Detailed descriptions of the media and their purposes follows

a. Die Kurve is conceived along the editorial lines of a weekly newspaper,the sort mid& stands above daily events, picking out trends and turning points.Content emphasis is on political developments with a tendency to view them froman economic standpoint. (Advantageous, .among other reasons, because of theacknowledged economic superiority of the West, the econowic plight of the DDR,and economic bastes of Narxian philosophy.) This in balanced by a series of feat-ures - short story fiction, a picture section, theatre, a women's page, researchand technoloey, etc. The point of heaviest emphasis is the front page editorial,usually an incisively ageresnive and wellephrasea seaming-up by Identity 7. Theoverall impression sought is a contemplative review of world developments, inform,.atively outlined, and princLpelly for middle and upper class business and trades-men in the DDR. It is distributed by mail, courier, and sector border sales. Asof 25 January, 46 Soviet Bloc Die Kurve readers are corresponding with itsnotional editor. We believe lam Kurve serves the objectives described in Para-

, graph 13b, (1) and (2) above.

b. Die Frau is discussed in eGDA 35052, dated 30 August 1956. At the riskof oversimplification it can be described as an attempt to give - in a publication -to the Soviet Bloc woman certain things which the Communist system cannot provide,both in terms of content and in technical quality (paper and printing techniques).While straight-forward political polemics have no place in a woman's magazine (al-though the issue following the Hungarian Revolt has a strong political aspect),the publication encourages imaginative and individualistic thought patterns andactivities which are feasible for most semen in the Soviet Bloc. These can be mani-fested in choice of wardrobe and makeup, decoration of the home, and upbringing ofchildren, to name only a few. Also, Die Frau is probably the best esousple of acharacteristic which, we hope, appliertraTT Identity 1 publications to greater orlesser degrees It is entertaieing and interesting whether the reader is lookingfor a lectere on polities or not. In itc quality . technical and editorial - itrepresents a level coaronplace in the West but which, their recent efforts notwith-standing, the DDR has not been able to attain. Thus, the publication is a continu-ing source of eMbarrassment to them, and for the reader, its propaganda effect lies

The incident is described in West Berlin's Der Tagees (15 January 1957) as follows: "The periodical of the Communist Woman's Leagues 'DieFrau von Haute' a propaganda organ of the totalitarian system; whoever worke thererepresents the opinions of the Sell and combats the basic free democratic order. Withthis justification, the administrative court confirmed the revocation of the rightof salary exchange of a femab editor of this publication living in West Berlin. The40 year old plaintiff, who lives in Neukoelin, has been working there since 1949 aseditor and reporter for celtnral questions and has been receiving the favorable ex-change rate. The privilege has now been withdrawn. The plaintiff had maintainedhat only a non-political housewives magazine was involved and that she wrote only

The audience for this publication - one which is considered a particularly "40-nificant target - it composed of people who read regularly the editorial pagesof more than one newepaper; editors, journalists, politicians, and the intellig-entsia. fereschreiber is the best example of an approach which is more or lesscommon to all the Identity 1 products: It seises upon some characteristics ofWestern Civi1i,ation (in this case freedom of the press) and, using it as a basis,uiblds an idea/Publication which may be informative, interesting, entertaining,

or all three. The publicist's skill is manifested In what he chooses and how hepresents it to his target audience. The desired effect on the reader is S."impression that the publication affords him something which is commonplace in theWest (in this case a survey of freely expressed editorial opinion) which has beenprovided to him out of a sense of sympathy and desire to support him in his strugglewith the Communist regime. Certainly he does not have to be told that such a thingis not available in the Soviet Bloc or that the Soviet Bloc press does not con-tain freely expressed opinions. (Of course, the pro-Communist reader is made un-comfortable hy the objeotivity of the opinion° and information as well as theirdiversity.) The essential point in the conception of a publication like fernschreeiber is that its acceptance by the reader (ergo its effectiveness upon him) restson

a. its credibility as a genuine selection from accepted Westernpress media (as opposed, for example, to leaflets and other media whichseldom appear in the Western press), and

b. the remoteness of propagandistic (with all the negative implic-ations which the word implies) motives of the publisher.

