£600,000. Essentially a revamp of previous schemes, it means that someonewith a five per cent deposit will be eligible for a Government loan of a further20 per cent – effectively making it possible to buy a new home with a 75 percent mortgage. This has of course been welcomed by the house-buildingfraternity. However, previous schemes have proved fairly ineffectual.

The second and moresignificant element is a new£130-bllion mortgageindemnity scheme, wherebythe Government will effectivelystand as guarantor for peopletaking out up to 95 per centmortgages to buy anyproperty, old or new – again upto a price ceiling of £600,000.The aim is to stimulate thehousing market as a whole –particularly, for example,helping “second-steppers” –those who want to move up tothe next rung on the propertyladder, but who are currently

constrained from doing so by lack of savings or even negative equity. A good idea? In theory, yes. However, serious questions are already being

raised. For one thing, the scheme isn’t due to start until next January – sowhat’s going to happen in the meantime? Why would anyone struggle to buynow, if in a year’s time they can do so with a nice comfy taxpayer-backedmortgage? On the other hand, why would lenders run the risk of offering anyhigh loan-to-value mortgages between now and next year, when theguarantee scheme kicks in? Some in the industry therefore see this aspotentially sending the market into hibernation for the next nine months.

But in any case, should the Government be involving itself (and all of us) in artificially supporting the market in such a way? I’m not so sure.

Could the Chancellor have done anything different? Certainly – he couldhave announced a root-and-branch reform of the Stamp Duty regime. Nowthat really would have helped stimulate the market. M y dithering French girl has finally moved out. She was replaced twodays later by a very opinionated North African who is here for justthree weeks studying English. He arrived on a very rainy and cold St

Patrick’s Day, which is possibly not the best day for a strict Muslim to viewthe population of Brighton, who appeared to be pie-eyed by 5pm. If the Sodomand Gomorrah at 9pm in my local pub was any kind of benchmark, it lookedlike people had started drinking at 10 in the morning and I was one of themore sober customers, which made a pleasant change.

My new tenant, who is bold in his views, yet quite sweet, is alreadyextremely shell-shocked by British culture and told me that he’d beenhorrified to see a man flirting with a woman at Heathrow Airport, which wouldbe a punishable offence in his country. He has never touched alcohol in hislife and I told him, while drinking alarge bottle of Leffe (I asked hispermission first) that British peopledrink way too much. He said it’sprobably because the weather is soawful here, which is not a bad way oflooking at things and probably quitetrue. I am also, for the next fewweeks, switching my meat-purchasingallegiances to Taj, as my tenant canonly eat Halal meat.Talk aboutbending over backwards...

It’s a good job that the new lodgerwasn’t here a couple of weeks ago.Miss T, a friend of The Big Daughterwas going to her job on the seafront at7am on Sunday morning, when shesaw a commotion across the road. Acrowd had gathered round a man whowas so drunk that he was teetering tothe point of collapse, then rightinghimself and staggering determinedlyforward, before stopping to teeteronce more. She crossed the road toinvestigate the spectacle further andrealised that it was...The Big Son.Embarrassingly, the story doesn’t endthere. I was chatting with mydownstairs tenant, who asked if TheBig Son was OK. Wondering what newhell was about to be revealed, I saidhe was fine and asked her why sheasked. She said that a couple of weeksago, at around 8am on Sundaymorning, she was awoken by thesound of someone falling spectacularly all the way down the stairs, followedby complete silence. You don’t need Miss Marple to work out who that wouldbe. My tenant opened her door, to see The Big Son sprawled, out cold, in thecommunal hallway. She asked if he was OK and he grunted, so she left him,then went to check on him five minutes later. He had woken up, staggered tohis feet and planted two large kisses on her cheek, before attempting thestairs once more. She then heard him fall over in his bedroom, followed by 24hours of silence. The Big Son cannot remember any of this. I’m so proud...

The Landlady’s new tenant has a culture shock

I have mentioned the quality of themews of Hove in the past. One of myfavourites is Wilbury Grove. It was only

recently though that I discovered a hiddenmini-mews, running parallel with WilburyGrove, that serves just one house – whichis currently for sale with Graves Jenkins.

The residence in question is situated onEaton Road, to the west of Wilbury Grove,and appears to have been built within thecurtilage of one of the grand mansions ofThe Drive. A pair of tall gates hide a 75ft-longprivate service road which extends acrossthe hidden façade of the property,and that same distance again.

It may well be that the serviceroad once served other buildingsbut this is difficult to ascertain aswhere it once might have ran isnow dominated by the monstrousmodern blocks of Grove Court andBowen Court. Past these is theCourtlands Hotel, behind whichthere are old stables whosepositions suggest that the mewsdid once serve a number ofproperties on The Drive.

