DR. NA WA WI MAT A WIN

Dalam tahun 1984, kita menyaksikanperkembangan baru dalam perananyang dimainkan oleh Majlis Daya Pe-ngeluaran Negara. Salah satu daripada-nya ialah, Majlis telah memulakan lang-kah untuk menonjolkan Pusat DayaPengeluaran Negara (PDPN) sebagaipemimpin, penggalak dan penyebarkonsep dan teknik produktiviti; sebagaipengujud pakar dan kepakaran tempa-tan dalam bidang pengurusan dan pro-duktiviti dan sebagai institusi perkem-bangan penyeliaan dan pengurusan ter-ulungdi Malaysia.

Dengan imej dan penekanan baru ini,saya percaya PDPN akan menjalankantanggungjawabnya dengan lebih ber-kesan dalam menyediakan aktiviti danprogram produktiviti, pengurusan danpenyeliaan untuk negara pada masahadapan.

Dalam meningkatkan perkembanganusahawan Bumiputra dan untuk mem-dapatkan kesan yang lebih ke arah pen-capaian Dasar Ekonomi Baru, PDPNtelah mengubahsuai penekanan Baha-gian Perkhidmatan Bumiputeramengikut pengkhususan sektor-sektoriaitu: Pemerosesan Makanan, Peruncit-an, Pembinaan, Perkayuan, Pengangkut-an dan Logam/Automekanik.

Dalam tahun itu juga satu projekperintis Program Latihan PengurusanPenyeliaan (PLPP) untuk Bumiputra di-sektor Perkilangan, Binaan dan Perho-telan telah dilancarkan oleh PDPN.

Dengan sokongan dari organ isasi-orga-nisasi swasta, program ini bertujuanuntuk mewujudkan bakal Pengurus danPenyeliaan Bumiputra untuk menam-pung keperluan yang dijangka mening-kat menjelang tahun 1990.

Dalam tahun 1984, 454 buah kursusdan seminar telah dikendalikan, iaituberkurangan daripada 4B3 dalam tahun1983. Jumlah peserta dalam tahun 1984adalah 9372, berbanding dengan10,048 dalam tahun 1983. Ini menunjuk-kan kesan kemelesetan ekonomi masihlagi dirasai oleh PDPN.

1984 merupakan tahun keduaKempen Produktiviti yang bertujuanuntuk mengujudkan kesedaran produk-tiviti di kalangan pekerja-pekerja.Aktiviti-aktiviti kempen termasukceramah dan seminar Produktiviti,Konvensyen QCC, pertandingan-pertan-dingan esei, poster dan fotografi, prestasiantara Hotel, program Radio dan T.V.dan program-program "inplant" olehorganisasi-organisasi swasta.

Kesedaran terhadap produktiviti di-tahap 41% di kalangan penduduk dewasaberdasarkan Kempen 1983, menunjuk-kan bahawa banyak lagi ikhtiar yangperlu dilakukan di tahun-tahun hadapanoleh semua pihak. Saya berharap bahawakempen-kempen produktiviti pada tahun1985 dan seterusnya akan mendapatpenglibatan aktif semua golongan ter-utamanya pihak pengurusan supaya ia-nya akan menjayakan rnatlamat Pem-bangunan Negara.

Akhirnya, saya ingin mengambil ke-sempatan ini untuk merakamkan ucapanterima kasih kepada Ahli-Ahli MajlisDaya Pengeluaran Negara dan semuapegawai dan kakitangan PDPN di atassumbangan besar dan sokongan ber-semangat dalam meningkatkan aktiviti-aktiviti PDPN pada tahun ini.

Chairman's MessageThe year 1984, witnessed several newlydefined roles for the National Produc-tivity Council. One of the significantroles that the Council began to reviewconcerns the outlook and policy ofNPC,to make NPC the leader, promoter anddisseminator ofproductivity; the otheras a generator of local experts in the fieldof Human Resources and as a PremierInstitution in Supervisory and Manage-ment Training in the country.

Under the proposed new role andimage, I believe that the Centre wouldbe able to discharge its obligation moreeffectively in providing management,supervisory and productivity program-mes in future in the country.

