General Licensure
• Six authorized classifications:– EMD– EMD-I– EMSFR– EMT-B– EMT-I– EMT-P

Scope of Practice
• Licensed EMD’s, EMSFR’s, and EMT’s shall only perform those skills, techniques, medications, and procedures found with in the New Mexico scope of practice and as authorized by the service medical director.

Scope of Practice
• New skill, technique, medication, or procedure– Must be trained prior to use– Documentation maintained by service director,
medical director, or EMS Training program
• Medical Authorization Documentation on each EMS provider on file

Special Skills
• All considered advanced life support• Skills outside the usual scope of practice for
level of licensure• Submit a written application• Authorization only with Medical Director’s
approval

Licensure Period
• 27 months• Expires on March 31st • Requirements for renewal must be completed
by December 31st that occurs prior to expiration
• CPR & ACLS exempt (must be current at time of renewal)

Licensing Exams Changes
• Initial licensure– Must attend a state test site within 9 months of
course completion– Subsequent attempts must be completed within 24
months of course completion– 4 attempts allowed
• Failing the 3rd attempt=refresher course• Failing the 4th attempt=repeat training program

Graduate License
• Practice skills within their scope of training• Under direct supervision of a licensed provider
at that level or above• Only under medical direction• In the event of an MCI…
– May only practice at their fully licensed level
• Invalid after 6 months or failure of test site

Graduate License Preceptor
• Identified by the Service Director and Medical Director
• A list of preceptors must be maintained• Must be at the level or above the graduate’s
level• Intended to be an “OJT” style experience

Out-of-State Licensure
• “Mutual Aid” across the state line• Inspired by the numerous wildland fire• Must be:
– Responding to a specific incident– Contact EMSB prior to beginning EMS operations– Provide copies of certifications/licensures– Evidence of written protocols & scope of practice– Contact local EMS system– Maximum of 30 days, renewable with approval
