    What are the rates for my electricity (residential)?

    Rate RS – Electric Residential Service

    Availability

    Available through one meter for residential service, including lighting,

    household appliances, refrigeration, cooking, water heating, space heating

    and small motors not exceeding three (3) horsepower individual capacity.

    Character of Service

    Alternating current, sixty Hertz, single phase at a voltage of approximately 120

    volts two-wire, or 120/140 volts three-wire.

    Availability

    Available to any customer for light and /or power purposes whose maximum

    load requirements do not exceed 50 kilowatts. Customer must be located on

    or adjacent to an electric distribution line of the Utility which is adequate andsuitable for supplying the service required.

    The availability of this Schedule to polyphase customers is in the process of 

    elimination and is withdrawn except for polyphase customers contracting for

    service hereunder prior to September 4, 1985, and will not be applicable to

    any future polyphase customers. If service hereunder is at any time

    discontinued at the Customer’s option, this Schedule shall not again be

    available.

    Available to any metered municipal customer for light and / or power

    purposes. Customer must be located on or adjacent to an electric distribution

    line of the Utility which is adequate and suitable for supplying the service

    required.

    Character of Service

    Alternating current, sixty Hertz, single phase at a voltage of approximately

    120/140 volts and polyphase at one of the following voltages: 120/240 volts

    four-wire Delta, 240 volts three-wire Delta, 480 volts three-wire Delta, 120/208

    volts four-wire Wye, or 277/480 volts four-wire WYE, where available.

    convert such measurements to the equivalent of metering at the Utility’s

    secondary voltage.

    Measurement of Maximum Load and Energy

    Maximum load shall be measured by suitable instruments provided by the

    Utility and in any month the maximum load expressed in kilovolt-ampers shall

    be the average number of kilowatts in the 30-minute interval in such month

    during which the energy metered is greater than in any other such 30-minute

    internal in such month, divided by the average lagging power factor

    (expressed as a decimal) calculated for the month. For billing purposes, the

    billing maximum load, shall be the greater of the maximum load occurring

    during the month or 㯟fty (50) KVA. Energy shall be measured by suitable

    integrating instruments provided by the Utility.

    If service is metered at a voltage of approximately 480 volts or lower, the

    maximum load measurements shall be increased by one percent (1%) and the

    energy measurements shall be increased by one and one-half percent (1 ½%)

    to convert such measurements to the equivalent ot metering at the Utility’s

    primary voltage.

    What are the rates for my water?

    There shall be and there are hereby established for the use of servicesrendered by the Waterworks system of the City of Lebanon, the followingrates and charges, based upon the amount of water supplied during eachmonthly billing period:

    water distribution mains and appurtenances to serve the property of theconnecting user and is charged in return for the City making available tosuch user the City’s water supply system consisting of all facilities andoperations necessary to provide potable water of such user. The amountof the Availability Fee shall be as follows:

    $ 2,000 per EDU $ 2,000 per EDUEquivalent dwelling unit (EDU) is de㯟ned as the average use of a single family

    dwelling over one calendar year. EDU determinations for water users other

    than single family dwellings shall be determined in accordance with 327 IAC

    Article 8.

    Where a project charge or recoupment agreement charge has been

    established prior to the date of this Ordinance, the project charge or

    recoupment agreement charge shall apply. The cost of distribution systems

    constructed after the date of this Ordinance by someone other than the City

    under a written agreement with the City may be credited against the

    Availability Fee. The decision to allow such credit and the amount of the credit

    shall be made solely at the discretion of the City.

    “Connection Fee”is the charge to a user for a new or additionalconnection to the City’s water works system and is charged the actualcost of construction of all local and/or water service lines adequate toserve the property of the connecting user. The Connection Fee shall bedependent on the water meter size and shall include the actual cost of the meter and supplies required for said connection.

    “Inspection Fee”is the charge to a user for a new or additionalconnection to the City’s water works system for the cost of inspectingsaid connection to the water works. The Inspection Fee shall be asfollows:

    For new construction connections or additional water usage fromexisting water connections requiring plat or plan approval, one-half of theAvailability Fee or $1,000 per EDU shall be paid at the time of signing therecord plat or detail plan approval, or conditional se approval. Theremaining one-half of the Availability Fee or $ 1,000 per EDU, the entireConnection Fee, and the entire Inspection Fee shall be paid before theissuance of a building permit;

    For all existing sewage connections with additional water usage notrequiring plat or plan approval, the Availability Fee, the Connection Fee,and the Inspection Fee shall be paid in full before the additional usage isprovided for by the City’s water system;

    For all users repairing or replacing a water service line or existing waterconnections with no additional water usage, the Repair Inspection Feeshall be paid in full before issuance of a repair permit.

