On his birth certificate he isnamed Dexter Blake but by manyheisknownasDJLinkage-themanwith ‘thevoiceof amillion’.Born inWalthamPark,KingstonJamaicaandraised in Aenon Town, St. Ann, thiscountry bumpkin, as se sometimesrefers to himself is not an ordinaryperson.

DJLinkagehasalwayshadanearformusic. “Asayoungster, Iused toplay the drum in church”, he remi-nisces, “I just had anatural flair forplayingthedrum”.

By the time Dexter finishedAenonTownAllAgeSchoolandgrad-uatedfromHailleSelassieSecondarySchool, hewas fast becomingmain-streamdrummerplayingforthelikesofTristanPalmerandSugarMinot.

DJ Linkage is a professionaldrummer and has played for vari-ous bands inside, around and out-side of Jamaica. And of course, helater formed his own band - the

Linkage Band. After his brief stintwiththeJamaicaConstabularyForce(Narcotics Division), Dexter migrat-edtoNewYorkin1988-thusbegananewchapterinhislife.

Linkage Linkz recentlycaughtupwiththeeverbusyIsaiah Laing, the spearheadofSupremePromotionsand

founder of Sting, to get aglimpse of the man himselfand for an inside scoop ofwhattoexpectatSting2011.

Amidst ringing tele-phones, people reportingto him, Laing shouting outcommands, and setting upan interviewwith a TV sta-tion, Imanaged to garner alittleofhisattention.ThoughLaing kindly stepped asideforamoment,awayfromthechaos, I realized then thattimeislimited,andIshouldforgetthepreamblesandgettothepoint.

Briefly, who is IsaiahLaing? Born and raised inSt.Catherine,Jamaica,IsaiahLaingattendedSt.CatherineHigh School. After leavingHighSchool, IsaiahwentfortrainingatthePoliceTrainingSchool in Port Royal. The Jamaica Jazz andBlues team madewaves at the launch

of the festival as they an-nouncedthatsingingsuper-star Celine Dion would beheadliningtheir2012show.

The launch was heldat the Iberostar Suites inMontegoBay.WalterElmore,chairman of the festival,madetheannouncement.

It was also announcedthat the Art of MusicProductions (AMP) is thenewcompany thatwill pro-duce the Jamaica Jazz andBluesFestival2012.JamaicaJazzandBlueswillbeAMP’sfirstmajorevent.

The festival is sched-uled from January 26-28 attheTrelawnyMulti-purposeStadium,withDionbeingtheclosingact.

“Bringing an act themagnitude of a Celine Dionis something I have dreamtsince the day I started thejazz festival 16 years ago,”Elmore admitted, addingthat he never thought hewouldbeabletodoit.

With admiration, theAMP chairman spoke of themultimillion-dollar albumseller, Dion, “A factor in theentertainment. When yousee a Celine Dion perfor-mance, it is etched in yourmind,”heasserted.

Dion,aCanadiansinger,

The ongoing circus thatis the trial of embattledDancehall superstar, Adidja“Vybz Kartel” Palmer mayhavetakenanotherturn;thistimeinvolvingthepolice.

Six police officers as-signed to the Gun CourtRemandCentercouldbefac-ingcorruptionchargesafterthey were allegedly caughtonvideotakingmoneyfromone of Vybz Kartel’s rela-tives.

Kartel currently sits ina Kingston-based jailwherehefacestwomurderchargesandadrug-relatedcharge,allissueswithinthelastmonthandahalf.

Now it’s being report-ed that investigators fromthe police Anti-CorruptionBranch followed one of thesix police officers from theGunCourtRemandCentertothehomeofKartel’srelative,wherehevideotapedthelawenforcement official taking

moneyfromtherelative.Allegedly, the video

shows the officer accept-ingmoney fromtherelativeof the popular deejay in ex-change forbeingallowed tovisit Kartel in is restrictedarea of the Constant Springjail.

