Passport to Your Future

OVERVIEW

Introduction The County of Orange is pleased to offer staff, supervisors, and managers the opportunity to enroll in Passport to Your Future, a leadership development program.

Purpose Our purpose is to provide you with ongoing leadership training opportunities that contribute to your personal and professional growth and development. The program is designed to equip you with the competencies you need to excel as a leader in your current position and for future opportunities throughout the County.

Core Competencies Each course offered through Passport to Your Future is tied to one or more of the core competencies County of Orange leaders need to achieve excellence on the job. Each course description lists the competencies covered, so you are clear on what you are expected to learn and apply back on the job. Competencies and Competency Clusters Competencies are observable and measurable characteristics of a person that include using knowledge and demonstrating skills, behaviors, and abilities that contribute to performing well. A competency can be a behavioral skill, a technical skill, an attribute (such as intellectual horsepower), or an attitude (such as compassion). Competency Clusters are statistically-supported groupings of related competencies Competency Factors are grouping of clusters that comprise broader range leadership competencies needed for success on the job. Because there are 67 competencies in the model, you will see the competencies covered in each class at the factor level. A brief description of each factor follows.

STRATEGIC SKILLS – This factor covers understanding the business, making complex decisions and creating the new and different. The competencies in this factor include both technical skills, such as business acumen and technical skills and the creative, such as innovation, dealing with ambiguity and perspective. OPERATIONAL SKILLS – This factor covers keeping on point, getting organized, getting work done through others and managing work processes. The competencies in this factor include priority setting, making decisions, managing time and directing the work of others. Process management, such as managing through systems and measuring work are also contained within the operational skills.

COURAGE – This factor covers dealing with trouble and making tough people calls. The competencies in this factor include managerial courage, conflict management and hiring/staffing.

ENERGY AND DRIVE – This factor covers focusing on the bottom line. The competencies in this factor include drive for results and action orientation. Perseverance is also an important competency needed to achieve results.

ORGANIZATIONAL POSITIONING SKILLS – This factor covers being organizationally savvy, communicating effectively and managing up. The competencies in this factor include political savvy, presentation/communication skills and relating to upper management. PERSONAL AND INTERPERSONAL SKILLS – This factor covers relating skills, caring about others, managing diverse relationships, inspiring others, acting with honor and character, being open and receptive, demonstrating personal flexibility and balancing work/life. The competencies in this factor include a wide range of inter-personal skills and self-awareness. The ability to relate to others at all levels of the organization is critical to leadership success. Being willing to learn and develop are also important components of this factor.

In developing the Passport to Your Future Program we focused on those competencies that are most related to high performance and further promotion. Each of the competencies in the model provides behavioral descriptors for a wide range of leadership skills that are applicable to a variety of leadership roles.

Eligibility The Passport to Your Future Program is available to participating County Agencies/Departments’ regular, full and part time employees who have passed new employee probation and are strong performers. Selection for participation in the program is established by each Agency/Department. Interested employees should speak with their direct supervisor.

How the Passport to Your Future Works The Passport to Your Future program is comprised of two tracks. The Non-Supervisor Track is open to all staff who have been accepted into the program. The Manager/Supervisor Track is open to Supervisors and Managers. Each class builds on the other; however, you are not required to complete classes in any particular order within each Track, unless a prerequisite is listed. You are able to enroll in one track at a time and may take courses within your current track only. The program is self-paced and once enrolled you are free to progress at your own speed. The course availability is designed to complete approximately 1 or 2 courses per month, and to complete a developmental track within 18 months to 2 years. There is a 2 year time limit to complete the Non-Supervisor track and a 3 year limit for the Supervisor/Manager track.

