A new suite of leadership programs
Welcome to our reinvigorated suite of
leadership programs for 2019.
Leadership development is at the forefront of Catholic Education Western
Australia (CEWA). It is our leaders who give witness to our Catholic values
and inspire our Christ-centred communities to engage in active learning.
Our leadership programs aim to support the work of all Catholic school
and office leaders. They respond to the Bishops’ Mandate Letter and are
informed by the CEWA Leadership Charter (2016), the Catholic Education
Commission of Western Australia (CECWA) Strategic Directions 2019-2021
and the research of the Australian Institute of Teaching and School
Leadership (AITSL).
The Bishops’ Mandate Letter reminds us that “the contributions of our
Catholic School leaders to the life and mission of the Church are examples
of God’s presence in our schools” (Mandate 43). Our Leadership Charter
inspires us to develop leaders at all levels to contribute to the mission of
Jesus. The CECWA’s Strategic Directions 2019-2021 guide us to form inspiring
Christ-centred leaders. AITSL provides extensive research on what effective leadership looks like in contemporary Australian schools.
Whether you are an emerging leader taking your first steps into leadership, a long-serving middle leader, an office member providing system support or an experienced principal reflecting on your faith community, the leadership programs offered in 2019 have been designed to support you on your leadership journey.
I acknowledge our leaders, who continue to demonstrate their
commitment to Catholic education and who play an essential role in
supporting, forming and mentoring the current and next generation
of Catholic leaders.

The purpose of this booklet is
to provide an overview of
leadership programs for 2019
and highlight leadership
resources and opportunities.
The Accreditation for Leadership and
Accreditation for Leadership of a Catholic School
Community programs are the cornerstone of
leadership professional learning and remain
pre-requisites for senior leadership roles such as
Assistant Principal, Deputy Principal and Principal.
CEWA’s Career Stage Leadership programs have been designed to support educators
and leaders in the development of Christ-centred communities and the creation of
engaged learning environments. These programs are central to the preparation of
educators and leaders, and focus on the holistic development of children capable
of inspiring all to actively lead the Gospel. They encompass all formal stages of
development from emerging leaders entering the leadership space to experienced
principals who have led a faith community for many years.
Several career stage leadership programs are
supported by leadership networks that aim
to meet regularly as a community to share
knowledge, learn from each other and grow as
a community of leaders.
An important aspect of leadership is the
identification and development of future leaders. The CEWA Talent Identification program has been developed for the purpose of identifying
high potential leaders employed in formal or
informal leadership roles.
The development of talent is also a focus of the
Early Career Teachers Program. This program will
focus on issues affecting early career teachers with special emphasis on peer sharing, building
resilience and providing support as they progress
to full registration with the Teachers Registration
Board of Western Australia (TRBWA).

Early career teachers are supported by in-school mentors who have access to the
Effective Mentoring Program, which aims to support mentors to establish effective professional relationships to support the mentee to grow in the understanding of
their profession at a school level.
Previous participants in leadership programs may benefit from participating in alumni events which provide a refresher on key leadership topics such as the importance
of spiritual and physical health and wellbeing, effectively leading a faith community, challenging conversations, speaking with impact and effective coaching.
In addition to these formal leadership programs, the booklet details opportunities for
CEWA educators to develop their leadership skills via external agencies such as The
University of Notre Dame Australia (UNDA), The Catholic Institute of Western Australia
and The Australian Institute of Management (AIM).

Leadership programs background
CEWA has a rich history of leadership development which is underpinned by Church
documents, system priorities and professional research. Building on the wisdom and
knowledge of these works, the thinking and resources that inform the 2019 leadership
programs include:

These resources set out the necessary knowledge, skills and dispositions to effectively lead Catholic communities. From these leadership resources, six leadership domains
have been identified and form the basis of the CEWA leadership programs:

3. Leading teaching and learning
4. Leading improvement, innovation and change
5. Engaging and working with the community
6. Leading the management of the school
These six leadership domains provide a pragmatic and holistic framework for
developing contemporary Catholic school leaders. They ensure each program has a
common focus and assist leadership program partners – universities, institutes, course
designers, facilitators, and administrators – to build content and experiences relevant
to the CEWA context.