In enhancing the development ofBumi-putera entrepreneurship which is oneof the objectives of New Economic Policy,the Centre revamped its BwmiputeraServices Section so as to effect func-tional specialisation of its services inFood Processing, Retailing, Construction,Woodworking, Transportation andMetal/Automechanic Sectors.

In addition, pilot programmes onSupervisory Management Training forBumiputeras in Industry, Constructionand Hotel Tourism were launched bythe Centre. With support from the pri-vate organisations, the programme aimsto train the required number ofBwmiputera Managers and Supervisorsby 1990.

In 1984, a total of 454 training prog-rammes were conducted for 9372 parti-cipants as compared to 463 courses andseminars for 10,048 participants in 1983.These are indications which show thatthe NPC continued to experience theeffects of economic recession.

1984 represented the second year ofProductivity Campaign aimed at crea-ting productivity awareness amongst thegeneral working population. The cam-paign activities included ProductivityTalks andSeminars, QCC Conventions,Essay, Poster Photography and Inter-hotel Performance Competitions, TV andRadio Programmes and "inylant"prog-rammes by the private sector.

The findings of a recent survey reporton the 1983 campaign revealed that only41% of the Malaysian adult population isaware ofproductivity concept. By andlarge this reflects that more efforts isrequired in future. I hope that the 1985Productivity Campaign and ensuing oneswill elicit active involvement of all con-cerned especially top management so asto achieve National Development goals.

I would like to take this opportunityto express my sincere appreciation tomembers of National Productivity Coun-cil and all personnel of the Centre fortheir contribution and enthusiastic sup-port in enhancing the Centre's activitiesthroughout the year.

PUSAT DAYA PENGELUARANNEGARA

Pusat Daya Pengeluaran Negara telahditubuhkan dalam tahun 1962 sebagaiprojek bersama oleh Kumpulan WangKhas Bangsa-Rangsa Bersatu danKerajaan Persekutuan dengan Pertubuh-an Buruh Antarabangsa sebagai pentad-birnya. Mengikut Rancangan Gerakanprojek itu, Pusat Daya PengeluaranNegara akhirnya akan berkuasa sendiri.

Dalam tahun 1966 Akta (Memperba-dankan) Daya Pengeluaran NegaraBilangan 19 Tahun 1966 telah diluluskanoleh Parlimen dan Majlis menjadi sebuahbadan yang berkuasa sendiri mulai dari-pada Ihb. Mac, 1966. Akta ini dipindaoleh Akta (Pindaan) (Memperbadankan)Daya Pengeluaran Negara 1975 (AktaA305 Tahun 1975) sejajar dengan per-kembangan Pusat ini.

Majlis Daya Pengeluaran Negara telahmenubuh dan menyelenggara PusatDaya Pengeluaran Negara bag! maksud:— Meninggikan mutu pengurusan ter-

masuk penyeliaan pada segala pe-ringkat dalam perdagangan dan pe-rusahaan di Malaysia;

— Mernperbaiki kecekapan perjalananperusahaan, jualan dan pemasarandengan memberi perhatian khususkepada kaedab-kaedah menambahproduktiviti, memperbaiki mutukeluaran, mengurangkan kos danmemberi latihan serta nasihat menge-nai perhubungan antara buruhdengan majikan;

— Mengadakan latihan dan rancangan-rancangan lain yang boleh sebaik-baiknya mengisi kehendak-kehendaktertentu dan kehendak-kehendaktempatan dan negara amnya;

— Menerangkan maksud-maksud,tujuan-tujuan dan usaha-usahaPusat dan mendapatkan kerjasamadaripada kumpulan-kumpulan ma-jikan dan pekerja;

— Menasihatkan pertubuhan-i>er-tubuhan dan orang perseoranganmengenai perkara-perkara yang me-liputi segala segi produktiviti.

— P>erkhidmat sebagai suatu forumuntuk membincangkan masalah-masalah penubuhan, pengurusan danpenyeliaan dalam perdagangan danperusahaan;

— Membuat penyata tahunan kepadaMenteri berkenaan dengan kema-juan dan masalah-masalah meninggi-kan produktiviti di bidang per-dagangan dan perusahaan dalamnegara serta membuat syor-syormengenai cara bagaimana masalah-masalah itu boleh diuruskan;

— Mengadakan dan menjalankankhidmat-khidmat perundingan.