We think that publication of fernschreiber serves all of the objectivev, to greateror lesser degree, outlined in Paragraphs 11. i) and WI and 13b (1), (2), and (3).In addition to all DOR editorial offices, and thieve of the Western papers Whosecommentary is printed, the fernschviber addressograph files contain names ofpersons with academic or other titles which mark them as members of the intellig-entsia. The notional editor is in regular mail contact with 44 Soviet Bloc readersof fernsehreiber shown by the DOR press, it has received considerable favorablecomment from professional Western journalists, e. g. Balsburger Nachrichten and theGerman Federal Press Office.)

d. Extra is a modification of Das Illustrierte Wochenblatt which was intro-duced in 'Weather 1956 after prolonged discessions of the latter's strengths and

. weaknesses and general acreement thet it was the least effective of the Identity 1publications. It was conceived after the DOR government leveled criticism of atoo liberal editorial policy at the DDR newspaper Die Wecheapost. Identity I beganproducing a falsified version of Woch:epost intended to exploit the situation.Political developments, and the grad 1 abandonment of the passive ',anti-Communist',technique ot copying their publications brought an attempt to give the Identity 1Wochenpost a positive character of ibs met, and to produce it in a form generallyaccepted in the press field. In January 1956, the name was changed to Dar Illne-trierte Wochentaatt and an attempt made to compose it in the style of a daily news-paper. The ..act that it appeared about once every four months and that distrib-ution on a daily basis is not feasible are only two of the considerations -whichmade this theory difficult of practical achievement. Dissatisfaction withWochenblatt was increased by its relative inability (compared with the other Aequ-ator Verlag publications) to recruit reader correspondents. It was finally decidedthat we might well try capitalizing on the demonstrated attractiveness highcirculations) of the boulevard newspaper - that is many pictures, short texts,features, a touch of sex, and a tendency toward sensatienalism. For Identity 1,

the idea was feasible insofar as content was not pegged on daily events and journal-istic irresponsibility was avoided. The audience intended for Lxtra is that towhich a boulevard newspaper appeals, the lower and relative') traiated classes.

The response to the Chet issue has been enoourql.ng, reflected by a distinct risein the rate of reader correspondent recruitment as against that of Wocheeblatt),favorable comment and assistance from the chief editor of a successful boulevardnewspaper Nest Serlin t a BZ), several signs of influence on the DDR press., andwhat appears to be a rather unique harassment operation by the MI'S (on which weexpect to report shortly). A final judgment is not yet possible, but it appearsthat the editorial changes have created a significantly stroeger appeal, and thatthe observable reeponde is increasing accordingly. Its notional ediotr is in activemail contact with 43 Soviet Bloc readers. The publication is desienod to contrib-ute particularly toward the objectives outlined in Paragraphs 11 i;, and 13b (1) and(2) above.

a. Nachrichten sue Deutschlaee (Nee), in our opinion, comes close to beinga model operation. Its theory and practice are described in some detail in eGNA29677 (17 February 1956). The "integrity of style" , (etilreinheit), to which wealluded above, is manifested by a high degree of consistency in conaideration ofall the following factors;

1) Selection of a specific target audience;

2) notermination of objective(s) with respect to that aediencej

3) Selection of a medium appropriate for the objectives ane the audience;

h) Selection of attribution which io consistent with ;4-'4iame ., objectines,and medium;

5) Selection of a Sistribution channel which is consistent withaudience,objectives, media, and attribution;

6) Selection of a follow-up method consistent with audience, objectives,medium, attribution, and distribution channel.

The NA)) target audience is defined by appearance in the DDR and other Soviet Blocpress of names and addresses of individuals who publicly supeort the Communistregime. (Identity 1 has carded and addreesographed more that 2,000 such names.)Such people regularly appear as authors Of pro- Communist "Letters to the Editor,"recipients of swards for outstanding party or mass organization work, etc. Theobjective with respect to that audience is to dem' to the regime the assets whichsuch persons represent. (In other words, a kind of Identity 8 operation). Theselection of the techniqee arises from concurrent consideration of medium, attrib-ution, distribution channel, and followeup possibilities. The basic conception isthat of a West German publisher (notional publisher of NM)) of a Newsletter (#someewhat like the Kiplinger Letter in the United States) e a kind of mysterioUs observerof people and events in East Germany ' apparently concerned with etzpplyieig accurateinfornation to supporters of the regime and who leaves other possible motivation tothe conscience and imagination of the addressee. The reaction sought in the targetindividual (aside from the news information Which debenks the Communist line) is anapprehensive realization that he is being watched le, someone in the Nest who maysome day call him to account. The repeated reminder (WAD appears and is mailed aboutonce a month.) to a person faced with the psycholoeical problem of daily rational-