‘The Coach House’ is an appropriatename for this unique detacheddwelling given its previous connectionwith horses. This change of use issignificant as it means that there islittle in the way of original detailsinside. The best feature of the buildingis perhaps the gorgeous yellow brickfrom which it has been constructed;much of which has sadly been paintedwhite. A golden rule of property is thatbrick should never be painted. Itcauses damp and creates amaintenance headache. It should be removed to expose the lovely brick.

The incredibly tired interior essentially consists of two large living spacesdownstairs and four bedrooms upstairs. It could be entirely reconfigured. Thestaircase could be repositioned to create more useable space on both floors. Abedroom could be lost and an en-suite added.

I would flood the downstairs with light by replacing the entirety of the hiddenfaçade with glass where wide stable doors would once have been located. I wouldincrease privacy by carefully bricking-up the ground floor tavern-style windowwhich opens directly onto the pavement but add windows upstairs to make properuse of views towards Grade I Listed All Saints Church which is directly opposite.

Imagine if there was aglobal lost property,where all the lost hats,

gloves and scarves ofchildren went. It would bea mountain, a very softmountain and remarkablycolourful, muchphotographed, I guess,and the sort of thing thatwould be used toadvertise Kodak (in thepast) and probablyPhotoshop (now).

Try and climb themountain – it would bedifficult to get afoothold – and the heightand expanse mean that youwould be much exposed. Whatyou’d need would be warmclothing. Handy, you’d think,but then you’d find out they’reall too small. This eighthwonder of the world would be,just like some of the otherwonders through history, amixture of the accidental and the deliberate, in that some of the hats, gloves,scarves were simply lost, and some have been purposefully flung from amoving pushchair, or ‘forgotten’ while at school.

This is from personal experience. It probably sounds like I’m grouping my twosons’ attitudes together, but in fact it’s how I tell them apart (that and theirfaces, of course). Youngest™ loves the layers – the gloves, the scarves, the hat;The Boy has never been keen, shedding outer coverings like a sulky snake.

Youngest™ used to wear a hat all the time, like a miniature Jamiroquai. We’veweaned him off that peculiar habit (I think we lost that hat) but he still dresseswith enough padding outside to be a toddler stuntman, a cushion with legs andattitude. Recently, after accidentally losing some gloves, my wife bought athree pack. Weirdly though, Youngest™ just wanted to wear one, but all the time.This glove was wanted indoors and outdoors, and he’d hold it aloft like it was aSuperhero’s armoury. He’d go to sleep in it. We’d take it off. It would be the firstthing he’d ask for when he woke up. I’m sure he dreamt of it too.

The Boy treats outdoor clothes like a superhero’s outfit too, but that’s onlybecause he does the classic kid’s trick of coming out of school with only thehood of his coat on, the rest flapping behind him like a cape. His head is merelya peg. If we ask The Boy to put his coat on properly, he objects, gasping like he’sbeing suffocated. Even when there’s snow on the ground, ask him to put a scarfon, and he’s winding down the car window theatrically and clamouring for acrack of air.

Meanwhile next to him is a be-scarfed, hatted, and one-gloved Youngest™,content in his layers and wondering what the fuss is about.

I’ve become dotty. I don’t mean polka dot bikini wearing. I mean sweetlyderanged. Why is this happening... I turned 40, not 90. I don't understandit. Well, I wouldn’t, I’m dotty now. I will probably never understand anything

much again, even games of Snap will confuse me now. So, the other day Iasked my boyfriend something I’d forgotten: “What’s the name of the boy inCharlie And The Chocolate Factory?”

Now, a few of you might be wondering: “Yes, what is the name of the boy inCharlie And The Chocolate Factory? The rest of you will be thinking: “Idiot”.Quite rightly.

I’m clearly becoming an idiot. The full diagnosis happened when I was in ashop and spied a nice clock (I’ve been looking for a silent clock for ages, asthe tick tock noise bugs our household). It’s important to have clocks so thechild can learn the time, so Ispend much time puttingbatteries back in the clockthat have been removed andresetting it (usually to theslightly wrong time as I’malways rushing, so all thechild is learning is that noclock can be relied on). So itwould be amazing to find asilent clock. Finally, there itis! I find this retro clock, it’sgorgeous and silent! Andonly £7! Again, I put it to myear but realise I’ve picked upa pack of drinks coasters.Quickly I put them down as Idon’t want to be seen as anidiot (I don’t know I’m anidiot yet, so far I’ve just asked one stupidquestion). I take the clock to the counter,excitedly explaining how happy I am that I’vefound a silent clock. The 20-year-old sales girlsomehow musters up a totally non-patronisingreply: “Although it hasn’t got any batteries inyet, has it?” As she said this I think I wasactually holding the new clock wrapped in itscellophane to my ear. Any hopes for not looking like an idiot vanished.