— Mengadakan dan mengekalkanperhubungan dengan pertubuhan-pertubuhan kebangsaan dan antara-bangsa;

— Menjalankan usaha-usaha perniaga-an untuk mendapat keuntunganbagi maksud perjalanan kerja-kerja-nya di bawah Akta ini; dan

— Membuat apa-apa perkara sebagai-mana yang bersangkutan denganatau terlibat daripada perjalanankerja-kerja di bawah Akta ini.

Peranan Baru PDPN

Menjadi agensi utarna di dalam bidangProduktiviti dengan memainkan pera-nan sebagai pemimpin, penganjur danpenghebah isu atau maklumat berkena-an dengan produktiviti.

Menjadi pusat pembangunan tenagamanusia melalui peranannya sebagaiinstitusi penyeliaan, pengurusan dankeusahawanan yang unggul di negaraini.

Menjadi pusat penghasilan pakar tem-patan di bidang produktiviti, pengurus-an dan keusahawanan.

IntroductionThe National Productivity Centre(of Malaysia)

The National Productivity Centre wasestablished in 1962 as a joint project bythe United National Special Fund andthe Federal Government with the Inter-national Labour Organisation as theexecuting agency. According to the Planof Operation of the Project, the Centrewould ultimately become autonomous.

In 1966, the National ProductivityCouncil (Incorporation) Act No. 19 of1966 was passed by Parliament and theCouncil became an autonomous bodyeffective as from March 1,1966. TheAct was subsequently amended by theNational Productivity Council (Incor-poration) (Amendment) Act 1975 (ActA305 of 1975) to keep in line uriththe expanding activities of the Centre.

FUNCTIONS OF THE COUNCILThe junctions of the Council are to

establish and maintain the NationalProductivity Centre for the purpose of:— Raising the standard of manage-

ment, including supervision at alllevels in commerce and industry inMalaysia;

— Improving the efficiency of indus-trial operations, sales and mar-keting, unth particular reference tomethods of increasing productivity,of improving quality of output, oflowering cost and giving trainingand advice on labour-managementrelations;

— Initiating training and other prog-rammes that would best serve spe-cific and local requirements of thecountry as a whole;

— Publicising the aims, objectives andactivities of the Centre and obtai-ning the cooperation of employerand employee groups;

— Advising the Minister and privateorganisations, institutions or indivi-duals on matters covering all aspectsof productivity techniques within thecompetence of its staff;

— Serving as a forum for discussingorganisational, managerial andsupervisory problems in commerceand industry;

— Reporting annually to the Ministeron the progress and problems of rai-sing productivity in commerce andindustry in the country and makingrecommendations on the manner, inwhich such problems may be dealtwith;

— Undertaking and performing con-sultancy services;

— Establishing and maintainingcontacts with similar or other agen-cies both national and international;

— (^rrying on business undertakingsfor profit for the purposes of thedischarge of its Junctions under thisAct with approval of the Minister;

— Doing all such matter and thingswhich may be incidental to or con-sequent upon the discharge of itsfunctions under this Act.

THE NEW ROLE OF NPC

— Realising the aim of being a Produc-tivity Centre in every sense of theword and thereby its image as aLeader, Promoter and Disseminatorof Productivity.

— Fulfilling its rightful role as aGenerator of Local Experts andexpertise in the field of Productivity,Management and Entrepreneurship.

— Establishing itself as a Centre forHuman Resource Development andits image as a premier, Supervi-sory, Management and Entrepreneur-ship Training Institution in thecountry.

STRUCTURE OF-COUNCIL

As provided by the National Producti-vity Council (Incorporation) Act of 1966and the National Productivity Council(Incorporation) (Amendment) Act of1975, the Chairman andMembers of theCouncil are appointed by the Minister ofTrade and Industry. The Director who isthe Chief Executive of the Centre, appo-inted by the Council and with the appro-val of the Minister, is also a member ofthe Council. The members of the Councilother than the Chairman and the Direc-tor of the Centre are representativesof government, institutions of higherlearning management, labour, emplo-yers, commerce, manufacturing indust-ries, financial and industrial develop-ment as well as individuals.

