F. Industrial effluent generation will be 515 CMD. G. Land available for the disposal of treated effluent is 46.15 Hectors, which seems

to be adequate. H. ETP of adequate capacity (600 CMD) is proposed with secondary treatment. I. ESP is proposed as an APC system. J. Environmental Clearance is applicable. K. RO recommended for grant of C to E with condition of obtaining EC. L. Submitted to CAC for consideration and grant of C to E with condition of

1)Applied for Consent to establish for expansion of Sugar & Co-gen. Application submitted

at SRO on 07.03.13 & received at HQ on 19.04.13

2)Existing Sugar industry is of 2500TCD having valid consent up to 31.07.14 & proposed

Sugar of 2000TCD i.e Total Sugar 4500TCD & proposed Co-gen 14.75 MW. Does not

attract EC.

3) Distance from nearest river is not mentioned in processing of SRO and RO.

4) Existing effluent generation 450 CMD Proposed IE generation 210 CMD, provided

Secondary treatment plant of capacity 450 CMD.

5) Treated effluent will be used on land for gardening total land available land is 150acres

of land which is sufficient.

6) Ind proposed modernization in the manufacturing plant by adopting new technology,

due to which effluent generation will be 450 CMD including expansion .

7) Existing boilers will be replaced & proposed new boiler for sugar & co-gen with ESP as

an APC system.

8)As per SRO report Notified river Godavari is @ 80 kms away from Site.

9)We may grant Consent to establish for expansion.We may place application in CAC as

C.I of existing Rs. 50.70 crores & proposed Rs.132.67 Crores. Total Rs.183.37 Crores.



CAC Agenda No. 04 Name of Industry : Shri Vithal SSK Ltd.,

Venunagar, Gursale, Tal.- Pandharpur, Dist.- Solapur.

a. Applied for the C to E for expansion of Sugar and Co-generation unit. b. Application received at HQ on dt.10.09.2012. c. Proposed Sugar expansion is from 500 TCD to 7500 TCD and Co-generation id

from 14 MW to 33.8 MW. d. SRO reported that unit is located at 2.1 KM from Bhima River (A-II Class) e. Capacity of existing ETP is 1000 CMD, Industry has submitted the proposal for

the upgradation of the ETP. f. Proposed to provide one Boiler of 125 TPH instead of existing 3 Boilers with ESP

as an APC system. g. Environmental Clearance is required as per the EIA Notification. h. RO Pune has recommended the application. i. It is recommended to grant C to E subject to Environmental Clearance and

compliance of Interim Direction dt. 27.03.2012 for existing unit, with condition that company shall not take any effective steps towards construction of Plant and machinery till Environmental clearance is obtained.



CAC Agenda No. 05 Name of Industry : Khandala Taluka Shetkari Sah. Sakhar Karkhana Ltd ,

Gat No. 208 & 209 Khandala, Gat No. 643-647 A, 647-B,650 &589 Mhavashi, Tal- Khandala, Dist- Satara.

1. Applied for C to E for the 2500 TCD Sugar and 9.5 MW Co-generation unit. 2. Application received at HQ on 09.04.2013. 3. Proposed C.I of the Unit is Rs.149.00 Crs. 4. Unit is proposed at 7.1 KMs from Nira River (A-II) class, which satisfies the river

distance criteria. 5. I.E will be 247 CMD and D. will be 28.80 CMD. 6. ETP is proposed with secondary treatment. 7. Disposal of the treated effluent will be on land and land available is about 68 Acres,

which seems to be adequate. 8. ESP is proposed as an APC system, which is as per CREP Norms. 9. As per the EIA Notification 2006 and Amendments thereto, it does not attract the

provisions of E.C. 10. It is recommended to grant C to E with condition of BG of Rs. 5.0 Lakhs for

compliance of C to E conditions.



CAC Agenda No. 06 Name of Industry : M/s. Nira Bhima SSK Ltd.,

At-Shahajinagar, Post-Redni, Tal. Indapur, Dist. Pune.

1. Industry has Obtained C to E for expansion of Sugar from 1250 TCD to 3500 TCD

and Co-generation 16 MW on dt.02.08.2012. 2. Application received at HQ on 30.04.2013 3. Now applied for C to E for 2 MW Co-Generation. 4. C.I of the 2 MW Co-gen expansion is Rs.24.90 Crs. 5. Industrial effluent from 2 MW expansion will be 15 CMD. 6. SRO reported that effluent will be treated in existing ETP of the sugar unit and

industry has upgraded the ETP. 7. Wet Scrubber is provided as an APC system to the existing Boiler which will be

used. 8. Industry has submitted BG of Rs. 2.0 Lakhs against the consent condition of C to E

obtained on 02.08.2012 for the upgradation of the ETP and APC system, which is valid upto 22.09.2013.