Passport to Your Future

The curriculum is offered by a variety of educational sources as indicated in the course description. These course providers are:

Human Resource Services’ Learning & Organizational Development Team California State University, Fullerton (CSUF) Extended Education Public Service Institute (PSI) Subject Matter Experts from County Agencies

Credit for Classes Completed Prior to Enrollment in this Program If you have previously taken a class listed in the Passport to Your Future program or its equivalent, you will be given credit for it as long as the class was taken within five years prior to enrollment. Please note that video training is not an approved education source unless combined with classroom training. If you have previously completed classes for which you are requesting credit to count toward the curriculum in Passport to Your Future, you will need to forward a copy of the completion certificate to the Passport program’s manager.

Enrollment Once enrolled in the Passport to Your Future, you will be issued a PASSPORT booklet which will serve as both a reference guide for the required core courses at each track and as documentation that you completed the courses. Each instructor will stamp your PASSPORT at the conclusion of each course to validate your successful completion. You may not enroll in courses until you have completed the Passport to Your Future Program Orientation.

Contact and Support Human Resource Services’ Learning & Organizational Development team will partner with you in your personal and professional development, including the creation of your development plan, to answer questions, and to advise you whether a certain course qualifies toward equivalent credit in this program.

Applying for Passport to Your Future Completion Certificates Once you have taken all the required coursework in a specified track, you are eligible to apply for your Passport to Your Future completion certificate for that track. After confirming completion of all courses and learning application reflection and self-assessment, you will be invited to attend the annual graduation ceremony which usually takes place in late Winter or early Spring.

Measuring Passport to Your Future Program Success Passport to Your Future is not merely a series of classes; it is an experience. One that will challenge your leadership paradigms and foster mindset shifts, facilitating your personal and professional growth as a leader. In order to capture the impact of this experience as a whole, you

will be asked to complete evaluations, reflections, and other measurement instruments at various times during your participation in Passport to Your Future. These are program requirements. At the end of each class you will be asked to complete a Course Evaluation Form to capture your experience in class, information learned, and anticipated application ideas. Comments will be thoroughly evaluated and used to improve course and program content in order to provide the best learning experience possible. Additionally, this gives you the opportunity to reflect on the concepts covered in class and begin to consider how you plan to apply them once you return to the workplace. Equally important is our ability to measure if a transfer of knowledge has occurred from classroom to worksite. Think of each course as a starting place as opposed to a one-time event. Once you complete a class, you are then to go back to the workplace and begin to apply the concepts learned in class. At the end of your program, you will be asked to complete a Learning Application integration for your entire program experience to reflect upon the concepts learned and describe how you are applying new strategies back in the workplace. Further, we will ask you to think critically about how your leadership behavioral changes are positively influencing your ability to continuously improve the results you deliver on the job. Additional feedback may be requested from you during your participation in Passport to Your Future. We call your attention to the Course Evaluation and Reflection/Self-Assessment forms to stress their importance. Completion of the Learning Reflection and Self-Assessment at the conclusion of your program is a requirement, and you will not be able to graduate from the program until it is completed.

Passport to Your Future

MAXIMIZING LEARNING

Passport to Your Future is an excellent opportunity for you to realize success on the job today and in future positions. Participation in the program helps employees develop and fine-tune leadership skills. What determines how much you learn or how successful you are at applying the concepts on the job? Often it’s the effort you put into it. You must be responsible for your own learning. Listed below are strategies to consider before, during, and after a learning event to help you maximize your learning.

Before Be clear. When you are clear about why you’re attending a class, you can be a more active

learner. Review the course description and determine your learning objectives. Consider the impact the information learned during class will make on-the-job. Talk to your supervisor about the upcoming class and what you hope to learn.

During Be present. It’s sometimes difficult to disconnect from the office, but it must be done in order

to maximize your learning. Plan ahead so that you can focus exclusively on engaging in the content instead of worrying about the office.

Network. Aside from skill development, Passport offers excellent networking opportunities due to the nature of the class composition. You’re likely to have contact with people you might not otherwise meet. This includes students and instructors from within your own department and across the County, as well as those with different levels of experience and functional expertise. Take advantage of this opportunity by sitting at tables with people you haven’t met yet.