BAHAGIAN

PerkhidmatanBumiputera

Pembentukan Bahagian PerkhidmatanBumiputera adalah bertujuan untuk me-lahir dan membina usahawan. Di akhirtahun 1983 pihak Majlis Daya Pengeluar-an Negara telah mengubah polisi supayatumpuan tugas bahagian PerkhidmatanBumiputera hanya kepada meningkat-kan (up-grading) usahawan sahaja.Dengan objektif baru ini, BahagianPerkhidmatan Bumiputera telah meng-ubah kumpulan sasarannya kepada me-latih usahawan-usahawan yangsudahmelibatkan diri dalam bidang per-niagaan.

Beberapa strategi jangka pendek telahdiambil oleh Bahagian PerkhidmatanBumiputera dalam usaha untuk men-jayakan rancangan ini. Di antara lang-kah yang telah dilakukan oleh Bahagianialah:— mempertingkatkan keupayaan

1. SKIM LATIHAN DAN KHIDMATPERUNDINGAN

Dalam usaha untuk mempertingkat-kan keupayaan dan prestasi PegawaiLatihan & Penyiasatan, BahagianPerkhidmatan Bumiputera, pihakJawatankuasa pentadbir bahagian initelah menetapkan beberapa syarat yangperlu dipatuhi oleh Pegawai Latihan &Penyiasatan berhubung dengan SkimLatihan Bimbingan Khidmat Perundingyang dikelolakan oleh Penasihat Jerman.

BumiputeraServicesSection

The Bumiputera Services section wasset up with the specific aim of creatingand developing Bumiputera entrepre-neurs. Towards the end of 1983, theNational Productivity Council revisedthe policy to enable the section to confineitself to the task of upgrading Bumi-putera entrepreneurs. With this newobjective the Bumiputera Services Sec-tion had to re-orient its focus in respect ofthe target group and limit itself to pro-vide training to entrepreneurs who arealready in business.

Several short-term strategies wereadopted by the Bumiputera ServicesSection in its efforts to ensure the successof the above objective. Among the stepstaken by the section include:— Improving the capabilities of the

Training and Investigating Officers.— Modifying courses in accordance

with the requirements of the sectorof specialisation.

—— Expanding the entrepreneurial infor-mation centre unit.

Di bawah program ini, semua pegawaiyang berada dalam Bahagian Perkhid-matan Bumiputera diperlukan meng-ikutinya. Skim ini memakan masaselama 2 tahun lebih dan mengandungitiga ciri terbesar iaitu:— Ciri Latihan Kumpulan— Ciri Latihan Fungsi— Ciri Latihan SektorSehingga ini seramai 22 orang pegawaiatau 43% telah tamat mengikuti bahagi-an pertama pada pertengahan tahun1984.

2. KURSUS DAN SUSULAN(a) Kursus

(i) Bahagian PerkhidmatanBumiputera semasa me-lengkapkan diri untukmemasuki pasaran ter-buka telah mengubah-suai dan mencipta be-berapa kursus barumengikut pengkhususansektor.Keenam-enam sektorialah:1. Sektor Pemerosesan

Makanan2. Sektor Peruncitan3. Sektor Pembinaan4. Sektor Perkayuan5. Sektor Pengangkutan6. Sektor Automekanik

& Logamserta Unit Pusat Mak-lumat* terlibat denganpembaharuan ini. Se-hingga ini, terdapat 36jenis kursus sektordalam Bahagian Per-khidmatan Bumiputera.

(ii) Sepanjang tahun 1984,sebanyak 112 kursusdan seminar telah dapatdijalankan oleh sektor-sektor dalam BahagianPerkhidmatan Bumi-putera yang meliputiseramai 1860 orang pe-serta. Dari jumlah ter-sebut, seramai 977 atau53% telah menjalan-kan perniagaan semasamengikuti kursus.