9. Environmental Clearance is applicable as per the provision of EIA Notification and amendments thereto.

10. RO/SRO has recommended for grant of consent subject to submission of additional consent fees towards increased investment.

11. In view of above we may grant C to E for 2 MW co-generation by giving overriding effect in the C to E granted vide letter dt.02.08.2013 for Sugar Expansion and 16 MW CO-generation.

12. It is recommended to Amend exiting C to E by adding proposed 2 MW co-generation power plant to already proposed 2 MW co-gen power plant making total 18 MW with condition of obtaining Environmental Clearance and BG of Rs.3.0 Lakhs towards compliance of C to E conditions (making total BG of Rs.5.0 lakhs), instead of issuing new separate C to E for 2 MW plant. The BG shall be valid till C to E and existing BG shall also be extended till same period.

• Total CI of Co-Gen plant declared by industry Rs. 86.31 Cr. - Capital investment of the Co-Gen industry has increased from 42.21 Cr. to Rs.

65.50 Cr. - Industry has increased its CI of Rs. 20.81 Cr. due to expansion and

modernization of the project. - Total CI of Industry is Sugar 72.72 Cr. + Co-Gen Rs. 86.31 Cr. = 159.03 Cr.

• Water consumption – 3258 CMD, IE – 288 CMD, DE – 10 CMD - ETP provided with primary and secondary treatment facility. - DE is treated in septic tank followed by soak pit.

• Submitted environmental statement for 2011-2012. • Paid cess up to Jan 2013. • During visit dt. 03.04.2013 it was observed that, − Industry has installed all machinery of Co-Gen plant and ready to commission. − Industry has provided wet scrubber to boiler followed by 65 m chimney. Now

industry has provided an ESP as an APC to common stack of boiler and Co-Gen plant.

− ETP provided but was not in operation during visit. − Industry has not provided compound wall to Bagasse storage yard.

• Industry paid fees of Rs. 6,25,000/- for five years. • SRO Kolhapur has recommended to consider case subject to clarification of EC

requirement and completion of pollution control system. • As per sectoral approach this industry falls in month of July hence we may grant

consent up to July 2018 if approved. • Considering above submission, it is recommended to grant 1st C to O to Co-Gen

plant (15MW) if CAC agree that no EC is required to said project as per amended EIA notification of 2009 (by waiving EC condition specified in C to E) with BG of Rs. Five Lakhs towards O and M and PCS till four month more than consent validity.



• Since the sugar consent is valid till 31.12.2014 our policy is to Amalgamate all the consents in that plot, so in this case we may grant 1st C to O till 31.12.2014 only may be separately or by amalgamating this 1st C to O with existing sugar consent and showing/mentioning balance consent fees for period ver and above consent validity if agreed please,

effect falling film Evaporation system followed by Bio composting. 9. SRO reported that composting yard will be as per CREP guidelines & RO

communicated that SRO has been asked on 01.01.13 to submit point wise CREP compliance.

10. RO reported that as recommended by SRO we may consider Consent to operate with bank guarantee of Rs 5.0 lack & 2.0 lacs towards O & M of ETP & compliance of CREP guidelines.

upto 31.07.2015. 5. Total C.I of the unit after amalgamation is Rs.136.55 Crs. 6. Obtained Environmental Clearance for 19 MW Co-generation from

Environment Dept., Govt. of Maharashtra vide letter dt.30.06.2012. 7. I.E from Sugar unit is 261.48 CMD and from Co-gen it is 50 CMD i.e Total

I.E generation is 311.48 CMD. 8. ETP of adequate capacity is provided with secondary treatment. 9. JVS analysis results dt. 28.02.2012, 22.03.2012, 27.12.2012 and

09.03.2013 are submitted which are exceeding the consented limit. 10. Land available for the disposal of the treated effluent is about 50 Acres

which is adequate. 11. Existing Boilers of sugar unit 2 Nos, provided Fly ash arrestor with

Multicyclone dust collector system as an APC system. 12. Installed new boiler for co-gen of 80 TPH with ESP as an APC system. 13. Industry has submitted following BG’s

a) BG of Rs. 3.0 Lakhs as per RO’s letter dt.12.11.2012 for upgradation of APC system valid upto 06.12.2013.

b) BG of Rs.2.0 Lakhs as per previous sugar consent condition dt.09.03.2010 for compliance of consent condition valid upto 26.02.2014.

c) AS per the latest renewal granted for the existing Sugar & Co-generation industry has submitted BG of Rs.5.0 Lakhs towards O & M of Pollution Control Systems, However as per this consent condition Industry has not submitted BG of Rs.3.0 Lakhs and Rs.2.0 Lakhs for Provision of necessary APC system and to avoid ingress of bagasse respectively.

