During this year we opened 3 new offices i.e. Pakur and Sahebganj districts in

Jharkhand and at Madhukunda in Purulia of West Bengal.

We are also able to increase our health program outreach to over 650,000

population base and shifted our health sector from project mode to program

mode.

We have enhanced our institutional capability through various capacity

building process that includes our participation in leadership development

and organizational effectiveness, VSO governance program support,

deploying 3 international volunteers in supporting us in HR and strategic

planning needs.

We have revised and strengthened our program quality framework through

putting in place the following policy during the year:

1. Planning, Monitoring and Evaluation [PME] policy

2. Fund raising, branding and communication policy

3. Child protection policy

Beside we have finalized our strategic plan for the period of 2010-2015 and

also developed strategic plan for HIV/AIDS and RCH integration for

mainstreaming HIV/AIDS intervention for Bihar and Jharkhand.

We were able to make a pool of leaders within organization at various levels

and HR had been given lot of emphasis. The leaders of pool have undergone

various trainings for their capability enhancement in program and

management issues.

We also have revised and strengthen our financial policy and put forward

better internal control mechanism.

I must mention that our ultra poor food security program have shown

excellent achievement in which we have achieved food security of 360

families under target and able to graduate them to second phase of

livelihood program despite of various challenges of drought and resource

uncertainty.

I express my sincere gratitude to team NEEDS, The members in Governance,

our program participants and moreover the organizations, individual donors

and Government agencies who supported us to meet our program mission. It

is you without whom we would have not achieved our Goal.

NEEDS require your continuous support to impact on poverty and misery in

This year we have served 9533 families in livelihood support, 61333 in health

intervention support and 5763 families with Child protection interventions.

Established in late 1998 as trust, NEEDS [Network for Enterprise Enhancement

and Development Support] have started intervention in selected poverty

stricken pockets of Bihar and Jharkhand and brought about a significant change

in the life of women and children in terms of food security, sustainable

livelihood and overall empowerment of the participating community. Micro

enterprises like creating irrigated cropping round the year, developing maize,

beans clusters, poultry clusters, vermi compost producer villages, carpet

clusters in collaborations with rug industries, establishing multi tire cropping

systems, enhancing rice productivity by 4 fold are significant changes that are

visible.

Inclusion strategies are put in forefront, gender issues are incorporated and

digital divide has been addressed as empowerment indicators in the program of

NEEDS. The technology modulation centre established in one of the block is to

conduct R&D in technical and social enterprising is contributing largely to our

program success. We are conducting volunteering and leadership programs

among young youths known as master trainers and service providers and

engaging them with community is a successful model of NEEDS in supporting

community particularly of tribal women segments and to bring about

knowledge/ skill sustenance at community level.

One of our important focus is institutional arrangements in self help format and

their skill building while creating a shared vision for change. While creating

shared vision, community shares a holistic approach towards development that

includes improved health and education access by women and children in

particular. Financial inclusion has been ensured of ultra poor families through

banks and micro finance institutions as an graduation criteria for withdrawal by

NEEDS

NEEDS projects are designed in to 3 major program category i.e. Livelihood,

Reproductive Health and Child Protection. These are designed based on

poverty indices and issues of poor families.

The RH program includes Maternal Health, Child Health, HIV/AIDS, Adolescent

RH.

Livelihood program focuses on intervening on Household Food Security issues,

enhancing livelihood options and stabilizing potential sustainable livelihood,

most of them are land and water based activities, small livestock interventions

etc.

Child protection sector intervenes about mainstreaming out of school children

through remedial education and helping them enrolling and retaining in Govt.

Schools.

Beside we focus on inclusion of excluded in our programs as most marginalized

community i.e. disable and positive people by its policy and have becoming an

inclusive organization by its strategy.

Our Rural Technology Park [RTP] is constantly working on modulating

Livelihood Technologies, accessing best practice models, developing

prototypes, scaling by replicating.

Networking and collaborations are key program strategy of NEEDS for outreach

and advocacy.

Our ICT segment works on optimizing knowledge sharing, knowledge

management and skill training options by evolving local contents and

developing IEC appropriate for illiterate or neo literate.

Our Program Participants

Tribal, women, children and adolescent are our primary program participants.

By enhancing opportunities for these communities we help bringing changes in

their life. They actively participate in planning & monitor process of programs of

their own groups, hence own the change that they bring of the community and

their own life

Our team

We are committed to professional and technical competency and trust that our

team is our key asset for effective existence. We have 23 professionals from

technical institutions and a team of over 100 volunteers of various categories

who brings strength to our program. Beside, NEEDS relates with over 1400

community based volunteers who are key to change making process. These are

also become the local knowledge and skill workers which they sustain at their

community level.

NEEDS also engages international volunteers in its program. VSO/India

supports NEEDS in identifying such volunteers as required by us and engages

them in NEEDS for specific purpose. This is a great value for NEEDS in making

changes in its performance effectiveness.

