Central Park, Public Safety Center & The Summit Grand Opening

The city’s new Public Safety Center andThe Summit at Central Park will open June2010. Located on SH 161 between WarriorTrail and Arkansas Lane the construction isrunning at full throttle on both facilities.

The 150,000-square-foot Public SafetyCenter will become the new headquartersfor the Police Department and for FireAdministration, while the 59,000-square-foot Summit will be an activity center foradults age 50+.

The first phase of Central Park, the 172-acre park where both buildings are located,is still under construction. The parkfeatures five lakes, a grand lawn, boardwalkand walking paths.

In keeping with tradition of an awardwinning Gold Medal Parks & Recre-ation Department, two more awardswill be given to Grand Prairie at thestate TRAPS (Texas Recreation andParks Society) conference in March.PromotionalAward - This statewide

award honors the most outstandingpromotional efforts of a park recre-ation and leisure agencies for the pastyear. From the marketing efforts on-line with Facebook and Twitter, to thebranding of the NRPA gold medalaward, the Parks & Recreation Mar-keting Division uses creativity andtechnology to communicate news andinformation to the citizens in a variety

of ways.Lone Star Programming Award -

Each year one event is selected basedon the degree of creativity, efficiencyand number of participants. The win-ner was the “Prairie Lights Sneak-A-Peek 5k Run.” Nearly 500 runnersfrom all across the DFW area came toLynn Creek Park at 6 p.m. in theevening for a fun run through thelights. Participants got a sneak peekof the Christmas lights the weekendbefore the park opened for cars.

The GP Parks & Recreation De-partment is working hard to create aGrand Lifestyle for all citizens.

As you all know the eco-nomic slowdown has affectedmillions of people and busi-nesses around the country andacross the globe. Budgetshave tightened, spending hasdecreased and everyone is cut-ting back to endure the times.The City of Grand Prairie isno different. “Turner Park’s new discgolf course is quickly be-coming one of the most pop-ular such courses in thearea,” said Jim Dart, GrandPrairie Park Board Memberand Lone Star Laser Disc As-sociation founder. “Thecourse is challenging and funas it rolls with the hills of thepark and weaves among themany trees and creeks. Peo-ple come from all over just toplay this course.” The course opened in Oc-

tober 2009, and offers 18holes of disc golfing fun.Disc golf is played much liketraditional golf. Instead of aball and clubs, however,players use flying discs(think highly specialized,uniquely aerodynamic Fris-

bees), which they throw intoelevated baskets. The sportwas formalized in the 1970s,and the game’s objective isto complete each hole in thefewest number of throws ofa disc.The Professional Disc Golf

Association rates TurnerPark with a Scratch ScoringAverage of 53 and par is 58.It has been conservativelyestimated that since thecourse opened more than5,000 rounds of disc golfhave been played at TurnerPark. Road Construction UpdateSH 161 All main lanes and frontage

roads between I-30 and SH 183are scheduled to be complete in2010.Main lanes from I-20 to I-30 willbe built by the North Texas Toll-way Authority. Construction isscheduled to begin in summer2010 provided an agreement withTxDOT and Union Pacific Railroadis finalized. This segment isscheduled to be complete by late2012.

I-30Construction contracts for

frontage roads between Belt LineRoad and MacArthur Boulevardwill be awarded by October 2010.The off ramps will be moved backand a frontage road will be builtwith a new park and ride on thesouth side of I-30 east of BeltLine. Construction is scheduledto be complete in late 2012.

I-20A concept plan is currently in

the approval phase at TxDOT forfrontage roads from Carrier toBelt Line eastbound and west-bound.

Great Southwest Parkway at I-20Construction is underway to

add right and left turn lanes fromSara Jane Parkway to BardinRoad. The lanes will be completein early 2010.

Lake Ridge ParkwayConstruction will begin in late

2010 to widen Lake Ridge Park-way to six lanes from GreatSouthwest Parkway to Joe PoolLake at Lynn Creek Marina. Theproject is scheduled to be com-plete by late 2012.