14. As JVS are exceeding RO Pune has recommended to forfeit existing BG of Rs. 5.0 Lakhs for O & M of ETP and recommended for amalgamation of co-generation unit with existing consent by overriding effect and submission of leftover BG of Rs.2.0 Lakhs and Rs.3.0 Lakhs for avoiding ingress of Bagasse and provision of APC as per consent condition.

15. Even though company has complied with conditions of C to E for Co-gen plant, since the BG of Rs. 3 Lkahs and Rs. 2 Lkahs is not submitted as per consent condition of (Sugar plant + 6 MW Co-gene) existing consent dt.13.02.2013, it is recommended to issue ‘SCN for Refusal’ as we have to amalgamate the existing Sugar consent with this 1st C to O of Co-generation.

KLPD to 60 KLPD. 5. Spent was generation is 600 CMD. 6. For the treatment of the spent wash industry has provided Biomethanization, 5

Stage MEE followed by composting. 7. Provided impervious compost yard of 6 Acres, which is not adequate. 8. 30 Days storage tank for spent wash storage is provided as per CREP. 9. Spillages of the spent wash were noticed in the premises due to poor handling. 10. Steam is taken from the Boiler of the Sugar unit. 11. SRO has issued warning Notice on 21.01.2013 for the non compliances observed. 12. Industry has submitted BG of Rs. 5.0 Lakhs valid upto 15.04.2013 against C to E

to keep in abeyance and after getting report regarding closure and restart directions issued. Accordingly e-mail was sent to RO/SRO on dt.29.01.2013 and status report received from RO Nashik vide their letter dtd.01.06.2013. CD was issued vide letter dtd. 18.06.012 for following non compliances.

- Considering the compliance, it is recommended to grant renewal of consent up to July 2014 subject to submission of balanced fees Rs.151614/- (mail sent to industry on dt. 19.06.013.) and subject to obtain BG of Rs. 10+ 3 Lakhs towards O&M of pollution control system and providing ESP/wet scrubber to one boiler as CREP compliance. CI increased by 58.87/- Crs industry has not submitted requisite consent fees Rs. 2.40/- Lakhs also clarification for increase in ci is not submitted. Industry has not submitted the information regarding cess returns, CREP compliance, form 4,HW; Envt. Statement etc.

- The case was discussed in CAC meeting dtd. 8.01.2013, as per decision SCN was issued vide letter dtd. 15.02.2013 but till date industry has not submitted the relevant reply as well as not replied to SCN.

- Since the company has not submitted reply to SCN for refusal and also not submitted relevant information called by SRO, it is recommended to issue Refusal, with directions to RO to issue Closure, after 30 days from issue of refusal & confirming that industry has not gone in appeal.

5) The industry has submitted B.G. of Rs. 2.0/- Lakhs, (valid up to: 16.05.2013) towards providing necessary arrangement to cover the effluent collection system to avoid ingress of bagasse and other material within six months period.

6) Industry has provided RCC pipelines up to ETP to avoid ingress of bagasses. 7) Industry has provided ETP comprising oil & Grease trap, collection tank, Aeration tank &

Clarifier. - Applied for renewal of consent for sugar unit. - C.I. of Industry is Rs. 114.40 Cr. - Existing consent valid up to : 31.10.2012. - ETP provided but not in operation during the visit of MPCB officials and by pass arrangement to ETP provided. - The BG of Rs. 10/- towars the compliance of ID , The BG of Rs. 5/- Lakhs + 2/-Lakhs towards towards compliance of the consent conditions & towards O & M of ETP not submitted by the industry. - Case was discussed in CAC meeting dtd. 24.12.012, as per decision SCN for refusal was issued on dt.18.02.013 and Closure directions issued by RO Nashik vide letter dtd. 06.03.013.But till date industry has not replied to SCN as well as CD. In view of this the case is recommended for refusal of consent.

Provided Biomenthanization followed by Biocomposting to achieve zero discharge. 6. 5 days and 15 days concertized lined lagoons provided as per CREP. 7. Compost yard of 10 Acres provided with HDPE lining, leachate collection system. 8. Industry has installed one Boiler with Dust collector as an APC system. During the

crushing season the steam is used from the Boiler of the Sugar unit. 9. Industry has submitted BG of Rs. 2.0 lakhs for the CREP compliance valid upto

31.12.2013. 10. Applied for the period upto 31.03.2014, However as per the sectoral approach we may

consider the application for period upto 31.08.2014 after receipt of the requisite consent fees.

