1 RULES 1.1 The event shall be governed by the current versions of:

a) the rules as defined in the Racing Rules of Sailing (RRS) as published by World Sailing and the amendments and prescriptions published by Australian Sailing.

b) the International Regulations for Preventing Collisions at Sea replace the RRS

between official sunset and sunrise. c) the IRC Rules Parts 1, 2 and 3. d) the International Measurement System (IMS) rules and regulations, if applicable.

e) the ORC Rating System rules, if applicable.

f) the Newcastle Harbour Safety Information book prepared by Newcastle Port

Corporation, NSW Maritime and NCYC 2 RACE CONDITIONS 2.1 Newcastle Harbour is a very busy commercial port. A motor may be used by a yacht when

while racing to keep out of the way of commercial shipping (i.e. move out of the channel when a ship is approaching). RRS 42.3(i) allows propulsion using an engine, provided the boat does not gain significant advantage in the race.

2.2 All boats racing at NCYC will have engines running when within the Harbour and when within

500m to seaward of the entrance during departure and arrival. A boat that cannot manoeuvre safely, and is in danger of hindering any commercial shipping, shall only use her engine FOR PROPULSION to clear such shipping. This changes RRS 42. Competitors are reminded that a restricted navigation zone exists on approach to and within Newcastle Harbour (refer to Chart AUS207)

2.3 If when racing with NCYC, a yacht receives a “5 horn blast” from commercial shipping

(meaning “I am in doubt about your action taken to avoid a collision”), the offending boat may be disqualified from that race without a hearing. This changes RRS Appendix A5.

2.5 The Organizing/Conducting Authorities will not accept any liability for material damage or personal injury or death sustained in conjunction with, prior to, during or after these races.

2.6 Competitors participate in the COP entirely at their own risk. Attention is drawn to RRS 4. 3 NOTICES TO COMPETITORS 3.1 Notices to competitors will be posted on the official notice board of the Conducting

Authority of the event which it will affect. The Official Notice Board can be located on the ground floor of the Clubhouse – in the corridor leading to the side entrance.

3.2 The race frequency shall be VHF Ch 80. This channel may be used by the race committee to

communicate with competitors and/or broadcast general information throughout the event. 4 CHANGES TO SAILING INSTRUCTIONS 4.1 Competitors attention is drawn to the fact that races in this series have been amalgamated

with other events. Due to this, the events conducted by LMYC and RMYC Toronto will be raced using separate Sailing Instructions. That is, these Sailing Instructions are specific to events conducted by NCYC.

4.2 Any change to the Sailing Instructions will be posted on 0800 hrs on the day it will take

effect, except that any change to the schedule of races will be posted by 2000 hrs on the day before it will take effect and will be posted on the Official Notice board of the Conducting Authority of the event(s) to be affected.

5 SIGNALS MADE ASHORE 5.1 Signals made ashore will be displayed from the flag pole. The event flag pole will be on the

Floating Shed located on F-arm of the marina. 5.2 When flag AP is displayed ashore, ‘1 minute’ is replaced with ‘not less than 60 minutes’ in

the RRS Race Signals.

9 PRE-RACE REQUIREMENTS 9.1 To be eligible to participate in a race, a yacht shall have completed and satisfied all Entry

requirements as detailed in NoR 4 (ENTRY). 9.2 Within the 60 minutes prior to the start of a race, a yacht shall:

a) Carry out a radio check with Marine Rescue Port Stephens on channels 16 and 80. Any yacht unable to receive confirmation of a 4/5 or 5/5 radio signal strength on both VHF channels 16 and 80 will be ineligible to start.

b) Sail past the Race Committee Vessel (RCV) with her heavy weather sails hoisted

(trysail set or main reefed as per Category 3 requirements). c) Hail the RCV on VHF Channel 80 and confirm the number of persons on board. This

number must be the same as the number of crew entered on the Topyacht Entry System (TES). If these numbers do not match, the yacht will be scored DNS without a hearing (amends RRS A4).

10 THE START 10.1 The start line for each race shall be an imaginary line from an RCV or shore position

displaying an orange flag in the vicinity of Scratchley’s Restaurant to the East Cardinal Marker opposite.

13 OBSTRUCTIONS 13.1 A 0.1 Nautical mile exclusion zone around BI, BR and CT will be in force for the duration of

racing. This exclusion zone represents a continuing obstruction as defined in the RRS. Entry to the exclusion zone is strictly prohibited.

