    LITERATURE AND LANGUAGE CLUB (LILAC)

    CONSTITUTION AND BY-LAWS(REVISED)

    PREAMBLE

    We the education students of Southern Luzon State University, Alabat Campusimploring the aid of Divine Providence, in order to promote nationalism, justice, freedomand democracy and to attain dynamic unity, leadership, academic excellence, cultural,physical and spiritual development among ourselves in our constant search for truth do

    hereby form this organization and promulgate this constitution.

    ARTICLE INAME AND DOMICILE

    Section 1 The name of this organization shall be Literature and Language Club orotherwise be known as LILAC.

    Section 2 It shall have the address at Southern Luzon State University AlabatCampus Alabat, Quezon.

    ARTICLE IISEAL OF THE ORGANIZATION

    The official seal of Literature and Language Club shall embody the objectivesand ideals of the organization and would serve as its symbol.

    Section 1 The four edges of the seal circumference, and circular frame present fourlevel of Education course, which shall portray the spirit of unity andparticipation in achieving the goals of the organization.

    Section 2 The book shall symbolize the aims and goals of the organization and its

    members.

    Section 3 The people reading the book with each other shall represent the educationstudents in their united effort in pursuing the goals and objectives of theorganization.

    Section 4 The flaming torch shall stand as the light in pursuing projects and activitiesof the organization in attaining common aspiration in fostering intellectual,cultural and spiritual growth and development as person and educationstudent with human dignity.

    Section 5 The Mountain shall convey the organizations aspiration in promoting thediscipline and freedom to exercise the democratic rights of educationstudents.

    Section 6 The sun and bright beam symbolizes the Omnipotent God who has beenand will always be the organizations light and guide.

    Section 7 The globe surrounded with a ribbon symbolizes the universality ofLiterature and Language and the importance of education.

    Section 8 The Laurel leaves represents the creativity, and achievement of the

    education students and peace within the organization.

    ARTICLE IIIPRINCIPLES AND OBJECTIVES

    Section 1 The organization is non-sectarian and political in nature and shallendeavor to unite all English major students for better understanding andharmonious relationship among themselves. Political in nature, answersthe proverb of Manuel L. Quezon to read as My loyalty to my party endswhen my loyalty to my countrymen begins.

    Section 2 The organization shall be the governing and policy making body of alleducation students. It shall have a certain degree of autonomy.

    Section 3 The welfare of the English major students shall be the primary objective ofthis organization and in the accomplishment of this purpose, all Englishmajor students shall be encouraged in the promotion of social, intellectual,cultural, moral, spiritual and other developmental activities.

    Section 4 The organization shall uphold and promote the democratic rights of theEnglish major students.

    Section 5 The organization shall ensure the participation in the determination andgovernance to the different policy-making bodies of the university, whichmay directly affect the studentry.

    Section 6 This organization may make alliance with other youth or studentsorganizations and/or councils in order to foster unity, harmoniousinteraction, and collective effort among the youth provided that it will notcontradict with principles and objectives of this organization.

    Section 7 This organization shall uphold the ideals and tenets of democracy.

    ARTICLE IVMEMBERS

    Section 1 All English major students shall be the members of this organization. Theyare bonafide students presently enrolled in the current semesterregardless of units.

    ARTICLE VRIGHTS AND PRIVILEGES

    Aside from his natural and constitutional rights as human beings and citizens ofthe Philippines he/she shall enjoy the following rights:

    Section 1 The right to receive primary relevant quality education through competentinstruction inline with national goals that is conducive to their fulldevelopment as persons with human dignity. (Education Act of 1982 Sec.9 Par 1)

    Section 2 The right to school guidance and counseling services for making decisionsand selecting their alternatives in the field of work suited to theirpersonalities. (Education Act Sec. 9 Par. 3)

    Section 3 The right to access his school records. The confidentiality of which the

    university shall maintain and preserve. (Par. 4)

    Section 4 The right of issuance of certificates, diplomas, transcript of records,grades, transfer of credentials and other similar documents within 30 daysfrom request. (Par. 5)

    Section 5 The right to be free from involuntary contributions except those approvedby the organization.

    Section 6 The right to free expression of opinions and suggestions and to effectivechannels of communications with appropriate academic and administrative

    bodies of the university or any institution.

    Section 7 The right to peaceably assemble and petition for redress and grievance.(1986 Constitution Art. 2 sec. 4)

    Section 8 The right to due process, for fair and objective disciplinary proceedingsand freedom from compulsory incrimination.

    Section 9 The right to participate in the formulation that affects his welfare.

    Section 10 The right to academic freedom. (1986 Constitution Art. 14 Sec. 5 Par. 2)

    Section 11 The right to freedom from unwarranted interference particularly in thestudent protest / mass actions. The privacy of communications andcorrespondences among the students shall be inviolable.

    Section 12 The right to use university facilities in the exercise of academic and relatedactivities.

    ARTICLE VIDUTIES AND RESPONSIBILITIES OF MEMBERS

    Section 1 The English major students should abide the provisions in the SLSU Codeof Conduct and Discipline and Constitution and By-Laws of theorganization.

    Section 2 Every person is expected to behave with dignity commensurate with thestatus as English major student; he/she must refrain from unbecoming actor utterances.