Rs.261.78 Crs ) 4. I.E generation is 84 CMD and D.E is 15 CMD. 5. ETP is provided with secondary treatment. 6. SRO reported that Industry has upgraded the existing ETP. 7. JVS analysis results dt.19.01.2012, 22.02.2012,24.04.2012, 30.12.2012 are

exceeding the consented limits w.r.t pH, BOD, COD,& SS. However latest JVS result dt.20.02.2013 are within limit except BOD.

8. Provided 15 days storage tank as per CREP Norms. 9. Disposal of the treated effluent is on land of about 110 Acres for irrigation, which is

adequate. 10. Wet scrubber is provided as an APC system as per the previous consent condition

Hence total CI- Rs. 77.97/- Crs. - Earlier consent was valid up to 31/12/2009. In view of non compliances like treated effluent was discharged outside the premises from

where the farmers were taking effluent for irrigation purposes and the scrapping work of kaccha lagoon No.4was not completed, RO Nashik had issued voluntary closure directions vide letter dtd.26.02.2013.

However , the complainant has filed writ petition NO 1074 OF 2012 in the Hon’ble High Court, Aurangabad. The detail report called from RO/SRO vide e-mail dtd. 23.04.2012 and 15.06.2013.

- Considering the non compliances it is noted that the industry has not complied with conditional restart directions dtd.23.11.2012, therefore it is recommended to forfeit the BG of Rs. 5.0/- Lakhs and issue SCN for refusal along with closure order if agreed.



CAC Agenda No. 08 Name of Industry : Shree Renuka Sugars Ltd. (Co - generation),

Shahunagar Shendre, Tal & Dist-Satara.

1. Applied for the Renewal of Consent for 19.5 MW Co-generation plant, without change. 2. Application received at HQ on 13.05.2013. 3. The plant is in the premises of M/s. Ajinkyatara SSK Ltd.,(Sugar & Distillery Unit)

which is run on BOOT Basis by M/s. Renuka Sugars Ltd. (Co-generation). 4. C.I of the unit is Rs.99.45 Crs. 5. Industrial effluent generation is to the tune of 45 CMD. 6. Provided ETP comprising of Collection Tank, Clarifier, Ultra Filtration, RO Plant. 7. Treated effluent is recycled back in Boiler make up, cooling tower make up and

remaining for gardening. 8. ESP is provided as an APC system. 9. As per the previous consent condition and EC condition it is directed to the Industry to

provided Separate ETP for Co-generation plant or get amendment done in EC for the treatment of I.E. in existing Sugar ETP of M/s. Ajinkyatara SSK Ltd., till then industry shall treat I.E in existing Sugar ETP and Submit the BG of Rs. 5.0 Lakhs towards the compliance of Same.

10. SRO has reported that Industry has complied to the condition of the provision of ETP and submitted BG of Rs. 5.0 Lakhs valid upto 31.03.2014 towards the compliance as per the point no. 8.

11. Industry has applied for period upto 31.03.2014, However there is no provision of renewal time period in the sectoral Approach for Co-generation unit separately. Therefore we may consider the application for renewal upto 31.07.2014, as it is in the premises of Sugar unit and as it is a Bagasse base co-gen plant after receipt of the requisite consent fees.

12. Considering above compliance of previous consent to operate (i.e. provided separate ETP for Co-gene plant) it is recommended grant of renewal upto 31.07.2014 (by calling consent fees for 4 months) i.e till sugar validity, since there is no validity mentioned for only bagasse based co-generation power plant separately, by extending BG of Rs.5.0 Lakhs upto period 4 Months more than validity for O & M of PCS.

Name of Industry : Shree Makai SSK Ltd., Bhillarwadi, A/p- Bhillarwadi, Tal - Karmala,

Dist. Solapur.

1. Applied for the renewal of the consent for the Sugar unit without change in production quantity 1250 TCD sugar.

2. Application received at HQ on 30.04.2013. 3. C.I of the Sugar unit is Rs.57.99 Crs, C.I is increased by Rs.12.85 Crs. 4. Industrial effluent generation is 150 CMD. 5. ETP is provided consisting of Screen Chamber, Oil skimmer, Collection tank,

Neutralization tank, Aeration tank Clarifier, SDB, Treated water tank. 6. The results of JVS analysis results of Water are exceeding the consented limits. 7. For air pollution control they have provided Multi cyclone type Fly ash arrestor, not

as per CREP. 8. Treated effluent is used for irrigation on 20 acres of land, seems to be adequate. 9. Industry has not yet provided 15 days storage tank for storage of treated effluent. 10. Submitted BG of Rs.10 Lakhs O & M of ETP and provision of ESP/Wet Scrubber to

bagasse fired Boiler and provision of the secondary treatment as per the previous consent condition for

11. RO has recommended for renewal by taking assurance from the unit about up gradation of ETP & APC & then renewal of consent to operate may be granted.

