My Lion and Leo Family,

Welcome to the 101st Lions Clubs International Convention in the entertainment capital of the world, Las Vegas! This special event is more than a tribute to our association. It is a celebration of the Power of We – a celebration of every Lion and Leo who has made an impact in their community. It is a recognition of all we have achieved together.

The spirit of We Serve has been on display throughout the year, thanks to the power of your action. In the final year of our Centennial Celebration, we have brought incredible kindness to the world through our generosity and service. We are uniting to take on new global causes so we can continue to confront the fundamental issues facing humanity. That’s what we have done for more than 100 years. That’s what makes us Lions.

As we join together here at convention, let us reflect on our accomplishments, renew our commitment to service, and refocus our vision on our next great century of service. We are here at the start of a new era of service. Let’s make history together.

Greetings to all Lions and friends: As Mayor, I am pleased to welcome you to America’s most dynamic, entertaining, and intriguing city! You could not have chosen a better locale to hold your convention. I am convinced that once you get a taste of what the city has to offer, you will never want to leave. Las Vegas continues to capture the world's imagination as the city where anything is possible. With world-class hotels, award-winning restaurants, luxurious spas, fantastic shopping, the finest golf courses, and spectacular entertainment, Las Vegas remains one of the most electrifying destinations in the world. At its heart Las Vegas is all about making sure residents and visitors are well taken care of, treated courteously, and shown a great time. Beyond the neon of the fabulous Strip and the Fremont Street Experience, there is another Las Vegas--one in which we are building a world-class city featuring the best in arts, culture, sporting opportunities, and quality medical care. The city also offers beautiful weather and outdoor activities, from top class golfing to opportunities for world-class hiking and rock climbing at the Red Rock Canyon National Conservation Area, to skiing at Mount Charleston, and a visit to the awe-inspiring Hoover Dam at the Lake Mead National Recreation Area. If history is more your speed, you are in luck because The National Museum of Organized Crime and Law Enforcement and the Neon Museum are two of the most interesting and unique experiences in the country. I look forward to your Parade of Nations and hope you enjoy your plenary sessions, International Show, seminars, exhibits and other convention events. I am particularly grateful for the service activities you will perform in conjunction with your convention. Our city will certainly benefit from your generosity. SATURDAY NIGHT STRIDES DANCE FOR DIABETES AWARENESSJUNE 3020:30-22:30MGM Conference Center – Room 118-124Join Lion and Leo friends from around the world, and dance the night away to heighten awareness of diabetes and its complications. The dance is free and features international music, fun glow props and a cash bar. Strides events are designed to promote regular, healthy exercise for all ages and highlight a nonmedical option for diabetes service engagement or fundraising.

GENERATION CONVERSATIONS CHALLENGEJUNE 30-JULY 2SERVICE JOURNEY EXPERIENCE Share your Lion experience across generations. To highlight how Leos and Lions can be partners in service, Leos are challenged to have conversations with Lions during convention. Lions can participate by wearing yellow bracelets from the Service Journey Experience. Throughout the weekend, when Leos speak to Lions, they will collect a yellow bracelet. The Leo that collects the most yellow bracelets will be recognized on Monday at the Service Journey Stage. Visit the exhibit for more details.

Bracelets will be passed out at the Service Journey Experience from Saturday-Monday.

SERVICE JOURNEY EXPERIENCEMGM Marquee BallroomThis special, interactive exhibit spotlights our five global causes, which include diabetes, the environment, vision, hunger relief and childhood cancer. Discover new resources and opportunities designed to elevate service engagement and enhance our global impact. Wellness screenings will be held in the exhibit on Friday from 10:00-17:00, and on Sunday and Monday from 13:00-17:00.

The Service Journey Stage inside this exhibit features presentations spotlighting our five causes. Check your daily schedule for details.

Items will be donated to Las Vegas youth organizations to encourage and support healthy lifestyles. The collection bin is inside the Exhibit Hall, and we're collecting NEW items only.

IMPORTANT SECURITY INFORMATIONMGM GRAND GARDEN ARENA SECURITY REQUIREMENTSINTERNATIONAL SHOW AND CONVENTION PLENARY SESSIONSTo ensure the safety of all attendees at the MGM Grand Garden Arena, the following procedures are in effect:

• You may ONLY carry items into the Grand Garden Arena that will fit in the clear, plastic LCICon convention tote bag.