Additionally, reports re-vealed that the officer wasnot searched before beingallowed into an area of thelock-upofflimitstothepub-lic; spending a considerableamount of time with Kartelwhileotherlawenforcementofficials allowed the illegalmeetingtotakeplace.

International recordingartisteKiprichhasrecordeda song titled ‘Lighter’ as atribute to the familiesof17personswho lost their livesin a bus accident in the is-land of St Lucia, regardedas the worst accident inthe history of the EasternCaribbeanIsland.

“I read about the acci-dent on the Internet and Iwas somovedby the plight

Killing Gadhafi wasnot the solution tothe Libya’s issuebe-

cause fighters are still at-tacking each other withrockets, mortars and ma-chine guns, the Associatedpressreported.

The fighting,whichhaskilled at least 13 peoplesince late lastweek, raisednew concerns about theabilityofLibya’stransition-al government to disarmthousands of gunmen andrestoreorderafteraneight-monthcivilwar.

Libya’s interim leader,Mustafa Abdul-Jalil, saidhis National TransitionalCouncilbroughttogetherel-dersfromthefeudingareas- the coastal cityofZawiyaandthenearbytribal landsof Warshefana - over theweekend and that the dis-putehasbeenresolved.

“I want to assure theLibyan people that every-thing is under control,” hesaid.

However, fighting con-tinuedashespoke.

Heavy gunfire and ex-plosions of rocket-pro-pelled grenades (RPGs)were heard over severalhours in the area betweenthe Warshefana lands,about30kmwestofTripoli,and Zawiya, another 15kmto the west. White smokeroseintotheair.

At one point, the twosideswerebattlingforcon-

On Sunday evening,a Warshefana field com-mander, Ashraf Borwais,deliveredaseverelyburnedfighter to the local hospi-tal. He said the man waswounded when his vehiclewasstruckbyartilleryandexploded.

Borwais said fightinghadstoppedintheevening.“The dogs have retreated,”he said, referring to theZawiyamilitiamen.

Zawiya fighters, mean-while, manned roadblocksontheoutskirtsoftheircityat intervals of about 200metres. Groups of jumpyarmedmen,somebrandish-

ing RPGs, crowded aroundthe checkpoints. Fighterssearchedboots of cars andchecked identification pa-pers.

The reason for the ini-tial clash remains unclear,although accusations havebeen flying, including thatsomeoftheWarshefanahadlinks to the old regime. Atone point last week, fight-ers from Zawiya enteredWarshefana and seizedweapons. In retaliation,Warshefana fighters set uprandom checkpoints andfiredatthemainhighway.

Abdul-JalilsaidtheNTChas established a commit-tee to address the griev-ancesofbothsides.Hesaidthe fighting was sparkedbyyoungmenbehaving ir-responsibly, but he did notelaborate.

Despite the growingtensions, Abdul-Jalil andother NTC leaders havesaidtheycannotdisarmthefightersquickly.

Noting high unemploy-ment among the armedmen, Abdul-Jalil said thenewgovernmentmustofferalternatives first, includingjobs,studyandtraining.

Just recently completed thefilmingofmyvideo“BreakFree”whichwasshotanddirectedbyMykalKushnie,IalsodroppedanewsinglesincethestartofOc-tober titled “Good Good”whichis a bit controversial but hasbeengettingalotofpositivefeedback from fans.Quite a fewup-coming shows islandandworldwide. I’m always in the studiosoIwillbereleasingquiteafewtracksbeforetheyearisout,be-tweenall of that I’malsowork-ing on revampingmy boutique,but pretty much music, musicandmoremusic.

Our FutureAndsowehavecometoanoth-

erperiod inourpolitical life,one which visits us almost

every five years since the introduc-tionofuniversaladultsuffragesince1944.

It is time when the electoratehas the freedom to go to the pollsand elect representatives of boththePeople’sNationalParty and theJamaicaLabourPartytobecometheGovernment of Jamaica once theypastthepostfirst.

