not only denotes shortened version of his father’s name, but His

The Bird View of Intensive Legal Literacy Campaign, being launched in the

District of Chitradurga, from 11th

July 2009:

As per the project, at three phases, Intensive Legal Literacy Campaign

is being implemented, to reach the majority of the population of this district. Under

the first phase, i.e ‘Teen-in-law’, campaign we aim to, cover the youth from 13

years to 19 years, specially, the school and college going students i.e. from 8th

standard to II PUC.

We have trained, 60 teachers and PU lecturers, in a work shop, held

on 27th

June 2009, to teach 2,724 students of Aimangala Hobli, for a period of one

month, involving senior advocates to train the trainers, on 10 subjects, specified by

the State Legal Services Authority.

Department of Public Instructions and the Pre-University Board, at the

District level, have come forward, to furnish the subject materials, as selected by

the District Legal Services Authority, as their collaborative participation in

Teen-in-Law.

Introduction:

1. With the advancement of human potency in the 21st century, the

teenagers in India, like in all over the globe, have a different role to play, in the

over all growth of the nation. The concept of converting the human power,

available for transformation of Nation into a super-power, has been pronounced by

the Hon’ble Former President of India, Sri. A.P.J. Abdul Kalam. Thus, it is the

need of the hour, to provide better amenity to our present children, to shape their

future, in the spirit, as enshrined in our Constitution.

1.1 To streamline the fertile energy of the nation and to transform it into

virtue, the teenage population of the district of Chitradurga, is to be concentrated,

under a specific, well-planned and intensive programme, to spread legal awareness,

so as to strengthen the unconventional justice delivery system. In association with

the government agencies and N.G.Os, it is proposed to launch a phase-mannered

programme, like ‘Teen-in-Law’, at the initial stage, which covers the entire teenage

group of the population, in the district of Chitradurga, under the systematic and

informal legal education.

1.2 Regarding teenagers, outside the school/ college campus, specific

programmes are to be scheduled, with the tie-up, with continuing Adult Education

Programme, Zilla Parishad and other functionaries concerned.

2. ‘Teen-in-Law’, refers to the youths, between the age of 13 years to 19

years, as a fertile group under this campaign, who have a long way to go in the

present generation. The forceful capacity to perceive, understand and receive

innovative ideas; react to progressive changes; a dream to build a new world of

scar free, but healthy society; imbibing rich values, are the factors to be kept in

mind, to cover this group, at the initial stage. After imparting legal education to

this group, they can be converted into fertile local resource, for other activities, at

the grass-root-level, in co-ordination with Legal Services Authority. This,

obviously, leads to strengthen ‘Nyaya Panchayath System’. After the first phase

programme, ‘Fair-in-Law’ i.e. the fair sect of the human population, in the district

of Chitradurga, is to be covered, under this Intensive Legal Literacy Campaign.

Objectives:

• To impart legal literacy intensively.

• To train the fertile group of population, with legal

awareness.

• To make use of this core group, as a tie-up legal

resources for L.S.A.

• To implement other National programmes like Micro

Literacy, National Rural Employment Guarantee

Scheme and others, as directed by NLSA.

Methodology:

4. After collecting the data of this teenage group in the district, a trial based

programme will be launched in one of Taluks, covering all the schools and

colleges, specially from 8th

standard to II year Degree, with the specified syllabus,

for a period of one month. There will be regular teaching, during school/ college

hours, by the teachers themselves, for 45 to 50 minutes a day, and at the end of the

month, a test will be conducted, followed by certificates to the successful students,

by the SLSA. The students, who obtain certificates, are to be encouraged in the

academic career, wherever possible, like, with grace marks or otherwise.

4.1 To train this teenagers, to impart legal education, as per the syllabus

scheduled by the DLSA, a work shop is to be conducted, well in advance, and

incentive may be given to these teachers, if possible.

