1 The EIBFS Library

EIBFS acknowledges the role of the library in supporting the educational process, as a major source of information and knowledge for students, staff and researchers.

Acknowledging this important role, EIBFS policy with regard to the library aims at developing the library and transferring it to a modern learning resource center in order to positively serve the educational, training and research processes in the institute. Hence, the objective of the library, as dened by EIBFS, is to collect, organize and facilitate the use of information.

Viewing the library as a nucleus for training and educational process in the institute the management is committed to the provision of the library with all sources including; books, periodicals, references, video tapes, CD-ROMs and electronic data bases. Not only this, but facilitating access to the library contents for all students and staff through the adoption of exible working hours, morning and afternoons, and the availability of librarians, during those times.

The librarians, the academic staff, researchers all of them are expected to play a role in continuously developing the collection of the library, by recommending to the management of the institute adding new titles appearing in book reviews, international book fairs, that are of relevance to the banking and nance academic programs.

It is the responsibility of the management of the institute to provide the necessary funds and the annual budgetary allocations for the acquisitions of new additions recommended by academic staff and the librarian.

For the sake of implementing this policy efciently, it is the role of the library section to propose the necessary guidelines for using the library. Those guidelines should regulate: the operational matters related to the library services including loans, electronic recourses, and code of conduct for the use of the library resources, image representative and copying, internal organization, working hours, access to the internet and the on-line catalog in addition to e-data bases.

Once being approved by the management of the institute those guidelines become enforced, abiding with them, and supervising their implementation becomes a major responsibility of the library staff at the institute.

2 Library mission and vision2.1 Mission Ÿ To provide comprehensive resources and services in support of the

research, teaching, and learning needs of the institute community.Ÿ To provide training and learning opportunities for users to enable them

utilize these resources.2.1 VisionŸ To have a leading role in the development of academic and training

programs by being an excellent information resource center.

3 Library regulations The operation of the Library is guided by the Library Regulations as these are dened in detail per chapter and article in the EIBFS QA handbook.

3.1 The role of the EIBFS Library The library is one of the units of the Institute that aims at possessing the different forms of information sources, and organizing them according to known International Rules and Standards to facilitate access to them, and to support the needs of teaching and scientic research. The library also aims at cooperating with other libraries and information centers within the state, especially those of similar nature in order to upgrade the information service and achieve the objectives of the library.

The library provides its services to the students of the Institute, the Academic Staff, and the employees of the Banking Sector in the state, and the participants in the Institute's training programs within an organizing frame decided upon by the Library.

The Library contains various sources of information such as: books, periodicals, references, government publications, audio-visual materials and electronic data-bases.

3.2 The LibrarianThe Librarian is considered the rst responsible ofcer in charge of the library. The Librarian performs all the duties and takes care of all the technical needs of the library, monitors the implementation of approved policy and plans in the way that achieves the objectives of the Library, as follows: Ÿ Provides various information sources deemed necessary for the Library. Ÿ Prepares technical reports for data sources and facilitates access to

them. Ÿ Prepares the regulations and necessary guidelines for organizing work in

the Library.

Ÿ Proposes the annual budget for the Library to satisfy needs. Ÿ Informs the Library users about the Library collections, new services and

encourage them to benet from those services. Ÿ Prepares the annual report including the Library activities and

suggestions for improvement. Ÿ Represents the Institute's Library with similar associations and institutions. Ÿ Proposes cooperation frames and means between the institute's Library

and other scientic and academic organizations at the local, regional and international levels.

3.3 The Library CommitteeThe Library Committee is composed of four (4) members, including the Librarian who is appointed by a decision made from the General Manager. The Library Committee should meet twice a year. The Library Committee tasks and responsibilities are as follows: Ÿ Review the general policy for the library to ensure its developments,

meeting its objectives, and serving the goals of the Institute. Ÿ Propose development plans. Ÿ Review budgetary allocations for the Library. Ÿ Study and solve problems negatively affecting the Library. Ÿ Propose ways and means to encourage bank employees to benet from

the services offered by the Library. Ÿ The Library Committee will, as required, meet quarterly with faculty and

stakeholders to consider possible recommendations for addition to Library Collections or electronic data bases.

3.4 Library Provision and Supply Decisions concerning the purchase of books and other Library materials, will be issued by the General Manager or the person delegated by him, according to the proposition made by the academic staff and the Librarian. Purchase may be made from the publishers directly or from approved agents. One supplier for English periodicals and another for Arabic periodicals may be specied. Advance payment for subscriptions in journals can be made for one year. Gift books can be accepted according to the approved policy of developing groups.