What has happened? When I was 14 I was smart! Mums are suppose tolose a few brain cells, but have I lost all mine? I’m surprised I’m not lookingfor them in a drawer. I’m not pregnant, I have no excuses, but hey I’ve hadflu... I just stupidly typed into Google “worried I'm becoming stupid” – thereare many cries for help on Yahoo with similar people panicking over braincells. According to Google, the most under qualified doctor ever, I should turnoff the TV, stop eating junk food, and stop taking drugs. But I don’t do any ofthem! Well, I admit it... I watch Brian Cox and MasterChef sometimes, thatcan’t be making me stupid, can it? Hungry and confused about nanoparticles but not stupid surely. I asked my boyfriend if perhaps I wassuffering from early dementia. He replied: No, you’re just a k**b”. Phew!

4FLOW OF SPACEIt is worth considering that one day you might

want to sell your house; most people looking tobuy a house will prefer a kitchen open-plan to thedining area or family space; will nearly always belooking for an en-suite bathroom to the masterbedroom, plus the ‘wow factor’ of the living spaceopening directly out to the garden.

5MATERIALSShop around for tiles, wooden floors, and

fabrics, but be careful when trying to cut corners –you can see the difference between natural timberand laminate flooring. Find an economical basematerial, then spend a little more on a featurematerial, something that isn’t found on the highstreet. 6COLOUR & LIGHTGet rid of the big patterns, retro wall paper,

chandeliers and red walls. Find a good neutralbase colour to work with – grey or taupe but notbeige. Highlight this with only one or two highlightcolours, banish anything fussy or patterned to thebin. Simple lighting like a Bakelite fitting withsquirrel cage bulb, or a floor standing angle poiselamp. CDMS can provide colour palettes to suitevery room or the whole house.

7ATTENTION TO DETAILIt is the small details you will notice when the

project is complete – door handles, light switches,skirting boards, architraves, hinges, and junctionsbetween floor finishes. Sales of property by auction istraditionally seen

as the marketplace fordisposal of probateproperties as a result ofinheritance, problemproperties with absenteelandlords or short leases,properties that are deemedunmortgageable for whateverreason or properties wherenobody really knows themarket value.

However, due to changingmarket conditions, this trendis now reaching thereceivership market whereproperties are requiringdisposal as a result ofbankruptcy or receivership.Banks or lending institutionsare required to try to regainany loans outstanding onproperty that has beenrepossessed due the currenteconomic climate.

Auction sales are the mosteffective method ofobtaining the best possibleprice in an open marketcompetition and many ofthese institutions favour thismethod of sale. There can beno doubt that the auctionsare transparent, encouragecompetitive bidding and givepotential purchasers theopportunity of viewing legaldocumentation prior tomaking offers. The auctioncontract is binding andvendors can expect toreceive their monies 28 days after the auction date.

To avoid instances of misrepresentation the RICS Common Auction Conditions(third edition), which is recognised as the blueprint for the process, advisesvendors to guide the price of the property at a level which reflects the reserveprice (the lowest price they are willing to accept). The market is very pricesensitive at present and if this level is not considered to be competitively pitchedthere will be no competition for it. The auction process works perfectly when twoor more buyers bid against each other and drive the property over the guide andcontinue to slug it out in time honoured fashion until victory is claimed andhighest price is achieved.

An example of this was a vacant four-storey terraced residential property soldin September last year in Broad Street, Brighton that was marketed at a guideprice of £350-375,000. The building had been squatted for 18 months previouslyand was in need of considerable refurbishment but was sold prior to the auctionat £440,000 – over 25 per cent in excess of the guide price!

A number of properties have been sold at impressive levels at recentauctions that were marketed by agents previously by private treaty and theauction process has reached well in excess of these. In Warwick Street,Worthing, a mixed use investment with vacant retail unit sold for 320,000from a guide price of £275-300,000. A freehold plot of land off Preston Drovein Brighton with offices and stores but with development potential sold inFebruary for £127,000 from a guide price of £80-90,000.

According to the Essential Information Group (the auction statisticsdatabase) there was an eight per cent increase in properties sold this Februaryfrom last year and an overall gain of 11 per cent from 2011 to 2012.
