6. Project Description: Provide the following information about your project. Continue each response and provide

a Purpose of the proposed project:
Due to the lake levels rising in 2017, the three specified areas owned by the Town saw an excessive level of erosion. The
project proposes to restore the shoreline to conditions prior to 2017, as well as provide sufficient protection to prevent any
further erosion.
b. Description of current site conditions:
Currently, the properties have seen a significant amount of erosion. The shores are currently approximately 5-15 feet high with
exposed soil at slopes anywhere from 2%, to overhanging ledges. The banks contain debris mostly from fallen trees and old
failed shore protection.
c. Proposed site changes:
The changes proposed include restoring the shore to past conditions, and providing armor stone protection to prevent any
further erosion. Outlet pipes collecting roadside drainage or small site drainage are to be extended to continue proper
operation. All disturbed areas are to be fully restored upon completion of construction.
d. Type of structures and fill materials to be installed, and quantity of materials to be used (e.g., square feet of
coverage, cubic yards of fill material, structures below ordinary/mean high water, etc.):

Minimal material is to be removed from the site. The exposed soil bank is to be cut back to locate native, stable soil, and
material will be removed to key in the shoreline protection. All removed material will be loaded directly into a truck for hauling
off site, or will be stockpiled on site for reuse. Stockpiling will be located approximately 100' back from the shoreline.

All construction is to be performed from the south sideshoreline to minimize the possibility of polluting Lake Ontario due to
oil/grease being washed from any equipment. No chemicals are to be stored near the shoreline (gas/cleaning chemicals).
j. Erosion and silt control methods that will be used to prevent water quality impacts:
Turbidity curtain is to be installed per plan prior to any work being performed on site. Prior to removing turbidity curtain, all
disturbed areas should be restored and stabilized, and all sediment from construction activity is to be removed from behind the
curtain.
k. Alternatives considered to avoid regulated areas. If no feasible alternatives exist, explain how the project will
minimize impacts:
Due to the nature of the project, there is no feasible alternative that would allow regulated areas to be avoided. The shoreline
restoration will have minimal impact on the regulated waterbody, and provide long term benefits to the waterbody. The proposed
improvements will minimize, or eliminate the further sedimentation caused by the shorelines in question.

Coastal Assessment Additional Information
The Town of Yates is proposing to undertake a shoreline restoration project to protect
Town property and infrastructure currently in danger due to heavy erosion during the
2017 flooding of Lake Ontario.
Through the "Coastal Assessment" form of the attached application, it was determined
that further analysis of a number of the Coastal Management Policies is required to
confirm the proposed project is consistent with the States Coastal Management
Program. The below narrative addresses each policy related to the proposed project:
Policy 13
'The construction or reconstruction of erosion protection structures shall be
undertaken only if they have reasonable probability of controlling erosion for at
least thirty years as demonstrated in design and construction standards and/or
assured maintenance or replacement programs."
The proposed project is to be constructed in a stable and durable manner.
The design meets and/or exceeds most State and Federal design guidelines
for stone revetment. Similar projects along Lake Ontario have been proven
to sustain excessive wave action during the 2017 flooding, and see little to
no negative impact. Once constructed to the proposed plans, the stone
revetment is expected to have a service life of approximately 50 years.
Policy 14
"Activities and development including the construction or reconstruction of
erosion protection structures, shall be undertaken so that there will be no
measurable increase in erosion or flooding at the site of such activities or
development, or at other locations."
The proposed work is expected to fully eliminate erosion at the project site.
The stone revetment is designed solely for this purpose, and protects the
entire length of the shore. The ends of the proposed shoreline protection
are to meet some form of existing shoreline protection at each end. No
additional erosion is expected to happen in any other location due to this

project. The project will also have no impact on lake levels or flooding
conditions.
Policy 16
"Public funds shall only be used for erosion protective structures where necessary
to protect human life, and new development which requires a location within or
adjacent to an erosion hazard area to be able to function, or existing
development; and only where the public benefits outweigh the long term
monetary and other costs including the potential for increasing erosion and
adverse effects on natural protective features."
The park and Town Right of Ways have seen significant erosion over the
past few years. The erosion has been encroaching on the usable land within
the park, and has been approaching Town roads and drainage utilities. The
public funds to be used for this project will end the erosion issues within the
project areas, protecting Town infrastructure from damage, and avoiding
the use of additional public funds in the event of further damage.
Policy 19
"Protect, maintain, and increase the level and types of access to public water
related recreation resources and facilities."
The shoreline in question is currently protected by orange construction
fence, and cannot be approached due to the steep and overhanging soil
banks. Although a majority of the park is still usable, the orange construction
fence, as well as the highly eroded bank, decrease the aesthetics of the
park shoreline and limit the recreational use of the area. The project will
increase the aesthetic of the area and in theory increase the use of the
park.
Policy 20
"Access to the publicly-owned foreshore and to lands immediately adjacent to
the foreshore or the water's edge that are publicly-owned shall be provided and
it shall be provided in a manner compatible with adjoining uses."
The proposed project will provide closer and safer access to lands adjacent
to the foreshore within the park. As explained above, the current conditions
of the shoreline limits access to the area, and have a large negative visual
impact on the shore. The shore improvements will allow for closer proximity
to the shoreline, safer conditions, and better aesthetics, all of which will
benefit the public use of the property.
