Jason Wolff, WESCO Senior Application EngineerHas your campus put extensive thought into an emergency plan? Unfortunately, the United States faces a variety of safety challenges from natural disasters to foreign or domestic terrorism. Developing and maintaining an emergency plan is a must. New to the emergency planning formula is the protection of critical assets, with human safety at the top of that list.

When it comes to providing a safe, healthy, and constructive learning environment, special focus and resources beyond traditional security measures need to be considered. Protecting facilities with large populations requires more thought, planning, and discussion than a traditional plan protecting a non-living entity. In addition, management must strike a balance between a free, open campus and the need to safeguard the people on that campus. This process requires considerable planning coupled with leveraging legacy security assets

with more modern, efficient systems. Physically securing a campus should be a top priority for school and campus security. The guidelines below will help you implement a planning team and develop an Emergency Operations Plan (EOP) to protect your campus.

Initiating the Planning Team and EOPEffective campus protection begins with constructing your planning team. A dedicated crew with top leadership support from the University President, School Board President, or Superintendent is of enormous value for planning as they lend credibility and authority when implementing the plan.

Once the charter for an Emergency Planning board is approved, the following five planning steps will assist you in creating your Emergency Standard Operating Procedures (ESOP) or Emergency Operations Plan (EOP). The requirements do not need to be completed in sequential order; they normally overlap.

1 Conduct a Risk Assessment and Vulnerability Plan (RAVP) This can be accomplished before

the Planning Committee is assembled. It is strongly suggested to bring in a third party security professional to conduct a site survey of your campus and critical areas. A third party will be impartial and identify weaknesses around campus such as bottle-necked emergency exits, large gathering areas, and unprotected critical infrastructure, among many other issues. This third party will also review avenues of entrance and escape for any person causing harm on campus. The RAVP should be extremely detailed and thorough, identifying all areas of risk and hazard that must be reviewed.

2 Nominate Committee Leadership Early in the process, the

Planning Committee sponsors will nominate a leader who will build the team. The following personnel are recommended to be on the Planning Committee:

• Supervisory person (Dean, Vice President, Head of Security)

• Student body representatives• Instructor representatives• Custodial representative• Local first responder if available

(police, fire, EMT) • Other employee representatives on

campus

Reach out to Federal, Regional, State, County and town FEMA or Emergency Management personnel and request representation at your planning and training.

Don’t forget that privacy issues need

to be considered. Your legal team must review the Family Educational Rights and Privacy Act (FERPA) prior to allowing any access to student records for behavior or predictive analysis during any of your planning. Non-campus employees who are members of your Planning Team must meet FERPA criteria if they are to become eligible to view such information.

Once a team is assembled, brainstorm all conceivable or possible threats to campus. The RAVP team can assist the Planning Committee with this if needed. Every suggestion needs to be considered and weighed, regardless of mitigation or budget. The Planning Committee will then determine if the threat is truly applicable.

3 Begin the RAVP Analysis and Build the EOP Once potential threats are

identified, the physical structure and layout of the campus needs to be considered. A full-scale map, model, or drawing of the campus should be displayed for reference. This “campus picture” lets the team imagine the physical space while they consider how the event would unfold and how the campus Emergency Response Team and first responders would react and operate.

This is also where discussion begins on the details of the Standard Operating Procedure, including event reaction plans and incident prevention plans.

The Planning Committee must always assume that their plans (focusing on the five mission requirements of Protect, Prevent, Mitigate, Respond, Recover) may be publicly available and therefore

accessible to the people who wish to do harm. This emphasizes the need for the planning committee leadership to have solid, experienced security professionals on staff who take these facts into account with counter-measures.

4 Establish the EOC

At this time, an Emergency Operations Center (EOC)

should be designated or planned. This center needs robust communication capabilities. Networks should be wired and wireless; do not depend upon one medium for your networks. A Radio Frequency (RF) net control area should be set up to allow two-way communications should the phone (VoIP or POTS) network become unavailable. Back-up emergency power is necessary, as well as dedicated HVAC and air ventilation.

The main focus of the EOC is to enable communication with organic security assets on campus and first responders off campus. In addition, the EOC should have direct access to the mass notification system and all security cameras and sensors. The EOC should be in a brick-and-mortar facility able to function and communicate on its own power supply for a designated period of time.

Do not forget about the need for an Alternate EOC (AEOC). The AEOC should not be co-located with the EOC or share any power or network feeds with them. The power and network cables feeding the EOC should have physically separate pathways than those feeding the AEOC; none of the cables should pass through

the other on their travels back to the power source or network closet.

In the event of a dedicated attack or severe natural disaster, cell phones should not be depended upon as a primary means of communication. And remember, no matter how well the EOC is operating, the emotions involved in and the sensitive nature of any event requires clear, concise, and accurate information to be shared from the security managers to the outside world.

5 Test and Update Your Plan Remain flexible with your EOP; quarterly reviews are

not unreasonable. In addition, the committee should consider examples from campus emergency exercises, peer reviews from other campuses, and real world events when updating and revising the plan. New technologies, buildings, roads, structures, etc., may all provide a need to revisit the plan and make adjustments as necessary.

With security and safety concerns growing nationwide, additional measures need to be taken to protect educational facilities and campuses. One of the main challenges with campus security is maintaining accessibility to buildings while balancing it with sufficient security.

There are various types of access control, including the traditional magnetic strip cards that are usually carried on a lanyard (proximity cards). “While these cards have clearly been popular choices in the past, they simply do not provide the level of security or adaptability needed to protect campuses as security threats evolve,” says Brett St. Pierre, Director of Business Development & Education Solutions with HID Global, a security systems leader.

Instead, the adoption of high frequency, contactless smart card technology provides a significantly more secure option. Also known as chip cards, this cutting-edge technology uses mutual authentication and cryptographic protection with secret keys along with secure messaging delivered on a trust-based platform. The most recent platforms allow the card to sync with smart phones, bringing an additional level of convenience and portability. Syncing via smartphone also increases security as users are able to gain access via their personal, private cellphone. In contrast, if a traditional access card is lost, anyone that obtains it has access to the same facilities that the original owner did.

Data supports the decision to move to smart card/smart phone technology. According to a 2014 Pearson Student Mobile Device Survey National Report, 83% of college students regularly use a smartphone, up significantly from 72% in 2013. Smart phones are now second to laptops (89%) as mobile devices students are most likely to use on a regular basis. And 84% of college students own a smartphone, up from 72% in 2013. These findings suggest a majority of students would be prepared if access cards moved to digital smartphone technology.

With future trends swaying heavily toward digital systems, it is important to budget for necessary upgrades and stay current with accessibility technology. When exploring a campus access system upgrade, security, facility management, and IT departments should work together to plan as each plays a key role in campus accessibility.