Project Title : Sustainable health intervention of marginalized

Support Organisation : SIMAVI, Netherlands

Brief of the Project :

This is the last year of three years intervention which focused on sustainability of programme through community action and convergence. Evidence based advocacy, developing micro health plan to demand service as per need, linkage and liaison with health service providers to improve access to health, capacity building of different stakeholders are some of the strategies, adopted to ensure improved health service access specially around maternal and reproductive health. End of the project evaluation by an External agency Pairvi, suggested for extension of the programme beyond Deoghar assessing the impact of the intervention and now project area is extended to Pakur and Sahibgunj.

Objective :

Improved RH service access and practices by marginalized community through effective community action in 10 target panchayats of Deoghar district by 2009.

Target :

The progamme is aimed towards reproductive health service access and pregnant, lactating mothers, children of age group 0-5 years, newly married couple, VHC members, youth and adolescents, ICDS workers, ANM, TBAs, key opinion leaders in 155 villages of two blocks are programme participants.

Achievements :

915 pregnant, 475 lactating mothers, 4045 children within age group 0-5 years, 95 newly married couple, 1950 VHC members and Sahiyya, 40 TBAs, 350 youths and adolescents, ICDS workers and ANMs from operating areas, MOIC of two blocks and CS are reached through the intervention. 1600 people are given education service on reproductive health issues and

2130 people were provided with HIV-AIDS information. State level strategy meet to develop strategy paper on reproductive health was held with experts and strategic partners and NGO Coordinator, Jharkhand. International Volunteer is preparing strategy paper on integration of RH and HIV for institutional implementation and wider replication at state level.

Great about the Year and Challenges Faced :

Project evaluation by Pairvi, New Delhi was a great learning experience. It highlighted the achievement which are not even projected in proposal like “women empowerment' which was visible through interaction with Sahiyya, the community volunteer with whom we worked a lot for capacity building. Mr. Jurrie from SIMAVI visited project area and suggested to scale up our intervention in other districts through network and alliance. As a result NEEDS is now established its unit in Pakur and Sahibgunj. One of the SIMAVI also took an exposure visit in our area and was highly satisfied and recommended another team for visit.

The biggest challenge faced was instability of government resulting in slow progress of any activity at every level. As the project was high focused on advocacy- lack of pro-activeness specially at district level slowed down the progress as planned

Project Title : Capacity Building of Sahiyya (Sahiyya Programme)

Brief of the Project :

The programme is an initiative to reach the “last household of last village” with quality primary health care services. Sahiyya, the community volunteer, is working as link health person between community and health system. The project is to build capacity of Sahiyya through training on modules developed by health department, GoJ under NRHM.

'All individuals have the ability to live a healthy life in an enabling Society' is the Health Vision of NEEDS. To realize this vision, health projects aims to reduce maternal and child mortality, improve on nutritional status of mother and child, reverse the spread of HIV/AIDS and improve water and sanitation practices by all through community led actions. To make health system responsive to people's need influencing systemic change is what the organization strives for in the long run. The major health intervention is “Sustainable Health Intervention for the Marginalised” in 10 panchayats of Sarwan and Palojori and extention of two district units in Sahibgunj and Pakur. Target in those district is to cover four panchayats of four tribal dominated marginalized blocks to develop them as model panchayats responsive to people's health need. Another health programme provides medical services to hard to reach villages of Deoghar and Devipur blocks through mobile medical van. IEC campaigning to promote HIV/AIDS awareness and about different ongoing health programmes of GoJ in media dark regions of Santhal Pargana is another important programme under health sector. Community Youth Volunteer programme is being implemented to strengthen leadership within community to take action to influence positive change.

Objective :

To build capacity of Sahiyyas on 4 modules developed around themes- Sahiyya programme detail, Child Care, Water-sanitation-nutrition and Safe Motherhood

Target :

A total of 642 Sahiyyas from four blocks of Sarwan, Sarath, thDevipur and Karon are trained on 4 module.

Achievements :

Sahiyyas received training on different components of safe motherhood which helped them to understand the issue better and link all pregnant in their coverage area with the maternal health care services for safe out come of each pregnancy. Institutional delivery is also increasing due to their efforts in addition to increase in ANC and immunization coverage.

Great about the Year and Challenges Faced :

Project duration was for 12 months but extended beyond the time line due to delay in timely release of fund. The biggest challenge faced was fund disbursement, which affected momentum of the programme. Sustaining the motivation and morale of the team was also not possible because the project did not have any fund to support honorarium for the team and the organization had to depend on voluntarism of the team members to conduct training.

Project Title : Community Leadership and volunteering Programme

Brief of the project :

Community Leadership and Volunteering Programme was conceived with the ideology of strengthening leadership within the community and facilitate leadership initiative at community level for sustainable impact. The second course on Community Leadership was organize by NEEDS with the partnership of VSO, with 30 youths this year. These youths are selected based on some fixed criteria and motivation level. A 20 days training was organized followed by project assignment for each trainee giving them an opportunity to interact with community and take small initiatives for change.