    ARTICLE VIIORGANIZATION AND OFFICERS OF LILAC

    Section 1 The officers shall be the following:a. President

    b. Vice Presidentc. Secretaryd. Treasurere. Auditorf. Public Relation Officerg. Representatives (president of each class)

    Section 2 LILAC shall be the policy making body of ALL English major students. Itshall conduct regular and special meetings attend by the majority of itsofficers. Towards this end, it shall:

    a. Formulate rules, regulation, and guidelines concerning the provisionson the conduct of affairs of LILAC consistent with the Constitution andBy-Laws, Student Code of Conduct and Discipline, including theCollege Code, CHED orders, Letters of Instructions, Republic Acts,Laws and other Legal Orders.

    b. Make the plans and decisions, programs and projects includingbudgetary appropriation of LILAC.

    c. Appointment replacements to vacant position in LILAC.

    d. Decide disciplinary measures against any erring officers of theorganization.

    e. Act on any relevant matters brought to its attention includingresolutions from whatever sources, offices or institutions.

    Section 4 The officers in exercising and discharging their collective responsibilitiesas the highest policy making body of the studentry shall be jointly andseverally liable for the consequences of their acts.

    Section 5 LILAC officers shall hold officers for the period of one (1) year (twosemesters) including the succeeding summer until their successors shallhave elected and inducted into office.

    Section 6 Members appointed as replacements to any vacancy in LILACConstitution shall hold office only for the un-served portion of the term and/ or if his service is still necessary.

    Section 7 Members as replacements to position other than president and vice-president shall be appointed by the president from the members.

    Section 8 Duties and responsibilities of LILAC officers:

    a. President shall be the Chief Executive of LILAC and shall among theother:

    1. Convene and preside over all meetings of LILAC;2. Sign all resolutions, communications and papers of LILAC;3. Certify all requisitions and disbursement of LILAC funds;4. Certify the correctness of the minutes of the meetings and

    other records in his custody;

    5. Do and perform any lawful act to promote / uphold the bestinterest of LILAC

    b. Vice President shall assume powers and functions of the President

    in the absence or incapacity of the latter and perform other duties as

    the president may assign.

    c. Secretary shall keep all the records of the organization, and amongothers he / she shall prepare and keep the minutes of the meeting andproceedings of LILAC; receive and file all papers and correspondenceof LILAC; furnished the scheduled meetings; make performance reportof the LILAC; and perform other duties and functions as may beassigned by the President.

    d. Treasurer shall be the chief finance and budget officer. He / sheshall collect and disburse the funds of the organization in accordance

    with the duly accord procedures; keep all financial records of LILAC;and perform other duties and functions as may be assigned by thePresident.

    e. Auditor shall check and certify the correctness of the financialstatements and assess the progress of the financial activities of LILAC;certify the availability of funds; recommend the officers necessarymeasures that will ensure the efficient allocation, procurement andutilization including those for the prevention of irregularities,unnecessary, excessive or extravagant expenditures and the use offunds and properties; perform all other duties and functions that may

    be assigned by the President.f. Public Relation Officer shall be responsible in the report of

    activities; prepare press releases, statements and position papers; actas the spokesperson of the organization; assist the secretary infurnishing notices of meeting; and perform all other duties andfunctions as my be assigned by the President.

    g. Representatives (president of each class) shall be responsible inthe report of activities of their organization; and perform all other dutiesand functions as may be assigned by the President.

    ARTICLE VIIIIMPEACHMENT

    Section 1 Any officer of this organization shall be removed by impeachment on anyof the following grounds:

    a. Gross negligenceb. Culpable wanton violations of the provision of theconstitutions;c. Malversation of students fund;d. Guilty of grave misconduct and behaviors in which it causesand damages to the reputation of the organization and theUniversity and causes harmful effects to other persons;e. In action over matter(s) which gravely effects studentsthereby causing them to be demoralized;f. For four consecutive non attendances to regular andspecial meetings if no reasonable cause was presented;

    g. And if he violates any provision in the Student Code.

    Section 2 Any officer to be impeached requires two third (2/3) vote from otherofficers.

    ARTICLE IXMEETINGS

    Section 1 Regular meetings shall be held every week on Thursday exceptexamination periods and holidays.

    Section 2 Special meetings shall be called for by the President, by the Vice President in the absence of the former.

    Section 3 Simple majority (1/2 +1) constitutes a quorum and thereby allowed totransact businesses. In case that there is no quorum the meeting shall

    precede provided that:a. All present members agreed the necessity of such meeting;b. Matters to be discussed are those important and requireimmediate action.

    Matters agreed upon in cases stated above shall be valid.

    ARTICLE XFUNDS

    Section 1 The fund of the Organization shall come from:

    a. Funds which the out going officers turned over to the newset of officers;b. Income Generating Program

    Section 2 All appropriations / disbursement shall be approved by the officers.

    Section 3 All financial statements with their supporting papers shall be open to allEnglish major students for inspection any time of the day during officehours.

    ARTICLE XIBY LAWS

    Section 1 These laws shall be promulgated by LILAC.

    Section 2 The officers of this organization shall initiate and / or support any massiveactions to the best of the English major students.

    Section 3 The officers of this organization are encourage to participate in anydecision making or policy making bodies of the University in mattersaffecting the English major students.

    Section 4 The officers of this organization shall call for the dialogue with the:a. University Administration and / or related officers andconstituents.b. Student organizations; andc. Students and other concerned parties.

    ARTICLE XIITRANSITORY PROVISION

    Section 1 All incumbent officers shall continue their office until next election providedby the constitution.

    ARTICLE XIIIGENERAL PROVISION

    Section 1 All resolutions and ordinance of this organization shall take effect upon itsapproval.

    ARTICLE XIVAMENDMENTS

    Section 1 Amendments or revisions of this constitution and by laws shall beconsidered in a special meeting for the purpose and shall take effect uponapproval of the two third (2/3) of all members of the organization.

    ARTICLE XVEFFECTIVITY

    Section 1 This revised constitution of the organization shall take effect upon theratification in the plebiscite submitted to the student body.