    What are the rates for my wastewater?A. The following rates are set forth in Ordinance No. 04-10 and amended in

    2005:

    SECTION 1.1. No connection to the City’s sewage works systems shall be allowed until

    a permit is obtained and payment of Availability Fees and

    Connection/Inspection Fees have been made to the City, or if applicable,payments have been arranged in accordance with Section 2 (b) of theOrdinance.

    1. “Availability Fee” is the charge to a user for a new connection to oradditional wastewater discharge from an existing connection to theCity’s sewage works system and is charged as a pro rata cost of construction of all interceptor sewer lines and appurtenances toserve the property of the connecting user and is charged in return forthe City making available to such user the City’s sewage treatmentsystem consisting of all facilities and operations necessary to treat

    sewage of such user. The amount of the Availability Fee shall be asfollows:

    $ 1,700 per EDU $ 1,700 per EDU

     

    Equivalent dwelling unit (EDU) is de㯟ned as the average use of 9,300 gallons

    of wastewater per month over one calendar year. EDU determinations for

    wastewater discharges other than single family dwellings shall be determined

    in accordance with 327

    IAC Article 3.

    Where a project charge or recoupment agreement charge has been

    established prior to the date of this Ordinance, the project charge orrecoupment agreement charge shall apply. The cost of conveyance systems

    constructed after the date of this Ordinance by someone other than the City

    under a written agreement with the City may be credited against the

The Connection/Inspection Fee shall be as follows:

    3. “Repair Inspection Fee” is the charge to a user for inspecting aneeded repair or replacement of an existing lateral sewer line. TheRepair Inspection Fee shall be as follows:

    Section 3.

    For the use of and the services rendered by the sewage works, rates and

    charges shall be collected from the owners of each and every lot, parcel of 

    real estate or building that is connected with the City’s sanitary sewer systemor otherwise discharged as sewage, industrial waste, water or other liquids,

    either directly or indirectly, into the sanitary sewer system of the City of 

    Lebanon. Such rates and charges included operations and maintenance, user

    charges, debt service charges, which rates and charges shall be payable as

    hereinafter provided and shall be in an amount determinable as follows:

    1. The sewage rates and charges shall be based on the quality of waterused on or in the property or premises subject to such rates and charges,

    as the same is measured by the water meter there in use, plus a basecharge based on the size of the water meter installed, except as hereinotherwise provided. The water meters shall be read monthly and theusers shall be billed monthly. The water usage schedule on which theamount of said rates and charges shall be determined by the addition of the base charge for the month and the treatment 暮ow rate per month asfollows:

For users of the sewage works that are unmetered water users or whereaccurate meter readings are not available, the monthly charge shall beestimated and determined by means and methods satisfactory to theCity. Unmetered non “residential single family dwelling units” shall becharged a rate to be determined by the City on an individual basis byapplying the above metered rates to the estimated usage and meter size.

    3. Where a metered water supply is used for 㯟re protection as well as for

    other uses, the City may, in its discretion, make adjustments in theminimum charge and in the use charge as may be equitable.

    4. For the service rendered to the City of Lebanon, said City shall be subjectto the same rates and charges hereinabove provided, or to charges andrates established in harmony therewith.

    5. In order to recover the cost of monitoring industrial wastes, the City shall

    charge the user the actual cost of analysis as incurred by the City.6. In the event 2 or more residential lots, parcels of real estate, or building

    discharging sanitary sewage, water or other liquids into the City’s sewagesystem either directly or indirectly, are users of water and the quality of water is measured by a single water meter, then in such case for billingpurposes, the base charge per month of the sewage rates and chargesshall be multiplied by the number of residential lots, parcels of real estate,or buildings served through the single water meter and added totreatment 暮ow charge determined by the treatment 暮ow rate as appliedto the monthly metered 暮ow.

    7. The user charges, fees, and debt service charges set forth in the ratestructure hereinbefore set forth shall be changed, as necessary, by theCommon Council.
