Basic Financial Statements Scott County’s basic financial statements consists of three parts: government-wide financial statements, fund finan- cial statements, and notes to the financial statements. The management’s discussion and analysis and certain budget- ary comparison schedules1 are required to accompany the basic financial statements and, therefore, are included as required supplementary information. Government-wide financial statements display information about the county’s financial reporting entity as a whole, except for its fiduciary activities. These statements should present separate information for the governmental and business-type activities of the county (primary government), as well as for its component units. Fund financial statements display separate financial information for the county’s governmental, proprietary, and fiduciary funds. Information for governmental and enterprise proprietary funds is presented separately for major funds and the aggregate total for non major funds. Internal services and fiduciary fund information is presented in aggregate by fund type. Notes to the financial statements provides additional information and disclosure for information in the financial statements. Governmental activities are generally activities of the county financed through taxes, intergovernmental revenues, and other nonexchange revenues. These activities are usually reported in governmental funds and internal service funds. Business-type activities are county activities financed in whole or in part by fees charged to external parties for goods or service. These activities are usually reported in enterprise funds. County Governmental Fund Types The General Fund is the general operating fund of the county. It is used to account for all financial resources, except those that are required to be accounted for in another fund. Special Revenue Funds are used to account for the proceeds of specific revenue sources that are legally restricted for specified purposes. Debt Service Funds are used to account for the accumulation of resources for, and the payment of principal, inter- est, and related costs of general long-term debt. Capital Projects Funds are used to account for financial resources to be used for the acquisition or construction of major capital facilities. County Proprietary Funds Internal Service Funds are used to report any activity that provides goods or services to other funds, departments, or agencies of the primary government and its component units, or to other governments, on a cost reimbursement basis. County Fiduciary Funds Investment Trust Funds are used to report governmental external investment pools that are maintained by the county for other entities. Agency Funds are used to account for assets held by the county as an agent for individuals, private organizations, other governments, and/or other funds; fur example, taxes collected and held by a county for a school district. Character Classification of County Expenditures The county’s governmental expenditures are classified by character or the periods expenditures are presumed to benefit. The county has the following character classifications: Current operating expenditures are presumed to benefit the current fiscal period. Debt services are presumed to benefit prior fiscal periods as well as current and future periods and includes amount expended for the payment of principal, interest, and other costs associated with debt. Capital outlays are presumed to benefit current and future fiscal periods and include amounts expended for the construction or acquisition of county capital assets. Public Safety relates to the objective of protection of persons and property and includes expenditures for corrections activities, operations of the sheriff’s department, the county jail, civil defense, and emergency services. Highways and Streets includes expenditures relating to the construction and maintenance of county highways and streets. Transit involves expenditures for operation of the public transit system. Human Services represents activities designed to provide public assistance and institutional care for individuals unable to provide essential needs for themselves. These programs include child support collection, child welfare, chemical dependency, medical assistance, and others. Health involves all activities involved in the conservation and improvement of public health. This function includes expenditures for the county public health department, home health aid services, other nursing services, maternal and child health, supplemental nutrition programs. Culture and Recreation involves cultural and recreational activities maintained for the benefit of county residents and visitors. These activities include county libraries, parks, and other recreation programs. Conservation involves activities designed to conserve and develop such natural resources as water, soil, and forests and includes such programs as soil and water conservation, county extension, water planning, and other. Economic Development activities are directed toward economically developing the area encompassed by the coun- ty and providing assistance to, and opportunity for, economically disadvantaged persons or businesses. A User’s Guide to County Financial Statements

The following definitions will help citizens understand the terminology that is used in the county’s financial state-ment.

Basic Financial StatementsScott County’s basic financial statements consists of three parts: government-wide financial statements, fund finan-

cial statements, and notes to the financial statements. The management’s discussion and analysis and certain budget-ary comparison schedules1 are required to accompany the basic financial statements and, therefore, are included as required supplementary information.

Government-wide financial statements display information about the county’s financial reporting entity as a whole, except for its fiduciary activities. These statements should present separate information for the governmental and business-type activities of the county (primary government), as well as for its component units.

Fund financial statements display separate financial information for the county’s governmental, proprietary, and fiduciary funds. Information for governmental and enterprise proprietary funds is presented separately for major funds and the aggregate total for non major funds. Internal services and fiduciary fund information is presented in aggregate by fund type.

Notes to the financial statements provides additional information and disclosure for information in the financial statements.

TERMS FOR THE SALE OF TAX FORFEITED LANDIN SIBLEY COUNTY

Public Sales: Basic Sale Price

All parcels are offered at public auction and sold to the highest bidder. The minimum bid acceptable is the basic sale price which is shown on the list of tax forfeited land. The basic sale price is equal to the appraised value or the appraised value plus any extra charges for special assess-ments levied after forfeiture or for hazardous waste control.