icing his support of the regime is intended to dampen his enthusiast and eventuallybring about his withdrawal from pro-Communist political activity. Aside from targetpersunalities who have taken up correspondence with the notional publisher, we havebeen able to observe several gratiaying indications of effectiveness; i) A personcited as an activict in Letschin (Kreis Seclow) has apparently disappeared from pub-lic life, at lease insofar as could be detereined Iron-local publications (Referencesthe local "Notizbueh des Agitators"). ii) A. person who had fled the DDR and laterreturned wrote to the notional eublisher in an apologetic tone which clearly evid-enced a guilty conscience and need for self-justification. iii) A farmer who hadserver been sent NAB wrote to the notional publisher with an explanation of a newssteey inch falsely made him look like an advocate of the regime - an indication, wehope, that the concept of the notional publisher has already spread beyond his tar-get audience. iv) Finally, it is interesting to note that- after the NM) operationhad been underway for about eight months (i.e. summer 1956) - the Dtit press stoppedprinting the complete addresses of the NAD tartlet audience. To return to the ideaof "integrity of style", please note the specificity of the target audience and theobjective, the conception of the mysteriously well-informed publisher, the maws-letters are distributed by mail, and that it is natural for a publisher to writeoccasionally to his "subscribers" (follow-up) asking for opinions and suggestions.The notional publisher, as of 25 January, is in active mail contact with 57 of his"subscribers". To amsnarize, the NADoperation is a continuous and, we think,effective attack on a specific audience, designed specifically to contribute to •objective 11 ii) above.

f. SEX) Lagebericht is conceived as a circular letter * periodically publishedby an opposition group dr Communists within the SeD. It is written for Identity 1by a German former Communist, now recognized as an expert in this field (Identity 9)sIt is mimeographed on law-quality paper and mailed from within the DDR. The basicaddress material was given to Identity- 7 by a . fellow journalist in 1948 and allowedlyrepresents information given to Occapation Authorities by Communists attempting tojustify their claims for extra rations by describing their anti-Nazi activity. The 'letters contain analysis interpretations of theoey which contradict DOR regime pract-ice. The objectives are to alienate from the regime its convinced bfarxist support-

- ere (The Wolfgang Leonhard types, for example) an to provide them with valid Marxistargements against aDR regime policy. This corresponds with the objectives in Para-graphs 11. ii) and lab (a) above. Althoveh we have no specific and documentary evid-ence of the effectiveness of this item (It carries no attribution and its readerscannot, therefore, write to the publisher as they do in the cases of other Identity1 permeations.), our judement is that its editorial quality and the araven methodof distribution. (mail) guarantee reasonable impact. Also, the UDR press occasionallyreveals reactions which might possibly be ascribed to the Lapebericht.

g. Klatsch i8 conceived as a direct attack on the Nationale Volksarmee (Nation-al Peoples' 77) anC the LIM secority services. The technique has several aspectesFirst, it is entertaining °secret teeeearantee a certain readership - target aediesce,postal censor, or mailman. Second, it is a-distinctly Western products Trivia ofthis kind is printed and otherwise circ-lated so widely in the West that it iscommonplace and taken tor granted. in the Soviet bloc, howesexa-trivia and gossipare alien to the basically political and argumentative press. Klatsch is aimed atthis contrast and at East German rLaders who, we think, particularly appreciateit.

Third, it is well suited to put rumors into circulation. While it makes no claimto veracity, it prints items in a context calculated to inspire a ehucklee stick inthe memory, and to be repeated. Fourth, through humorous ridicule of politiciansEastern and Western, it demonstrates a privilege peculiar to the free world andprovides the reader with an anecdote at the expense of the Communist regeme. Finally,much of the trivia is taken from the Western scene - imagination catching itemswhich focus attention on the West, and tacitly note that they have no counter-partin the East. The address list consists of a list of about 1500 KVP members providedby a foreer member of the UK Political AZ lairs Staff in Berlin to Identity 7 and theIdentity 10 "Informant Warning Lists." Three types of indications of effectivenesshave been noted: a marked rise in the ame nt of space devoted to trivia in the Tenlipress including use of items first carried by illatsch (i.e. a forced modification ofthe Marxist press); publicity attacks of the type described in EnRA 34301; and the11 (a relatively low fieure) DDR readers wite wham the notional publisher is in mailcontact. It is designed to serve the objectives described in Paragraphs 11 ii) and13b (2) and (3) above.

