LIST OF ASSOCIATIONS IN WASHINGTON DC AREA FOCUS ON IMPROVING TEACHING AND LEARNING IN ELEMENTARY & SECONDARY SCHOOLS American Association for the Advancement of Science (AAAS) CS3 has interacted with this organization, formed to advance science research and science education, for many years. AAAS has conducted professional development activities and published numerous articles and books for CS3 members and others that stress the importance of science teaching and learning. American Association for Physics Teachers (AAPT) is a long-standing organization focused on promoting the importance of physics and physics education. It has conducted numerous professional development activities and developed numerous publications for CS3 members and others dealing with physics and physics education. AAPT was important in giving direction to programs for physics education during NSF funded activities in the 1960s and 1970s.

American Geologic Institute (AGI) is a long-standing organization devoted to promoting the importance of earth science and earth science education. It has conducted numerous professional development activities and developed numerous publications for CS3 members and others dealing with earth science and earth science education. AGI was very instrumental in getting earth science into the school program through the important effort with the Earth Science Curriculum Project (ESCP) in early 1970s. AGI has been represented on various committees of the CS3/NASA NLIST Initiative.

Mid-Continent Regional Educational Laboratory (MCREL) is the educational laboratory the support the states in the middle of the country. McCEL and CSSS collaborated in the development of the

publication EdThoughts – What We Know About Teaching and Learning Science. McREL is the site for one of the Eisenhower Regional Centers. http://www.mcrel.orgNational Assessment of Educational Progress (NAEP), also known as "the Nation's Report Card," is the only nationally representative and continuing assessment of what America's students know and can do in various subject areas. Since 1969, assessments have been conducted periodically in reading, mathematics, science, writing, U.S. history, civics, geography, and the arts. Under the current structure, the Commissioner of Education Statistics, who heads the National Center for Education Statistics in the U.S. Department of Education, is responsible by law for carrying out the NAEP project. The National Assessment Governing Board, appointed by the Secretary of Education but independent of the department, sets policy for NAEP and is responsible for developing the framework and test specifications that serve as the blueprint for the assessments. CSSS has three members or past members currently serving on the NAEP Science advisory board. In the Past NAEP has brought the Council to a meeting in Washington DC to review the items on the NAEP and gain insight into the nature of the assessment.

National Association of Geology Teachers (NAGT) is a long-standing organization devoted to promoting the importance of earth science and earth science education. It has conducted numerous professional development activities and developed numerous publications for CS3 members and others dealing with earth science and earth science education. A small organization devoted to getting greater emphasis on earth science education in elementary and secondary schools.

National Science Teachers Association (NSTA) is a long-standing umbrella association for all of the disciplines of science education. It has been extremely devoted and effective in promoting science education in elementary and secondary schools. It has conducted numerous professional development activities and developed numerous publications for CS3 members and others dealing with the importance of all areas of science and its inclusion in school programs. NSTA has been represented on a number of committees for the CS3/NASA NLIST Initiative. CS3 is an affiliate member of NSTA.

National Association for Research in Science Teaching (NARST) is a long-standing organization focusing on improving elementary and secondary science education through its members conducting and reporting on science education research. Members of CS3 have been and are members of NARST and very active in this organization.

National Science Education Leadership Association NSELA) is an organization devoted to improving teaching and learning in all aspects of science education. NSELA membership is comprised mainly of district level science supervisors but many members of CS3 are active members of this organization. NSELA is a very key partner of CS3 in efforts to improve teaching and learning in science education. NSELA has been represented on various committees of the CS3/NASA NLIST Initiative.

Science Education for Students with Disabilities (SESD) is an organization affiliated with NSTA and exists to promote and advance the teaching of science and the development of curricula and instructional materials for students at all levels, with any manners of disability in the learning process. WestEd Regional Education Laboratory is the educational laboratory the support the states in the west. They have expertise in Assessment and Evaluation. WestEd is the site of on e of the Eisenhower Regional Centers.

General Duties: The general duties of our council members may include developing science curriculum and assessments, providing information on state and national standards, educational reform efforts, science safety issues, new technologies, selecting science educational materials, working with science certification issues, and administering science programs or grants.

Members Who Can Help You:Click on the Board Page. Your Board members have a deep desire for you to feel a part of CSSS and for you to succeed at your job. The Board wants CSSS to be a friendly and productive organization. Send them e-mail and ask them questions.

Click on the Members Page. Find the members in the states that surround your state. Get to know them by clicking on their names and introduce yourself. Ask some dumb questions and you will find them to be most helpful.

Common Problems:"No one listens to you" is a common complaint. Your importance rises exponentially as you move in any direction away from your own state. But in your state your boss never listens to you.This is why it is important to network within your state. If you can not get something done, sometimes you can get others to accomplish what you can not.If they are thinking about making you a generalist, get on the network or phone and find out in what states this has not worked. Sometimes you can build a case why your department should not take this approach. Sometimes you just have to weather this bit of insanity. It usually only last a year.