Also beginning in late 2010,Lake Ridge Parkway will be ex-tended from I-20 where it inter-sects SH 161. Lake Ridge willbecome six-lane arterial roadwayto Polo Road and will be widenedfrom four lanes to six lanes fromPolo to Great Southwest Park-way. Design and right-of-way ac-quisition are underway andconstruction is scheduled to becomplete by late 2012.

Lake Ridge and Lynn Creek ParkwayIntersection improvements are

underway at the entrance to LynnCreek Park and a traffic signal isproposed to be installed. Con-struction will be complete inspring 2010.

Carrier ParkwayConstruction has begun on in-

tersection improvements at Car-rier Parkway and SH 360 inconjunction with the City of Ar-lington’s widening of Green OaksBoulevard to the west. An addi-tional left and right turn lane willbe added. Construction is sched-uled to be complete in mid 2010.

Mayfield RoadReconstruction is underway

from SH 360 to Great SouthwestParkway and most of the newconcrete lanes are now open totraffic. The new road includesdrainage improvements and twolanes each direction with a centerturn lane. The intersection ofMayfield Road and Great South-west Parkway has also beenwidened to include turn lanes.Construction is scheduled to becomplete in spring 2010.

Mayfield and SH 360The City of Grand Prairie is

working with the City of Arlingtonthrough TxDOT on making inter-section improvements at this lo-cation. Construction is scheduledto be complete in spring 2010.

January LaneDesign and right-of-way acqui-

sition is complete on this pro-posed extension. The project iscurrently on hold.

Arkansas LaneConstruction is underway to

widen Arkansas Lane to fourlanes from Fall Drive to CarrierParkway, with the new concretelanes now open to traffic. Theproject is scheduled to be com-plete in by Spring 2010.

Warrior TrailConstruction is underway for a

four-lane roadway from GreenVista to Field Crest with the newconcrete lanes now open to traf-fic. The project is scheduled tobe complete in by Spring 2010.

Crossland and Forum ExtensionConstruction will begin in sum-mer 2010 on a four-lane dividedthoroughfare from RobinsonRoad to Waterwood Drive. Theproject is scheduled to be com-plete in summer 2011.

Sara Jane ExtensionThe City has awarded a designcontract for a four-lane undividedroadway connecting the currentSara Jane Parkway north toForum Drive. This project will in-clude a bridge over Fish Creek,water, sanitary sewer anddrainage improvements. Theproject is currently on hold pend-ing resolution of Transportationand Engineering issues.

When you passed thattruck, did you ask yourself, “Whyare they wasting water?” Well,there are many reasons why weare flushing these hydrants and allof them have to do with protectingpublic health.

Dead End FlushingAll cities in the state of Texas are

required to flush areas of theirwater system called dead ends.Dead ends in the water system arelike dead ends on the street; theyare points of no return. Water inthese areas is flushed at least oncea month to maintain disinfectantresidual and palatable water.

Super ChlorinatingJust as you have to clean your

car or bath tub, the water systemhas to be occasionally cleaned.This cleaning is accomplished byadding high doses of chlorine tothe pipes, a process called Super-Chlorination. Super-chlorinatedwater cannot be consumed by thepublic, so it must be “dumped.”After allowing the high chlorinedose to do its work, usuallyovernight, a fire hydrant is opened

to release the non-drinkable water.

Water QualityOccasionally, citizens will con-

tact city offices with concernsabout the taste, odor, or appear-ance of their water. In addition tochecking our water system andcollecting analytical samples, citycrews will often open fire hydrantsto “dump” water of poor qualityand “pull” water of favorablequality to the area of concern.

Unidirectional Flushing ProgramThis is a method of cleaning the

water mainlines through a net-work of flushing sequences withthe water being discharged from afire hydrant. A UDF program in-volves closing valves in a specificsequence to create water move-

ment in one direction while open-ing specific hydrants at the end ofthat sequence.

Fire Department TestsAnnually, the Fire Department is

required to test water system tomake sure adequate pressure ex-ists to fight fires. This systemcheck may include opening firehydrants.

