In view of the hardships faced by CGHS beneficiaries undergoing treatment for cancer and, pending a final decision on the application for empanelment in respect of the following hospitals, to be continued upto 31st December, 2008, for the facilities/procedures for which they were empanelled under the CGHS during 2001:-

CEILING RATES FOR INTRA-OCULAR LENSES

It has decided to revise the rates for IOL, as followed by the All India Institute of Medical Sciences, and to circulate the guidelines to be followed for various types of IOL for reimbursement to beneficiaries under CGHS / CS (MA) Rules, 1944, with regard to the purchase of IOL:

Hydrophobic Foldable IOL ……… Rs. 5,000/-Silicon Foldable IOL ……… Rs. 3,600/-Hydrophilic Acrylic Lens ……… Rs. 5,800/-PMMA IOL ……… Rs. 490/-

2. The ceiling rates, mentioned above for the different types of IOL implants to be used will be as per actual expenditure or the rates mentioned, whichever is less, and will be reimbursable in addition to the package rates for cataract surgery procedure.

3. The reimbursement at the above mentioned ceiling rates will be done as per the rates fixed for the various IOL mentioned above and the IOL actually used in the surgery. It is mandatory for the operating surgeon of all private empanelled hospitals / CGHS and CS (MA) beneficiaries to attach the empty IOL sticker, bearing the signature and stamp of the operating surgeon on it, alongwith the bill in support of the type of IOL used, containing its’ batch number. In the event of the private empanelled hospital not giving the batch number and / or empty IOL sticker then the beneficiary will be required to obtained the same from the hospital before the CGHS / concerned Department / Ministry finally settles the claim for reimbursement.

INTERIM ARRANGEMENT FOR MUMBAI AND THIRUVANANTHAPURAM

It has been brought to the notice of the Ministry of Health & Family Welfare that hospitals and diagnostic centres empanelled under CGHS, Mumbai and Thiruvananthapuram have been showing lack of interest in continuing with CGHS due to their perceived grievance of high amount of performance bank guarantee and the rates that were being offered. This has resulted in the ailing CGHS beneficiaries not being able to get treatment in private hospitals and diagnostic centres.

The matter has been examined in the Ministry of Health & Family Welfare and, as an interim arrangement, it has been decided that CGHS beneficiaries in Mumbai and Thiruvananthapuram may be allowed to get their treatment / tests, etc., in any private hospital / diagnostic centre in their respective cities and claim reimbursement from their respective Departments / Ministries / CGHS, as the case may be, subject to the condition that the reimbursement would be limited to the CGHS rates that have been fixed for the city. There will be no change in the procedure for claiming of reimbursement of expenses.

The hospitals, not being in the list empanelled hospitals under the CGHS, may not provide treatment under CGHS package rates for the city and may charge their own prevailing rates. The hospitals will also not be extending credit facilities to pensioner CGHS beneficiaries. Hence the beneficiaries may have to spend for their treatment from their own resources and claim reimbursement from their respective Ministries / Departments / CGHS. Before they proceed to get treatment in a hospital, the beneficiaries are requested to get the permission from the concerned authorities.

INTERIM ARRANGEMENT FOR MUMBAI AND THIRUVANANTHAPURAM

It has been brought to the notice of the Ministry of Health & Family Welfare that hospitals and diagnostic centres empanelled under CGHS, Mumbai and Thiruvananthapuram have been showing lack of interest in continuing with CGHS due to their perceived grievance of high amount of performance bank guarantee and the rates that were being offered. This has resulted in the ailing CGHS beneficiaries not being able to get treatment in private hospitals and diagnostic centres.

The matter has been examined in the Ministry of Health & Family Welfare and, as an interim arrangement, it has been decided that CGHS beneficiaries in Mumbai and Thiruvananthapuram may be allowed to get their treatment / tests, etc., in any private hospital / diagnostic centre in their respective cities and claim reimbursement from their respective Departments / Ministries / CGHS, as the case may be, subject to the condition that the reimbursement would be limited to the CGHS rates that have been fixed for the city. There will be no change in the procedure for claiming of reimbursement of expenses.

The hospitals, not being in the list empanelled hospitals under the CGHS, may not provide treatment under CGHS package rates for the city and may charge their own prevailing rates. The hospitals will also not be extending credit facilities to pensioner CGHS beneficiaries. Hence the beneficiaries may have to spend for their treatment from their own resources and claim reimbursement from their respective Ministries / Departments / CGHS. Before they proceed to get treatment in a hospital, the beneficiaries are requested to get the permission from the concerned authorities.
