A strategic project

Parliament position during Galileo debates: STRATEGIC PROJECT AND POLITICAL PRIORITY

Galileo: first infrastructure in Europe that is built and owned commonly

European engineers and developers have done a great job within the framework of ESA, and the space industry.

Difficulties and new start

European system of regulations has been difficult to apply for the implementation of a common project

Lessons learnt

Public-private partnership: not particularly beneficial to the Community PPP that leads to mergers or consortia, thus monopoly

situations should be avoided. Highly sophisticated projects present known and

unknown risks, often not calculable. Galileo Concessionaire collapsed because of

internal disagreement. Besides questions of financing, for the commercial

success of the programme the timing is crucial. Procurement rules that lead to monopolistic

market structures should be avoided.

Leadership in technology

Increasing dependence of Europe upon satellite navigation services on strategic fields

Europe has a technology advantage in relation to global competitors

Compatibility and interoperability of the systems, networks and services of EGNOS and Galileo needs to be ensured.

Standards and regulations have to be determinated by EU

Public governance of the programmes

European Parliament and Council: political oversight

European Commission: "programme manager”, assisted by a "Committee on the European GNSS Programme"

GSA: assistance to the EC, Accreditation Authority, certification and market preparation

ESA: prime contractor Galileo Interinstitutional Panel ("GIP"): The

complexity of the programmes, the Community ownership, and Community financing needs a close cooperation between European Parliament, Council and Commission.

Public procurement

Open access and fair competition throughout the industrial supply chain, including SMEs

Avoiding possible abuse of dominance or long-term dependence on single suppliers

Split of the infrastructure procurement into a set of six main work packages

Competitive tendering of all packages and use of a single procedure

Ownership and budget

Community should be owner of all tangible and intangible assets created under the programmes.

Amount allocated is EUR 3 405 million for the period from 1 January 2007 to 31 December 2013

This includes EUR 400 million from the 7th Research Framework Programme

Member States, third countires or national organisations may provide additional funding.

Timing

DEPLOYMENT PHASE: from 2008 to 2013. It shall include preparations for the exploitation phase.

EXPLOITATION PHASE: set to begin at the latest upon conclusion of the deployment phase.

Security

Commission manages all questions relating to the security

of the systems. adopts measures laying down the main

technical requirements for controlling the access to, and handling of technologies that provide security to the systems.

Procedures of the Joint Action shall apply Whenever the security of the EU or its Member States may be affected by the operation of the systems.

Galileo Galilei (1564-1642), the father of astronomy, of physics, of science, in discovering the four largest satellites of Jupiter in 1610, held a dream about his discoveries.

With Europe in the driving seat, Galileo has the potential to become a cornerstone of the global radio navigation positioning system of the future.

Europe is opening new doors for high-technology industry development, job creation and economic growth.
