Recognition of Prior Learning (RPL) is an important associated function of the National Skills Qualifications Framework (NSQF), especially in the Indian context where majority of the workforce has not received formal training. RPL gives an option for personal or career development or to gain credit towards other qualifications or learning programmes to learners who have the skills but no certificate to prove it. It will help learners to make clear connections between the learning they have already achieved and future learning. The NIOS provides a framework to assess the competencies and skills acquired via informal learning leading to NSQF awards as per the level of competency attained. NSDA decided to take up pilot projects in selected sectors for RPL along with NIOS and other important stakeholders. learning; to find out concerns and issues related toassessment of prior learning and develop an action planon RPL execution in the context of skill development andwithin the framework of NSQF in India. Participantsincluding policy makers for skill development, curriculumand evaluation experts, private entrepreneurs,representatives from industries and internationalorganisations/ agencies, vocational training providers andNational and State Boards of Technical Education sharedtheir experiences on RPL in their concerned areas.

It is hoped that this workshop will provide a thrust into thedirection of recognizing competencies/ learning acquiredby a large number of individuals through informal or nonformal learning modes.

Training Programme for Common ServiceCentres

The National Institute of Open Schooling (NIOS) enteredinto an agreement with Common Service Centre,e-Governance Service India Limited on 29.08.2013 with

a view to utilize the servicesof the Common ServiceCentres as facilitation centresof NIOS. There are more than1,20,000 Common ServiceCentres across the countryand it has been envisaged bythe Government of India tohave 1 Common ServiceCentre for every 6 villages toprovide services to its citizensusing ICT. With the help ofthese service centres, NIOSis of the opinion that theseCommon Service Centrescan act as facilitation centresfor NIOS and also promote the

NIOS programmes in far-flung areas where lack ofawareness persists and outreach is difficult.

As Service Centre Agencies are the grass root agenciesfor providing services at the end level, hence, a trainingprogramme for Service Centre Agencies of CommonService Centre, e-Governance Services India Limited wasconducted in NIOS on 04.03.2014 with a view to informabout the programmes and flexibilities offered by the NIOS,about the method by which online services are made

Mrs. Anitha Nair, AD (SSS) welcomed the guests.Thereafter, Dr. Sanyam Bhardwaj, Director (SSS)briefed the objectives of the training programme.Sh. U.N. Khaware, Secretary, NIOS addressed thegathering and informed about the vision of NIOS.Dr. Dinesh Kumar Tyagi, CEO, CSC-SPV also addressedthe gathering and informed about the vision of Governmentof India in the form of Common Service Centre. He alsohighlighted the methods by which NIOS can utilize theservices of Common Service Centre to provide theVocational Education programmes. Sh. S.K. Anand,JD (SSS) made a presentation about NIOS and explainedthe functioning of NIOS in detail. Sh. S.K. Prasad, SAP,NIOS informed about the use of NIOS online services tothe participants. Dr. Vignesh Kumar from CSC-SPVexplained about the ways and means by which the ServiceCentre Agency can log on to the website of CommonService Centre, and provide services to NIOS learners.

The programme was an interactive one. All the participantsshowed keen interest in the NIOS functioning and theyopined that they will make efforts to promote NIOS coursesin rural areas of the country and will make the NIOSprogrammes popular.

A two member delegation from the Ministry of Education,Sri Lanka visited NIOS on 27.3.2014.The delegation washeaded by Mr. Tissa Hewanithana, Commissioner Generalof Educational Publications Department, Sri Lanka whowas accompanied by Mr. DMJ Pushpa Kumara, AssistantCommissioner, Education Publications Department,Sri Lanka and Ms. Elsma Pious, Secretary of Institute ofBook Publishing, India on the visit.

The visiting dignitaries showed keen interest in the coursematerial supplied by NIOS and how e-content is beingused by students in India. Discussions were also held onsuch practices followed in Sri Lanka. Thereafter, thedelegation visited the NIOS Media Unit to get anunderstanding of the Audio Video Material used in NIOS.The programme concluded with a Vote of Thanks bySh. Sukanta Mahapatra, Academic Officer, NIOS.

Hindi Workshop

A Hindi workshop on the theme: ‘Official Language andResponsibility of Government Servants’ was held in theConference Room, Academic Department, NIOS on19th March, 2014.

Dr. Sanyam Bhardwaj, Director (Student SupportServices), NIOS welcomed the participants and explainedthe objectives of the workshop. While appreciating theefforts of the Student Support Services Department forthe promotion of Hindi, he emphanized on the need forexpansion of this work by drawing out an annual schedule.He also introduced Sh. Dharam Singh, Hindi Officer, CentralBoard of Secondary Education (CBSE) and requested himto guide the SSS Department. The Workshop wasspecially organised to train the staff of SSS Department.

