1913THE ADVENT OF ISLAND NATION

At the age of 23, EQ had already demonstrated a vi-sion, uncharacteristic of somebody so young.

“The great republic of a liberty loving people whose avowed object in retaining these islands is primarily for the welfare of the the Filipinos, has afforded safety to our new battlefields, where we have fought and are still fighting a bloodless revolution. This fertile soil and these beautiful islands are not fit for the conflict of arms... We have waged another more lasting war - the war of peace.“


QUIRINO’S VISION

“Where armies have marched and fought, we now see good roads and concrete bridges. We hear the whistle of distant facto-ries and busy workshops rallying organized laborers instead of dogs of war.

With our present system of education, we are producing a new type of Filipino- robust and intelligent, peaceful and intelligent.

With undying devotion to our material prosperity and intellectual advancement , we can make the bonds of freedom wider .

Who would doubt that with these auspicious indications we shall achieve a stronger Philippines?“


WHAT IS VISION?

“Vision is the source and hope of life. The greatest gift given to man is not the gift of sight , but the gift of vision. “

Quirino was blessed with a huge vision and dream for the country he so loved. He was born to be distinct and unique. He was born at the right time , with a sense of purpose plant-ed in his young heart . He saw events in his mind as if they were already there.


VISION & PURPOSE

What is the difference between these two ?

PURPOSE is when you know and understand what you were born to accomplish

VISION is when you see it in your mind by faith and begin to imagine it.

Quirino had both. He took up law, because he knew that a well developed legal mind, would be vital as our country proceeded to assert our ulti-mate fight for independence. It served him well, as President Quezon discovered his talents and made him part of the 1935 Constitutional Con-vention. Thereafter Quezon brought him to the USA for the negotiations for the Tydings-McDuff-ie Act,

“ In memory of our great and illustrious friend who is now lying in state, let us pledge ourselves

to establish better and closer understanding among us, and I beseech you to manifest more tolerance, goodwill, and love, which we need in

this supreme moment of our history.”

TOLERANCE

“. . . I should be the last one to pardon them as the Japanese killed my wife and three children, and five other members of my family. I am doing this because I do not want my children and my peo-ple to inherit, from me the hate for people who

might yet be our friends for the permanent inter-est of our country. . .”


WHAT KIND OF MAN WAS EQ?

A MAN OF DEEP FAITH . “ I shared to the full with most of our people the great adversity that struck our native land. In the nadir of that adversity, when fear and terror, abuse and personal loss , all but suffocated the physical life in me, there came into my vision the image of that Unseen Hand that revived my courage to endure and gave birth in my soul to al all-pervading resignation and consolation found-ed on faith and acquiescence in the supreme justice and wisdom of my Creator. “

WHITE RUSSIAN REFUGEESAcceptance of Quirino’s act of humanity and compassion, saved the lives of 5,880 people in what was to be the largest wave of refugees to land in our shores.



A MAN OF DEEP HUMANITY AND COMPASSION “Not only has the Philippines renounced the use of force except in the interest of peace and justice, but it has also gone out of its way to champion the causes of other peo-ples, in the firm belief that every country has the right to be free to shape its own destiny. “

“We believe that freedom engenders responsibility and that this responsibility involves a solemn obligation to hu-manity. “

A MAN OF PASSION, DEDICATED TO DUTY AND WILLING TO SACRIFICE EVERYTHING FOR THE COUNTRY HE SO LOVED. “I love to remember my humble beginnings. Many stu-dents who have begun in a very modest way as I did are often discouraged in the middle of the road. If I succeeded after forty five years of struggle to reach the first magistracy of this land, it is because of two qualities or factors: firm determination and burning ambition.”



A MAN OF PEACE. “The present troubled world situation requires that we make this high resolve, brushing aside petty differences, selfish motives, and personal ambitions, for the sake of national tranquility and security and for the progress and happiness of our people. “

“ The sleep of the heroic dead is never peaceful. What are we, it’s survivors doing in the interest of peace ? “



A NATIONALIST & TRUE FILIPINO. Our country deserves all the loyalty and devotion we can give. It is a beautiful country. It is a rich country. And it is a free country. It has been consecrated by our blood. It has developed a way of life allowing for continued im-provement consistent with the needs of free men. It holds up the hope to millions beyond our shores courageously fighting for the advantage we enjoy. My fellow-country-men, we have every reason to be proud of our country and people.



A NATIONALIST & TRUE FILIPINO. “Let us arouse the interest of our people. Let us awaken their enthusiasm about the epic of our nation and make them proud of their country, the country that God has giv-en us to cherish and develop to the utmost. “

“We now want to live the epoch of destruction behind and to have all the time to build and re-build. It is within us to prove it from our common knowledge and experi-ence, to pull our visions and genius and make of our part of the world a new source of world contentment founded on freedom, peace and prosperity. “


QUIRINO’S MESSAGE TO THE TEACHERS

“TEXT BOOKS WILL NOT BE ENOUGH. Songs that are of the same pattern all over the Philippines will not be enough, either. You must invent something new – new tunes, new songs – to interest people. Such in-novations will make life more pleasant “

“I have emphasized the above phases of public educa-tion, namely the continuous and unhampered expansion of the school programs in all levels, the improvement of community life, and the further development of vocational education, because I believe that upon these will depend the success of democracy in our country...

“The role of teachers at this stage of nation-building cannot be over-emphasized.

THEY ARE EXPECTED NOT ONLY TO TRAIN YOUNG MINDS IN THE FUNDAMENTAL REQUIRE-MENTS OF EDUCATIONAL UPBRINGING BUT ALSO TO INSPIRE THE YOUTH TO TAKE UP VOCATION-AL OCCUPATION THAT WILL CONTRIBUTE TO THE TOTAL NATIONAL DEVELOPMENT OF THE COUNTRY.

Our youth should be exhorted to observe always their duties and responsibilities as citizens of a free and democratic country and to uphold this precious heritage.

“As leaders in each community, you should spread light. Go beyond the present horizon. See if you can dig up something which will interest the people and make them follow you as their confirmed leaders.”

You teachers have the best opportunity to make this country strong, sol-id and great. Our geographical position is such that we should always get together and pull together.

Let us obliterate once for all that sense of regional pride , overcome our language difficulty, and coordinate our efforts so that although we speak several dialects yet fundamentally we are one, one in thought, one in aspiration, one in action, and one in future.

”We should make everyday an Arbor Day. Tomor-row, and thereafter, whenever and whenever there is opportunity, we should raise trees not only for food, or shade, for shelter, but also for ornament, for park purposes, and for our protection. We should plant trees on our barren areas, our denuded hills, our

eroded mountains so as to make these uneconomic portions of our patrimony blossom again.”

Arbor day address on September 10,1948 . President Qurino called upon every provincial, city, and municipal official to cooperate with

the National Arbor Day Committee in carrying out a comprehensive plan of nationwide tree planting.