12. It is recommended for forfeiture of BG of Rs.10.0 Lakhs due to non compliance of previous consent condition no.12. Recommended to issue renewal upto 31.07.2014 with BG of Rs. 5. 0 Lakhs , Rs.2.0 Lakhs and Rs. 3.0 lakhs being first time after our circular dt.19.01.2013 and Bg of Rs.2.0 lakhs towards providing 15 days storage tank before starting coming crushing season of 2013.

1. Applied for the renewal of consent for the Distillery unit without change in production quantity.

2. Application received at HQ on 14.05.2013. 3. C.I is shown as Rs.29.15 Crs, C.I is increased by Rs.10.21 Crs. Not submitted the

explanation towards increased C.I. 4. Spent wash generation is 420 KLPD. 5. For the treatment of spent wash provided Reboilers, Biomethnization followed by

the aerobic composting. 6. Concrete Compost yard of area 11 Acres is provided with test wells and leachate

collection system. 7. Distillery unit is CREP complied. 8. Provided Wet Scrubber as an APC system to the Boiler. 9. Submitted BG of Rs. 2.0 Lakhs valid upto 27.09.2013 towards CREP compliance

as per the consent condition. 10. Applied for period upto 31.05.2015, However as per the Sectoral Approach we

may consider the application for period upto 31.08.2015 after receipt of the fees remaining period and C to E fees towards the increased C.I.

11. The case is recommended for grant of renewal upto 31.08.2015 (by calling additional fees for 3 Months) as per sectoral approach and by extending BG of Rs.2.0 Lakhs till 31.12.2015 as per CAC decision on 12.06.2013. Industry has not submitted explanation for increased in C.I by Rs.10.21 Crs needs to be considered.

Name of Industry : M/s. Jakraya Sugar Ltd.(Sugar & Co-generation), Gat no. 71 to 74, A/p - Watvade, Tal. - Mohol, Dist – Solapur.

1. Applied for the renewal of consent for Sugar & Co-generation unit, without

change in production quantity. 2. Application received on 14.05.2013. 3. C.I is Shown as Rs.90.82 Crs, In respect to the previous C.I, it is increased

by Rs.15.66 Crs. 4. Industrial effluent is 430 CMD and D.E is 25 CMD. 5. ETP is provided with secondary treatment to treat Industrial effluent. 6. JVS analysis results dt.21.04.2012 & 29.12.2012 are submitted which are

exceeding the consented limits. 7. Land available for the disposal of the treated effluent is about 70 Acres,

which is adequate for the effluent quantity. 8. Wet scrubber is provided as an APC system, which is as per CREP norms. 9. Submitted BG of Rs. 5.0 Lakhs for O & M of Pollution control devices and

BG of Rs. 2.0 Lakhs for providing covering arrangement to avoid ingress of Bagasse. The BG’s are valid upto 31.03.2014.

10. RO/SRO has recommended for renewal of consent by forfeiting BG of Rs. 5.0 Lakhs towards O & M of Pollution control devices and by obtaining fresh BG.

11. Considering above submissions and our circular dt. 19.01.2013 it is recommended to grant consent subject to forfeiture of BG of Rs.5.0 Lakhs and Rs. 2.0 Lakhs since not complied and obtaining new BG of Rs.10.0 Lakhs and Rs.4.0 lakhs i.e double the amount valid upto 4 months later than validity period. The consent validity is recommended upto 31.07.2016 by calling additional fees for 4 months.



CAC Agenda No. 12 Name of Industry : Shri Vitthal SSK Ltd. (Sugar & Co-gen),

Venunagar-Gursale, Tal.Pandharpur, Dist.Solapur.

1. Applied for Renewal of consent for Sugar- 5000 TCD and CO-generation-

14 MW without change. 2. Application received at HQ on 14.05.2013. 3. C.I of the unit is Rs.140.16 Crs, i.e increased by Rs.28.27 Crs than the

previous C.I. 4. Ind. Effluent generation is 643 m3/day & domestic effluent generation is 41

m3/day. 5. Provided ETP of adequate capacity with secondary treatment. 6. Disposal of the treated effluent is on land of about 125 Acres which is

adequate. 7. JVS analysis results dt.25.04.2012 & 09.05.2012 are exceeding the

consented limits. 8. SRO reported that unit WN, SCN, PD and ID issued to the industry.

However the copy of the same along with compliance is not enclosed. 9. Industry has submitted the upgradation proposal and conveyed that

upgradation will be undertaken along with projected expansion. The application for the expansion is at HQ.