Extra Fees and Costs: In Addition to the Basic Sale Price

A 3% surcharge for the State Assurance Account will be collected at the time of the sale. The following extra fees will be collected when the basic sale price is paid in full: a State Deed fee of $25.00, a Deed Filing fee of $46.00, a $10.00 Documentation fee, and a State Deed tax equal to the greater of $1.65 or 0.33% of the basic sale price.

Payment Terms: Full Payment due on day of Sale – Cash, Cashier’s Check, or Money Order

Special Assessments: Levied Before and After Forfeiture

The balance of any special assessments which were levied before for-feiture and cancelled at forfeiture and which exceed the amount of the net sale proceeds may be reassessed by the municipality. These special assessments are shown on the list of tax forfeited land under the column entitled “Special Assessments Before Forfeiture”. Please contact the municipality regarding their reassessment policy.

Any special assessments which were levied after forfeiture and certified to the county Auditor have been added to the appraised value and must be paid by the purchaser as part of the basic sale price. Conditions: Restrictions on the Use of the Properties

Private Sales: Parcels Not Sold at Public Auction

Any parcel not sold at a public sale may be purchased after the public sale by paying the basic sale price plus extra fees and costs. The basic sale price cannot be changed until the parcel is reappraised, republished, and again offered at a later public sale.

The buyer will receive a receipt at the time of the sale. The Department of Revenue will issue a State Deed after full payment is made.

Tigers Drop MRC Opener; Rebound to Post First Victory of Season

boys’ basketball team dropped its Minnesota River Conference opener at Le Sueur-Henderson 69-60 last Tuesday night be-fore rebounding at home Friday night for its fi rst win in four tries this season, routing Lake Crystal-Wellcome Memorial 72-34.The Tigers were scheduled to

host Blue Earth Area Tuesday night after this edition of the Herald went to press. They will host Sibley East 7:30 p.m. this Friday and will head to Wa-tertown-Mayer for a 7:30 p.m. start next Tuesday.

LS-H 69, Tigers 60The Tigers led 30-29 at half-

time before the host Giants got hot and scored 40 points in the second half en route to a 69-60 victory last Tuesday night in Le Sueur. “Early foul trouble combined

with defensive lapses by us and timely three-point shooting by Le Sueur led to this loss,” said Tigers coach Paul Fogarty.”A game-high 20 points by

Brody Curtiss and 19 more by Luke Narveson were not

enough to keep the Tigers from falling to 0-4 on the season, 0-1 in the MRC. Nathan Herman was also in double-digits for Belle Plaine with 10 points. The only other scorers were Noah Hastings (7) and Mitchel Stier (4). Curtiss also led the team in rebounds with eight. Herman and Stier both had seven.Joey Luna led LS-H with

looked back,” said Fogarty. “The defensive pressure pro-vided by Branden Schulz and Brody Curtiss was stifl ing. Mitchel Stier produced a solid double-double and Nathan Her-man had his best all-around performance . . . The entire ros-ter played well.”Narveson had 29 of his game-

Explosion dance team com-peted at Saturday’s Waconia Invitational and fi nished fourth among seven teams in kick and third out of four teams in jazz. It was the fi nal tune up before the Minnesota River Confer-ence season begins this Thurs-day night at Mayer Lutheran.Hutchinson was fi rst in kick,

followed by Rockford, host Waconia, Belle Plaine, Will-mar, Litchfi eld and Glencoe-Silver Lake.“We spent all week drill-

ing the routine to increase our placement and control scores,” said Belle Plaine coach Sibel Dikmen. “We intended for this meet to be the turning point of our season, and for me it was. We had some formation chang-es during the week and were

still working on those going into Waconia. Our kick height increased amazingly and our scores refl ected that. “We continued to miss some

of the formations and I think the scores in this area were the difference in us losing the tie-breaker (for third) to Waconia, who we had beaten last week-end at Hutchinson,” Dikmen continued. “We’ll continue to drill formations this week to prepare for the tough competi-tion we’ll face this Saturday at the Academy of Holy Angels. The best part of the weekend had to be all the improvement our JV kick team made. They added diffi culty to their routine and somehow managed to ex-ecute it better than ever before. Watching and cheering for them was such a joy and was made

even better when they took fi rst place and received medals ac-knowledging their individual efforts.”Like varsity kick, Hutchinson

took fi rst in varsity jazz, fol-lowed by Waconia, Belle Plaine and Willmar.“Our varsity jazz was hoping

to continue increasing scores by dancing more in unity and focusing on improved turn tech-nique,” Dikmen said. “Though the girls danced a great routine, it was a rough day for turns. We’ll continue to work on turns this week as we head into our fi rst conference meet of the year at Mayer Lutheran this Thursday. I’m really hoping the girls can get this routine down. It has great elements of style and choreography and could do really well.”

Spring Turkey Season to Create More Hunting Opportunities

Hunters this spring will get more time to enjoy being out-doors while trying to bag a wild turkey, the Minnesota Depart-ment of Natural Resources re-ports. Turkey hunting time periods

will be longer, all will include weekends and more time pe-riods will be available to each hunter. Five one-week time pe-riods will be followed by one longer time period ending on