Wehave63 seats inParliamenttobefilledandthePartywhichwinsthemajority,firstpastthepost,willchooseone among themwho satis-fies the interest of the majority onthe winning side to become primeminister.

Historically, we have never hada young man the age of AndrewHolness, our present prime minis-ter, who has been chosen for thatslot. Indeed, neither havewehad awomanwhohas ledoneofourma-jorpoliticalpartiestositinthatchairresultingfromageneralelection.Wehave an interesting period in frontofus.Theworldiscloselywatchingus.Wehavetobesensible,construc-tiveandthoughtfulinwhatwedoastheworldwatchesusalongwithour

owninthediaspora.Butmoreathome,itwillnotbe

concernaboutwho leadsourcoun-tryfromthestandpointofJamaicanswhohavenodecisiononewayortheother about gender, class or edu-cational background. The princi-pal issues on the table is about jobcreation and crime. But principally,crime seems to be higher on theagendaofconcerns.

Mind you, there are those whohavemadethepointthattheywouldreallyliketoseewhatPortiaSimpsonMillerdoesandhowshewouldsur-vivebeingputinthetopseatwithapoliticalmandate.Equally,therearethosewhohavethoughtaboutwhatnewwouldAndrewHoldness bringto the political arena, his havingbeen in the collective seat for overthreeterms.

In this global village, politicalleadership and management hastakentherouteofanewparadigmofpoweremergenceandcontrol.Sincetheperiodofpost-colonialismtoin-dependenceandbeyonduptotoday,power has been under the controlof the ruling class. That has beenshifted tremendously as the modelhasbeenincrementallytakenanosedive.

Political power is now emerg-ing from the ground-up and speed-ily moving from the top down.Educationofourpeoplefrombelowhasturnedthetide.

Moreofourpeoplehaverealizedthattheelectorateisresponsibleforchoosingthosewholeadandareca-pable of putting food on the table,improving education, offering secu-rityandopeninguptheframeworkforemploymentabroad.

Additionally,theopportunityforsmall businesses to gain recogni-tionandpowerfultractiontotheex-tentwhere ithasputpeopleontheground level inchargeof theirowndestiny.

Clearly, goneare thedayswhenaccusation of crime and drug run-ningremainpinnedtotheskirttailsofourpeopleontheground.Manyofthesonsanddaughtersof thatpar-ticular regionof our countrywhichhasbeentarnishedwiththeimageofcriminalityanddrugrunning.

Professionalsfromalllevelshaveemerged from inner-city areas andfrom rural communities and theyaredeterminedtoshowadifference,Smallbusinesseshavebeenmovingup the ladder from the small andpowerless higglers to more refinedand purposeful businesses withgreater interest in high technologi-cal advancement to even the stockmarket.

There isalsoentry into theme-diaaswellasinthestockmarketandother worthwhile ventures whichprovide an avenue of hope and up-bringing.

Muchof thisadvancement from

below has a great deal to do witheducation and bonding. The learn-ing curve has grown tremendouslytotakeintoconsiderationtheimpor-tanceandvitalityofentertainment.

The names of our great iconshaveofferedagreatsenseofcollabo-ration with many across the globewhowouldliketoknowmoreaboutJamaicansgiventheirembracingthelyrical contents of Peter Tosh, andBobMarleyalongwithahostofoth-erswhohaveservedtheworldwithdistinction.

It isagainstthisbackgroundweseewherehopehasspranganewforourpeoplewhohavebeenbattered,down trodden, vilified and thrownonthedumpheapofhistoryevenbytheirown.

We look forward to a new to-morrowasourbrothersandsistersin the metropole have given theirown weight like the Israelis, thePalestinians, the Indians and theChinesehavedonefortheirown.

Yes,wehavecomealongwayandthere is yet a long road to trodbutwewill survive. The Confederation ofNorth, Central Americanand Caribbean AssociationFootball (CONCACAF)tournament will be playedin Nashville, Tennessee;Kansas City, Kansas; andthe home stadium ofMajor League Soccer’s LosAngelesGalaxy.