10. Industry has submitted BG of Rs.10.0 Lakhs for O & M of Pollution Control Devises which is valid upto 31.12.2013.

11. 4 Nos. of Boilers – 3 Nos are provided with Multicyclone Dust Collector and 1 Boiler is provided with Wet Scrubber as an APC system. Industry has assured to replace 3 Nos of Boilers with one 125 TPH boiler along with ESP as an APC during the course of expansion.

12. SRO has recommended for grant of renewal of consent with upgradation of ETP and provision of adequate APC system.

13. Considering above submissions it is recommended to grant renewal upto 31.07.2014 (by obtaining required fees) with BG of Rs.3.0 Lakhs for APC compliance (1st Time) and by extending BG of Rs.10.0 Lakhs for O & M of PCS since the latest JVS of Last/previous season are not available. If we get these JVS then shall be decided accordingly.



CAC Agenda No. 13 Name of Industry : Privilege Industries Limited (Distillery Division),

Plot No.B-1,MIDC Lonand,Tal-Khandala, Dist-Satara.

1. Applied for renewal of consent for the Distillery unit and bottling plant. 2. Application received at HQ on 14.05.2013. 3. Previous consent was valid upto 31.03.2013 for manufacturing of Distillery Unit

products - Rectified Spirit, ENA and bottling plant unit (70 % capacity) products Country liquor -150750 Cases and IMFL -150750 Cases.

4. Now applied for renewal without change in Distillery unit and with full capacity (100 %) of Bottling plant i.e for Country liquor - 205000 Cases & IMFL -205000 Cases.

5. C.I of the unit is Rs.158.11 Crs, increased by Rs.9.49 crs against the previous C.I.

6. Industry has submitted that C.I is increased due to installation of two numbers of highly efficient Hydro Jet Bottle Filling machines for better efficiency and also make a concrete yard for raw bottle.

7. Total effluent generation 615 CMD including Bottle washing effluent. Grain spent wash to the tune of 250 CMD is treated in ETP consisting of UASB, Flocculation, settling, UF followed by RO and MEE plant.

8. RO permeate is reused in cooling tower and RO reject is sent to MEE. 9. For 110 CMD of Dilute stream of distillery unit effluent secondary and tertiary

treatment provided and used on land for gardening. 10. Land available is about 14 Acres, seems to be adequate. 11. For Bottle washing effluent proposed to provide primary followed by RO, work

of RO plant 70 % completed. 12. ESP is provided as an APC system to coal fired Boiler. 13. Industry has submitted BG of Rs.2.0 Lakhs valid upto 13.08.2013 against the

previous consent condition towards the compliance of the I.D issued by the Board dt.30.11.2011; however the compliance report is not enclosed.

14. Submitted fees for period upto 31.03.2014 with fees towards increased C.I. 15. Considering above the case is recommended for the grant of renewal of the

consent upto 31.08.2014 (subject to fees) with condition of BG of Rs,5.0 Lakhs for compliance of Zero Discharge and O & M of PCS.

- C.I. of Distillery + absolute alcohol Industry is Rs. 10.26/- Crs & Sugar -114.40 Cr, Tota-124.66/- Crs.

- Existing consent for Distillery valid up to : 31.12.2007 and chemical distillery-31.05.2008..

- Mfg. of Rectified sprit- 1080 MT/M, Country Liquor- 500 MT/M ETP & absolute alcohol- 600 KL/M, Industry has provided biomethanisation followed by bio composting for 540 CMD effluent generation. Industry has not complied with the CREP conditions.30 days storage tank provided HDPE lined compost yard of 2.5 Acres completed out of 8 Acres. Industry has not scraped their kaccha lagoons. Multi cyclone dust collector provided to bagasse fired boiler.

- Compost area is not adequate, Kacchha lagoons are not yet scrapped, Industry has not provided ESP/wet scrubber as per CREP conditions.

- RO /SRO recommended to grant renewal of consent with suitable BG and also recommended to forfeit earlier BG of Rs. 1.5/- Lakhs.

- Considering the non compliances, it is recommended to issue SCN for refusal with forfeiture of BG of Rs. 1.5/- Lakhs.

Kranti SSK Ltd., A/p - Kundal, Tal – Palus, Sangali • Applied for renewal of consent sugar 4000 TCD & Co-gen 13 MW. • Previous consent was valid up to 31.12.2012 for 2500 TCD & 13 MW electricity. • Obtained C to E for 1500 TCD sugar and 6.7 MW electricity dt. 23.01.2012. • CI of sugar + Co-gen industry 151.99 Cr. • Water Consumption - 570 CMD, IE - 300 CMD, DE - 50 CMD. • Provided septic tank and soak pit for 50 CMD DE. • Provided ETP comprising primary, secondary treatment system. • Treated effluent is disposed on 98 acre land for irrigation which is sufficient. • CREP compliance is as follows,

− Provided 15 days storage tank. − Provided multicyclone fly ash arrestor and wet scrubber to 50 TPH Boiler x 2

no. & wet scrubber to 50 TPH x 1 no. Boiler as an ASP. − Wastewater generation is 75 lit/TCD. CREP Complied.

