In his address during a recent community meeting in Letlhabile, Local Government and Human Settlements MEC Collen Maine said Madibeng Local Municipality had been put on partial administration on 23 March. He explained that water and sanitation issues would be dealt with by both the department of local government and human settlements and the national department of water and sanitation. “The intervention will mainly focus on the effective delivery of water and sanitation services. We would like to make sure that the delivery of water to the various communities is more efficient and this is why we have taken such a move,” Maine said. Under the new arrangement, Magalies Water has been appointed as an implementing agent to ensure proper water reticulation in the area while all boreholes that are either malfunctioning or not operating at their full capacity will be repaired to restore water supplies to affected areas. Outlining his turnaround strategy for the municipality, MEC Maine – who is acting under instructions from North West premier Supra Mahumapelo – also promised that the high concentration of algae in the Hartbeespoort Dam would be reduced. He also urged municipality councillors to be more efficient in discharging their duties through holding regular fact finding meetings with community members. “Councillors must hold monthly meetings with the people so that they are aware of the problems being faced by the people who put them in power. “Councillors must serve the community and they must be more visible than they have been in the past,” Maine said. Chris Hattingh – the leader of the opposition Democratic Alliance (DA) in the North West province – welcomed the move to place the municipality under partial administration. However, Hattingh called for the entire local government body to be put under provincial control. “The announcement that the North West Executive decided to implement a limited Section 139 (1) (b) intervention into the beleaguered Madibeng (Brits / Hartebeespoort) Municipality should be welcomed,” Hattingh said. “However this intervention should have been a Section 139 (1) (c) intervention , disbanding the Council as it has over a prolonged period failed its citizens and failed to deliver on its constitutional mandate to provide basic services to its citizens. “The current limited intervention will only attempt to address the supply of water, which had become the focus point for the escalating and violent protest actions in the municipality, especially during the past week,” he added. The DA official said ordinary people living in the municipality are the worst affected as most of the m are failing to access clean water. “Communities in this municipality had been subjected to an escalating non-delivery of services, including basic services such as the supply of clean water during recent years. “Previous community protests resulted in the deaths of protesters after being fired on by SAPS. The attempt of the Minister responsible, Edna Molewa to intervene and to restore water supply, after banning councilors to fulfill their oversight function when they wanted to inspect the water installations in the municipality, failed miserably and the situation worsened after that,” he explained. “A limited intervention, as was now decided, will not turn the failing municipality around. The North West provincial government has taken over the Madibeng municipality’s water and sanitation services in an effort aimed at improving service delivery and putting an end to protests that have rocked the area. Three men have been sentenced to life in prison for the murder of a taxi operator, North West police said on Thursday. Colonel Sabata Mokgwabone said China Moloi, 39, Nkululo Vava, 29, and Dalikhaya Nompojwane, 30, were sentenced by the North West High Court, sitting in Mogwase near Rustenburg on Tuesday. “The accused were found guilty of the planned murder, instigated by China Moloi who had sold his Corsa bakkie to raise funds in order to pay his friends R20 000 for killing the man,” said Col

Mokgwabone. He said the three killed Sello Peter Mogale ,62, at his home in Phokeng outside Rustenburg in January 2014. “They all went to the victim’s house where on arrival, they cut the fence to gain entrance and hid themselves in the yard and waited for the victim to return home. It was upon the arrival of the victim the trio, who were all armed with fi rearms, shot him several times as he got out of the vehicle inside the garage.” He said police investigation revealed that the murder was motivated by taxi squabbles, after Moloi had bought a

minibus taxi which he forcefully tried to operate within the routes of Phokeng without the approval of the local association, of which Mogale was a member. The three were arrested at the Rustenburg taxi rank, Freedom Park informal settlement and Sefi kile village near Swartklip. “We are delighted that we managed to secure a maximum sentence and hope that this is an indication that crime does not pay”, said provincial commissioner Lieutenant General Zukiswa Mbombo.

The presidency has received the report by the Farlam Commission of Inquiry into the violence at Marikana, it said recently. “President Zuma is currently in Algeria on a state visit and will prioritise the consideration of the report on his return,” spokesperson Mac Maharaj said in a statement.“The president wishes to thank the chairperson of the commission, Judge Farlam, and commission members advocate Bantubonke Tokota SC and advocate Pingla Hemraj SC as well as all witnesses who participated in the commission.”The commission investigated the deaths of 44 people during strike-related violence at Lonmin’s platinum mine in Marikana, near Rustenburg, North West.Thirty-four people, mostly striking mineworkers, were shot dead in a clash with police, over 70 were wounded, and another 250 arrested on August 16 2012.Police were apparently trying to disarm and disperse them. In

the preceding week, 10 people, including policemen and two security guards, were killed.Controversy emerged after it was discovered that most of the victims were shot in the back and many victims were shot far from police lines.On 18 September, a mediator announced a resolution to the confl ict, stating the striking miners had accepted a 22% pay rise, a one-off payment of 2,000 rand and would return to work 20 September.The strike is considered a seminal event in modern South African history, and was followed by similar strikes at other mines across South Africa, events which collectively made 2012 the most protest-fi lled year in the country since the end of apartheid.The strike occurred against a backdrop of antagonism and violence between the African National Congress-allied National Union of Mineworkers (NUM) and its emerging rival, the Association of Mineworkers and Construction Union (AMCU).