New programs offer discountson foreclosed homes

Two new home buying programs in Grand Prairieoffer discounts on purchasing foreclosed homes inan effort to get empty homes owner occupied, ben-efiting the property and neighborhood.

One program, 4-GOV, offers a special deal forgovernment employees work-

ing in Grand Prairie. Theprogram purchases fore-

closed homes, rehabil-itates them and

resells the homesat a discount togovernmentemployees

working inGrand Prairie –

includingfederal,

state, county, city and school district employees.As the city buys and rehabilitates properties, the

houses for sale will be posted on the city Web site,www.gptx.org/4gov. As homes are sold, the citywill recycle the program income off the sale of theproperty and purchase another home to rehabilitateand sell to eligible applicants.The second program, 4-HOME, helps any eligi-

ble person purchase a foreclosed home at a dis-count. A grant provides up to $20,000 to assistqualified buyers with down payment, closing costsand rehabilitation costs. The city has assisted 21buyers so far with the purchase of a foreclosedhome in Grand Prairie through this grant.

Center and The Summit at Cen-tral Park will open early summer,along with the first phase of im-provements to Central Park, lo-cated west of SH 161 betweenWarrior Trail and ArkansasLane. The exterior structures aremostly finished on both buildingsand interior work is running atfull throttle.Inside the 150,000-square-foot

PPuubblliicc SSaaffeettyy CCeenntteerr, the fourstory administrative tower hasbeen dried in, the air condition-ing units are in and working,raised computer flooring hasbeen installed, and interior wallsand other finish work continuesto progress.

The 59,000-square-foot SSuumm--mmiitt is mostly complete on the ex-terior and is also dried in. Thepool shell has been installed andtested. Interior walls and finishwork are nearing completion inthe banquet rooms, theater,kitchen and office areas. Interiorwork also continues on the activeside of the building, includingclassrooms, senior store, gym,track, fitness area and aquatics.

The first phase of CCeennttrraallPPaarrkk, the 172-acre park whereboth buildings are located, is stillunder construction. The fivelakes, stone retaining walls andthree waterfalls are complete.The Esplanade paving that con-

nects Arkansas Lane with War-rior Trail within the site is com-plete. The boardwalksurrounding lakes 2 and 3 isalso near completion. The piersand paving of the pedestrianbridges crossing lake 3 is inplace. Landscaping has begunwith irrigation lines being in-stalled and tree selections andsite layouts underway.

The LLaakkee PPaarrkkss RReessccuuee FFaacciill--iittyy construction is taking shape.Exterior stone and roofing isnearing completion and interiorwork is well underway. Thiscomplex will provide a replace-ment for the current Fire Station#7 that is better situated withinits service area. The facility willalso include a new Parks admin-istrative facility for the Lake Parksand new Police officesfor the Lake Patrol. Thecomplex will open inJuly 2010.

The former Army Navy storeproperty on 130 W. ChurchStreet has been acquired and de-molished by the city of GrandPrairie. Dallas County has plansto construct a nneeww ccoouunnttyy ssuubb--ccoouurrtthhoouussee on the property,which will replace the currentcounty courthouse at 630 W.Main St. The county’s tax anddriver’s license offices will alsobe combined into the new facil-ity. Construction may start byyear end, with a tentative open-ing for early 2011.

PPaarrkkllaanndd HHoossppiittaall SSyysstteemm hasentered into an agreement withthe city of Grand Prairie to builda new clinic in Grand Prairie at

801 Conover Street, the site ofthe current police headquarters.The proposed 25,000-square-foot clinic would provide pri-mary preventive care for infants,children, adults and seniors. Afull service pharmacy would alsobe available. Construction willstart after the police departmentmoves to the new Public SafetyCenter in early summer. The

LLaaddyy PPrriimmrroossee, a high-endbath and body products manu-facturer will relocate its distribu-tion and packaging operations

from Dallas to a newly builtwarehouse/distribution center inthe Crosspoint development justoff Roy Orr. The company choseGrand Prairie after a six-monthsearch, including tours of 12other Dallas-Fort Worth loca-tions. Lady Primrose productsare predominantly sold in luxuryhotels worldwide.
