Presented at ASTD 2014 Conference, May 4, 2014 Presenters: Jarron Jackson, Marc De Simone, Patricia Delaney, William Goodwin The Baltimore Police Department (BPD), through their education alliance with University of Maryland University College (UMUC), provides a Criminal Justice program that focuses on critical leadership competencies required in today's increasingly volatile and challenging law enforcement environment. The program is designed to improve the quality and bench strength of the department's leadership pipeline and to increase the engagement, teamwork, and retention of employees. The desired outcome is to improve public safety by increasing the overall efficiency and effectiveness of the BPD. Enhancing the credentials and leadership experience of BPD officers supports the traditional "promote from within" philosophy of the department and sets the BPD apart as a leader among its peers. We'll show how this leadership program improves performance effectiveness at BPD through retention, promotions, and organizational improvement recommendations. You'll gain insights on how BPD aligns leadership development with its strategic goals through having students work on projects to solve real-life department challenges and work with BPD leadership to implement recommendations. These projects have become an important problem-solving component of the BPD's ability to protect its citizens.

STUDENT APPLICATION AND SELECTION

PROGRAM KICKOFF AND UMUC

ORIENTATION

FOUR COURSES (HYBRID: ONSITE

AND ONLINE)

GROUP PROJECT PRESENTATIONS

GRADUATION CEREMONY WITH CERTIFICATE OF COMPLETION

BPD conducts application process

Selection process considers leadership potential and diversity of roles, departments, experience, and demographics (up to 25 per cohort)

UMUC provides an orientation

Leadership sets expectations aligned to strategic goals presented at the kickoff

Training on how to use the computer hardware and software to access the online classroom (half-day on day 1)

Students attend 4 hybrid courses

Each course is 1 week onsite, face-to-face and 6 weeks online

Classes include Instructor-led sessions, feedback, individual and group assignments, discussions, activities, and resources

Students work in groups on projects assigned by the Commissioner to address strategic goals

Students present solutions to the Commissioner and Command Staff after interim presentations to Faculty and the Commissioner

Quality/value of problem-solving and decision-making assessed by leadership

Students participate in a graduation ceremony and receive certificate of completion

Up to 25 students per cohort, totaling 118 (as of January 2014)

Graduates earn 16 undergraduate credits (or 8 graduate credits)