Sri. U.N. Khaware, Secretary, NIOS appreciated theinitiatives taken by Dr. Sanyam Bhardwaj in organisingsuch a workshop. He said that NIOS officials should notfind it inconvenient to carry out their work in Hindi as Hindiis India's national language and most of the officials arecompetent to work in Hindi.

Sh. Dharam Singh explained the position of the officiallanguage Hindi in the Indian constitution, Hindi Act, 1963and directions issued by Hindi Resolution, 1968. He alsopointed out the importance of filling up the quarterly HindiProgress Report in an appropriate manner. Responsesto queries raised in this regard by the participants weregiven by him. National Science Day Celebration

National Science Day is observed every year on28th February to mark the novel discovery of the RamanEffect by the great Indian physicist Sir C.V. Raman. Itsbasic objective is to spread the message of the importanceof science and its applications among the people.

The NIOS celebrated theNational Science Day on thetheme-Inculcation ofScientific Temper amongLearners of Open Schoolingthrough Self LearningMaterial - on3rd March, 2014 at NIOSH.Q., NOIDA which was inconjunction with the presentyear’s theme-Inculcation ofScientific Temper.

The Academic Departmenton this occasion arranged alecture –”Inculcation ofScientific Temper throughOpen Schooling” by Retd.

Air Vice Marshal Shri. V.M. Tiwari. In his lecture, Sri. Tiwariemphasized on the need to inculcate a scientific temperin our learners by enhancing their questioning andreasoning skills. He further said that Open Schooling isthe best form of schooling where the learners are free tolearn according to their own pace and interest.

The session was followed by group activities for Tutorsand parallel sessions of competitions for the learners.All tutors were divided into 4 groups viz... Group - I -Vibrant Group, Group - II - Khoj, Group - III - Gyan, andGroup IV - Samuh Prakash. The groups were made toidentify the areas in Self Learning Material where scientifictemper is highlighted and present their reports.

In the category of competitions for learners, there wereactivities of poster making, creative writing and extemporespeech. A ‘Hands-on session’ consisting of three activitiesviz. Detection in Food Adulteration, Sciencebehind Miracles and Kabad Se Jugad was also conductedin which learners participated with all zeal andenthusiasm.

NIOS learners visit JK Lakshmi CementFactory

As an innovative measure,the Regional Centre,Gandhinagar organized avisit of NIOS learners to JKLakshmi Cement factory on28th February, 2014 and 1st

March, 2014. The objectiveof the visit was to help thestudents gain hands-onexperience of fields of workand learn it by seeing. TheRegional Centre ofGandhinagar sent a note to1021 local learners, invitingthem to give their consent, ifinterested in the visit. As

many as 46 learners responded positively. Accordingly,in cooperation with the JK Lakshmi Cement Factory, thelearners were divided into two groups and the visits wereorganised. Special arrangements were made for the girlsand a female teacher from AI 040033 & 390062, Bright HighSchool, Gandhinagar accompanied them to the factory.

The learners were taken to various sections of the factory.They were also given exposure to the working of a cementfactory by way of an audiovisual presentation. The VicePresident of the factory, Mr. Naveen Kumar Sharma spokeabout his experiences and individual goal in life. The learnerswere asked to write about their experiences of the visit,including what they had seen and learnt from it.

The learners were very happy with this visit and suggestedthat these kind of visits should become an integral part oftheir course of learning. The Regional Centre, Gandhinagarhas also requested its study centres to find more suchopportunities for practical learning and exposure of NIOSlearners.

the staff on various aspects of good file managementprocess. The existing system in practice at RC, Kolkatawas reviewed and suggestions for improvement weregiven by Sh. Shastri.

Sh. Shastri informed the staff about the importance of goodnoting on the file and also described the process ofkeeping a record of the correspondence pages and actionto be taken to avoid unnecessary delay in putting up thefiles. He also explained the importance of minimising a filemovement, file index register and various other aspectsof file management.

In the second session,Dr. Mamta Srivastava, DeputyDirector (VED) briefed aboutthe National SkillDevelopment Corporation(NSDC) and its collaborationwith NIOS. Dr. SudhaChandra, Manager HR, ITDC,New Delhi spoke about howITDC is taking care of trainingand placement for the

learners of collaborative courses . Sh. V. Sathish spokeabout the launching of new courses in collaboration withIMA and on admission statistics. Sh. Parthish Kumar Paulspoke about the increase in enrolment of learners in thecourses launched by the NIOS in collaboration with CIDC.

Sh. Anoop Sood representing National Informatics Centre(NIC) said that the objective of NIC is to facilitate the useof ICT in India and abroad. He added that collaborationwith the NIOS has enabled the NIC to accomplish suchobjectives smoothly and efficiently.

there was one hitch as he had notcompleted his class XII examination. TheNIOS programme came to his aid and heis now enrolled for the Senior Secondary(XII) course to be able to ultimately reachhis goal of getting a Ph.D. Sh.