(b) Kerja Susulan(i) Selain daripada kursus,

tugas utama BahagianPerkhidmatan Bumi-putera ialah menjalan-kan perkhidmatan susu-lan/khidmat nasihatserta perundingan bagimaksud untuk melahir-kan usahawan-usahawanprofesional dan berka-liber serta mewujudkanbeberapa "model busi-ness".

(ii) Methodologi yang di-gunakan untuk menca-pai matlamat diunfs-kan mengikut langkah-langkah berikut:— Temubual pertama

(3.1) untuk menda-patkan maklumatasas perniagaan dancadangan-cadanganuntuk mengatasimasalah-masalahpokok.

— Temubual dan men-dapatkan maklumatterperinci mengenaiperniagaan (3.2) un-tuk mengesan kelema-han-kelemahan per-niagaan dan menyu-sun cara-cara meng-atasi masalah-masa-lah tersebut

— Pemilihan Perniaga-an/perusahaan untukdiberi perkhidmatansusulan dan perun-dingan rapi agarmereka terus majudan berkembang da-lam perniagaan/peru-sahaan (4.1).

— Perwujudan pernia-gaan/perusahaan con-toh (4.2) yang meng-untungkan. Enter-prais/perniagaan/per-usahaan ini mem-punyai sistem peng-urusan yang berkesandan boleh digunakanoleh usahawan Bumi-putera untuk latihanamali.

1. Training and Consultancy ServicesScheme

In the effort to improve the capa-bilities and performance of Trainingand Investigating officers of theBumiputera Services Section, theSection's administrative committeehas established several conditionsthat need to be observed by Trainingand Investigating Officers in rela-tion to the Consultancy Services andTraining Extension Scheme developedby the German Advisors. Under thisscheme, it is compulsory for the offi-cers in the Bumiputera Services Sec-tion to follow the programme. Thescheme lasts for a little more than 2years and comprises three importantcharacteristics:

— Group Training— Functional Training— Sectoral Training

To date, as many as 22 officers or43% of those in the Section havecompleted attending the first se-mester programme up to mid 1984.

2. COURSES AND FOLLOW-UPfa) Courses

fi) Whilst equipping itselfto enter open market,the Bumiputera ServicesSection has modifiedand developed severalnew courses in accor-dance with the sectorof specialisation. Thesix sectors are:1. Food Processing

Sector2. Retailing Sector3. Construction Sector4- Wood Working

Sector5. Transportation

Sector6. Metal and Autome-

chanic SectorAn Information CentreUnit * was also involvedin this new develop-ment. Currently, thereare 36 types ofsecto-ral courses in the Bumi-putera Services Section,

(ii) Throughout 1984, aswattyttx lUcvursesand seminars were con-ducted by the varioussectors in the Bumi-putera Services Section,for a total number ofIxao participants. Ont,of this total, as manyas 977 or 53% wereoperating their ownbusiness while atten-ding courses.

(b) FOLLOW-UP ACTIVITY(i) Besides conducting

courses, the primarytask of the sectorswithin the BumiputeraServices Section is tocarry out follow-up/ad-visory services andconsultancy with theintention of creatingprofessional entrepre-neurs, of a certain ca-libre, and at the sametime developing several"model businesses",

(ii) Methodologies whichare used to achieve theobjectives include thefollowing:— First interview (3.1)

for obtaining basicbusiness informationand providing sug-gestions for over-coming the centralproblems.

— Interview to obtaindetailed business in-formation (3.2) toidentify businessweaknesses and tofind ways and meansof overcoming theidentified problems.

(iii) Sepanjang tahun 1984,sebanyak 274 buah en-terprais telah mendapatkhidmat bimbingan darisektor dalam siri kerja-kerja susulan 3.1, 3.2,4.1 dan 4.2.