Overview The Principal leads the school community, promoting its
evangelisation purposes, aims and ethos, its development as
a faith community, its religious dimension and the outcomes
of its curriculum. Completion of the Accreditation for
Leadership of a Catholic School Community is mandatory for
all Principals on each new appointment

Overview The Emerging Leaders Program provides an introduction
to leadership in Catholic Schools. The program is aimed at
teachers with limited leadership experience who are curious
about the knowledge, skills and dispositions required to
become a faith-filled Catholic school leader. The program focuses on developing a Christ-centred leadership identity,
managing change, leading classroom practice, working with
parents and the school community to develop children as
whole Christian persons

leadership in Catholic schools

Overview The Aboriginal School Leadership program provides an
introduction to the unique nature of leadership in Catholic
Schools. The program is aimed at Aboriginal teachers who
seek to acquire the knowledge, skills and dispositions
to engage as Christ-centred leaders. The course focuses
on Catholic leadership, emotional Intelligence, religious
understanding, cultural reflection, leadership skills, knowledge and dispositions

Aboriginal School Leadership

Overview This program is designed for middle leaders new to a
leadership role at their school. It aims to assist new leaders
to better understand contemporary models of Gospel
leadership that are inclusive, flexible and responsive. The program aims to strengthen middle leaders’ capacity
to initiate holistic change, build relational trust and engage
in challenging conversation that privilege the dignity of the
human person

Overview The Established Leaders Program is aimed at experienced
CEWA leaders in middle and senior leadership roles.
The program focuses on developing contemporary models
of Gospel leadership that prioritise the giftedness of each
person, positive pastoral relationships, confidentiality and personal accountability. As part of this program, participants
will undertake the University of Notre Dame course, Theories
and Models of Leadership for Catholic Schools at a Master of
Education level

Learning Goal § Undertake a comparative analysis of personal leadership
and lived Gospel values
§ Use tools and techniques used to acknowledge the
giftedness of each person and methods to build positive

Overview The purpose of this program is to induct and support newly
appointed Catholic Principals during their first two years of CEWA principalship. There are three phases of support during
this program:
Phase One: Induction and immersion in the Principal’s school;
Phase Two: Development in the areas of faith formation,
understanding of a Catholic school, administration,
employment and community relations, system structures,
managing change, and enhancing health and wellbeing
Phase Three: Support for individuals in areas of defined need

Beginning Principals Program

Overview The objective of the CEWA Experienced Principals Program
is to support Principals to reflect on and deepen their faith, physical, mental and emotional wellbeing. The course assists
Principals to proactively address their diet, sleep, exercise,
spiritual, emotional and mental health. The program includes
a full executive health and wellbeing assessment, follow up
coaching and a plan to enhance wellbeing. The course will
also assist Principals to reflect on the Catholic leadership required for the complexities of 21st century schooling

mental wellbeing and that of the community they lead

Overview The CEWA Talent Identification Program aims to identify, develop and encourage high potential leaders who are
resolutely committed to achieving the vision and values
of CEWA. In our context, high-potential staff are identified against attributes required to perform exceptionally in
existing and future leadership roles. These individuals may
be teachers or support staff from schools, office personnel or leaders who aspire to serve in more senior roles in the future.

Overview The purpose of the Effective Mentoring day is to set the context for the critical role mentoring plays in the
development of Christ-centred, faith-filled teachers and leaders. The day provides practical strategies and resources
for forming the mentor-mentee relationship and establishes a
network of mentors who learn from and support each other

The University of Notre Dame (UNDA) offers several post-graduate courses in school leadership including the Master of Religious Education, Master
of Education (Religious Education), Master of Education (Leadership and

The Catholic Institute of Western Australia is a unique Catholic tertiary
educational body, created by and accountable to the Conference of
Catholic Bishops of Western Australia. The purpose of the Institute is to
provide professional and theological education; and spiritual and faith
formation for current and future educators and leaders in Catholic schools.
The Galilee 1.0 Stepping Stones is the first in a series of programs to be offered. The program uses the metaphor of ‘stepping stones’ as a way for participants to explore their own spiritual and faith journeys and to reflect on the influence of the Church’s journey in developing Christian spiritual and faith traditions.
The Stepping Stones program can contribute to the equivalent of one
tertiary unit at The University of Notre Dame Australia within the Masters
courses in Religious Education or as an elective unit in Leadership and
Management. The program also contributes towards Accreditation
for Leadership as well as satisfying hours for accreditation renewal.

Further informationPlease note the following:
§ Access to all professional learning locations must be made through
reception at professional learning venues. If participants have access
or mobility requirements they are asked to contact the relevant
administrative assistant for assistance.
§ Professional learning dates may change. The digital version of this
document will include updated dates or changes.
§ Payment for courses will occur by invoice to the school or Catholic
Education Office.
Conditions of attendance:
§ Participants are required to advise the administrative assistant and
course coordinator if they will be late for any course.
§ Participants who need to leave prior to the end of a course must advise
the course presenter upon arrival.
§ Neat professional dress is required at all professional learning courses
organised by CEWA.
§ At least one week’s notice is required for non-attendance. Schools will
be invoiced for staff members who do not attend workshops, and have not provided notice of non-attendance.
Please note that the Newman Siena facilities can be
used free of charge by schools in 2019 and 2020 for all
meetings and professional learning events. Catering will
still need to be covered by schools. Please book early.
