Strategic commissioning NHS Clinical Commissioners, in partnership with Academic Health Science Networks (AHSNs), has published Supporting strategic commissioning: collaborative working between CCGs and AHSNs. This briefing explores how CCGs can work with AHSNs to support local strategic commissioning and provides a series of tips through case studies which demonstrate the impact that collaboration between CCGs and AHSNs can have for local populations. Safe staffing This RCN report provides an important contribution to the conversation on nurse staffing levels and to patient safety in health care. It contains two new datasets: assessments by Directors of Nursing of the state of the UK's health systems and its workforce, and data on nurse staff vacancies in Trusts in England specifically. Use of the Social Value Act by CCGs Social Enterprise UK in partnership with National Voices has published Healthy commissioning: how the Social Value Act is being used by clinical commissioning groups. Key findings in the report show that 43% of respondents had no policy on the Social Value Act; only 25 CCGs (13%) demonstrated 'highly committed, evidenced and active' use of the Act; weighting procurement for social value, even amongst the most highly committed CCGs, is limited and low; and analysis of Sustainability and Transformation Plans found that just 13% mention Social Value. This document gives a brief background to the Inpatient Survey and looks at the medicines-related questions. NHS estates The King’s Fund has published NHS estates: review of the evidence. This report sets out the findings of an evidence review in relation to estates strategy. It includes evidence on the approach to developing a strategy, and the different components required for an effective strategy. It also identifies the skills and capability involved in strategy development and provides examples of some of the models for estates development that have been used in the NHS and elsewhere in the public sector. Patient-centred care for people with multi-morbidity The European Observatory on Health Systems and Policies has published How to strengthen patient-centredness in caring for people with multimorbidity in Europe? This policy brief identifies the most promising service arrangements for integrated care and examines how to support coordination and promote collaboration between care professionals and, strengthen professional competencies. Emergency care audits The Royal College of Emergency Medicine (RCEM) has published audit reports on three aspects of emergency care:

Moderate and acute severe asthma clinical audit 2016/2017: National report - audit showing that many emergency departments are finding it challenging to adhere to the time standards set by the British Thoracic Society and RCEM

Severe sepsis and septic shock clinical audit 2016/17: National report - audit showing an improvement in the proportion of patients receiving the best care for severe sepsis and septic shock, but that improvements are needed to make treatment available faster

Consultant sign off clinical audit 2016/17: National report - this report audits 24,341 of the most high-risk patients presenting to 180 emergency departments. It identifies a number of high risk conditions that merit senior review or sign off.

Workforce supply resource NHS Employers has developed a range of new workforce supply web pages to support healthcare employers. The resource has been set up to help organisations consider the political and social context they are employing staff in, and to develop a workforce strategy that is wide ranging, yet achievable. It addresses the challenges employers face in terms of planning for educating, recruiting, developing and retaining their staff. To read more click here Health visiting and school nursing services The Royal College of Nursing has published The Best Start: the future of children’s health: valuing school nurses and health visitors in England. This report shows that there has been a decline in the number of school nurses and an emerging trend of reductions in the health visiting workforce. It outlines the context to the changes being made to these services, and to the workforce. Report Global drug survey 2017 The Globe Drug Survey 2017 has been published which sets out the drug taking habits of 120,000 people across 50 countries. 5,900 people were surveyed in the UK and the study indicates that an increase in the purity of recreational drugs has led to a ‘major’ increase in UK cocaine users being admitted to A&E departments. It also appears that the UK leads the world in the rise of purchasing drugs on the darknet. This report highlights the value that occupational health services can give in reducing long term sickness and promoting a healthy workplace culture. This report is aimed at policy makers and commissioners of services Report Authorisation of independent healthcare provider PGDs The Specialist Pharmacy Service has published Authorisation of Independent Healthcare Provider (IHP) PGDs for NHS and public health commissioned services. This document provides guidance for IHPs and commissioning organisations where the IHP agrees to take responsibility for development and authorisation of Patient Group Directions, prior to the necessary authorising organisation sign off by the commissioning organisation for NHS and public health services. NHS quarterly monitoring report The Kings Fund has published its Quarterly monitoring report: how is the NHS performing? This 23

rd report

combines publicly available data on selected NHS performance measures with views from NHS finance directors and CCG finance leads. It now also includes views from general practitioners and practice managers, and unpublished activity data. Report Public reflection on the NHS and social care The Health Foundation has published What does the public think about NHS and social care services? This publication presents the results of an Ipsos MORI survey of the general public on their views about funding of the NHS, as well as the provision of NHS and social care services. To read more click here Global health 2007-2017 The World Health Organisation has published Healthier, fairer, safer: the global health journey 2007–2017. This independent report reflects on the trends, achievements and challenges in global health over the past decade. It discusses the role of WHO in dealing with such issues as the rise of noncommunicable diseases, leaps in life expectancy, and emerging threats like climate change and antimicrobial resistance. Report Costing for value The Healthcare Financial Management Association (HFMA) has published Report on the value challenge pilot. This report describes how clinical and finance staff in three acute trusts in England set about translating the theory of value into practice. The aim was to test how easy it is in practice to link costs and outcomes at a patient level, and explore whether there is any correlation between them. The focus was on two areas: fractured neck of femur and inpatients with diabetes. Report Workplace health promotion The RAND Corporation has published The return of investment for preventive healthcare programmes. This report outlines the divers of successful workplace health promotion programmes, provides an overview of health and wellbeing interventions offered by pharmaceutical companies, and develops a framework to analyse the return on investment of such projects, applying it to GSK's P4P programme Report Postnatal quality improvement project This describes an improvement project at Barts Health NHS Trust using a multi-faceted approach. Streamlining of the discharge process is discussed along with information leaflets, packs and videos. To read more click here PEM (Paediatric Emergency Medicine) Free Guide This guide was spearheaded by Dr. Michael Mojica as a point of care resource in the pediatric emergency departments at Bellevue Hospital Center and NYU Langone Medical Center. The focus is in essential diagnostic, treatment and disposition decisions and though not a definitive resource it does have concise and easily accessible information for a wide number of conditions in the Pediatric Emergency Department. To download the guide click here Heart health tool reveals obesity on the rise in the UK The World Heart Federation’s heart health tool reveals that although high blood pressure rates have decreased in the UK, obesity rates are on the rise. To read more click here Stroke in childhood: guidance The Royal College of Paediatrics and Child Health and the Stroke Association have published Stroke in childhood: clinical guideline for diagnosis, management and rehabilitation. This updated guidance sets out how stroke care should be provided, covering the whole pathway from identification, diagnosis and management of children and young people with arterial ischaemic stroke and haemorrhagic stroke until their transition to adult care. Stroke patients in England set to receive revolutionary new treatment An estimated 8,000 stroke patients a year are set to benefit from an advanced emergency treatment which can significantly decrease the risk of long-term disability and also save millions of pounds in long term health and social care costs. Signals are summaries of recently published research and intended to provide decision makers in health and social care organisations with evidence they can use. MENTAL HEALTH NEWS Commissioning mental health services for deaf people The Joint Commissioning Panel for Mental Health in partnership with the deaf charity SignHealth has published Guidance for commissioners of primary care mental health services for deaf people. This guidance sets out key messages commissioner’s need to embrace when commissioning mental health services in order to improve deaf people’s access to these services. This guide should be of value to: CCGs and local authorities; health and wellbeing boards and service providers across secondary and tertiary services. Guidance Social media and mental health wellbeing The Royal Society of Public Health and the Young Health Movement have published #StatusOfMind, examining the positive and negative effects of social media on young people’s health. The report includes a league table of social media platforms according to their impact on young people’s mental health. YouTube tops the table as the most positive with Instagram and Snapchat coming out as the most detrimental to young people’s mental health and wellbeing. Becca: breast care app This app, created by charity Breast Cancer Care, aims to help people with breast cancer adapt to life after hospital treatment ends. The app has been developed with input from healthcare professionals and breast care nurses, as well as people with breast cancer. It offers bite sized suggestions designed to improve users’ quality of life after diagnosis and help them find a new ‘normal’.