Three men handed life terms for murder

REAGILE GIRL’S KILLERSYET TO BE FOUNDThe alleged murderers of Reagile girl, Kegomoditswe Boikanyo (9) are yet to be found. Kegomoditswe and her cousin, Basetsana Octavia Modumo went missing on 24 September 2014.Kegomoditswe’s naked and decomposed body was found floating in Kgetleng River at Finfoot farm near Brits four days after she was reported missing. Body parts including the head, hands, breasts and private parts were missing from the corpse. She was buried on 1 April at Reagile location. The whereabouts of her cousin are still unknown.However, the premier of the North West province, Supra Mahumapelo, has reassured the community

of Reagile of government’s commitment to ensuring that the kidnappers and killers of Kegomoditswe will face the full might of the law.“We need to make it our responsibility to find out who those people are and why did they do this. They do not deserve to be amongst us as they are also defeating the objectives of the reconciliation, healing and renewal programme initiated in the province,” said Mahumapelo speaking at a memorial service recently. Mahumapelo urged communities and traditional healers to work together with the police in finding these criminals. He described the perpetrators of this horrendous crime as “heartless” and “irresponsible”.

CAR ACCIDENT CLAIMS“DJ DIAMOND”

POPULAR Village FM DJ Rapula Wandlala – affectionately known as DJ Diamond – passed away during the early morning hours of Sunday after he was involved in a car accident. While the details of the circumstances leading up to the accident are not yet clear, Leseding News has gathered that the DJ was coming from Mabeskraal when the accident occurred. According to Village FM station manager Stanley Molepo, Wandlala was a hardworking person who always left people roaring with laughter with his jokes.

“He will definitely be missed by all of us at Village FM. He was an honest and hardworking colleague. All the people at Village FM will tell you that he was a very funny person who always wanted everyone to laugh,” Molepo told Leseding News. “He would make people happy at work and in a way this helped them to get through the day. For me personally, his death is a loss because I taught him a lot in terms of his work. I will miss him greatly. We are all devastated,” Molepo added. Wandlala’s working colleagues and close friends took to facebook to express their shock and disappointment at the death of the popular DJ. “Rest in peace our colleague. You were like a brother to us,” wrote Dorcas Refilwe Manyako, who is a presenter at Village FM. “Rest in perfect peace Rapula. I will always remember you and celebrate your life with those you loved,” wrote Princess Malebe. Molepo revealed that Wandlala’s funeral will be held on Sunday at Mmatau Village. Wandlala is survived by one child.

The Bojanala Platinum District Municipality would like to urge all motorists to drive cautiously.

The following road safety and crash statistics provide insight with regards to the threats to road safety in South Africa:

It is estimated that the cost of tra�c crashes to individuals, commerce, communities and the country is in the region of R38 billion annually.

Every day an average of 36 lives are lost. Of these 15 are pedestrians, and 3 are killed in taxi-related incidents.

Around 20 people are permanently disabled on our roads every day. More than 7000 people are left maimed each year by poor attitude and

behavior on our roads. Around 100 people are seriously injured on our roads each day.

More than 90% of crashes are due to lawlessness. Pedestrian and driver negligence and ignorance have a huge cost, both

�nancially and in human su�ering.

The number of fatalities per 100 mvk increased from 7,75 in 1998 to a rate of

10,75 in 2002. From 2002 a slight annual decrease was experienced to a rate of 10,44 in 2004.

The number of fatalities per 100,000 human population shows a steady annual increase from

21, 61 in 1998 to 27,32 in 2004.Let us all strive to make sure that

we reduce the fatalities on our roads.

EVERYTHING MUST FALL? WHY?