Additional purses, backpacks, luggage, briefcases, laptop bags, seat cushions, etc. are prohibited, and you will NOT be allowed to enter the arena with these items. If you bring them to the arena, MGM security will direct you to the hotel’s bell captain in the main lobby to store your items.

• You must wear your convention badge for admittance and carry a photo ID.

SPECIAL NOTESECOND PLENARY SESSION – MONDAY, JULY 2Arena Doors Open at 07:15Doors Close at 09:15Doors Reopen at 11:00The second plenary session features former U.S. President George W. Bush. On this day, in addition to the above information, MGM security requires:

• All attendees must pass through a metal detector in order to enter the arena. Doors to the arena will open at 07:15 to accommodate the scan. The MGM will have designated security to assist attendees with disabilities and/or medical devices. You should consider not wearing pins on this day to expedite the scanning time.

• Personal photography and/or recordings are prohibited while President Bush is on stage.

• Doors close at 09:15. No one will be able to enter once the doors

are closed.

• You must be seated by 09:30. If you leave the arena while President Bush is

speaking, you will not be allowed to re-enter until this portion of the program has concluded at 11:00.

The MGM Grand operates a rigorous security protocol, and enhanced security is in place throughout the venue. Your cooperation with these procedures is appreciated.

MGM Grand Garden Arena FoyerYour convention badge must be worn for admittance into the Exhibit Hall, international show, plenary sessions and more. LCI has partnered with a new registration vendor, and your badge now contains “chip” technology that will be scanned at select events. If you forget or lose your badge, bring your LCI Official Registration Confirmation letter, and scan it to receive a replacement badge. Staff will be there to assist. If a replacement badge is issued, your old badge is voided and cannot be reused.

SHUTTLE BUS INFORMATION All registered attendees can enjoy our convenient convention shuttle bus service that operates between LCI hotels and the MGM Grand Hotel for all official LCI events. Shuttle bus schedules are posted at all official hotels and at the MGM Grand Hotel.

CONVENTION SERVICE PROJECTSThroughout convention week, Lions and Leos will participate in service projects at the MGM Grand and around Las Vegas that are aligned with our global causes. Thank you to all who registered! Please refer to the email you received in early June for details on transportation and check-in instructions. T-shirts will be provided during the check-in process on the day of your project.

For any questions or to inquire about on-site registration for service projects, please visit the check-in location for each project listed below or email [email protected]. All projects require a US$25 registration fee that includes transportation, commemorative t-shirt and light refreshments.

All Lions units must register by Friday, June 29 to participate in the parade. Contest winners may collect their prizes beginning on Sunday, July 1 at the Finance Office located in the LCI Headquarters Booth inside the MGM Marquee Ballroom.

REMINDER – HEAT ADVISORYLas Vegas’ desert climate results in daytime temperatures that can exceed 100 degrees Fahrenheit/37.8 Celsius.

To mitigate the effects of the heat, the following steps have been taken:

1. The time for the parade has been moved to an earlier start time of 08:30.

2. The overall length of the parade has been shortened to 0.6 mile (1 kilometer).

3. Water misting stations will be set up along the parade route.

4. Drinking water will be readily available to all parade participants.

The International Parade is one of the highlights of our conventions. Although all Lions are encouraged to participate, taking part in the parade is and always has been voluntary.

Please review these tips and safety precautions to ensure a fun and safe parade day:

• DRINK more fluids before, during and after the parade (complimentary water provided by LCI).

• WEAR lightweight, light-colored clothing to reflect heat and sunlight.

• WEAR a hat/visor, sunglasses and sunscreen.• CONSUME small meals.• USE a fan and wet towels.• Consider USING a sun umbrella or parasol.

SECOND PLENARY SESSIONFormer U.S. President George W. BushForty-third president of the United States and founder of the George W. Bush Presidential Center, George W. Bush was sworn into office on January 20, 2001, and served as commander in chief for two consecutive terms. Before his presidency, he served for six years as governor of the State of Texas.

The Humanitarian Award is the highest honor bestowed to a non-Lion, and will be announced. This year’s recipient is Dr. Prathap C. Reddy, founder and chairman of Apollo Hospitals. There will also be an exciting announcement from Lions Clubs International Foundation leaders about how they will continue to empower Lions service through Campaign 100.

