LEAP is an international nonprofiteducational organization giving voiceto law-enforcers who know the war ondrugs is a failed and destructivepolicy. LEAP members wish tosupport alternatives that will reducedeath, disease, crime, addiction, andtax spending, by ending drugprohibition.

In four years, LEAP went from fivefounders to a membership of 10,000across the United States and in 84other countries, which is fitting sinceU.S. drug policy has ramifications thataffect the entire world.

All LEAP speakers are former drug-warriors; police, parole, probation andcorrections officers, judges andprosecutors, prison wardens, DEAand FBI agents. We have a bureau ofmore than 80 LEAP speakers.

WHAT CAN LEAP DO FOR YOU?

We are a source of support andinformation for Law-Enforcers strugglingwith the disastrous effects of prohibition.We can give you tips on how to safelyand effectively advocate drug policyreform. Even if you are not ready tospeak out, the fellowship and informationprovided by LEAP will provide you withan enormous feeling of validation andcamaraderie.

LEAP can provide speakers who present tostudents and educators or to professional,civic, benevolent, or religious organizationthat any Concerned Citizen designates.LEAP can also supply information, outreachtools, and strategies that can be used to helpyou recruit other officials and citizens to ourcause.

LEAP can provide Legislators withknowledgeable and articulate former drug-warriors to testify before committees andforums, offering honest assessments of U.S.drug-war policies from people who are nolonger paid to implement those policies.LEAP can be your best information resourcefor changing our failed drug policies.

LEAP’s MISSIONTo prevent the multitude ofunintended harmful consequencesresulting from fighting the war ondrugs and to reduce the incidence ofdeath, disease, crime, and addictionby ultimately ending drug prohibition.

LEAP’s Goals(1) Educate the public, the media,and policymakers about the failure ofcurrent drug policy by presenting atrue picture of the history, causesand effects of drug abuse and thecrimes related to drug prohibition.

(2) Restore the public’s respect forlaw enforcement, which has beengreatly diminished by its involvementin imposing drug prohibition.

LEAP’s StrategyCreate a constantly enlargingspeakers bureau staffed withknowledgeable and articulate formerdrug-warriors who describe theimpact of current drug policies on:

Police and community relations

The safety of law enforcementofficers and suspects

Police corruption and misconduct

The financial and human costsassociated with current drug policy

ASK US WHYAs long as marijuana is worth more than gold andheroin more than uranium, we will continue to havepeople willing to kill each other to control the market;willing to kill police charged with fighting these uselesswars; willing to kill children caught in crossfire.

When any drug is prohibited, an underground marketis immediately created and moreover because itbecomes dangerous to produce and distribute, thatdrug’s value is artificially inflated. The street value ofthe drug is17,000 percent higher than the cost ofproducing the drug. When a rapist or robber isarrested, the number of rapes and robberies in thecommunity goes down but when a drug dealer isarrested, the number of drug sales doesn’t diminish.All we are doing is creating job openings for hundredsmore entrepreneurs willing to take huge risks for thechance of receiving even huger profits. Fighting thewar on drugs is just stirring the prohibition pot and itcosts 69 Billion Dollars each year to stir that pot.

To remove that profit motive we must end drugprohibition. When we ended alcohol prohibition in 1933the next day Al Capone and his smuggling buddieswere out of business. The same thing would happen tothe drug lords and terrorist who, thanks to today’sprohibition, sell 500 billion dollars worth of illicit drugseach year to our children around the world.

That would end with legalized regulation of all drugs.