Objective :

Create a critical mass of young volunteers with leadership skills to contribute in MDG health goal.

Target :

30 youth volunteers both male and female

10 months [June,2009-March,2010]

Achievement :

A committed group of 30 youths took initiatives at various levels as a small step towards a great leap within their training period. They helped People Living with Disability to have their name registered and get their entitlement benefit cards. Volunteers registered 70 persons having different kinds of disability and even filed one RTI when some of the cases where rejected as eligible for disability certificate. They conducted HIV awareness camps in 80 villages and run 10 RTI clinic on pilot basis. Volunteers motivated 104 pregnant to get registered for maternity service and entitelement leading to 95% to 100% registration coverage in some villages.

Great about the Year and Challenges Faced :

Community Youth Volunteerism initiative drew attention from different quarters. One of our youth volunteer was invited to an international convention organized by IIE and PACKARD at New Delhi to share his experience. Success of this programme motivated partner agency to extend support for youth volunteer programme for another batch and Global Exchange programme for youth volunteers is being considered for interested youth leaders.

Brief of the project :

A mobile medical unit with all kind of facilities and technical equipments is given to NEEDS by Department of Health and Family Welfare, GoJ to extend medical service to the people living in hard to reach areas and remain out of coverage by any kind of health services. MMU with a full medical team headed by a qualified doctor moved around as per a route chart prepared with the advice of respective Medical Officer in Charge and also approved by the MOIC. MMU is well equipped to treat and diagnosis any kind of disease with a special attention on ante natal coverage encouraging safe delivery to address high maternal and child mortality.

Objective :

Extend outreach medical facilities to hard to reach areas of Deoghar and Devipur block through mobile clinics.

paramedics, ANM was effectively running as per an approved route chart effectively in hard to reach areas. 4061 people got treated through MMU for different kind of diseases. Additionally people diagnosis with TB, and Leprosy or in need of major surgery were referred to District Hospital for treatment and care.

Great about the Year and Challenges Faced:

Mobile Medical Unit is a great innovation for geographically excluded people but the challenge was in operation mechanism of the programme. Fund was not realized at all since initiation of the service from August till March. There was no medicine supply or fund for running X-Ray machine or Ultra Sound etc. Timely submission of reports and repeated request for fund release was fruitless. Under this condition the organisation was forced to suspend its operation till the release of fund.

Project Title : Zindagi Zindabad- IEC campaigning for HIV-AIDS awareness promotion in media dark regions of Santhal Pargana

Brief of the Project :

Jharkhand State AIDS Control Society had taken an initiative to spread awareness on HIV-AIDS in media dark regions of the state through a mobile IEC van equipped with audio-visual facilities and other campaigning materials like pamphlets, posters, CD etc. NEEDS was provided with an IEC van for 6 districts of Santhal Pargana region. The van moves in each district as per a route chart prepared with the advice of respective MOIC. A team specialized in street play headed by the Van Coordinator covers one district at a time, organize plays, video shows, quiz etc with youth, women, adults at strategic locations and then move to another district. IEC van also disseminate information regarding different national health programmes.

Objective :

IEC campaigning for media dark regions of Santhal Pargana though mobile van.

Target :

Six districts of Santhal Pargana - Deoghar, Jamtara, Pakur, Sahibgunj, Dumka, Godda.

Achievements :

Mobile IEC van is spreading awareness through street plays and video shows among the community excluded from information access like women groups, youths, migrant populations living in hard to reach areas but vulnerable to infection. Till date the van had covered Deoghar, Jamtara, Sahibgunj, and Pakur districts with an coverage of 45000 people with information. A

spot pre and post test shows nearly 40% in information after awareness programme followed by group discussion. World Health day was also celebrated with the support of district health department in Sahibgunj.

Great about the Year and Challenges Faced :

Mobile IEC van to spread awareness among excluded community is a very good initiative as a first step. It has reached remote locations in the media dark pockets and disseminated informations related to HIV/AiDS and also about various health program that are available for the people and their institutional locations. It catered services to 6 districts of Santhalparaganas with dedicated nukkad team. Two months for IEC campaign for a district is a too little a time to reach larger population and for a greater impact.

Story of Change…“What Community Action Could Achieve”

Other ICDS centres are now in the row to adopt Service Day model finding its effectiveness.