It has been a long two weeks for statues around the country with the protest against statues which celebrate infamous apartheid icons. To a large extent I empathise with the many students and South Africans who are bothered by the existence of these statues. They are a constant reminder of the days in our history that were dark and the people depicted by those statues, played a big role in the manifestation of the events-past.The only problem I have is that this exposes us as a country that can’t prioritise what is important to the development of this country that is full of possibilities.I believe that we need to look at what is important and I just don’t see the removal of statues as being at the forefront of solving social ills. Students should be lobbying for means and ways to improve student life on campus by having academic related programmes and student life programmes which speak to the actual needs of the student populace. I also believe that it cannot be the reason why students at times do not meet the academic standards in order to do well in your studies.As Black students (Africans, Coloureds, Indians, etc.) we should be working together towards to get through university and other tertiary institutions. How much money will we (yes, us tax payers) be spent on taking down every statue that we want to fall? Another question is whether we will see any returns on the

statues that fall? I believe we will not receive any returns with regards to the fall of these statues.One thing that has been plaguing South Africa is that the history that is taught in schools in rather one sided and does not give the full picture of our history as South Africans.I do then believe that there is a use for these statues in giving a broader narrative of the history of the country. There is space for the heroes who fought for democracy and we should celebrate them and our rich diverse history of our land. I believe that education and information is power, it is power that helps us prevent the past from repeating itself. We need to also beware that we do not fall into the trap where we are followers rather than leaders of society. Kudos to the students at UCT for taking charge but the needs in universities and other institutions are different and they should be careful about removing statues while students are being excluded. Students surely should come first ahead of statues.Let South Africa become a country that looks to growing and then we can re-evaluate the removal of these statues, after we have reached our goal. Rome was not built in one day. Priorities are important in the progression in these institutions of learning as well as the country.Maphori is a University of the Free State student currently studying Corporate and Marketing Communications.

EAGER TO LEARN: For the past 6 years, the Bakatla Ba Kgafela Traditional Authority had been issuing 30 BBK learners with bursaries for higher education qualifications. This year (2015) the number has doubled, 60 learners are awarded an opportunity to further their studies at any university of their choice. The bursaries are issued for courses that are in demand within the BBK region, this is because education forms part of the main contributors to a sustainable economy.

COSATU SUPPORTS N1N4 STRIKEThe Congress of South African Trade Unions (Cosatu) in the North West has thrown its weight behind striking workers who are employed by PT operators in the N1; N2 and the N4 toll roads. The workers have been striking for better wages and better working conditions. “These workers are members of SATAWU which is affiliated to Cosatu. Cosatu North West has for several times raised issues pertaining to the conditions of these workers as majority are employed under labour brokers, who continue to exploit the workers yet collect millions on daily basis at these toll gates,” Cosatu North West secretary Solly Phetoe said. “Cosatu North West finds it unacceptable for the toll operators, who collect more R2 million in an hour in one toll gate to be still paying workers salaries below R5000. And these employees are without any benefits whilst the operators continue to pocket millions of profit. “Cosatu North West supports the demand of the workers which is a basic salary of R4500. We demand that tollgate workers must like other workers enjoy other such transport to and from work, medical aid and R1 500 danger allowance, with due respect for other provisions of employment through the Basic Conditions of Employment Act [BCEA] COSATU North West calls on all the road

users to support the strike of the workers by stopping to use the roads which are affected by the strike,” he added. “We call on those who have been employed as scarb labourers to stop offering their service to the employer as they perpetuate exploitation of themselves and fellow workers. WhEN AN icoN goEs – TRiBuTE To gEoRgE TAusEWhat do you do, when suddenly the world and you are robbed off a valuable being?Do you scorn his enemies, because this was not just an ordinary person? This was not just a person whose name would be mentioned in vain, during his life time and now that he has suddenly departed this world. Yes, he made a lot of enemies because whenever the truth needed to be told he wilfully raised his hand.If that icon is George Tause (formerly known as Mathusi) do you have a scale to measure the loss?You look into the life of this great man, and the next question is why the African National Congress is losing such great people.Bra George came into my life in the nineties,

a man who never doubted his conviction to take the homeland regime head on. The news of his death came as a shock to most of us. He is the one who groomed leaders like Mpho Khunou, the Executive Mayor of Rustenburg. A typical politician, he was never short of controversies. When he was the Secretary of the former Western Transvaal, he angrily pronounced “With the match box we will topple the Bophuthatswana regime”. I remember that he was a true activist who never waited for things to happen. Bra George came to my home one evening, on the eve of just the many protest actions he helped to organise. “We need to work,” he said to me.

“But Bra George, there’s only the two of us,” I replied. He insisted that others would join us on the way. That night revealed the passion with which Bra George had towards the fight against apartheid and its structures.

