1 Background

1.1 INTRODUCTION

Cosmopolitan Projects Johannesburg (Pty) Ltd approached WSP SA Civil and Structural Engineers (Pty) Ltd. (WSP) expressing their intent to evaluate a site for new filling station and an investigation was launched into the possibility of opening and operating such facility at the intersection of the R114 and R512 roads, north of the newly developed Cosmo City Township, in Johannesburg, Gauteng Province.

The evaluation will be for a full filling station facility with canopy covered forecourt, four pump islands selling petrol and diesel fuels and a full convenience store on a site that has enough space to accommodate such development.

The purpose of the study is to determine if the proposed site is feasible for the development and operation of such filling station.

1.2 STUDY AREA

The target site lies to the south-west of the intersection of the R114 and R512 roads in the Gauteng. The site will be located within the City of Johannesburg, but on the boundary of Mogale City too.

The dual-carriageway R512 road is one of the major north-south arterial routes leaving the northern suburbs of Johannesburg and giving access to the N14 freeway and the areas around the Lanseria airport. The Lanseria airport is one of the fasted growing airports in the country with various new developments under construction near the airport. The R114 is a single-carriageway suburban road crossing the target area in an east-west direction between the Muldersdrift Agricultural Holdings in the west and Diepsloot in the east.

The area surrounding the target site is one of open undeveloped countryside, which is being proclaimed into new townships, many of which have already been developed south of the proposed site. Cosmo City is one such built up area, its main entrance off the R512 lying only 2,8 kms south of the proposed site. The proposed site will be the most convenient site encountered by traffic travelling north from this area.

There are currently five existing filling stations in the target area and the study will focus on the impact that the proposed facility will have on these, together with its feasibility.

The proposed site is indicated in a locality map in Figure 1. A photograph of the property is shown in Photo 1.

Photo 2 shows the intersection of the R512 and the R1114 roads.

1.3 TRAFFIC GROWTH WITHIN STUDY AREA

Traffic growth patterns were analysed and calculated for this report. Traffic growth rates are expected to have slowed down due to the current economic recession but obtaining accurate growth rates as a result of this global phenomenon would require a study on its own.

WSP has conducted numerous studies in the Gauteng and surrounding areas in previous years and traffic data from previous studies was compared. Bearing in mind that there is ample vacant ground around the target site for future growth and that new growth is taking place in this direction, the following traffic growth rates are conservatively assumed:

3,5% per annum is assumed for the first five operational years (2012 – 2016); and

1.5% per annum is assumed for the following five operational years (2017 – 2021);

2 Estimated Sales of Proposed Site

The following empiric formula is used by the fuel industry to calculate the expected average litres of fuel to be sold in a month:

Litres per month (L) = [Vehicles per day passing the site (ADT)] x

[Average fill per vehicle ( )] x

[Percentage vehicles of pass-by traffic turning into the site (p)] x

[Average full normal trading days in a month (d)]

It has further been established that there is a relationship between the fuel sales and the sales of the convenience store. The fuel and convenience store sales form the basis to determine whether a site is feasible or not. Subsequent discussions in this Chapter illustrate the methodology of estimating the fuel- and convenience store sales for the proposed development.

2.1 TRAFFIC DEMAND

Traffic Counts were used to estimate the traffic demand and traffic volume for the study area. A traffic count was conducted by WSP Civil and Structural Engineers on Tuesday 29th March 2011 at the location of the proposed site. Detail of the traffic count is provided in Annexure A.

The Average Daily Traffic (ADT) exposed to the site is approximately 30’785 vehicles per day.

The ADT at the site is broken down per travelling direction in the following manner:

± 13’355 veh/day travelling north-bound on the R512 past the site;

± 2’058 veh/day travelling west-bound on the R114 past the site;

± 2’496 veh/day travelling east-bound on the R114 past the site;

The site is not easily accessible to traffic travelling southwards on the other side of a central median island on the R512, so this traffic has not been taken into account here.

2.1.1 Future Road Changes

The R512 is currently being upgraded from the Kya Sands industrial area out to past the Lanseria Airport turnoff, and although it is complete at the target site, it is not yet complete further north. The intersection on which the proposed site will lie has been upgraded and there are no expected changes to the present road infrastructure in the foreseeable future.

The R512 has a central median island preventing negative traffic from entering the site and as such, no negative traffic was taken into account on this route when calculating projected volumes in paragraph 2.5.1 below.

The R114 does not have a median island so a low percentage of right-turn traffic has been taken into account.

