dark green dots are also found in Kathmandu valley.

Female literacy rate is defined as 76.1 percent (738,457 female literate out of the total 970,424 population) in the central development region by age group 15 – 24.

More dark green dots are identified in Dolkha district.

The female literacy rate is defined as 87.6 percent (17,468 out of the total 19,937 population) in the Dolkha District.

More dark and light green dots are identified in Rasuwa District female literate map.

Female literacy rate is found as 75.1 percent (3,041 female literate out of the total 4,050 female population) in the Rasuwa District.

There are more dark green dots are found in the Kailali District female literacy map by age 15 – 24.

Female literacy rate is found 84.0 percent (76,374 literate out of the total 90,870 female population) in the Kailali district.

4.2.2. Female illiterate number

Dark green dots are seen in most part of the eastern development, central development and western development regionsof the country.

CLC’s activities in the country are seen moderately normal.

Female illiterates are found 18.1 percent (506,065 female illiterates out of the total 2,802,879 population) by age group 15 – 24 in the country.

More dark green and light green dots are found in central and northern part of the central development region.

The effectiveness of CLC is seen steady in central and northern part of the central development region.

The effectiveness of CLC is seen passive in central terai region.

Female illiterate rate is defined as 23.9 percent (231,967 female illiterate out of the total 970,424 population).

All mostdark green are found in the Dolkha District illiterate map.

CLC’s active implementation is seen minimal in Dolkha District

There are 2,469 female illiterates out of the total 19,937 population identified in the Dolkha District.

Maximum dark green dots are found in the Rasuwa District.

24.9 percent of female illiterate ratio (1,009 female illiterate out of the total 4,050 female population) is identified in Rasuwa District.

Score pattern is seen more varied.

CLC’s active implementation is seen poor.

Female illiterate rate is found 15.9 percent (14,496 female illiterate out of the total 90,870 female population) in the Kailali district.

4.2.3. Sum up

All most all VDCs in the Dolkha district have above 7 priority score status. 49 out of 52 villages are identified highly satisfactory (priority score above 9) regarding very low illiterates’ number remained in their respective villages. 3 out of 52

villages are identified satisfactory (priority score above 8) regarding the low illiterates numbers in their respective villages.

Females’ literate status by age group 15 – 24 is seen steady in Rasuwa district. Priority score is found satisfactory (above 7) in 16 out of 18 villages in the Rasuwa district. It implies that there is fewer illiterates remained in these villages. The Yarsa and the Ramche villages are analyzed poor regarding high female literate illiterates’ numbers.

30 out of 44 villages are seen satisfactory regarding high priority score in the female illiterate cases in villages within the Kailai district.

5. Major Implications

The major implications of the literacy mapping study by national level , regional level and district level scenarios are presented in sub headings given below;

5.1. Total: Age group 15 - 24

5.1.1. Total Literacy rate

National Literacy rate by age group 15 – 24 existing status should be maintained.

Central development region also required more activities for maintaining the existing status of literacy status by age group 15 -24.

Terai region required more input for increment of literacy rate by age group 15 -24.

The overall literacy rate status by age group 15 – 24 should be maintained in the entire three districts namely Dolkha, Rasuwa and the Kailali.

5.1.2. Total Illiterate number

The remaining illiterates in the villages should be targeted and identification of villages’ is also required by priority ranking

CLC’s activities are highly required in the terai region.

The central development region required more literacy programme for remaining high volume of illiterates’ numbers.

CLC’s effectiveness should be improved in all the three district namely Dolkha, Rasuwa and kailali.

The remaining low portion of the illiterates in the three districts should be identified and required literacy plan and programme accordingly.

5.2. Female: Age group 15 – 24

5.2.1. Female Literacy rate

The existing Female literacy rate 80.2 percent across the country should be maintained and improved gradually.

Overall female literacy rate in the central development region is needed to improve by the periodic plan.

Female literacy rate in the Rasuwa District needed extra effort for improvement in literacy rate in compare to the Kailali and the Dolkha District literacy rate status.

5.2.2. Female illiterate number

The remaining female illiterates by the age group 15 – 24 in the country should be reduced by the periodic plan.

CLC’s activities are highly required the terai region.

Female illiterates should be given high priority in the central development region for the reduction of illiterates’ number in their respective villages.

Targeting villages and identification of illiterates in all the three Districts namely Dolkha, Rasuwa and Kailali are highly required for gradual reduction of the remaining portion of the female illiterates in their respective villages.