SPECIAL NOTESecond Plenary Session – Monday, July 2Arena Doors Open at 07:30The second plenary session features former U.S. President George W. Bush. On this day, in addition to the above information, MGM security requires:

• All attendees must pass through a metal detector in order to enter the arena.

Doors to the arena will open at 07:30 to accommodate the scan. The MGM will have designated security to assist attendees with disabilities and/or medical devices. You should consider not wearing pins on this day to expedite the scanning time.

• Personal photography and/or recordings are prohibited while President Bush is on stage.

• You must be seated by 09:15. If you leave the arena while President Bush is

speaking, you will not be allowed to re-enter until this portion of the program has concluded at 11:00.

RULES OF PROCEDURE

Lions Clubs International ConventionLas Vegas, Illinois USAJune 29-July 3, 2018

1. The official program, a copy of which has been provided to each registered attendee, shall be the order of business of this convention. Except for registration and voting hours – which may not be changed – deviations therefrom shall be made only by consent of three-fourths (3/4) of the certified delegates assembled at any session at which a quorum is present. A majority of those certified delegates present in person at any session shall constitute a quorum.

2. Except as otherwise provided in the association constitution and by-laws or these rules, Robert’s Rules of Order, Newly Revised shall govern all questions of order and procedure.

3. No item of business (other than items specifically scheduled in the official program and these Rules of Procedure; items which shall originate within the Resolutions Committee and have the approval of the International Board of Directors) may be submitted to the convention unless the same shall have been adopted by a single or multiple district convention and shall have reached the international office no less than thirty (30) days prior to the convening day of this convention for transmittal to and consideration of the Resolutions Committee and the International Board of Directors and as required by the International Constitution and By-Laws. The Resolutions Committee shall report to the convention for action such resolutions as the committee and the board of directors deem advisable, with recommendations noted thereon.

4. Each speaker discussing any subject before the convention shall be limited to five (5) minutes, but permission to continue for an additional five (5) minutes may be granted by a majority vote of the delegates present at the session. The limitation referred to shall not apply to the addresses or reports provided for in the official program.

5. Presentations from the home districts of the outgoing and incoming international president may be made on the convention platform during the closing session.

6. The vote on any proposed amendment to the International Constitution and By-Laws shall be by printed ballot under the same rules as provided hereinabove for election of officers. Voting on all questions other than election of association officers and amendments to the International Constitution and By-Laws shall be by such method as the presiding officer of the convention shall deem proper, unless the assembled delegates shall otherwise provide.

7. The current number of voting delegates, listed by state and country, shall be made available to convention attendees.

8. No candidate for international office may withdraw from the contest after the Nominating Committee meeting.

9. General Campaign Activities

a) Official display board will be provided for the placing of campaign posters in a designated area in the Convention Services Center. Distribution of campaign material is permitted in the designated area of the Convention Services Center and outside the Plenary Sessions. Placement or distribution of campaign material in any other area or in meetings, seminars or offices is strictly prohibited and any such material will be confiscated.

b) Campaign activities and placing of posters and materials may be permitted in hotels ONLY with the written permission and by the direction of hotel management, with a copy provided to the Convention Operations Office.

c) No campaign posters or materials may be placed in or around official Lions functions.

d) No campaign posters or materials may be placed in or around the official Lions Clubs International properties such as offices, shuttle buses, etc.

e) No campaign posters or materials may be placed, posted, or erected in any outdoor location without the written permission of the city and in accordance with regulations established by it with a copy provided to the Convention Operations Office.

f) Removal and cleanup of all posters and campaign materials must be made by each candidate immediately following the final convention session. Candidates will be responsible for any costs incurred due to damage to property or failure to adhere to established rules.

10. No bands or propaganda or election material shall be permitted in or near the area where the voting takes place. Lions Clubs International employees may be assigned as floor supervisors to assist the Elections Committee in instructing delegates on how to mark ballots, directing them to the ballot boxes and guiding them to the exit area. Staff from the Information Technology Division and the Legal Division may assist the Elections Committee in managing the election.

Reports & Demonstrations

The registration and certification of delegates and election of officers and directors called for in the International Constitution and By-Laws shall be as follows:

1) At the Business Session on Saturday, June 30, 2018, the convention will hear the report of the Nominating Committee, which report shall provide for nominations to be placed for International Director.