Guidelines to Survive:1. Make time for a home and/or social life. You will be much more effective at work.2. Be seen by upper management in your state agency.3. Try to always have a smile for everyone from the Chief down to the maintenance workers.

Especially when you hear the word "reorganization."4. If you are fortunate to have a good secretary, treat him or her like they are worth their weight

in gold. 5. Be armed with roller skates and flak jackets to handle frequently hostile crowds. If you let

the hostile ones know that you care, in most cases it will defuse the anger.6. Let everyone at your agency think you are brilliant - never admit that you are just a regular

person. They expect you to be brilliant if you are in science. 7. Try to help everyone who asks something of you somehow, no matter how stupid the request.

It is amazing how many of those people you talk to over the phone end up running into you somewhere. And THEY remember.

8. Know the best meeting places all over the state. It is amazing what a social lubricant a good meal and a nice room is, and it is as equally amazing how when a group of people expecting dessert don't get it, how mean they can be.

9. Talk to and be nice to all the secretaries. They know what is really going on all through the department. Better than list serves or memos to get the big political picture.

10. Look good by being able to write lots of stuff to fill up space that conveys intelligence of you the writer.

11. If you get other assigned duties, just remember that they only watch you for a little while, and that you can devoted more time to science than you have been assigned.

12. Stay in touch with schools. Watch yourself. You can get caught up in the day-to-day work of state government and neglect science education in the classrooms. Always remember that classroom teachers and principals are doing the real work and need your support and sometimes guidance.

13. Keep or develop a sense of humor when working in state government (read Dilbert).14. Find time to teach; you'll be more credible with teachers.15. Hold on to and sharpen your sense of humor, it will get you out of a lot of tight spots.

The Presidential Award Program

An overview:The Presidential Awards for Excellence in Mathematics and Science Teaching

(PAEMST) Program was established in 1983 by The White House and is sponsored by the National Science Foundation (NSF). The program identifies outstanding mathematics and science teachers, kindergarten through 12th grade, in each state and the four U.S. jurisdictions. These teachers will serve as models for their colleagues and will be leaders in the improvement of science and mathematics education. Beginning in 2003, the competition will alternate each year between teachers of grades 7-12 and teachers of grades K-6. In 2003, teachers of grades 7-12 mathematics and science in each state and the four U.S. jurisdictions will be eligible to apply. Teachers of grades K-6 will be eligible for the Presidential Awards in 2004.

Strategies to encourage teachers to apply:

Two things are important to remember:

1. The PA is the premier award our nation confers on outstanding teachers of science or mathematics. It is well worth the time it takes for you to identify suitable candidates and encourage them through the application process.

2. Teachers already have a lot on their plates and by nature are do not like to draw attention to themselves. So it will take a lot of encouragement on your part to get teachers to apply. Your office has respect within your state, a phone call or personal note from you will mean a lot to a nominee.

CSSS Connection to PAEMST

1. Many of the CSSS members are former Awardees. 2. NSF needed to reach schools and teachers. CSSS is well situated to accomplish this

task.3. CSSS has a subcontract with NSF to administer the PAEMST program. Our

responsibilities include the distribution of funds to the states, conducting the annual PAEMST training conference, and promoting the program in all states. The indirect cost generated from this program fund many of the ongoing activities.

CSSS encourages the member to be your State’s PAEMST Coordinator.

The National Science Foundation (NSF) administers the Presidential Awards Program for Excellence in Science and Mathematics Teaching (PAESMT) program for the White House which began the program in 1983 to improve teaching in mathematics and the sciences. The PAESMT program is operated under contract from NSF which subcontracts with both the Council of State Science Supervisors (see below) and the Association of State Supervisors of Mathematics (ASSM), Bill Geppert

Each year six state-level Awardees are chosen by the statewide selection committees composed of elementary and secondary teachers, administrators, supervisors, and college or university mathematics and science educators. These committees were directed by State Program Chairs who follow the guidelines below:

STATE PROGRAM CHAIR GUIDELINESEach state chair should work with their Selection Committee to:1. Ensure that the state level selection committee has a revolving membership and is always

open to those who have not served previously.2. Keep an accurate record of factual data on committee members such as organizational

representation, number of times served, dates served, discipline, specialties, etc.3. Ensure that both content and pedagogical expertise are represented on the Selection

Committee at the K-6 panel for elementary, as well as for the secondary 7-12 panel.Ensure that applications that do not meet the published criteria (whether for failing to follow the guidelines to the letter, false science content, or other appropriate reasons are rejected and not sent to the National Selection Committee).

The state chair will keep records on the applications from underrepresented groups to:4. Ensure that active recruitment of potential nominees, especially those of underrepresented

groups, is undertaken.5. Keep an accurate record of special means or procedures used to reach the underrepresented

population of teachers.6. Ensure that recognition of both the state level and the national awardees is undertaken in

each state or jurisdiction.7. Keep an accurate record of award activities held for awardees (along with any support

materials, news releases, brochures, etc.) any organizations or institutions involved with the award recognition.