2.2 AVERAGE FILL

The average fill at a site varies depending on the type of traffic that the site is exposed to. Higher average fill rates are generally encountered for sites exposed mainly to transient traffic, while lower average fill rates are generally encountered for sites exposed to local or residential traffic. In order to arrive at an estimation of the average fill per vehicle for the proposed site, relevant sites within the study area were surveyed, with pump readings and surveys of the available facilities being conducted.

Furthermore, WSP has conducted numerous feasibility studies for sites in a similar context to the proposed site, and these together with the information from the existing sites along the R512 and on the N14 Freeway have given an estimation of the proposed sites’ average fill, which is considered to be accurate.

The proposed site will cater for transient traffic leaving Johannesburg travelling north to the Lanseria Airport, the suburbs in that immediate area and further north to the Hartebeespoort Dam area. Traffic on the R114 is considered to be residential traffic as most of it will originate from the agricultural holdings in the area, travelling to and from the Johannesburg environs.

From pump readings, the average fill rate for petrol on the R512 was found to be 23 litres per vehicle, while 15 litres per vehicle is assumed for the R114 as the latter road carries traffic from lower income areas. With a higher traffic flow on the R512 than the R114, the weighted average for all traffic streams is thus taken as 21 litres per fill.

2.3 INTERCEPTION RATES

The turn-in percentage (interception rate) is determined by the following factors:

Convenience (clean new facility and easily accessible);

Visibility (good-long time to decide whether to use the facility or not);

The amount of passer-by traffic (fixed, as per traffic count);

Type of traffic (transient, commuter and residential);

Other nearby filling stations (competitor sites);

Service provided to public (car wash, convenience shop, ATM, etc);

Good accesses (proper deceleration and acceleration lanes);

Location (homebound and work bound);

Site layout (large enough to have proper site circulation)

Of the above factors, convenience is the primary factor in determining the turn-in percentage or interception rate, which is dependent upon other factors such as visibility and accessibility, but also on traffic volume, location and site layout. These are described in detail for the target property in paragraph 2.4 below:

Traffic volume is also critical to determine whether a site will be feasible or not. This is the amount of passer-by traffic at the actual access to the service station. A high traffic flow on a road a short distance from the site being investigated, is not a good traffic flow.

Location determines whether the traffic is home or work bound and traffic volumes are fixed, as per the traffic count.

2.3.1 Trade Area

This is a description of the type of area the service station is located in, the best being high-density residential, through medium to low density residential, then various other types such as CBD, industrial, commuter and transient, the latter often cyclic or seasonal as on national routes or in purely residential areas during holiday periods when traffic volumes decrease. Traffic generators in the immediate trade area, such as hospitals, schools, libraries, shops etc., are also of importance.

2.3.2 Opposition Sites Nearby

This factor is important as other opposition sites in the same area of influence will adversely affect expected volumes. Sites outside a 3km radius and sites with different traffic flows (such as a site close to the target site but on the other side of a barrier), will not affect calculated volumes.

2.3.3 Other Factors

Other factors will also have bearing on the interception rate, such as:

Facilities Provided

There is a car wash, convenience shop, ATM. etc.

Services Provided

The attitude and appearance of the staff, together with the tasks they perform while attending to the motorist can also affect the draw-off percentage.

2.4 CONVENIENCE CRITERIA FOR TARGET PROPERTY

2.4.1 Evaluation of the Convenience Criteria for the Target Property

The criteria to evaluate the target property (visibility, accessibility, traffic, trade area and opposition sites nearby) are evaluated on the following scale:

VERY POOR POOR AVERAGE GOOD VERY GOOD

Visibility

Visibility of the proposed filling station is VERY GOOD as it will be visible from a considerable distance along both roads.

Long range visibility for positive and negative traffic on the R512 is excellent with the site visible at the top of the hill from about 1 km. For positive traffic it is lost from sight for a short while as traffic travels up the hill but is then very easily visible from about 200 metres when traffic reaches the top of the hill. Also, and for some time to come, there will be no other buildings obscuring the site, so visibility can only be described as VERY GOOD.

Similarly, visibility from the R114 is also VERY GOOD from both directions especially for positive traffic from the east which will have to stop facing the site at the controlled intersection with the R512. Then from the west and in spite of the site lying slightly above approaching traffic, this traffic will also have an uninterrupted view of the site.

Accessibility

Although a central median island on the R512 makes it difficult for negative south-bound traffic to enter the site, the access can still be described as GOOD as there will be a bell-mouth access for positive traffic from both roads. Also, right turning negative traffic on the R114 will be able to enter the site.