2) At the Opening Plenary Session on Sunday, July 1, 2018 the convention will hear the report of the Nominating Committee, which report shall provide for nominations to be placed in the following order: (1) For first vice president; (2) for president; (3) for second vice president (4) for third vice president.

3) Each candidate nominated for the office of international director shall be entitled to speak at the Business Session (personally, or through another, or both) to the delegates for no more than two (2) minutes.

4) Each candidate nominated for the office of third vice president shall be entitled to speak to the delegates and conduct demonstrations at the Opening Plenary Session (personally, or through another, or both) for no more than eight (8) minutes.

5) At the conclusion of the Business Session, nominees may make themselves available in a designated area for a period of thirty (30) minutes to meet and talk with interested delegates.

6) Demonstrations on the floor shall be permitted only at the Opening Plenary Session for third vice president nominees. No demonstration may continue beyond a period of ten (10) minutes per candidate, with a total combined time of demonstrations to be no longer than thirty (30) minutes.

7) When the Nominating Committee has completed presentation of its report, the presiding officer shall declare the nominations closed. No nominations may be made from the floor. The names of all candidates so nominated shall be printed on the official ballots of the convention in the order and form as determined by the Nominating Committee.

Registration and Elections

1) The hours for registration shall be as listed in the official program.

2) No certification and voting may occur on Friday, June 29 and Saturday, June 30, 2018.

3) No club delegate shall be certified as a convention delegate, and no club alternate delegate shall be transferred to a voting delegate, unless and until he/she has registered, paid the full specified registration fee and completed the registration and certification procedure. Only certified delegates may vote on convention issues and for nominees for offices to be filled.

4) All delegates seeking certification and alternate delegates seeking to transfer to delegates must present to elections staff the Printed Delegate Confirmation or the delegate’s Club Delegate forms (original or copy) signed by the club president or secretary or other duly authorized officer of their respective clubs. If other club officers are authorized to sign Club Delegate forms, a letter naming each such officer and indicating the office held and signed by the club president and secretary must be on file at the international office or be presented to elections staff.

5) All Club Delegate forms must be signed by the delegate or alternate delegate.

6) Delegate Elections Process:

If the club wishes to replace a delegate whose name has already been submitted to the international office, such requests should be received in the international office one month preceding the convention. Otherwise, please refer to Section 7 for replacement of delegate. Delegate Certification:

a) Delegates must register in order to be certified. Alternate delegates must register in order to transfer to voting delegates; however alternate delegates will be certified as delegates at the time of transfer.

b) Delegates, following registration, will be directed to report to the elections area.

1) Elections staff will be Lions Clubs International staff members and/or clerical personnel who will be supervised by the Credentials Committee.

2) The Credentials Committee, under the direction of its chairperson and vice chairperson, shall meet with all credentials personnel at a designated time and place, sufficiently prior to the opening of the credential certification stations, to be trained by headquarters staff in all phases of the procedures as they relate both to certification of credentials and to the voting process to the point at which the delegate receives the blank ballot.

c) Delegate must present positive identification and convention name badge to the elections staff. Identification must be a government issued photo ID or other positive identification acceptable to the Credentials Committee.

d) Delegate will surrender the printed Delegate Confirmation page or show us an electronic copy of the Delegate Confirmation form. Elections staff will check delegate’s name in the elections system (prepared by the staff from names submitted by each club by May 1) and verify delegate’s name. If name is not already in the elections system, the delegate must present a completed Club Delegate form signed by the duly authorized officer of such club. If the delegate has no confirmation page or signed Club Delegate form, the delegate must bring an authorized officer to sign. An authorized officer can be a club officer or, if no such club officer is present, an authorized district officer of the district in which such club is located. Per board policy, no blank credential certification forms will be handed out during convention. Elections staff will enter reporting delegate’s name in the elections system to indicate he/she has been certified.

e) Elections staff shall give the certified delegate a ballot to be completed in the voting area immediately after the certification.

f) Credentials Committee: The Credentials Committee shall act in an advisory and supervisory capacity only and shall rule on any questionable matters relating to an individual Lion’s eligibility to be certified, which shall require a majority agreement of the committee. No member of the committee shall physically certify or validate an individual delegate’s credentials. No delegate may be certified unless he/she meets all requirements for certification and positively no deviation from the established procedures, under any circumstances, shall be made.

g) In case of equipment or power failure or other significant event, the members of the Credentials Committee in consultation with the Constitution and By-Laws Committee of the International Board of Directors may, by the decision of a majority of its members, implement an emergency process to facilitate the certification process. Such process shall be consistent in principle with these rules and preserve the integrity of the certification process.