Anganwadi Centre at Sagrajore village in Palojori block of Deoghar caters to 1200 families. Though it is a fairly functional Anganwadi centre but it never was able to extend service to all at a time. Involvement of entire community including community volunteer was felt required to strengthen the service of the Anganwadi. Through its intervention on sustainable health of marginalized, NEEDS was trying to introduce an effective model of Service Day which provides one window services of all kind in a single day in an enabling environment. The model requires 5 days engagement in a month which includes 2 days pre-event preparation and 2 days monitoring after the “the Day”. Pre-event preparation requires preparing due list of all clients by community volunteer and Anganwadi worker who then shares the list with ANM, the service provider. Sahiyya and village health committee members start campaigning in advance and on the Service Day mobilize all the clients at scheduled time. Different counters offering different services like pregnancy registration and ANC, child immunization, growth monitoring, PNC, counselling for adolescents are set and the services are offered. Next two days are spent to monitor progress and extend service to the drop outs. The complete package offer services of all kind with minimum chance of drop out and the model is very effective in our context where al kind of service coverage is alarmingly low. The service day model was introduced in Sagrajore 1 Anganwadi centre and the programme was inaugurated by Dr. Sunil, Medical In-charge of Palojori. He highly appreciated the model and committed to extend all kind of support. On the first programme itself, service coverage was 100%! It was an all out effort by an enthusiastic team of community volunteer, VHC

members, youth volunteers, Anganwadi worker and of course the health service providers. The result boosted the morale of the villagers and they decided to continue with the programme. Now Service Day model is in practice In Sagrajore 1 ICDS and had become a model in the block even for health service providers.

Project Title : Save Childhood

Brief of the Project :

Project aims to 'ensure quality education to 1900 children (400

through mobile & Drop-in centre and 1500 through govt.

school intervention) including disabled of 6-18 age groups and

rehabilitate them through bringing them in the main stream of

education and/or facilitating them to get out of becoming

potential child labour by 2011'

Objective :

lThe project objective is to mainstreaming 400 working

children and railway children of 6-18 years age including

disabled children and provides them opportunities of

choice of life through life skill enhancement.

lAdditional 1500 children would be outreached through

quality education intervention in selected government

schools in Bhojpur & Sonaraithari .

lChildren Bank would be spread throughout the target

area.

Vocational trainings were given to parents (79)

and children (26) on candle making, incense

sticks, etc.

Drop-in centre continued near Jasidih railway

platform to provide a space for railway /

platform children. Nearly 36 children are enrolled

in the centre. They use to play, study and take

rest during their working hours.

Liaison with railways to save children from abuse

and harassment by vendors, collies and police.

One day workshop was organized with railway

personnel and collies to sensitize them on child

rights, abuse and harassment.

Mass campaigning was organized to sensitize urban

communities on Child Rights.

15 days summer camp organized especially for Std. I & II

with 87 children. Objective was to provide pre-

education through learning with fun.

Child Bank – an initiative to become self reliant – 3

Children Banks are running successfully. One more CB

was started during the year in Sonaraithari. During the

current year, total deposit was Rs. 18,026/-. One of

branches is fully managed by children themselves.

During the year,

the project catered to 763 children under this project.

These children are living in difficult situation in railway

platforms, motels, garage, iron clusters, bidi making

etc. The project also intervened in Govt. schools for

quality of education interventions, engaged

community for better school performance and also to

build an environment for study at home and schools.

Our unique intervention model of Children Bank is

spreading and helpful in building skills of children

especially decision making, team building and

planning.

The major challenge comes from the administration of Railways to support working on railway platform with children working at platform.

“All children will learn, grow and develop to realize their full potential” – is the mission of the sector which

motivates NEEDS to ensure Rights of every children through education based intervention. CP sector will be the first

sector to mainstream gender, inclusion of CWDs and HIV+ children through every upcoming projects/programmes.

Mainstreamed 5000 out of school children in nearly 250

govt. primary/middle schools of Jamtara and Deoghar

district covering eight blocks.

Provided educational kits to 5000 children to motivate them

in going back to school.

Provided remedial coaching to 3000 children for their

educational grade development in eight blocks.

Ensured usage of toilet facility for girls in all selected eight

schools.

Health check up was done covering 5000 children and

provided medicines, if needed. The check covered general

check up and vision.

lIncreased in community participation was observed in

school level activities. Community members were

encouraged to visit schools regular to monitor the activities.

Great about the Year and Challenges Faced : Although we

were able to mainstream 5000 out of school children but the

major success was in the participation of community

towards securing primary education was established. The

project was also evaluated by Ms. Rini Sinha who

appreciated the work of NEEDS and their successful

intervention and advised to scale up the project.

As the project was only for one year, we faced so much pressure from community to continue the project. Secondly it also hampered the follow up process for mainstreamed children.

Sudhir Kumar – 13-year-old child from Santhali (Jasidih railway platform) works as water bottle seller in summer and

sales toy in winter at Jasidih platform. He supports his family for livelihood. His father is carpenter and earns Rs 2000-3000

in a month to feed his large family, the income is erratic.

Sudhir was found using tobacco, and spend money for things which were not healthy. He was found distressed in his

behaviour, even breaking windows glasses of trains etc.