h. Horisont is conceived as adirest attack on advocates of Eoscow Communismthrough the vehicle of astrological analysis and prophesy. This vehicle is anotherexample of a commonplace phenomenon on the Western scene wnich takes on politicalsignificance when transplanted to the eoviet Bloc. In thu West, it is studied with-out restriction by its advocates; others find it entertaining; few take it seriously.(It is perhaps worth noting also that astrology is much more popular in Germany thanin the unA. All but the intelligentsia-oriented publications regularly carry horoescopes. Hawkers on Berlin streets can be heard to describe their paper's aitrologi-cal contents in preference to the new.) In the vast, it is damod by the dogmaas superstitious and "unscientific, and "refuted" be the precision of dialecticalmaterialism. Under such attack it becomes a cause celebre which attracts the atten-tion of persons who would e under Western circumstances - be uninterested, but whorecognize in it a vehicle for expreesion of their animosity toward the dope: andthe regime. For the above reason alone, it can be seen that circulation of astrol-ogical material and ideas behind the Iron Curtain is in the interest of the Westerncause (Paragraph 13b (3) above). Another argument can be made to show that peoples

. under oppression like that of Mbecow Communism strongly tend, psychologically, toseek escape in such things as religion and superstition; that therefore the seedsof astrology find fertile soil in the east. Finally * it can be noted that some peopleare guided and a larger number are influenced by what appears in their horoscopes.(Identity 4 has an acquaintance who was brought to the verge of suicide by his horo-scope. That Adolf Hitler was strongly influenced by his personal astrologer is amatter of historical record.) We think, therefore, that Uorizent not only promul-gates a general ides antagonistic to Omenunism, but also that it publicizes specific,and suggestive analysis and predictions which are not without effect on Communistauthorities and their antagonista. Accordingly, two specific target audiences aresought outs The first is a list of party fenctio: Letries and MIS employees, the second,a net of UDR pubs and taverns. (The objectives are in earagraphs 11 ii) wet 13b(3) above. The indications of effectivenese are of two kinds: First, the eightHorizent readers in mail contact with Borizont's notional publisher; second, the factthat [DR propagandists find it necessary to attack astrology continuously as unscient-ific sperstition. This attack is manifesbed in a superabundance of press articles,

hundreds of which have been forwarded to headquarters in the past year. Indeed, abook dedicated to the same purpose was recently published. (Gerhard Zwerenst MASternenglaubene Spritismus, Urania Verlag, Leipsigieena l 1956). Interesting,too'is a sequence begun -when Die Welt recently printed a horoscope which boded well forthe Sep . Very likely because favorable predictions of this kind are veey rare ace)because the party han come to appreciate their impact, the Welt item was prominent-ey reprinted in Neues Deutschland.

i. Von Hers zu Hers was conceived with a view toward exploiting the ratherprosperous "marriage bureaue business in Connally and the substantial eleplus ofmarriageable women over men welch is particularly acute in East Germaree. Its ob-jectives aret

(1) To encourage correspondence between east Germans and Weeterners(i.e. Westerners who place "get-acquainted ads" in neespapers).

(2) To encourage East German consideration of the material advantagesof marrring a Westerner as opposed to a person whose dowry includesa share of Cone:meet oppression.

(3) More meil contacts for Identity 1 and the chance to investigatetele field for other Identity 2 possibilities.

j, Dee Spredeutende grew our of the concept ellanagimemmnetheite (manegerialillness) as applied to SED functionaties suffering peysically under tee increasinglyheavy work-load imposed on them by the party. Its objective is two folds to ident-ify (in the minds, particularly, of functionaries) the peyeical repurcussions ofoverwork on behalf of the regime and to suggest, tacitey, to the sufferer the pose-ibility and a justification for absenteeism. The mailing list consists primarilyof "healing practitioners" (Heilpraktiker) and midwives. The effectiveness isdifficult to assess. The notional publisher is in mail contact with 5 DDR readersand we note fairly often in the DDR press articles on the same theme. (Whether thearticles are printed for the same reasons and whether there are relationships be-tween their publication and pie Sprechstunde are, of course, open questions. Interms of the objectives outlined above, this item falls under paragraph 11 ii) end13b (3).)