Participate. Ask questions and participate in the training. Participation is a great way to improve your learning experience, and it gives you an opportunity to express your ideas and get immediate feedback. Everyone learns from each other during class.

Take notes during class so that you can refer to them when back in the office. Create a separate list of action items that you can easily reference outside of the classroom.

Look toward the future. You may want to ignore parts of the course that don’t seem immediately relevant to your current position. But remember, developing skills for the future is an important part of the any training course. You don’t know what you may want to do, or be asked to do, at some point in the future. Consider how you will apply the content on the job.

After Communicate with the facilitator if you are interested in exploring course content further.

The facilitator will be able to provide you with resources. Communicate with your boss. Meet with your supervisor to share lessons learned and how

it will help your performance. Discuss what you would like to modify, implement, or continue to do in the coming weeks. Partnering with your supervisor will help ensure your success with your action items.

Passport to Your Future

Consider giving a presentation to your team about what you learned and how it can apply to them and your organization/department.

Seek opportunities to use your new skills and knowledge on the job. Application of information learned will help to establish new habits and ensure transfer of learning.

Teach your new skills to others. Training or coaching others helps to ensure that your skills remain fresh in your mind.

Complete a course evaluation capturing your assessment of the course, information learned, and how you will apply it on the job.

Passport to Your Future provides an excellent opportunity to improve your skills and performance. If you simply show up and do the work, you probably won’t make the most of the opportunity. By taking a more active role in your courses, knowing what you want to get from the course, and actively seeking out skill practice on the job, you’ll maximize your learning and understanding.

Self-Mastery Leadership Skills

The Non-Supervisor Track is open to all staff that have passed new hire probation and are a strong performers. This Track is comprised of 9 required and 2 optional courses. The program is viewed not as a group of classes, but as an experience that helps participants to realize self-mastery or self-leadership. As Lao-tzu famously said, “Knowing others is intelligence; knowing yourself is true wisdom. Mastering others is strength; mastering yourself is true power.” It is this self-mastery that will help staff realize true success on the job and as a servant leader.

COURSE TITLE: 5 CHOICES TO EXTRAORDINARY PRODUCTIVITY (8 Hours)

DESCRIPTION: The 5 Choices to Extraordinary Productivity teaches you how to achieve extraordinary results. The difference between sinking and soaring lies in your ability to make wise choices. This solution will empower you to achieve outcomes that have previously been outside your reach. It will enable you to make day-to-day decisions that are focused on your most important outcomes instead of focusing on the gravel that gets thrown at you constantly. You will learn to eliminate the activities that distract you from achieving your most important goals. The 5 Choices to Extraordinary Productivity will guide you to a new paradigm of your roles, effective weekly and daily planning, technology mastery, and energy renewal for truly extraordinary achievements. DESCRIPTION: To meet the demands found in today’s workplace, each of us is searching for effective tools that can help us to manage, adapt, and succeed. Successful leaders combine strong interpersonal skills with technical knowledge to improve their potential and performance. Understanding and improving the connection between emotions and actions is crucial to business and personal success. Without such insights, even seemingly successful relationships may experience unnecessary conflict. COURSE TITLE: PROBLEM SOLVING/DECISION MAKING (8 Hours)

DESCRIPTION: Knowledge and understanding of problem solving skills is an essential ingredient to job effectiveness. All too often in daily operations, problem solving is improperly approached due to lack of training in this area. This seminar focuses on the development of problem solving techniques through the application of learned skills.

DESCRIPTION: Employees that have direct contact with the public and customers are required to handle a wide variety of interpersonal situations. How each employee handles these situations can have an impact on the image of the organization. This interactive seminar deals with providing exceptional service on a daily basis, to the public we encounter. Topics discussed include "the cycle of service," "service from the inside out," and "dealing with difficult people." If you are enrolling for the first time or did not attend a class at Santa Ana College or Santiago Canyon College during the Spring 2014 semester, you will need to complete the online Admission Application to Santa Ana College. Visit http://www.sacpsi.org and click on “Registration” for additional instructions. When the PSI system asks you for payment, ignore that window. You are not required to pay.