• Cess paid up to Jan 2012 & return submitted up to Sept 2012. • Submitted environmental statement for 2011-12. • JVS results dt. 22.12.2011 is exceeding. • Industry has paid fees of Rs. 60,000/- for increase in CI and paid fees for renewal

Rs. 3,04,000/- Total Rs. 3,64,000/- • SRO/RO recommended to grant consent up to 31.12.2013. • As per sectoral approach this industry falls in month August hence we may issue

consent to renewal up to 31.08.2013 or we may grant consent valid up to 31.08.2014 after obtaining requisite fees of 8 months from industry and if approved.

• It is noted that the industry applied for renewal of existing C to O with sugar and other quantities of C to E except electricity is co-gen 6.7 MW, However the C to E mentioned condition of prior Environmental clearance before C to O of this consent.

• Hence it is recommended to grant renewal to only C to O and not to additional quantities of C to E, with BG of Rs. 10 Lakhs + 4 Lakhs + 3 Lakhs as per circular dt. 19.01.2013 and forfeiture of BG Rs. 5 Lakhs and 2 Lakhs due to non compliance of C to O.

08.02.2013. • BG of 2 lakhs towards ingress of bagasse valid up to 30.06.2012 was returned. • RO/SRO recommended case to grant renewal of consent up to 31.12.2013. • As per sectoral approach this industry falls in month of July, we may grant consent up

to 30.07.2013 or we may issue renewal of consent up to 30.07.2014 after obtaining requisite fees of 7 months from the industry.

• Recommended for grant of renewal up to 31.07.2014 (with required fees) with BG of Rs. 3 Lakhs for providing APC and extension of BG of Rs. 5 Lakhs for O and M of PCS till 31.11.2014.

gross block. • Total CI Rs. 205.38 Cr. • Water consumption 355 CMD. IE - 240 CMD, DE- 5 CMD. • Provided septic tank and soak pit for treatment of DE. • CREP compliance is as follows,

Provided reboiler Provided 30 days HDPE lined storage tank. Provided 11 acre for composting our of which 5 acres is as per CREP norm

remaining 6 acre land is not as per CREP norm even after repeated follow up. • Industry has increased CI and submitted DP charges. • Industry has paid fees of Rs. 53,600/- • SRO recommend to grant consent up to 31.10.2013 and if approved and direction

may be issued to provide concreting of remaining area of compost yard. • As per sectoral approach this industry falls in month of August, we may grant C to

R up to 31.08.2013 or we may grant consent up to 31.08.2014 after obtaining fees of 10 months from industry and by imposing BG of 5 Lakhs towards O & M and 3 Lakhs towards completion of remaining compost yard of 6 acre if approved.

• Recommended to grant renewal of unit up to 31.08.2014 (after obtaining required fees if agreed) with BG of Rs. 5 Lakhs towards O and M of PCS and Rs. 2 Lakhs towards continuous compliance of CREP.

excess crushing and poor O and M. • As per sectoral approach and uniform validity sugar consent validity falls in month of

July, we may grant renewal 31.07.2013 or we may grant consent up to 31.07.2014 by acquiring requisite fees from industry and forfeiting BG towards excess crushing and poor O and M.

• Considering fact that industry has not submitted BG of Rs. 7.5 Lakhs as per previous consent condition (non compliance) and discharge of effluent observed outside factory giving rise to complaints and non availability of direction issued by the Board & its compliance as per non compliances observed by the CPCB on 23.11.2012 it is recommended to issue SCN for refusal of consent.

• Since ETP up-gradation is not done to accumulate additional quantity due to increase in production quantities and 1st C to O of Cogen unit not replied to queries raised by RO/SRO and not paid requisite fees as called by SRO and obtained increase in production than consented quantities complied with CREP conditions and not submitted Environmental Clearance for 1st C to O complied. It is recommend to issue SCN for Refusal if agreed please.

1. Applied for the renewal of the consent for 2500 TCD Sugar and 15 MW Co-generation unit, without change in production quantity.