He was identified by our platform presence and taken to counselling process by the professional counsellor of NEEDS.

Then he was attached to drop in centre in the platform. We made him to attend education sessions, participation in

games and various events planning etc, and also continued showing importance of his participation in various events and

class sessions. This attachment have bought visible change in his attitude.

Now he is participating in Aflataun savings initiative and has stopped consuming tobacco. He is now a regular participant

of education sessions and drops in to the centre and mingles with other children with positive presence. Now he is taking

more interest in studying.

He has a dream of becoming a owner of shop at platform and says with confidence,

the NEEDS Ultra Poor Program - promotes a philosophy of holistic intervention in the lives of the Ultra Poor. The program is comprised of 6 components executed over 24 months. The components include food security, livelihood promotion, and access to health care, child education and financial inclusion. Self help institutions are built and strengthen as a process of graduation is core area of program success criteria.

All families achieved food security and have successful shifted in livelihood framework for the following year.

Great about the Year and Challenges Faced : 361 families those who participated in weekly meetings and decision making process on food security issues, adopting new knowledge in very common practices like paddy cultivation was full of challenge. However, now new knowledge of SRI paddy system, their level of paddy productivity has changed from 1300 kg per hectare up to 8 MT per hectare as minimum. These changes have created lot of energy among families and have increased their participation in resolving issues of poverty. This has also increased the confidence of participating families, and they agreed for annual crop planning, credit need assessments and getting linked with banks.

and there is an uncertainty or no absolute guarantee that their poverty would be erased. The families were also afraid of being having bank credits.

Challenges Faced : This project has created lot of energy among program participants because of their clear increase in income, enhanced food security, and their financial inclusion. Irrigation system worked very well. One of the SHG has got their case film published in UK of their good work and inclusion of a lady having no vision for secured livelihood enhancement.

Poverty is complex and a lot yet to be done in terms of outreach to more people in this cluster.

The system of rice intensification as a package of practices has been transferred to selected tribal pockets in 9 districts and 20 SRI skill worker developed. Despite of severe drought condition, the project was able to transfer the technology among 500 tribal families and recorded average harvest of paddy approx. 7 MT per hectare. The NGO network engaged in this process now has learnt the SRI PoP to carry out scaling of SRI in their area.

Brief of the Project :

The ongoing project focuses on promoting improved livelihood opportunities for 2,133 tribal and marginalized families in Palojori Block, through integrated land and water centric development interventions. The project is covering 40 villages, with a total population of 10,669. The project is achieving food security and moving towards sustainable livelihood stabilization. It is building of self help groups of women to carry on the program as local institution. The project focuses on livelihood of Maize, Pulse, and beans based cluster; SRI paddy cluster, multitier horticulture cluster and goat for livelihood cluster.

Community based Natural Resource Management is a vital approach to enable both the conservation of biodiversity and support local livelihood. Therefore, there is a need for greater understanding of the impacts of human activities on biodiversity and on the levels of sustainability of ecosystems and species. It is important to recognize traditional and community knowledge and its continued use to ensure conservation and to secure biodiversity-based livelihoods. For this reason, it is important to revitalize traditional institutions of decentralized decision-making to ensure sustainability in conservation and livelihood uses. This program is an innovative process to ensure reduced threat to grassland bio diversity while promoting Goat system of livelihood. Stall feeding, control grazing, agro-forestry promotion, bio diversity education, bio- diversity register establishments are primary program focus to establish a prototype for goat.

This project is unique in the because of its grass land bio diversity conservation components. Successful accomplishment of 50 acre agro forestry with excellent growth is a good initiative of creating a goat for livelihood model in the area. Farmers are increasingly getting engaged in food and fodder system, this would create a positive impact in grass land bio diversity, once the model is replicated in future.Two years continuous drought have created greater water crisis in the villages. Natural tributaries have dried out. It was also a challenge to bring behavioural changes in the practices of Goat rearing by the community. Great about the Year and Challenges Faced : The project have successfully achieved food security level of 2133 households and helped adopting system of rice intensification. Women groups have become active and in many cases they are facilitating the formation of new SHGs as their self initiative. A process of federating groups has been initiated during this year to create a block level institution of women. They will be in due course being able to manage input procurement, distribution and management, besides focusing on gender and women concerns.

District has accepted the 5% model concept of water harvesting for medium low land to promote SRI in a scale, under MNREGA program. This would help securing necessary water preservation for paddy even in erratic rain conditions and promote better water management in low land area.

Goat for livelihood model is evolved linked with agro forestry system with low mortality rate and with zero mortality in new born kids. Community is interested to scale up the program through bank linkages now because in the control in mortality and morbidity.

Challenges were equally large in establishing bank credit linkages, and talking erratic rain conditions which challenged the cropping system of the area.