Along with astrology, we considerthis one of the most potent psychological forces available to the West for an attackon Moscow Communism. The response to the two issues which have appeared thus far(September and December 1956) Is unprecedented, For every 88 copies distributed,a written reaction hail been received by the notional publisher, including a numberfrom F011 Chapters. The audience Was Originally conceived as youth orand jazz fans, not as easily identified from telephone and address books as some ofthe other categories singled out by Identity 1. I.DJ meeting places, dance halls,etc. were included in the first mailing list. In practice, we find that schlagseueapparently moves frequently from hand to hand. Many correspondents say they saea copy in the possession of a friend or that it was paseed along to them. Themailing list, therefore, is growing to include persons who have requested personalcopies. In short, we consider this item mei* the meet effective in the Identity1 list and most susceptible to further development and expansion.

1. The concept of Satellite mailing operations is based, briefly, on thetheory that the Communist character of the press is most marked at the geographicalcenter of the Soviet Bloc, ane that- because of the necessity of adaption to thetraditions and tastes of individual Peeples - it becomes less marked (i.e. more"Western") as one progresses from Moscow, say, to the European periphery, the DLR.While this is a generalisation and net without exceptions, it can be noted, forexample, that the DDR press is more Western in character (because it must be adaptedto German tastes) that that of the Soviet Union and most of the other Satellites.It fellows that a relatively Western influence can be exerted on Satellite editorsif their readers can be stimulated to agitate for publicatiees like those in theDeR. Since the DOR publications are, in general, much more attractive than theirSatellite'counteeparts, Identity 1 has soueht to exert teas kind of pressure bycreating notional Last Berlin Coenmedet agitators who seek "pen-pals" and the ex-change of publ ications in the other Satellites. ( A special arrangement permitsmailing to and from East Berlin.) Although the approach in this case is on a strict-ly Communist "Comrade" basis, the letters of a number of the correspondents suggestthat they see through this approach and guess that they are in contact with theeest. The best example is a Prague newegaper correspondent who visited East Berlin,found the address of his East Berlin Identity 1 correspondent to be nothing morethan a bombed-out ruin, returned to Prague, and continues the correspondence asenthusiastically as ever. The effectiveness of this approach is indicated by theresponse: For every 13 addresses approached, one has become a mail contact. As of25 January, the total is 205 and - particularly since November 1956, it has beenrising fast.

Beginning with the special publications dealing with the West Berlin tunnelincident in April 1956 (EGBA 32320), the Tunnel GmbH series consists of authenticreports of speeches and protocols deemed be Identity 3 to be significant in the coldwar. To date, it has published and distributed speeches by Leo Bauer, Chrusehev,Gemulka, and Tito. The latest issue contains the minutes of the 19-21 October 1956meeting of the Central Committee of the Polish United Workers' Party - the meetingat which leadership passed to Vladislav Gomulka. Tunnel GmbH is the only item of

all the Identity 1 publications which is distributed indiscriminately to all add-ressees in the card and addressograph files. It serves the Objectives outlinedin Paragraphs 11 ii) and 13b (1), (2), and (3) above. As far a* recruiting readercorrespondents is concerned, it has the poorest record. (4083 items per recruit-ment) In- tim* of the character of the item, however, we are fairly confident ofits effectiveness and do not feel that the "recruitment yardstick" is exclusivelyapplicable.

Nails

a. The reception by the West German mailers of the packages containingletters for their mailing is immediately confirmed by the return of receiptsto Berlin.

b. Proper mailing by West German mailers is confirmed through the inclusionof indistinguishable letters destined for =CASSOCK Berlin, instead of thetarget audience.

c. The effectiveness of LOCASSOCK mail in passing whatever censorship mayexist in the target area is tested by the routine devotion of 3% of totalitems mailed to various gimmicks designed to cause each control letter toenter the denied area, pass the ceneor and return to =CASSOCK (perhapspassing the censor a second time). This is the most important of all thedistribution phases controlled. Since systematic tests were inaugurated inApril 1956, an average of about 20% of such control letters has found itsway back to =CASSOCK.

d. The satisfactory functioning (with the cooperation of West German postalauthorities) of the ca. 12$ LCCASSQCK notional return addresses in WestGermany is routinely tested, independent of the flow of mail emanating fromthe Soviet bloc.

e. The genuineness of return addresses appearing on mail from Soviet blocresidents is tested in oases where there is reasonable ground for doubting theiteas s Ostensible origin.

General:

f. By means slieht typographicalvariations. all questiomnaires returnedto LCUASeOCK can be distinguished ac to whether they entered the denied areathrough the mail, hand or border sales channel.

g. By means of additional codes (pinholes, Sox examp)e) questionnaires canbe matked for identification with individual hand distribution groepse thusgiving some indioation of which are functiofting satisfactorily, and alsoa yardstick for comparison of the effectiveness of •ne against the other.