The property currently has a severe levels problem as it lies below road level and there will be a substantial amount of in-fill required to rectify this. However, once it has been levelled, and with ample turning space for vehicles on the forecourt, there is no problem with accessibility.

Traffic Volume

The site lies on the home-bound side of the main road past the site, the R512, which experiences a very high volume of traffic during the afternoon peak hours. This, together with more than 30’000 vehicles passing the site daily (on the day of the count), the traffic volume is described as VERY GOOD.

Trade Area

At present the trade area surrounding the site is relatively undeveloped but new townships in Cosmo City are showing rapid and extensive development and residential development will surely soon extend northwards up to and beyond the site. The future growth potential is thus excellent and this, together with the high transient traffic flow, gives the proposed filling station a VERY GOOD trade area.

Opposition Sites

There are five other filling stations in the trade area, one of which lies on the south-bound side of the R512 (Malibongwe Drive) in the Kya Sands area so serves a different traffic flow and is not considered here.

Of the other sites in the area, there is an Engen and a Total site on the north-bound side of the R512, with only the Engen site lying BEFORE the proposed facility. The Total site has inferior access so will have minimal effect on volumes at the target site and is of little consequence.

Two other opposition sites lie on the N14 freeway just north of the target site and to the east of the R512. These sites will not be seriously affected by the proposed development as these sites cater mainly for traffic on the freeway and traffic entering and exiting the freeway onto and from the R512 already has fuelling facilities on that road. The calculations in Table 5 below show that only minor volume will be lost by these two freeway sites.

The opposition sites are described below:

Summary

The only negative factor affecting the proposed site is the Engen site on the same side of the road in Kya Sands, otherwise the proposed site has a VERY GOOD score in visibility, traffic flow and trade area and has a GOOD score in accessibility.

2.4.2 The Expected Interception Rates

These are shown in Table 1 below. The opposition sites in the area of influence pose little threat as they are either on the other side of the road or beyond the proposed site. Only one site lies on the same side of the same road, but this site will be less convenient for north-bound traffic owing to its proximity to a robot controlled intersection and the resultant congestion at peak times.

The expected interception rate for the proposed development site is indicated in Table 1.

The interception rates of Table 1 above are achieved by matching historical analyses of similar traffic flows with expected traffic patterns and facilities once the service station opens for traffic.

The 5% interception rate along the R512 is due to the fact that this traffic is considered to be mostly transient. Lower interception rates are assigned for negative traffic flows, in this case the 1,5% capture rate for east-bound traffic on the R114 as a result of having to perform right-turn movements and crossing on-coming traffic flows.

Although negative traffic on the R512 lies on the other side of the central median island, it is able to enter the site through the intersection with the R114 but this traffic has NOT been taken into account in the volume calculations below.

The calculated volumes in Table 2 below further indicate the potential of the proposed facility.

2.5 FULL TRADING DAYS IN A MONTH

The definition of full normal trading days in a month is the number of typical weekdays in a month. A typical weekday is a Tuesday, Wednesday or a Thursday during a week with no holidays or public holidays.

If there was no variation in the traffic there would have been 30.5 (365/12) full normal trading days in a month. If, for example, the weekend traffic demand is lower than during the week, the full normal trading days in a month become less. It is thus wrong to assume that a default value of 30.5 days should be used due to the fact that a 24 hour facility will be operated for each day of the month.

Traffic patterns have an impact on the number of trading days per month.

The percentage of diesel vehicles is rising these days with many bakkies, SUV’s and normal passenger cars becoming diesel. As such we have not differentiated between petrol and light diesel vehicles and the number of trading days per month is therefore assumed at 28 trading days per month. Weekends are assumed to be quieter than weekdays

2.6 EXPECTED MONTHLY SALES

2.6.1 Estimated Fuel Sales

As a general guideline, statistics show that during the first year of operation, a filling station’s fuel sales reach 80% of its full potential, 95% during the second year and the full 100% at maturity during the third year.

The table above shows the site is expected to pump 354’269 litres per month in Year 3. Diesel sales would equate to approximately 15% of petrol sales, (46’200 per month) in accordance with the average for the trade area.

Fuel volumes in a specific trade area depend on the number of resident vehicles and transient traffic, which is obtained from the traffic counts conducted. A new service station in a trade area does not generate extra vehicles in an area so extra volume can also not be generated. It can only be shared out. So building a new service station in a trade area that previously only had one service station, means the volumes will be shared between them, say 50% each. If there were more than two sites in the trade area, we could expect volumes to be shared out even further.