Objective :

Facilitate the process of making the nation and state – level policies and programs more responsive to linkages between sustainable rural livelihoods and biodiversity conservation in respect of State of Jharkhand and to enhance the capacity of communities and institutions of decentralized governance for integrating sustainable biodiversity based livelihoods through participatory approach in selected sites of Jharkhand.

ACC CSR and NEEDS have joined hands to work in the periphery villages of Damodar Cement Works (ACC DCW). This is a pilot project in the 5 priority villages of Santori block of Purulia district under Balitor Panchayat i.e. Dumdumi, Suniri, Bakulia, Madhukunda and Balitor. ACC have designed its technology and long term plan for environmentally sound intervention of international standard, hence NEEDS have approached ACC for possible cooperation in one of its remote factory location at Purulia district of West Bengal This project touches the diversified sectors like health, education, livelihood, community based infrastructure and social mobilization.

The objective of this project was to work in cooperation with the community residing in the target villages, and other stakeholders for holistic development of the area in an sustainable way by realising the PROFIT of the company in a socially responsible (CSR) manner. It was It was a first intervention of NEEDS in CSR initiative. NEEDS successfully launched its programme and was able to mobilize community for programs visualized. Participation of women group in literacy program, local youth managing HIV/AIDS awareness was good indicator of community engagement in just 2 months period [February & march] was a good start up. The challenge was the attitude of few vested interested individuals who intends to extract from ACC rather than having interest for community issues and development demands or participation. Unauthorized coal mining in the locality have created demand of wage labourer in high rates and people earn around `300-400 a day, does not create interest for farming or livelihood that generates less than ̀ 400 income a day, since this income does not have any investment or business risk, is become popular among the locality.

“LIFT'ING THE DREAMS FOR BETTER LIFE”Story of Change…Rina Devi is a 28 years lady who stays in Baghmari village of Chandan Block in Bihar. Baghmari village is one of the poorest villages of the Chandan Block. The village is predominantly of small and marginal farmers. The total cultivable area in the village is 50 acres. The irrigation facility for agriculture was not available due to which the lands remain unutilized during the rabi (winter) and zaid (summer) season. Rina's family also has 2.5 acres of land, but it was left barren due to lack of water resources. Her family consists of four members; her husband Balmukund Jha , a son and a daughter . The daughter is nine years old while the son is seven years old. Her husband used to earn a meager sum by working as a priest in Baghmari and nearby villages. And it was very difficult for them to meet even their basic needs.

During the initial stage of project implementation, the SHGs were facilitated by NEEDS professionals, One exposure on 'SHG, its function and benefits' was also organized. After this Rina has become a member of a SHG and decided to save Rs. 5 per week. But it was very hard for Rina to deposit her savings on a regular basis as their income was not from a stable source.

In August 2009, during the development of micro plan of the village the need for developing irrigation system came out as an important intervention for the community. The community thought it would be best if they could have some access to water sources. Several Gram Sabhas and SHG meetings were held in order to select the type of irrigation system and selection of the site. Two sites were identified but looking after the coverage area and perennial source of water, one (present) site was selected by the community. The estimation of the lift irrigation was done in a participatory manner with the community along with experts. The total cost for installation of micro Lift Irrigation System (LIS) estimated was Rs. 160000.

Gram Sabha was organized to discuss on the financial issues related to the implementation of the scheme. During the discussion, community expressed its willingness to contribute 10% of the entire costs and dig trench for pipeline of 1200 feet on their own. To uniformly distribute the contribution without any conflict, the Gram Sabha and SHG members have decided that they would deposit a sum of Rs. 50 per kattha (4 decimals) in order to collect 10% contribution i.e. Rs. 14000. The LIS has a capacity of irrigating an area of 25 acres, consisting of 15 farmers. The construction of LIS was completed in Oct 2009. The community participated in LI work both as implementer and actors. The male counterparts of the SHG members took the responsibility of digging the well and trench for pipeline. The fund for the activity was transferred to the women SHG and they were given entire responsibility of completing the work. A pump set of 8HP was also given to the SHG as a grant.

A Water User Group (WUG) was constituted with the SHG and non- SHG members, who irrigate their field under the LIS. The WUG has decided to collect an amount of Rs. 30 per hour (for SHG members) plus diesel and Rs. 120 including diesel for non- SHG members. Out of the amount collected, Rs. 20 per hour is given to the operator as service charge and balance money is kept with the WUG for machine maintenance. The WUG has monthly meeting schedule on a fixed date of every month. Presently, it has a corpus of Rs. 13000.