Once enrolled in the college you may register for PSI classes.

To Register for a Class 1. Go online to www.sac.edu. 2. On the left side of the “Search” field box on the homepage, click on “Register Online.” 3. Click on the “Log In” tab.

(Note: If you do not know your User ID or password, there is a section towards the bottom of the “Online Records System” page where you can click on “What’s My User ID?” or “What’s My Password?”)

4. Once you have logged in, click on “Students.” 5. You should now be on a page that reads “CURRENT STUDENTS – WEBADVISOR FOR

STUDENTS.” Under the “Registration” section, click on “Register for Classes.” 6. Click on “Search and Register.” 7. Fill in the required fields: Term and Location. 8. Enter the course title in the “Course Title Keyword(s)” field. 9. Click on the scroll down menu under “Actions.” 10. Click on “Register.” 11. Click on the “Submit” button.

To Drop a Class

1. Go online to www.sac.edu. 2. On the left side of the “Search” field box on the homepage, click on “Register Online.” 3. Click on the “Log In” tab and then click on “Students.” 4. You should now be on a page that reads “CURRENT STUDENTS – WEBADVISOR FOR

STUDENTS.” Under the “Registration” section, click on “Registration Shopping Cart.” 5. Click on the “Drop” check box for the appropriate class you wish to drop. 6. Click on the “Submit” button.

NOTE: If you have to cancel a class for which you have previously registered, please cancel the class at least five business days before the date of the class. This will provide the opportunity for others to register for the class All core classes in Passport to Your Future are paid directly by your Agency/ Department; however, if you no show to a class, you will be required to pay out of pocket to take that particular class at a different date. Your Agency/Department will only pay for each class once. These courses are not reimbursable through EPRP.

How to Enter External Courses into Training Partner

You may only use Training Partner to register for classes if they are offered by the County. PSI and CSUF classes are not listed in Training Partner. Any external classes you complete should be entered into Training Partner. Follow these easy steps to have your external courses included in your Training Partner Transcript records. 1. Login to Training Partner online: http://TrainingPartner.ocgov.com. 2. On the “My Training” screen that appears, click on “Add a Non-Cataloged Learning

Event” that is located under “Actions.” 3. Enter the course name in the “Course Name” field. 4. Enter the date you completed the course in the “Date” field (in the format of Month-Day-Year

as MM-DD-YYYY). If the course lasted more than one day, enter the date the sessions ended. 5. Click the “OK” button. (Note: The next screen will summarize the Non-Cataloged Learning event

Information and the status will display as “Applied.”) 6. Your supervisor will need to review your Non-Cataloged Learning Event and verify you

completed the event. If approved, the status will be changed by your Supervisor from “Applied” to “Confirmed.” Once this has been completed, it will permanently place this learning event (course) in your Training History.

How to Approve External Courses in Training Partner (for supervisors) Non-catalogued events (external courses such as PSI and CSUF classes) do not become part of a learner’s permanent transcript until a supervisor has confirmed the event. Credible evidence of a learner’s attendance at a non-catalogued event should be presented prior to the supervisor confirming the event. Participants may show a stamped passport as proof of completion for classes in the Leadership Development Program. Do not approve the event if the learner does not have a stamp in their passport or other proof of completion. To approve (or delete) a non-cataloged learning event, 1. Login to Training Partner online: http://TrainingPartner.ocgov.com. 2. Click Review to expand the Review menu. 3. Click Non-Catalog Events. 4. The Review My Learners Non-Catalog Events screen is displayed. 5. Click the drop-down list in the Status field for the selected learner. 6. Choose Confirmed (or Delete) from the drop-down list. 7. Click OK.

How to Search for Courses in Training Partner Using keywords to search for courses in Training Partner can simplify the registration process. After logging in to Training Partner, you will be taken to your home page. From here, you can use keywords to find the courses in Passport to Your Future. To do so, expand the “Catalog” section on the left hand side.