An unprecedented1,325 schools across 123New York districts havebeenidentifiedforimprove-ment under the federal NoChildLeftBehindAct.

Of those named, 847schoolsand89districtsarenewly identifiedasneedingimprovement,numberswellabovelastyear’s102schoolsacross four school districtsthatwerethennewlyidenti-fiedforimprovement.

“Thisisjustfurtherevi-dence–asifweneededany– that we must move for-wardtoreformourschoolsand change what is hap-pening in our classrooms,”BoardofRegentsChancellorMerrylTischsaidinastate-ment.“Ourgoalistoensureevery student graduatesfrom high school college-andcareer-ready.

These numbers showthat too many schools aremoving in the opposite di-rection. The Regents haveadopted strong new re-forms to improve studentperformance and increaseaccountability. If student

performance doesn’t im-prove,schoolsmustbeheldaccountable.Wearewatch-ing.”

The state’s Board ofRegents is developing a re-form agenda that focuseson sustained long-termimproved student achieve-ment,and thestatehasad-optedthenationalCommonCoreLearningStandards.

Although New Yorkdidn’t file a notice of in-tention by an Octoberdeadline for No Child LeftBehind waivers, the Boardof Regents says the stateis considering ways thewaivers canhelpNewYorklessenfocusoncertainman-dates in the law that haveproven ineffective in NewYork’seducationsystem.

“While the 2014 NCLBdeadline for proficiency forallmaynotbeachieved,it’stherightgoaland it shouldbeourgoal,”StateEducationCommissioner John King,Jr. said in a statementThursday. “Our studentsarenotgraduatingwiththeskills they need to succeed

incollegeandcareers.Thathas to change, and changenow.”

State officials say thatthe drastic increase in thenumber of schools thatfailedtomakeAnnualYearlyProgress can be attributedtoanumberoffactors:

• Sunset in 2009-10of a statistical adjustmentfor the students with dis-abilities subgroup that hasmade it more difficult forthis group to demonstrateAYP.

• Change in grades3-8 English language arts(ELA) and math testingdates, which requires stu-dentstoshowgreaterlearn-ing has occurred becausetests are given later in theschoolyear.

• Changeinthemeth-odologyforequatinggrades3-8 ELA and math assess-ments, which eliminate atendency to overcompen-sateforthecomparabledif-ficultyoftestsfromoneyeartothenext.

• Changes to thegrades 3-8 ELA and math

assessments, making themlesspredictable.

• Increase in thehighschool graduation rate goalandprogresstargets,whichhave substantially raisedthe percentage of studentswho must graduate or theyearly increase in the per-centage of graduates in or-derforaschoolordistricttomakeAYP.

Thestatecommissionerwillalsoidentifypersistent-ly lowest-achieving schoolslater in the academic year-- thosethatareamongthelowest performing 5 per-cent of schools based on acombination of school per-formance and standardizedtests, and those that havegraduation rates below 60percent for three consecu-tive years. Districts withschoolsthatareidentifiedaspersistently lowest-achiev-ingmustsubmitaplanthatwouldimplementoneofthefour federallymandated in-terventionmethodsofturn-around, restart, closure ortransformation.

Mayor Michael Bloombergand Schools ChancellorDennis Walcott announcedthat they had raised $1.5millioninprivatedonationsto fund theRegentsExam’sJanuaryadministration.Theexam was canceled to ac-countforan$8millionstatetesting budget deficit, andtheinitiallossoftheJanuaryadministration threatenedmany students’ ability tomakeupfailedtests,gradu-ateorgraduateearly.

The large number ofNewYork schools failing tomeetAYPcomesamidare-port that student scoresonthe nation’s most reliablereadingandmathexamarestill low and achievementgaps among students ofvarying races and incomesremain wide. Among thefindings: just 40 percent of4thgradersand35percentof 8th grade students areperforming at or above alevelofproficiencyinmath,and just34percent inbothgrades tested proficient inreading.