The command area of the LIS in includes 0.30 acre land which belongs to Rina Devi. This land remained fallow before the LI system was established. After being regular on her saving and having irrigation facility, she applied fora loan amount of Rs. 4000 for cultivation of Wheat, Maize, Potato and Tomato. This was her first irrigated crop and first bank credit. The cumulative saving of her group was not optimum to meet the demand (Rs. 9000) of its members. So they have applied for loan in a MFI called Ajiwika. After getting the loan she has cultivated wheat, potato and tomato in the command area of LIS and maize in homestead land. The area under potato was 0.10 acre, while in 0.05 acres tomato was cultivated. Wheat was cultivated in another 0.15 acres. Rina Devi applied vermi compost in her land while the others could not do so. She has earned an income of Rs. 13480 on these vegetable crops. She paid back the loan with an interest of 1.25% within six months. After deducting all the costs, she has got a net profit of Rs. 2606. She has harvested around 40 quintals of potatoes which was highest for that season in the village. This gave her a positive energy for continuing the activity. She became confident to experiment with new crops.

In 2007-08, she applied for another loan of Rs. 8500 at an interest rate of 2%. She decided to cultivate brinjal on her land . For this, she approached NEEDS along with her group members for training on brinjal cultivation. After the training, she planted brinjal in the entire area of 0.15 acres and cultivated wheat in rest of the area (0.15 acre). This time she had earnings of Rs. 15000 and was able to purchase an Ox for ploughing her land.

From the beginning Rina consulted her husband, Balmukund. He supported her and did his part of job (in cultivation, harvesting and marketing of the produce) in each step. Now they feel proud for being the highest producer of crop in the village. People from other villages also visit her plots for exposure. They provide technical knowledge to the rest of the village for Wheat, Tomato and Potato production. Now they reached a state of earning a stable income of Rs.2500-3000 per month. Till date (Dec, 2009) she has a savings of Rs. 1000 in her SHG. They have replaced the roof of their house from thatched to tile one. Her daughter and son are going to the school regularly.

Rina says “I had a dream of a better house and wish to send my children to a better school ……. And now I have got it.” Like Rina , some other members of her SHG also increased their land use by three times and are harvesting vegetables in a business model. Installation of the lift has invariably changed their lives. They make sure that their children go to school regularly with a dream of better future.

Ruksana Parveen is a 9 year old girl who never saw the doorstep of a school. She knew her fate- to look after the siblings, help her mother in household chores and when attain puberty get married to born children. She was made to believe education is for boys because they are the bread earner. Girls will ultimately cook and feed the family and for that education is not necessary, so why invest on her!

NEEDS open a bridge course centre near the slum where Ruksana lives. Our centre guide Archna went and meet her parent and continuously persuaded them to send the girl in our centre for at least 2 hours. Community meetings were also held to motivate parents to send the girls to school. Our team's persistent effort bore fruit and her parent somehow reluctantly started allowing their girl to join centre and she started learning.

When Ruksana first came to our centre she was not able to read or write fluently. Within 6 months she attained the level of standard two. She was enrolled in formal school in standard II. According to her teacher she is a good student and regular in her class. Her bright face gives us strength to carry on.

Save a child!

Nanku is 5 years old but looks a boy of two by his physical appearance. He is victim of severe malnutrition and even was not able to sit properly. His parent are poor and not in a position to take him to city for treatment. So he was left on fate and was counting his days.

When NEEDS team member went to have a have community meeting and find Nanku, immediately she decided to do something. Next day an ambulance was sent to bring Nanku to Sadar hospital but parent refused as they felt it is not necessary and if admitted who will stay at hospital. Again our team member went next day and had a long talk with the parent explaining the consequences if the boy is not admitted to hospital. Finally he could be brought for check up and not for admission.

Supplementary feeding along with medicines were provided to the boy.

Nanku, though still is weak but can stand on his feet. He is able to mange smile. Nanku is gaining weight day by day. Our team members are getting regular feedback. His parents are also counseled on his care and feeding which they are doing. The experience helped them to take care of their other child who was also a border line case.

A quite revolution in progress!

Sitamuni Tudu is an illiterate lady from one of the prime tribes of India- Santhal. Her illiteracy though did not keep her bonded within home and when a woman SHG was formed in her village she was the first to join. She was a regular in the group meetings, elected as an office bearer and become instrumental in conducting her group's meeting. Gradually she became aware of SHG function and ventured out to start a business of her, poultry being her natural choice.

Field worker from NEEDS when came to know about her interest arranged her training of one month on Poultry Rearing by NABARD. She was now looking for her own business. She was helped to start her poultry with 100 chicks. Training on poultry rearing, feeding pattern, medicine and treatment was given to her. She soon become expert on poultry and people from her village take her advice very often.

The capacity of her poultry has now increased to 300 and also having bank linkages. She regularly repay her bank on time and her income from one cycle is presently Rs.1500/ after repayment. Whole sellers come at her doorstep to buy bird. She is now venturing into horticulture and planted mango plants in her land. When people were selecting a community volunteer, they can think of only Sitamuni. She is now even motivating SHGs from nearby villages to revive.