2. Application received at HQ on 03.06.2013. 3. Previous consent was valid upto 30.04.2013. 4. C.I of the unit is Rs.233.24 Crs. (C.I is increased by Rs.11.43 Crs.) 5. Industrial effluent is 376 CMD and D.E is 100 CMD. 6. ETP of adequate capacity with secondary treatment is provided. 7. JVS analysis results dt.10.12.2012 and 28.02.2013 are submitted which are

exceeding. 8. Land available for the disposal of the treated effluent is about 100 acres which is

adequate. 9. CREP Compliance – Industry has provided 15 Days storage tank. 10. ESP is provided as an APC system, as per CREP Norms and stack is of height 71

mtrs. 11. Cess returns are submitted upto April 2013. Environmental Statement submitted for

period 2011-12. 12. Industry has submitted BG of Rs.10.0 Lakhs, valid upto 30.06.2013 towards

consented specific condition for compliance of ETP standards. 13. RO has recommended for grant of renewal of consent by imposing condition towards

proper O & M of ETP.

Industry is provided 30 days spentwash storage tank having capacity 60 MLD with 500 micron thick HDPE liner provided at site. The photographs enclosed.

4. You shall revamp/reconstruct the existing compost yard by 31st May-07, as per MPCB/CPCB guidelines, which inter-alia include HDPE liner (250 micron as per BIS specifications), leachate collection system, brick on edge, test well, fencing etc. The composting method shall be fully automatic, where auto spray of spent wash and it’s mixing shall be simultaneously carried out

The existing compost yard has been totally revamped by constructing a new 2.5 acres with 250 micron HDPE and RCC lining along with leachate management system as per CPCB norms. The photographs of the compost yard are enclosed.

You shall reduced the volume of spent wash/ Rectified spirit productions commensurate with the availability of pressmud (filler material) for composting, by upgrading the existing manufacturing technology as well as reducing the spentwash volume after bio-digester by adopting various techniques like- nano filtration, concentration, etc. This shall be achieved by Nov. 2007. As the existing 15

The industry has modified the distillery set up and upgraded. There under, the previous batch type plant is changed and now a continuous fermentation process plant is installed. Also the Reboiler installed for spentwash to reduce the volume. The photographs of the changes made in the fomenters are enclosed.



KLPD batch process plant is not viable, you should scrap the same and switch over to continuous process plant of higher capacity by 31st Dec. 2008.

6. You shall achieve zero discharge of effluent in surface water by Nov. 2007 by utilization of 100% spent wash in scientific manner

As the industry has changed the process batch to continuous type. The volume of spent wash generation will less. Industry also provided reboiler system to reduce the spentwash volume. Industry is provide RCC HDPE lining 30 days storage tank to store the spent wash and also provided RRC pacca compost yard 2.5 acres with leachet collection system. Industry has assured to achieve Zero discharge.

7. The Distillery operation shall remain closed during monsoon i:e from June 10th to September 10th every year.

Distillery is not in operation since 2008 and as per consent condition it will be closed from June 10th to September 10th every year.

8. You shall utilize the operation of bio-digester to its optimum capacity by 15th March 2007 so as to ensure the desired standard in respect of outlet BOD up to 5000 mg/l.

Industry has not provided Bio-Digester till date and will utilize the spent wash for Bio Composting. As company provided reboiler to reduce volume.

9. The industry should adopt latest technology such as evaporation, concentration, nano filtration, reverse osmosis etc. for reduction of spent wash volume.

As the industry has changed the process batch to continuous type. To reduce the volume of spent wash generation industry provided Reboiler system. Industry is provide RCC HDPE lining 30 days storage tank to store the spent wash and also provided concrete RRC pacca compost yard 2.5 acres with leachet collection system

10. You shall immediately stop Land application of spent wash.

As the distillery is not operation since 2008 and also provided RRC pacca compost yard for the Bio Composting.

11. In order to minimize the adverse effect on ground water in nearby area, practices such as rain water harvesting, fresh water injection etc. Should be adopted & proposal in this regard shall be submitted by March, 2007

Industry has not provided rain water harvesting, fresh water injection etc. techniques till date.

• Since industry has previous consent valid up to 31.12.2008 fees of Rs. 2,00,000 /- for

the years 2008-2012 is to be recovered from industry.



• SRO Kolhapur has reported vide email dt. 05.04.2013 that industry has paid additional fees of Rs. 2,00,000/- for previous years and Rs. 50,000/- to extend consent period up to 31.12.2014.

• As per Sectoral approach circular issued by the Board, dt. 30.03.2013 for consent processing practice, this industry is distillery which falls in month of August, we may issue consent to operate up to 31.08.2014 for uniform validity with balance consent fees for four months.

• Since reboiler is provided with continuous process, bio-digester is not required. • Considering above it is recommended to grant renewal of consent up to 31.08.2014

with BG of Rs. 2 Lakhs towards continuous compliance.

MEEP is mixed with solid fuel & fired into boiler.

4. As per RO Report ind has installed MEE with dryer & trials started.

5. Provided Multi cyclone dust collector followed by Venturi scrubber as an APC to rice

husk fired boiler..