There are two opposition sites presently along the R512 with two further ones on the N14, the latter catering more for transient traffic on the freeway. Building a third site along the R512 will affect those sites more than the sites on the N14, but the percentage of volume that each site then pumps will depend on its convenience factor or location. The proposed site will be more convenient than each of the other sites along the R512 so can be expected to take a larger share of the volume than those sites.

It is assumed that the proposed site will take 50% of the volume along this road, the Kya Sands Engen’s at will take 40% and the Total north of the N14 will take the remaining 10% owing to its vastly inferior access. The Total however will have its own ‘loyalty customers’ in the Lanseria area, which will provide the bulk of that sites’ volume.

2.6.2 Shop Sales

A relationship between the sales of the convenience store and the fuel sales has been established. This relationship is founded on the logic that a customer purchasing fuel will also make purchases from the convenience store 40 to 60% of the time, but will spend approximately R1,20 for every litre of fuel purchased.

The ratio of fuel sold to Rands generated in the convenience store is a function of the type of traffic which the site attracts and the area in which it is located. Another factor that might considerably influence sales is ‘customer loyalty’ or customers who frequent a specific filling station.

It is assumed that the site will have a branded convenience store with a minimum of an in-store food offer and the approximate shop sales or revenue, is calculated as the following for Year 3:

Therefore;

354’000 litres per month x R1.20 = R425’000 monthly shop sales.

3 Impact on Existing Sites

3.1 COMPETITOR SITES

To determine the impact on surrounding sites in an urban environment it is typical to look at all local sites within a 3 km radius. This guideline is used by various departments and agencies.

Four (4) existing sites were deemed relevant for this study, three of which lie outside the 3 km radius but are still felt to be important. One further site lies just outside the trade area but lies on the opposite side of the R512 road and serves a different traffic flow to the proposed site (see below) so is not considered here.

Figure 2 illustrates the competitor sites in relation to the proposed site within the critical area of influence.

3.1.1 Kya Sands Engen

Of the opposition sites in the area of influence, this site will have the most detrimental effect on the target site as it lies in the Kya Sands industrial area, 4,3 km before the proposed site and on the same side of the R512. Although it is outside the normal radius of influence, most of the traffic travelling north on the R512 will pass this site first, so it will have ‘first bite’ at the target sites’ main traffic flow.

This site is modern and contemporary, with four pump islands and good convenience shop, but it is situated just before a robot controlled intersection, which during peak hours is severely congested, affecting entrance and exit to the site and thereby affecting optimal volume throughput. It is estimated to pump in excess of 500 000 litres per month however. Photo 3.

The other Engen facility in Kya Sands is outside the 3 km radius of influence and is situated on the other side of the R512 so is only accessible to south-bound traffic on the R512. It is not considered here.

3.1.2 Lanseria Total

No name visible, but at the Hertford Junction Shopping Centre. This site lies on the north-bound side of the R512, on the north side of the N14 freeway and 2,9 kms past the proposed site but is only accessible off the entrance to the suburban shopping centre so does not have direct access and is not readily accessible to the R512. (The road works on the R512 are not yet complete at this site location, which could later acquire direct access). It has an out-dated 4-square forecourt layout, which is not suited to efficient service and fuel delivery and is estimated to pump around 280’000 – 300’000 litres per month. Photo 4.

3.1.3 The double-sided Total Petroport on the N14 Freeway

These sites are 5,6km from the proposed site and cater primarily for freeway traffic travelling between the Pretoria and Krugersdorp metropolitan areas. A fair amount of traffic does exit and enter this freeway from the R512 however, so this site will have an effect on the proposed filling station.

Both sites have full Service and Rest Area facilities with convenience shops, restaurants and customer toilet facilities with limited truck parking. They are estimated to pump a combined volume of around 2 million litres monthly, with the Pretoria-bound side pumping more than the Krugersdorp-bound side.

3.1.4 A Proposed Filling Station on the corner of Malibongwe Drive (R512) and South Africa Drive in Cosmo City

This proposed filling station on the corner of the R512 and South Africa Drive is still in its planning stages and is said to have certain problems which are delaying its development. It will be 2,8km south of the target site so would have some impact on the proposed site, but may be likely to have access only off South Africa Drive so will have limited convenience to north-bound traffic on the R512. It will lie adjacent to a Shoprite Checkers, KFC and a liquor store. As it is yet to be developed, it will not be considered here.

3.2 CATCHMENT MARKETS

Physical man-made barriers (such as freeways, railway lines, airports) or natural barriers (mountains, rivers and dams) create different markets create different markets or trade areas for a site. For this study, types of commuters (local vs. transient) were used to divide the study area into the following existing markets:

A. The residential and industrial market of Cosmo City, Kya Sands and the areas near Lanseria Airport. (Sites 3.1.1, 3.1.2 and 3.1.4 above).