13.2 A 500m exclusion zone will be in force around the following navigation hazards during the

14 CHARTS 14.1 The following charts (in paper form) shall be carried onboard each competing yacht:

15 RADIO SCHEDULES (SKEDS) 15.1 The Race Frequency will be Channel 80. 15.2 Boats will maintain a continuous listening watch on VHF Channel 16 for the duration of the

race, except at the start and during Skeds when VHF Channel 80 is in use. 15.3 Radio Sked times shall be Position Reports at 1200hrs, 1900hrs, and 0300hrs each day while

racing. 15.4 The Radio Sked Yacht will conduct the Radio Skeds. 15.5 For radio communications, a boat’s name may be shortened. 15.6 The Radio Sked Yacht will call each boat in order from the Sked Sheet, on VHF Channel 80.

Boats that cannot contact the Radio Sked Yacht on VHF Channel 80 shall use a mobile or satellite phone to contact the Radio Sked Yacht. If a yacht cannot contact the Radio Sked Yacht by VHF or mobile/satellite phone, the yacht must contact the Race Director and report their position by mobile/satellite phone.

15.7 A boat shall answer immediately when called and give its latitude as a 4-digit number and longitude as a 5-digit number (without decimals of a minute) and whether proceeding North or South or such other information as requested by the Radio Sked Yacht.

15.8 A boat shall comply with these Radio Skeds when racing and, if retired, until the boat

reaches port. 15.9 Any special directions given to a yacht by the Radio Sked Yacht or the Race Director shall be

complied with as far as the yacht is capable of safely complying. 15.10 Failure to comply with Sked requirements or make contact with the Race Director may result

in the imposition of a penalty at the discretion of the Organising Authority having regard to the circumstances (amends RRS 60.2).

Penalties will be as follows: If 1 sked is missed, then 10 minutes will be added to a yacht’s elapsed time.

If 2 skeds are missed, then 20 minutes will be added to a yacht’s elapsed time. If more than 2 skeds are missed during a race, without reasonable cause, the yacht may be disqualified.

15.11 All radio messages received, transmitted, or attempted to be transmitted shall be entered in

the boat’s log, or in a separate radio log. 15.12 Contact details for the Race Director and Incident Director will be issued at the race briefing. 16 THE FINISH 16.1 The Finish Line will be between the NE end of QWB and PLM 6 (see Appendix 1). 16.2 Yachts are required to take their own finishing time and record it on the Race Declaration

sheet (see Appendix 2). This declaration is to be sent to the Race Director within 60 minutes of finishing a race.

16.3 On finishing a race, each yacht must also contact the Race Director confirming they have

finished and are safely secured at the dock. 19 TIME LIMITS 19.1 A yacht shall start no later than 10 minutes after her starting signal. 19.2 A yacht shall notify the Race Director within 30 minutes of finishing a race of her finishing

time, as per the Race Declaration (Appendix 2). 19.3 There is no Race Time Limit. 19.4 The Protest Time Limit shall be 1000hrs on the first working day following each race.

20 ABANDONED RACE 20.1 Races abandoned or postponed to another day may be resailed on any course at the

discretion of the OA. Timely notice of the date of the resail will be posted on the Official Notice Board.

21 BOAT RETIRING 21.1 A boat that retires shall notify the Race Director of its retirement as soon as possible by

whatever means is available. If Search and Rescue operations are unnecessarily instituted due to the yacht failing to make timely contact, the yacht will be subject to action by the Race Committee under RRS 60.2 whereby a report will be made to the Protest Committee requesting action under RRS 69.1.

21.2 A boat that retires shall continue to comply with all Radio Skeds until reaching port. 22 TEMPORARY DISCONINUANCE FROM RACING 22.1 RRS 45 shall not apply to a boat sheltering from extreme weather conditions. 22.2 RRS 42 regarding propulsion shall not apply to a boat disembarking a crew member in

accordance with RRS 47.2, provided the use of motor or mechanical propulsion is for the sole purpose of manoeuvring to berth or clear the berth. A declaration will be lodged with the OA setting out the length of time for each manoeuvre. The acceptability of the time taken will be at the sole discretion of the Race Committee.

23 PROTESTS 23.1 Protests shall be lodged with the NCYC Sailing Office by 1000hrs on the first working day

following each race. 23.2 There is no Time Limit on protests by the Race Committee or the Protest Committee. 23.3 Notices of protests will be posted on the official notice board by 1200hrs on the first working

25 COMMECIAL SHIPPING AND FERRIES 25.1 A motor may be used to keep clear of commercial shipping. As long as no advantage is

taken, no penalty shall be imposed. This changes RRS 42.3. See diagram:
