PREFACE

Technical University of Liberec Strategic Plan for the Scholarly, Research and other Creative Activities for the period 2016 - 2020 (hereinafter referred to as "DZ TUL") is based on the Ministry of Education, Youth and Sports and its Long-term Strategic Plan for the Scholarly, Scientific Research, Development, Innovative, Artistic and Other Creative Activities of Higher Education Institutions for the period 2016 - 2020 (hereinafter referred to as the " DZ MŠMT") as well as on the long-term Strategic Plan for the Scholarly, Research and other Creative Activities of Technical University of Liberec for the years 2011-2015 and its annual updates. It originates in the document "The TUL Strategic Development Plan for 2020 with a forward view to 2030".

The Technical University of Liberec (hereinafter referred to as "TUL") focuses on the field of technical, social, natural and economic sciences, arts, health and pedagogy. The university aims to build top-class laboratories and teams, particularly in those areas where it has world-class results. In terms of educational activities, in line with the demand for graduates, TUL focuses on the fields where it achieves significant results in basic and applied research. The university rests on excellent and developed scientific background, exploits the synergetic effect of individual parts of the university, emphasizes interdisciplinarity in educational activities, research and development. It systematically cooperates with universities and scientific institutions abroad as well. International co-operation takes the form of project co-operation, creative activities of scientific and pedagogical staff, as well as the form of mobility.

The development of science and research, education, development in general, as well as internationalization belong primarily to strategic goals and themes of Technical University as a modern European educational institution with a high scientific and research background.

VISION AND MISSION

Our vision

The vision is an internationally respected research university, centre of educational and independent creative activities for the technical, scientific, economic, cultural and social development of society. Scholarly activities will continue on the basis of scientific, research, development and innovation, engineering and artistic activities in each field. The quality of teaching will be judged by the quality of creative work within each place of work. The university aims to ensure that all university study programmes are linked to independent creative activities of its students. The aim of the Technical University of Liberec is to be a prestigious university in both national and international contexts.

Our mission

TUL is the ultimate center of education, independent knowledge and creative activity. Its mission is scientific, engineering, research, development, innovation and artistic activity, aiming at the systematic development of these areas based mainly on basic research.

TUL ensures the quality of its activities. This responsibility is implemented through a strong and competent strategic management, effective internal quality assurance

mechanisms, clear curriculum profiles and the availability of reliable and comprehensible information available both for students, applicants and the public. Moreover, TUL sets and maintains high quality standards for all of its activities, including the quality of creative outputs and the knowledge, skills and competencies of graduate students.

TUL provides a broad and diversified approach to quality education. The university reflects the needs, interests and opportunities of a broad student population, including exceptionally gifted. Diversified education will allow to achieve apparent added value for the knowledge, skills and competences of all students, regardless of their social and economic background, age, nationality, previous educational or professional experience or special needs due to health or other difficulties.

In addition to the mentioned above, TUL is a university with a high degree of internationalization including engagement in mobility programmes and short outgoing programmes of students or academic staff. TUL environment has a distinct international character based on the full integration of incoming students and guest teachers into the life of the academic community, intense international contacts in creative activities as well as considering the world context and foreign experience in the preparation of study programmes.

In its activities, the university reflects current social development, the latest scientific knowledge and needs of its partners. It has close and open contact with partners at local, national and international level, with graduates, employers, scientific and academic institutions as well as with the non-profit sector and public administration.

TUL has a significant position in research, development and innovation in both national and international contexts.

STRATEGIC PRIORITY 1: QUALITY ASSURANCE

TUL, in terms of its mission and nature, provides activities both in the educational and research fields. These activities can be provided only on the basis of quality and effective management as well as on the basis of the relative autonomy and autonomy of particular faculties and other university units.

TUL will continue to focus on ensuring the quality of its activities. The university will fulfil the responsibility through strong and competent strategic management, effective internal quality assurance mechanisms, clear curriculum profiles, and the availability of reliable and comprehensible information to students, applicants and the public as well. TUL sets and maintains high quality standards for all of its activities, including claims on the quality of creative outputs and the knowledge, skills and competencies of graduate students.

Reflecting the amendment to the Higher Education Act, TUL will adapt its internal regulations regarding the area of quality management of the study and the accreditation process. To acquire institutional accreditation in selected areas of education, TUL will establish a Council for Internal Quality Assessment, prepare its status and staff members. The long-term goal of the university is to provide high-quality education at all levels of study to ensure graduate employment in the labour market. TUL will further develop, upgrade and update existing accredited programmes and subject-areas structured into bachelor, master and doctoral degrees. In addition, TUL intends to design and accredit five-year Postgraduate Study Programmes in those areas that require a much deeper theoretical basis and strong interrelationship between theoretically and application-oriented subjects. In the development of study programmes, TUL will also accentuate interdisciplinary studies utilizing the synergic effects of cooperation of all faculties within the university.

To facilitate the transition of graduates to the current labour market, TUL will also strive to develop language and communication competencies of students and the appropriate profile of individual study programmes with regard to labour market needs. TUL will continue to improve and continuously reduce the age structure of academic staff, young associate professor and professors in particular. Their professional growth will also be supported by special, university-wide projects enabling them to take sabbatical to complete their qualifying work, major publications and foreign stays.

An integral part of quality education is improving teaching and educational facilities in particular facilities, including equipment (i.e. relevant IT equipment, laboratory equipment) for departments at the university. Ongoing modernization is and will be supported both through specific institutional programmes and other programmes aimed at supporting the quality of education.

TUL will continue to develop its information infrastructure in line with technological developments and to provide users with a comprehensive, integrated and welcoming environment conducive to their study, research and administrative activities.

TUL will also continue to develop working environment that will allow and support the synergy of both strategic goals of the university and the individual career aspirations of academic, as well as administrative employees.

The university will enhance the image of a high-quality and respected university in public awareness. It will continue to promote awareness of its activities, to create information and promotional documents on the university and its faculties, to search for new forms of

providing information in internal and external communication in both national and international contexts. In view of the importance of accredited subject areas for economic development, the public, and future applicants in particular, shall be informed of these prospective possibilities of study. TUL will be effectively presented to the public, the media as well as exhibitions and fairs.

Strategic and partial objectives

Increasing the efficiency of internal functioning and put emphasis on quality assurance of

TUL in all its activities.

• Implementing the amendment and harmonization of TUL regulations in accordance with the amended and valid Higher Education Act and other relevant legislation.

• Developing a system of internal quality assurance in connection with the amended Higher Education Act. i. e. preparing documents for the so-called "institutional accreditation" with an emphasis on internal quality assurance, to negotiate strategic documents with other higher education institutions (hereinafter referred to as "universities") and to involve a wide group of partners.

• Establishing Internal Quality Assessment Board for individual areas of education (to determine strong academic staff, quality standards and method of assessment), to adapt internal regulations, to cooperate with the Ministry of Education, Youth and Sports and other universities in implementing changes in the legislative framework (e.g. by sharing good practice examples).

• Participating actively in defining the internal quality assurance standards by means of both formal and non-formal criteria (in accordance with the Strategic Plan for the Scholarly, Scientific, Research, Development and Innovation, Artistic and Other Creative Activities of Higher Education Institutions of the Ministry of Education, Youth and Sports).

• Introducing objective assessment criteria related primarily to the results of creative activities (i.e. publications, quotes, patents, obtained projects, income from commercial co-operation) for the allocation of institutional funds to individual faculties.

• Developing and strengthening TUL control mechanisms (internal and external quality assessment) and systematically revising the student quality assessment system.

• Increasing the structure of accredited study programmes in all degree forms with a distinction between academic and professional specialization. Preparing for accreditation, as well as extending or expanding of accreditation of degree study programmes with regard to current labour market requirements for graduates.

• Promoting the emergence and accreditation of university and inter-faculty study programmes.

• Introducing and promoting the use of paper-less processes, reducing bureaucratic procedures.

• Striving to develop current cooperation with the faculty schools as partners in teaching and learning processes particularly for students of the Faculty of Science, Humanities and Education.

• Maintaining TUL alumni through the so-called “TUL Graduates and Friends Association (hereinafter referred to as the “SAPTUL”) in order to improve their awareness of university events.

• Increasing engagement of graduates in TUL activities and events, gain valuable feedback.

• Implementing, modifying and linking the Quality Assurance System to framework of the National Qualifications Framework for Tertiary Education, following its introduction into the accreditation process.

• Systematically promoting the active lifestyle of TUL students by providing them with various sport activities, innovating the existing facilities for this purpose.

• Creating favourable learning environment.

• Establishing the study analyses, increasing quality of education, expanding cooperation with other universities, predominately in doctoral programmes (doctoral conferences, sharing interactive elements in teaching activities with a focus on e-learning systems and tools, cooperation on TA ČR projects, GA ČR, Horizon 2020 and others) extension of doctoral studies in new subject-areas, especially in English.

• Developing and promoting the relations of the education system with research, development, innovation, artistic and other creative activities, especially in master and doctoral study programmes, supporting the relations of the education and research.

• Preparing projects with a focus on increasing the efficiency of teaching activities.

• Establishing conditions for the development of pedagogical skills for students of doctoral study programmes and young academic staff.

• Implementing benchmarking tools for comparison with other related faculties in the Czech Republic and abroad.

• Conforming to the rules of the credit system reflecting the regulations for the implementation of the European Credit Transfer and Accumulation System (ECTS). Updating the system and complementing the documents as stipulated by the European Commission.

• Creating conditions for recognizing previous education.

• Promoting the introduction of other study forms apart from full-time study; ensure essential quality comparable to the full-time study form; employ effective e-learning systems and tools in order to develop the supported environment.

Developing information technologies and quality management systems.

• Participating in developing information system and standards for transferring and publishing information within TUL.

• Establishing effective information structure for the transparent implementation of study programmes as well as recording the processes related to the study.

• Introducing and developing e-learning systems and tools in teaching activities.

• Revising and developing tools to provide efficient services to academic community as well as to public.

• Introducing the electronic record-keeping performance and archiving of the strategic documents in accordance with the relevant legal regulations, focus on the related transfer of strategic documents into digital form and the setting the rules for document circulation and approval system in a digital form.

• Focusing on the legislative, methodological and technical solution of archiving digital documents and electronic images of paper documents in order to ensure their storage

in accordance to defined standards and preservation of their credibility during the retention period; to analyse the possibilities of creating its own specialized binary document repository with a view to preserve the digital heritage of the university and ensuring compatibility with university-wide information systems.

• Increasing cyber security of information systems, expanding and complementing the system of internal controls to minimize security risks, ensure the management of authorized users, and the credibility of operating data and documents.

• Revising and providing the analysis of existing applications, including individual modules as well as TUL information systems; define requirements for individual software components and identify claims associated with the implementation of legislative, administrative and technical changes and updates; analyse the compatibility of existing solutions with new modules, information systems to limit the risks associated with the exchange of some of the components.

Professional career growth, division of labour, valuation of work and work environment.

• Promoting systematic individual professional career development of both academic and non-academic employees.

• Enhancing qualitative requirements and motivational tools to meet academic growth criteria.

• Promoting habilitation and appointment procedures for professors, including further education (pedagogical, professional, etc.) of academic employees.

• Promoting the qualification and personality growth of academic and research employees and PhD students, support the further education of academic employees, in particular young prospective academics, increasing their pedagogical competencies, ICT skills for teaching, language, environmental and social competencies.

• Revising the allocation of research, scientific and academic employee jobs according to the needs of the university, diversified particularly in relation to the strategic fields in which the university operates and the geographic strategy of TUL.

• Striving to create appropriate job placements at the support university units.

• Striving to acquire employees from internal resources in the framework of their further career growth and development and in accordance to the needs of the university.

• Involving prospective students of postgraduate or doctoral studies in professional activities at TUL.

• Establishing and developing effective, motivational, non-discriminatory work performance management system as well as staff assessment to focus on professional career growth and performance of academic and non-academic employees, which will improve the quality of the results and the overall performance of the university.

• Creating effective, positive and fair employee remuneration system to ensure competitive remuneration system for university employees compared to other universities.

Developing and fostering active cooperation with prospective students of all degree study

programmes, gaining prestige and respect in academic environment.

• Establishing and implementing intensive and wider tools to become a significant educational and research university with a better position among both Czech and European universities. Develop a strategy of marketing and promotional activities,

• Developing marketing and promotional activities of web and Facebook presentations in all activities, communication support of provided services (i.e. educational, research), focusing on target groups (prospective applicants, existing students, internal and external public), promoting events for both primary and secondary schools, open days for prospective applicants, and other educational or research activities.

• Promoting TUL towards national and international higher education organizations.

• Increasing awareness of university partners. Promote and develop TUL as a strategic partner for representatives of institutions at all levels of the educational system, research institutions, commercial and public subjects, as well as an active participant in the development of cultural, artistic and sports activities in the region. STRATEGIC PRIORITY 2: DIVERSIFICATION AND ACCESSIBILITY

The Technical University of Liberec is a university offering and will offer a broad and diversified approach to valuable and quality higher education. TUL will continue to help students overcome barriers to access to study, thus striving for the efficient use of public and private funding resources spent on education. Besides, the university will continue to offer high quality, clearly profiled curricula and lifelong learning programmes that are capable of meeting the expectations of lifelong learning participants and supporting them to facilitate their individual approach to learning.

TUL covers and will strive to cover the needs, interests and opportunities of the broad population of applicants for study and students in terms of both traditional and new specialized professional study programmes. Furthermore, the university will focus on developing and enhancing the quality of learning support, including lifelong learning, in particular by implementing and supporting both technological innovations (i.e. selected e-learning tools and systems) and alternative teaching methods. It will also continue to monitor and assess premature study termination and failure, particularly in Bachelor's degree programmes, and to prepare significant measures for its reduction, e.g. in the form of special preparatory courses designed to compensate for differences in knowledge among a diverse student population. Additionally, the university will foster active cooperation with students involved in task solving and various projects. Therefore, the combined type of study will be limited to selected subject areas.

In addition to the mentined above, TUL will analyze the study success in all types of degree programmes in relation to requirements for applicants, secondary schools, industrial practice. The university will revise and analyse the support and accessibility of the degree programmes in terms of the possibilities of the scholarship fund, the language skills of the applicants and the quality of the study support. In addition, TUL will create the conditions for students with special needs, disabilities and social or other impairments. Through the bursary programmes and funds, the economic barriers for the students with special needs, disabilities and social or other impairments will be mitigated in subsequent years.

The implementation of the above mentioned procedural and substantive changes will improve the diversification and accessibility of study which will lead to the knowledge and skill development of all students regardless of social and economic conditions, age, nationality, prior education or professional experience or special needs caused by disabilities or other impairments.

TUL will continue to create and offer of educational and creative opportunities fostering the development of talented and motivated students in both Bachelor and Master programmes, particularly by means of their inclusion in scientific and professional activities, as well as research projects. Besides, the students in doctoral programmes will be involved in research projects through student grant competitions.

The university will revise, innovate and implement teacher training course for academic employees with a focus on gradual improving the quality of teaching skills due to significantly higher number of students with specific educational needs at the university. Besides, several language courses of different levels will be held each year for both university students and academic and non-academic employees.

In the field of further education, existing and newly accredited courses will be continuously implemented and their innovations and re-accreditation will be ensured. In order to enhance the competencies of teachers at all educational levels, the university will revise, innovate and implement teacher training courses for teachers at all educational levels with a focus on gradual improving the quality of education of children, pupils and students with specific educational needs.

The University of the Third Age will continue to meet the increasing interest of learning participants for professional and special-interest lifelong learning programmes and provide comprehensive training programmes and course offers. The learning programmes will also incorporate activating elements and teaching methods, including new study materials. All courses offered within the University of the Third Age will be linked to TUL study programmes.

Strategic and partial objectives

Promoting equal opportunities.

• Creating the conditions for equal access to education for all the candidates from different socio-economic conditions regardless of age, nationality, place of residence, previous educational or professional experience, or special needs caused by caused by disabilities or other impairments.

• Including targeted counselling and support for specific groups of students in standards for institutional accreditation.

• Evaluating and increasing the quality and relevance of combined and / or distance studies.

• Continuous evaluating the throughput by study including removing potential barriers of different types for registered students with specific needs.

• Providing the students with specific needs with a range of language and other courses in order to create equal conditions for study, as well as providing a comprehensive support to specific student groups.

• To register applicants and students with specific needs in accordance to the valid legislation, to include registered students with specific needs based on functional diagnostics into individual categories.

• Creating and introducing equal conditions for all applicants and students with sensory and other disabilities by offering and providing comprehensive support services, service measures and the possibility of borrowing compensatory aids according to the type and degree of disability.

• Ensuring the accessibility of internal information and educational systems to all students, including students with specific needs (e.g. blind, purblind), meeting basic technical requirements for a barrier-free environment of virtual space.

• Increasing the promotion of the Academic Advisory Center services by continually improving and updating the website, creating new printed promotional materials, etc.

• Continuous providing suitable study and working conditions for employees returning from maternity leave, i.e. the possibility of placing a child of TUL employees in the kindergarten, the possibility of short-term babysitting for students and employees provided in the pre-school playgroup at TUL.

• Systematically addressing the quality of services provided to students (targeted counseling, information and library services, involvement in research activities, etc.).

• Analysing the degree, development, causes and consequences of failure to complete TUL studies.

• Systematically cooperating with lower levels of education system.

• Organizing targeted language courses and preparatory courses for the applicants as well as for TUL students to reduce the risk of study failure.

• Developing systematic cooperation with other universities in the Czech Republic and abroad, as well as with the commercial and public subjects in the area of counselling.

• Expanding cooperation with other national and international universities, as well as with the professional institutions in the area of counselling.

• Provide quality consulting services to TUL applicants, students, academic and non-academic employees in the area of study, psychological, personal, social and career counseling.

• Improving the quality of counselling services by means of further training of counselors and cooperation with other universities.

Promote a student-orientated approach.

• Fostering talented and highly motivated students, involving the students of all degree programmes in various research projects, as well as promoting creative students.

• Increasing the quality of study and achieving higher level of gained knowledge on the basis of increasing teaching skill levels of academic employees, improving their pedagogical competences, as well as improving simulation equipment and laboratories.

• Stimulating students' interest in learning (e.g. through incentive bursary programmes, awarding standard length of studies, effective support for foreign internships, etc.).

• Evaluating, analysing and modifying the existing bursary scheme to support all students to study.

• Supporting and organizing student competitions within TUL, implementing the Student Scientific and Professional Activities and Workshops for TUL students, Summer Schools, and to implement and develop the Student Business Club competition.

• Holding significant events that bring TUL study programmes closer to the general public and particularly to prospective applicants, e.g. events such as CyberRobot

• Creating teaching materials for all degree programmes and forms of study, in particular electronic learning texts and support, and develop a system of electronic learning support.

• Expanding the services provided by the University Library in order to make the library collections available in the electronic form to both TUL students and academic, as well as non-academic employees at the university premises in accordance with the applicable copyright law.

• Promoting workplace health and safety measures for employees and students in both laboratories and technological units, including regular equipment revisions and inspections.

• Implementing close and effective cooperation between higher and secondary education institutions (i.e. involvement in conceptual development of education at secondary schools)

• Fostering students of secondary schools with special needs, disabilities and social or other impairments.

Promoting the Center for Further Education and all its units.

• Developing all forms of lifelong learning.

• Promoting and implementing of professional lifelong learning courses in cooperation with regional employers and labor offices reflecting the professional and business institutions at curfrent job market, and also with a view to provide the study conditions for people with special needs.

STRATEGIC PRIORITY 3: INTERNATIONALIZATION

The Technical University of Liberec perceives internationalization as a process in which both the outcome of the institution activities and its resources are internationalized. The basic objective of TUL is to achieve excellence. This is impossible these days without intensive work in the international field. Therefore, TUL management will continue its long-term effort to internationalize the university at all levels, both inward and outward.

The university is highly aware of the need to raise awareness of internationalization strategies, opportunities towards students, academic and non-academic community. Besides, the university will deepen its cooperation with the Ministry of Education, Youth and Sports, the Ministry of Foreign Affairs and the Ministry of the Interior in relation with foreign students within TUL. Since the university strives to increase the number of foreign students and academics coming to Liberec from the priority countries, i.e. the EU countries, North America countries, Latin America countries, South and South-East Asia countries, African and the Far East countries, it will systematically continue to deepen the international character of the campus, the individual university buildings and the services of dormitories and

The aim of TUL is primarily to facilitate the international mobilities of academic and

selected non-academic employees, PhD students, and to involve international experts

and students to the R & D activities and teaching within TUL. The university is aware of

the importance of internationalization in R & D.

STRATEGIC PRIORITY 4: RELEVANCE

TUL will be reflecting current social development, the latest scientific knowledge and partner needs. Furthermore, the university will be in close and mutual open contact with local, national and international partners, graduates, employers, scientific and academic institutions as well as with the non-profit sector and public administration.

TUL will continue to develop and continuously upgrade information, communication and multimedia technologies, instrument and laboratory equipment for both teaching and research activities. In addition, the university will broaden the involvement of external partners such as major employers and public administration into both new and current study programmes with a respect to the most versatile graduate employment by means of extending the range of internships, practical trainings in study plans for parcitular study programmes. The university will also held regular meetings with various experts, colleagues from other (similarly focused) universities as well as with TUL graduates. The Technical University of Liberec is a natural partner of both Liberec and Liberec region in solving regional problems and developing strategic development documents (e.g. regional innovation strategies, employment pact, territorial analytical documents, etc.).

STRATEGIC PRIORITY 5: QUALITY AND RELEVANT RESEARCH,

DEVELOPMENT AND INNOVATION

The Technical University of Liberec is highly aware of its important position in research, development and innovation in the Liberec region, the Czech Republic, as well as abroad. This position is based on the tradition of TUL, its subject-areas profiling and long-term cooperation with industry. With a view to the future, TUL focuses on further expansion of R & D activities in order to consolidate its R & D and innovation position and permanently transfer the results to the field of education.

The research and development findings and results will continue to be internationally relevant and effectively transferred to the application sphere. The TUL research activity will be evaluated in a way that reflects both quality and relevance of its results, its management, strategic development, and the degree of internationalization. Sustainability and efficiency in the use of research capacities will be ensured. The top workplaces at TUL will be largely involved in macro-regional, pan-European and global projects and will be successful in obtaining prestigious international grants.

In its research, development and innovation activities, TUL responds to the societal challenges facing current world in science and business. TUL prefers synergic multidisciplinary research, personnel and technically linked teams able to explore and find solutions to global challenges.

TUL enhances its academic employees in meeting R & D goals by employing incentives both in the field of wage policy and in promoting mobility, foreign language learning, empowering information technology and supporting personal initiatives. Investing in personal growth of academic employees alongside with protection of the intellectual property of R & D epxerts are one of top priorities. Moreover, TUL sees a priority in multidisciplinary research, which results from the connection of its educational activities (technical sciences, natural sciences, social sciences, economic sciences, health sciences, pedagogical sciences, artistic field). Besides, TUL will prioritize sustainable development of society, support of modern technologies, innovation and competitiveness, international cooperation, support and promotion of the Czech Republic abroad, and connection with teaching and educational activities in terms of R & D.