B. The transient market of the traffic on the N14 Freeway (Site 3.1.3).

3.3 SHARED TRAFFIC VOLUMES

To assess the impact of the proposed filling station on other filling stations, the shared traffic streams were determined. The shared volumes were determined from various sources and impact studies. The volumes are summarised in Table 3.

Note that the percentage of shared traffic only gives an indication of the daily traffic movement patterns and no inference can be made on loss of fuel sales at existing stations.

3.4 MOVING MARKET FACTOR BETWEEN FILLING STATIONS

A new filling station has an impact on adjacent or nearby filling stations that serve the same traffic stream. Most filling stations attract between 1% and 8% of the passing traffic stream. The remaining traffic (between 92% and 99%) must fill up elsewhere along their route, outside the critical area of influence. This area of influence, defined by a 3km radius, can be made more specific by investigating the traffic streams that are served.

The number of filling stations in an area determines the percentage impact of a new filling station on the remaining filling stations. If, for example, there is only one filling station in an area, an extra filling station close to the existing one will take away a large percentage of its customers, as shown in Table 4. If however there are a large number of filling stations in the area, a new filling station will take away a much smaller percentage of the market of each of the existing filling stations.

These factors will determine the moving market factor. If an existing filling station captures 3% of the passing traffic, and a new filling station upstream or downstream opens, also capturing 3% of the passing traffic, it will not capture the same 3% of the passing traffic stream. There will be an overlapping or moving market that will use the new filling station due to one of the factors outlined above.

Limited figures are available on what percentage of traffic will move, but the following guideline is proposed and summarised in Table 4.

In combining the different aspects described throughout this Chapter, an assessment can be made of the impact of the proposed new filling station on the adjacent filling stations. A summary of this assessment is presented in Table 5.

Table 5 consists of 4 columns of calculated values. These values are defined as the following:

3.4.1 Present Estimated Fuel Sale Volume

This value represents how many litres of fuel per month the site in question currently sells, without considering the effect of the proposed filling station. This value is calculated by considering the following:

Potential Pass-by Traffic per day (ADT) as stated in Table 3;

Trading days per month (assume a value of 30 days);

Average Fill for sites in the area;

Average Interception rate for traffic passing the site (ranging from 2 – 8%);

3.4.2 Moving Market Factor

Refer to Table 4.

3.4.3 Lost Fuel Sales if Development is Constructed

This value represents how many litres of fuel per month the site in question will sell less of if the proposed filling station is built. It is calculated by multiplying the moving market factor with the present sale volumes;

3.4.4 (Present Fuel Sales) – (Lost Fuel)

This value is the estimated fuel sales volume of the site in question when the moving market factor is taken into account;

3.4.5 3 Year Future Sales from Lost Fuel Sales

The fuel sales of the previous column are grown at the applicable growth rate for the planning horizon to determine what the impact is on a competitor site once the proposed site reaches its assumed potential after three years.

For the future scenario it can be assumed that the fuel sales for the area can increase by 2 – 5% per annum depending on the new developments affecting the specific sites.

This growth will be driven by the completed new developments as well as various planned developments in the area. Due to the current economic downturn, the minimum growth rates have been assumed.

The development and operation of the proposed filling station will have a minor detrimental impact on the filling stations in the study area and the affected filling stations will recover the lost sales within 3 – 4 years.

From Table 2 an approximation was made that the proposed site has a potential sales volume of ± 327’000 litres of fuel per month for the base year, while the table above shows the proposed site is likely to gain 305’000 litres per month from existing sites in the area. The remaining 22’000 litres per month will come from outside the area of influence, probably due to the attraction of the convenience store to the surrounding residential areas.

The Table also shows that should the proposed filling station be completed it will not irreparably jeopardise the business of any of the competitor stations in the study area.

4 Conclusion

The expected fuel sales are summarised in Table 2.

The estimated volume of fuel sales for the proposed filling station’s third year of operation is ± 355’000 litres per month with a monthly turnover of ± R425’000 through the convenience store at the same stage. The site has the potential to grow to 500’000 litre in a month as the developments near the Lanseria airport are completed.

The proposed site will take most of its volume from existing local sites in the trade area with a small amount of additional NEW volume being gained from outside the area..

The high projected fuel volumes and shop sales give the proposed site a VERY GOOD POTENTIAL, especially as much of the trade area is still undeveloped and there will be much future residential growth in the area.

The site is VIABLE from both the Operators’ and Fuel Company’s point of view.