4.2 After completing the campaign, with regard to the school/ college

going students of this teenage group, the youths of this group, outside the school/

college campus, are to be concentrated, at second phase, by holding Adult

Education Programme, in co-ordination with the functionary concerned, again for a

period of one month. This course will also be performed by conducting a test,

even may be oral test, for illiterates, and issuance of certificates accordingly, with

an incentive from the Village Panchayath or Taluk panchayath, to get priority

among beneficiaries, under government schemes.

4.3 In the third phase, by using these youth population, the DLSA plans to

impart Legal Literacy Programme, for the entire women population of this district.

Conclusion:

5. Having regard to the illiteracy, poverty, lack of access to justice and

socio-cultural restraints on children and women, to get themselves exposed to the

world, the intensive programme would work out, in the better way, so as to cover

the entire population under ILLC. This kind of campaign will meet the challenges

of docket exclusion and strengthen the right to life of a common man. The slow,

but steady campaign, with individual attention, would yield commendable results

at the macro level.

Report, on Intensive Legal Literacy Campaign,

launched from 11th

July 2009, at Chitradurga district:

The activities, one undertake either under obligation, or as an

innovative approach, towards the other, must be preceded with a clear objective, to

see that the purpose of such act, and the amount of efforts, shall yield maximum

fruits, though not 100% result. In addition to Legal Literacy work, an attempt is

being made from the author, to see that the efforts of Legal Services Authority, in

imparting Legal Literacy Programmes, creating awareness amongst general public,

can be strengthened further, with intensive activities investing same amount of

energy, time and expenses. The systematic spreading of legal awareness,

concentrating the structured group, based on age, gender and socio-cultural

backgrounds, with scientific approach, no doubt, can achieve the object, more

efficiently and effectively. Therefore, Intensive Legal Literacy Campaign, as the

brain child of the Chairperson, District Legal Services Authority, Chitradurga, is

being introduced and launched, for the first time in the history, inaugurated by His

Lordship, Hon’ble Sri Justice P.D. Dinakaran, Chief Justice, High Court of

Karnataka, on 11th

July 2009, at Hiriyur, Chitradurga district.

1. Intensive Legal Literacy Campaign comprises two phased programme,

firstly, concentrating the youth population, under ‘Teen-in-Law’ programme, in the

district, and at second phase, the fair-sect of the population, i.e women group of the

district, under ‘Fair-in-Law’. The project of ‘Teen-in-Law’ is annexed herewith.

2. As a part of first phase campaign, the teen age population of the

district, who are school and college going children, are being covered. The Bird-

View of the first phase programme is annexed herewith.

3. Department of Public Instructions and Pre-University Board, at the

district level, are co-ordinating the first part of first phase programme, with District

Legal Services Authority, Chitradurga, in full swing.

4. Pre-launching tests are held to document the awareness of teenage

population in the district, as a part of methodology, and to compare the result of

this campaign, by holding Post-launching test. There is scope for comparative

study of this new concept, being introduced in the district of Chitradurga, with a

hope to extend it to others, with modifications, if necessary.

5. The post-launching test will be held on 14th/ 15

th August, 2009, in the

sample unit of Aimangala – Hiriyur taluk, Chitradurga district. From 16th

August

2009 to 15th

September 2009, this ‘Teen-in-Law’ programme will be implemented

in the entire district at a stretch, covering 78,794 students en masse. The subjects

being taught:

1. Fundamental Duties and Rights

2. Awareness against Child Labour & Child Rights

3. Gender Discrimination

4. Domestic Violence

5. National Rural Employment Guarantee Scheme

6. Protection of Environment

7. Traffic Rules

8. Maintenance of wife, children and parents

9. Marriage Rules, and consequences of violating the Marriage Laws

10. General Knowledge on Arrest and Right of person under arrest.

6. The implementation of this Intensive Legal Literacy Campaign, is

closely supervised and monitored by the District Legal Services Authority, in the

entire district, with the involvement of wings of district administration.