7) Replacement of delegates prior to the close of registration and elections:

a) To replace a delegate, the alternate delegate must bring a duly authorized officer, with them to the elections area. An authorized officer can be a club officer or, if no such club officer is present, an authorized district officer of the district in which such club is located. Per board policy, no blank Club Delegate forms will be handed out during convention. The duly authorized officer will be required to sign for the transfer of alternate to delegate to take place.

b) The club officer’s intention takes the precedence in case both the club and district officers are signing for different delegates.

8) Interpreters shall be furnished in the area of registration, certification of credentials and voting up to time delegates are handed their ballots, to assist those delegates who do not speak English.

Voting

1) In case of equipment or power failure or other significant event, the members of the Credentials Committee and the Elections Committee chairperson and vice chairperson in consultation with the Constitution and By-Laws Committee of the International Board of Directors may, by the decision of a majority of its members, implement an emergency process to facilitate the elections process. That shall be consistent in principle with these rules and preserve the integrity of the voting process.

2) Voting and certification will be held as follows:

a) Between 13:00 and 17:00 on Sunday, July 1, 2018 b) Between 9:30 and 17:00 on Monday, July 2, 2018 c) Between 07:30 and 10:30 on Tuesday, July 3, 2018

3) The voting area is located right behind the certification area. Delegates will use the area to cast their votes.

4) Ballot instruction sheets shall be made available in all the Lions Clubs International-approved languages to delegates who do not speak English.

5) A ballot will be handed to the delegate. He/she will then move to the voting area to cast his/her vote.

a) Any ballot containing votes for more or less than the specified number of offices to be filled in any section shall be declared invalid as to

that particular section. When the delegate has completed voting, he/she shall place the ballot in a secured “voted ballot” container. In the event a delegate spoils his/her ballot, he/she may return the ballot to obtain a new ballot from the spoiled ballot booth. All spoiled ballots should be maintained.

b) No delegate shall remain in the voting area longer than is reasonably necessary to cast his/her ballot.

c) Voting Process: The Elections Committee will oversee the voting, count ballots, conduct a thorough audit and prepare and present specified reports of the election results. The chairperson of the Elections Committee shall call a meeting of his/her entire committee at a time and place sufficiently prior to opening of voting to provide adequate instruction in the procedures to be followed.

d) The ballots for amendments to the International Constitution and By-Laws shall be printed in all official languages of the association.

e) Only the Elections Committee will have access to the secured “voted ballots.”

f) The Elections Committee will have complete control and responsibility for ballots, which have been voted.

g) The Elections Committee may commence the counting of the ballots at such time as the chairperson of the Elections Committee shall direct. Periodically during the conduct of the election, at the direction and under the supervision of designated Elections Committee, personnel ballots shall be processed. At the conclusion of the voting, all ballots, which have been so processed, together with all spoiled ballots, shall be turned over to the appropriate Elections Committee personnel. The Elections Committee shall audit the ballot count as many times as it deems necessary to assure an accurate count and report.

h) The Elections Committee chairperson shall designate one member of the committee selected by each candidate for an executive officer position, to serve as observers and together with the chairperson, shall constitute a Judging Committee (within the Elections Committee) to rule as to the legality of all questionable votes. All other members of the committee shall perform such duties as are assigned to them by the chairperson and/or vice chairperson; provided, however, that one member selected by each director candidate as designated by the

chairperson of the committee, may also observe any phase of the counting procedure at any time. It shall be the duty of those persons making the selections for appointment to this committee to make sure that all such appointees accept their appointments and appear for duty promptly as directed, and such appointees not so reporting for duty may be replaced by the chairperson on as equitable a basis as practicable from the seven (7) geographical areas of Lions International.

i) The Elections Committee will keep complete and accurate records of votes cast. All ballots must be retained, both valid and invalid.

j) No members of the Elections Committee shall be permitted to leave the counting and tabulating area until all counting has been completed, except upon permission of the chairperson or vice chairperson.

k) The Elections Committee will prepare and present a report of the results of the elections at the final convention session for adoption by the delegates. Such reports shall conform to requirements of the International Constitution and By-Laws.

l) The Elections Committee shall submit the completed reports to the international office along with all records of the election.