TUL will continue cooperating with the authorities, the Government Council for R & D and the ministries (the Ministry of Industry and Trade as well as the Ministry of Education, Youth and Sports in particular), which define the strategy. TUL is also actively involved in targeted support projects announced by the Ministries.

TUL aims to remain at the forefront of revenue from the commercialization of industrial property. TUL will continue to engage in a variety of projects funded from national, European or other fundings.

TUL will strive to transfer knowledge between public research institutions and the private sector while respecting intellectual property rights. The aim of the support is such basic and applied research, which will ultimately support the innovation and competitiveness of the Czech Republic. TUL will continue to maintain close cooperation with large and medium-sized companies. The priority is to cooperate with small companies that do not have their own R & D capacities.

TUL is also aware of its role in knowledge and technology transfer to the application sphere and the importance of these activities for the economic growth of the Czech Republic and the EU, as well as for increasing the status of the Czech Republic in the framework of international cooperation. In addition, TUL perceives its important role in preparing graduates for their professional career. TUL will create such internal mechanisms to make transparent cooperation with industry, simplify and legally ensure that TUL becomes an attractive and reliable partner.

The Centre for Technology Transfer and Innovation will closely collaborate with other centers of a similar focus. The aim of the colaboration is mutual awareness, joint progress in negotiating with state authorities and common setting of long-term goals.

In order to rebuild and develop the university infrastructure, supporting the improvement of the teaching, research and culture of the academic environment, it is necessary to obtain financial resources for the reconstruction and modernization of existing TUL buildings, libraries, dormitories, refectories, administrative facilities for TUL activities, ICT infrastructure, access to information resources and scientific information, including the renewal and acquisition of new instrumentation and laboratory equipment.

In order to develop the teaching, research and spatial needs of individual faculties and institutes, it is important to promote and improve teaching and research activities through the expansion of the laboratory area (especially heavy laboratories and laboratories for very sensitive measurements, cleanroom laboratories, multimedia and experimental laboratories) research work of doctoral students of individual faculties.

In addition, TUL will establish, modernize and manage its infrastructure to ensure conditions for their international competitiveness in educational and research activities.

The long-term strategic goal of TUL is to complete the implementation of a modern university campus that will meet all the demands of students, business entities and state institutions that partly provide operational resources. This is to create an environment that will profile itself as a modern university in terms of education, research and development and cooperation with industry.

Respond to changes in the funding of higher education institutions in such a way that the

financial aspect does not inhibit quality growth and fulfilment of strategic goals.

• Accomplishing the sustainability requirements of projects, optimize the use of buildings and continuously reconstruct existing buildings or complement them with new construction in accordance with current TUL requirements.

SUMMARY

For the period 2016 - 2020, the Technical University of Liberec envisages further development of educational, scientific, artistic and other academic activities in order to strengthen its position. The quality and internal culture of academic life is a fundamental goal in implementing this development.

The university will focus on the transition from the growth orientation of the students to the quality of education, respecting demographic developments and its other functions, particularly in science and research, respecting demographic developments. It will focus on the development of scientific activity, research and international cooperation, cooperation with public administration (i.e. regions, towns and municipalities), development of innovations in the business and non-business sphere, cooperation with employers and further education of adults.

The TUL Strategic Plan is a long-term document that characterizes the development of all areas, openness to the international environment, increased competitiveness in European dimensions, and consolidates the position of TUL within the European Higher Education.

The Strategic Plan takes into account the need to react flexibly with its diversified offer of study programmes and subject-areas on the demographic development and the state policy in the tertiary education sector. This development is to a certain extent also adapted to the objectives related to the scientific, research and artistic activities throughout TUL.

Providing that the Strategic Plan is processed for a period of five years, it is not possible to capture all the changes in the economic and social sphere of TUL that occur every year. For this reason, the annual update will be complementing the main tasks of the university for the given period.