We had to barricade the streets of Tlhabane, a task that was usually left for young people like me and other young activists, but Duku-Duku, as a he was later known to those inspired by his energies, thought that it had to be done by someone (barricading the streets). The following morning Tlhabane was black with smoke, and Bra George’s name was on the lips of every one, activists and the police alike.When it was time for Bra George and others to take their rightful place in politics, some thought that he should be relegated to ‘building community structures’.But Bra George and the likes of Christina Delport built the powerful Greater Rustenburg Community Forum, an initiative which saw the birth of Radio Mafisa as we know it today.That was the thing about Bra George, as the saying goes you can’t put a good man down.Today as we mourn his death we still believe that Bra George should not have departed this world as an ordinary councillor.He was not an ordinary man. There is so much to say about this great man, a task I generously leave to many of us who knew this man of many talents. MAY YOUR SOUL REST IN PEACE

North West province MEC for Tourism, Desbo Mohono has urged the people of the province to support local tourism. “Local Tourism should be the starting point on our way to developing bigger plans to attract international tourists in marketing destination North West,” said Mohono after a one day local government tourism conference held in Gauteng last week. According to Mohono the North West province is rich in agriculture, culture, and other tourism products that could be explored during this Easter by Holiday makers.“As a department we want to urge and encourage the people of the North West to visit places they have never been to in the province. We have heritage sites that we know that most of the people who visit those sites are people from outside the province. “Our intention is to ensure that our people know and advocate the wonders of this province in other provinces and the world. We may not have the beaches, but we have the big five and rich culture to be explored,” said MEC Mohono.Mohono said her department will start profiling small dorpies which most have rich history. She said that small towns like Groot Marico, Ventersdorp and others have a rich cultural back ground and can be of great interest to most tourists.“We need to increase Tourism Infrastructure Investment to grow the Tourism Economy. This includes the provision of roads, ICT, energy and water infrastructure,” she said.

The number of fatalities over the Easter weekend increased nearly 50% compared to the same period last year.This alarming rise in the death rate was revealed by Transport Minister Dipuo Peters at a media briefing held at the Road Traffic Management Corporation’s offices on Wednesday.The preliminary death toll on SA’s roads was 287. This eclipses the figure of 193 last year and is also more than the figure of 241 recorded over the Easter weekend of 2013.The total number of fatal accidents over the holiday was 208, with the majority, 38,

occurring in KwaZulu-Natal.The province also had the highest number of fatalities at 55, with 44 people losing their lives in road crashes in Limpopo and 38 in Gauteng. The Eastern Cape recorded 35 fatalities, with 34 in Mpumalanga, 28 in the North West and 26 in the Western Cape.Pumulani toll plaza along the N1 recorded the highest number of vehicles an hour over the weekend when 4,494 vehicles passed through it between 10am and 11am on Monday.Peters also said there was a significant change in the time periods during which

people drove over the weekend.“Most of the road users opted to travel after dusk, which on its own brings about risks of fatigue, speeding, unroadworthy vehicles and drunken driving.“These carnages and unwarranted misery brought about by irresponsible and lackadaisical behaviour can and should be avoided,” the minister said.She said motorists had to take responsibility. “The figures show that South Africans don’t want to learn. We cannot be at peace with ourselves when we do not take responsibility.”

Johnson banking on experienceNewly appointed Platinum Stars coach Cavin Johnson says he is banking on his familiarity with the football culture at the Rustenburg-based club to put him in good stead as he eyes a strong finish to the season. Johnson, who was recently unveiled as the coach of Dikwena, replaces Allan Freese. In an interview with Leseding News, the former SuperSport United mentor said it felt good to bounce back into mainstream football after an eight-month absence. “I am very happy that I am back. I have been out of football for the past eight months but today I am back and I would like to thank the management of the club for showing me this faith,” Johnson said. “I have been down this road before so I am aware of what it at stake and the demands of the job. We have good players and there is no reason why the club should be where they are on the log,” he adds. “We are not even thinking of relegation because this is not going to happen. A club as big as Platinum Stars should be challenging for top honours every season. “With the facilities that we have, there is no reason for us to be struggling at the bottom half of the table,” he added. This will be Johnson’s second stint with the

club after he left them for SuperSport United two seasons ago. Club chairman Cliff Ramoroa told journalists that the club decided to go with Johnson after they had also held talks with two other coaches. “We decided to part ways amicably with Allan Freese. He [Freese] had a performance related contract and we felt that we needed to change our technical set up. “Cavin is not new to the set up here at Platinum Stars and he is part of the success that we have enjoyed in the past. He is a highly qualified coach who is recognized in Germany and in Holland so we are very excited to have him back,” Ramoroa said. The arrival of Johnson will see Willem Jackson, who had been thrust into the hot seat after Freese was placed on ‘special leave’, returning to his position of assistant coach.Ramoroa expressed confidence in the abilities of Johnson, who had been out of football for the last eight months since parting ways with SuperSport United. “The good thing about having Cavin is that he is well versed with the culture at this club. He is the right person to lead the club into the future,” the Dikwena chairman said.