3.5 Organization of the Library Services The Library should provide its services to students, members of the academic staff, bank employees, trainees, and those who are interested from among the public. Loan service is limited to students, academic staff, EIBFS employees, and bank employees (for the last category, after endorsement from the Employer, or payment of a deposit to be xed by the Library). 3.5.1 Borrowing policy It is not permissible to Loan periodicals and audio-visual materials. It is forbidden to Loan one copy books. The Library provides information service, loan service, guidance on how to use the Library, a bibliography of the library, and other services related to e-retrieval of information. 3.5.2 FinesThe value of lost or damaged books will be paid by the individuals who caused the loss or damage, in addition 100% administrative charges. Students and users of the Library will not be cleared out unless they receive clearness from the Library.

3.6 Manpower A specialized professional will be appointed to ll the posts of Librarian to shoulder the responsibilities of technical nature such as provision (or supply), indexing, classication, and serving the users of the Library. An assistant to the Librarian may be appointed on a permanent or temporary basis whenever need arise.

3.7 Library Property Checking of the Library contents should be carried out twice a year. The General Manager, or an authorized person by him, will issue the decision constituting the checking committee. The General Manager or the one who is delegated by him will approve the report of the checking Committee, and authorize canceling lost material (a percentage of 4%) for the duration of two years, and this will be taken out from the registry of Library Collection. The General Manager or the person authorized by him will on the recommendation of the Librarian, make the decision regarding canceling damaged books, or the books that there is no benet from keeping them due to loss of academic value. If the percentage of the lost books moved beyond the accepted percentage (2%) the General Manager or the authorized person will decide on suitable measures to be taken. The Library collections should be kept in good condition, through binding and proper handling.

4 Library Collection4.1 Books & PeriodicalsThe EIBFS Library collection includes about 22,000 books in the 3 campuses covering the following areas: Accounting, Banking, Finance, Economics, Management, Computer, and References. The EIBFS Library has a specialized Reference Section, which contains dictionaries, manuals and encyclopedia. Moreover, the EIBFS Library has a subscription to the most core periodical titles (hard copies) in English and Arabic Languages.

4.2 Audiovisual Collection The EIBFS Library has got a collection more than 350 Video Cassettes, and a considerable number of audio cassettes. The audiovisual collection contains training materials on: Accounting, Banking, English Language, Finance, Management, and Marketing.

4.3 Bank Annual Reports Bank Annual Reports constitute one of the major sources of information in the eld of the banking and nancial studies. All banks working in the UAE deposit complementary copies of their annual reports at the EIBFS Library for Reference.

4.4 Government Publications The EIBFS Library collects major Government Publications from the UAE institutions as well as other GCC countries and makes them available for the library users. They include publications from the Central Banks and related ministries and institutions.

4.5 CD - ROM CollectionThe EIBFS Library has a considerable CD Rom collection. This collection contains many Electronic Directories, Manuals, Bank Annual Reports, Software programs and the collection of the "Business Link" Database, which contains articles and statistical data from many international journals and magazines. This collection is available for use inside the library.

5 Electronic library servicesThe EIBFS Library offers several electronic databases to its users. These databases provide up-to-date information. Library clients heavily use these resources. These resources include:

5.1 Online CatalogueEIBFS Library uses an international full integrated library system to serve the users. The users can retrieve information on books by Author, Title, Subject, or Category. The online library of the EIBFS is available at: www.eibfs.com

5.2 Internet ConnectionThe EIBFS Library provides Internet connection to enable library client to make use of the online resources for serious research work. A central printer is also provided.

5.3 Thomson Reuters Zawya DatabaseThe Thomson Reuters Zawya Database is an online electronic database that provides nancial and economic information on the GCC countries as well as the Arab Countries. It provides basic economic indicators, country prole and company proles.

5.4 InfoTrac Custom Database“InfoTrac Custom” is an online database that contains 4200 Full Text journals. This database covers most of the major and core journals in the elds of Accounting, Banking, Finance, Economics, Management, Computer, References. The EIBFS Library user has the right to access 250 full text journals at a time. 5.5 ProQuest Banking Information Source ProQuest Banking Information Source enables you to search essential banking industry publications for information about the nancial services industry, banking and industry trends. This database includes:

• Scholarly Journals• Magazines• Articles• Reports• Newspapers • Thesis and Dissertation etc

5.6 Islamic Finance News (IFN) Islamic Finance news (IFN) is the company's principal publication. IFN is a digital, subscription-based publication available online and through smartphone and tablet applications. Published weekly, the journal provides exclusive and comprehensive coverage of the global Islamic nancial markets through in-house analysis and expert external contributions; in addition to a daily news service, additional quarterly supplements and a variety of special annual issues.

5.7 eBraryeBrary was founded in 1999 and has since grown into a leading provider of eBooks from trusted publishers with tools that make research easy and reliable. ebrary is a database with 127,000+ of books in a digital format. The electronic books collection covers a broad scope of academic subject areas.

5.8 Online PeriodicalsEIBFS Library users can access electronic Periodicals and Magazines. The EIBFS Library has about 800 online Magazines and Periodicals related to Banking and Finance