Aishabanu Khatun never went to school till her age of 10. She is the youngest daughter of Md. Hadis Ansari. Despite being a bright girl Aisha was not sent to school as her father did not feel it important! Aishabanu used to make bidis like many other girl of her community. She knew her life was to help her mother in domestic work, look after her sibling and make bidis with the elders in the family! She wanted to go to school but no one had taken care of her wish till then!

When NEEDS opened a bridge course centre for working and out of school children her village, Dondia Aisha's parent was requested to get her enrolled. Her father was initially reluctant as he wanted to send her daughter to learn Urdu, but then he changed his mind so Aisha started coming to centre. Bridge course learning system helped her to attain level II and soon she was admitted in standard V next year. She was very active in sports, cultural programme and always came to centre neat and clean.

Aishabanu is now in standard VIII. She is achieving good result in school. She is interested to complete her matriculation. Her parents are also encouraging her and giving her extra tuition. She is provided with school bag, education materials and story books to keep her interest alive. Her health and eye check-up was done. Personal health care advice, menstrual care and hygiene advice, safe sanitation practice advice was given to her. Aisha's achievement give us strength to move forward.

A quiet revolution in progress!

Kajal was like any other rural woman engaged in domestic work and looking after her family till a year ago. Her husband is the sole bread earner and hardly manages to run the family with a small earning of 1000/- a month from small agricultural land. Therefore Kajal started poultry from her small saving with 50 chicks in the starting.

NEEDS supported her to give technical training and management for poultry. Kajal was given training on how to rear chicks, feeding, medicine and treatment. Kajal had again set a unit of 100 chicks. She was given raw materials along with technical input and link to market through cooperative.

Kajal is able to rear four cycles and managed to get a good profit. Her overall sale gave profit Rs.2400/-. Now she is ready to rear another 300 birds. Her husband is also supporting her by giving his time for the business. Now she is planning to buy bullock to help in cultivation. Kajal has a big dream for her and children…

Anita is the daughter of Anil Soren, who works as a wage labour to support his family. She weighed only 8 kg at the age of 23 months, when she was first identified as malnourished much less as per age. She looked sick with pale skin and brown hair. Her parents were ignorant about her health condition. She was advised for medical check up but could not be done due to lack of proper medical care facility at village

NEEDS health worker started taking special care for Anita. She explained to the parents about the consequence of her poor health status and the impact of this on her overall development. They were not aware of this. Community volunteer in the village was given responsibility to monitor her growth every month. Anita was given supplementary feeding and her parents were counseled on how to prepare nutrition rich food from locally available ingredients.

Her parent and community volunteer were counseled on child care and nutritional diet. Supplementary food in the form of mixture of energy and protein rich ingredients like rice, pulse, nuts, is given to Anita. She has improved a lot and shifted to the grade. Her parents are taking care of her along with community volunteer has taken the responsibility of tracking her progress.

“NEEDS is running a community leadership program, which has been

renamed this year as Udan. Mini grant support of IIE to Murari M

Choudhury is to add value to Udan program by facilitating to form a

consortia, developing strategic direction of leaders and to help them

bringing their focus in “what to Change” and how to measure the change.

The strategic vision of Udan is to make the system accountable through

leadership initiatives, collaborations and community advocacy of

evidence base”

The young population of Deoghar now have decided to take a collective

initiative of change making.

Community leadership program in Deoghar have taken a new dimension.

A group of 45 youth leaders have formed a district forum with a vision to

make differences in the life of young and people excluded from

development and access to their entitlements.

The change makers' consortium is named as Udan i.e. taking off, taking-

off from hopelessness to new dimension of thinking, taking -off to create

space for young to become active citizen with a dream, a dream that can

help making change in the life of poor and excluded

The initiative of facilitating such consortia of community youth leaders

have been taken under mini grant support of International Institute of

education by Murari, a Packard fellow of leadership.

UDAN has the following agenda

1. Create an active platform of Udan fellows

2. Develop its strategy paper by the end of July 2010

3. Conduct 2 days annual convention of fellows to review their

performance and present future plans during August 2010

4. Train its fellows in skills of article writing and advocacy with media,

the stories of change and change makers to be published in web

pages and news medias

5. Extend Udan initiative in Pakur and Sahebganj with additional 360

fellowship

6. Create webpage and link with Packard fellows IRAC website

7. Publish quarterly newsletter in Hindi of Udan fellows

joining CLP this year expanding its strength

to 395. Expansion would take place in

Deoghar, Pakur and Sahebganj @ of 120

youths per district.

NEEDS is scaling its Udan initiative with the

help of VSO India national volunteering

program.

Udan fellows have made distinctive

changes in the community they are

engaged for volunteering. The changes

includes certifications of PWD, improving

access to health services by poor,

accessing RSBY by BPL families, using RTI

tools to help poor accessing rights,

improving anganwadi centres

performance and participation, and so

on...............

Moreover 45 youths who have undergone

leadership skill training have realizes the

changes in their self as a person with

difference. Their thinking and attitude

have changed, they have a vision now to