3. Unit Pusat Maklumat Usahawan(a) Unit Pusat Maklumat telah

mengalami proses penibahanpada awal bulan Julai 1984 di-mana ianya dikemaskinikanuntuk menentukan kekesananperlaksanaan. Fungsi utama-nya telah berkembang darisatu seksi kepada tiga seksi.Seksi-seksi kecil tersebut ialah:— Seksi Urusetia— Seksi Penyelidikan— Seksi Penilaian

(b) Peranan Seksi Kecil dalamUnit Pusat Maklumat(i) Seksi Urusetia

— Kerja pentadbiranunit mengumpul da-ta-data dan maklu-mat penting dalamsektor berhubungdengan kursus dansusulan.

— Menapis dan men-yebar maklumat-maklumat keusaha-wanan yang sesuaikepada bekas pesertakursus dan organisa-si-organisasi yangtertentu.

— Mengemaskini datadan maklumat untukpembaikan kursusdan pengurusan am.

— Menjawab surat-surat peserta.

— Menyelaras kerjajawatankuasa usaha-wan.

— Menulis laporan ke-giatan bahagian danjuga jawatankuasa.

(ii) Seksi Penilaian— Menyelaras kursus

pembangunan usaha-wan anjuran bersa-ma Bank Pembang-unan Malaysia Bhd.(BPMB), Majlis Ama-nah Rakyat (MARA),Pusat Daya Penge-luaran Negara(PDPN).

— Mengkaji dan meni-lai kursus-kursusbaru yang dilahirkanmengikut ketetapanyang telah dipersya-ratkan oleh jawatan-kuasa BahagianBumiputera.

— Menilai prestasi dankekesanan kerja-ker-ja susulan sektor.

— Mengumpul kerja-kerja penilaian danartikel penyelidikan.

(iii) Seksi Penyelidikan— Merencana kursus

baru dan kajian kesuntuk kegunaan ba-hagian.

— Menjalankan kursus-kursus baru di luarsektor.

— Membuat penyelidik-an industri dan pelu-ang perniagaan di-dalam dan luarnegeri.

— Menulis profil usaha-wan dan agensi-agen-si yang bersangkutandengan pengetahuanusahawan.

— Choosing business/industry in order toprovide follow-upservices and close con-sultancy so that thebusiness and industrywill continue to growand progress.

— Creation of modelbusiness/industry(4-2) proven as aprofitable enterprise.The enterprise sho-uld possess an effe-ctive managementsystem which theBumiputera entre-preneurs can derivepractical training andmotivation from it.

(Hi) In 198k, 27Jt enterpri-ses received extensionservices from the res-pective sectors in fol-lowwp activities 3.1,3.2, Jt.l and 4.2.

3. ENTREPRENEURIAL INFORMA-TION CENTRE UNIT

(a) The Entrepreneurial Infor-mation Centre Unit under-went a reorganisation processat the beginning of July, 1984to ensure effective implement-ation of the programmes. Itsfunction has now been spe-cialised under three sectionswhich are:— Secretarial Section— Research Section— Evaluation Section

(b) Job Description of sub-sectionswithin the Information CentreUnitfi) Secretarial Section

— Administrative Unitwork involving collec-tion of data and in-formation in otheractivities within thesector, related tocourses and follow-up.

— Dissemination ofsuitable entreprene-urial information toexjparticipants andspecific organisa-tions.

— Up to date data andinformation for im-provement of coursesand general mana-gement.

~ Maintain liaisonwith participants.

— Coordinate entrep-reneurial committee'swork.

— Submit reports onsectoral activitiesand its committee.

(ii) Evaluation Section— Coordinate Entrep-

reneurial Develop-ment Courses jointlysponsored by BPMB-MARA-PDPN.

— Study and evaluatenew courses whichare developed accor-ding to specificationsstipulated by theBumiputera ServicesSection's Committee.

— Evaluate the effec-tiveness and perfor-mance of sectoralfollow-up activity.

— Collect evaluationwork and researcharticles.

(Hi) Research Section— Develop new courses

and case studies foruse by the Section.

— Conduct new coursesoutside the sector.

— Undertake industrialresearch and studyavailable businessopportunities in andoutside the country.

— Write profiles onentrepreneurs andagencies which areassociated with ent-repreneurial infor-mation.

Bahagian ini telah diperkenalkan da-lam tahun 1982 iaitu hasil gabunganBahagian Kemajuan Pengurusan danBahagian Perhubungan Perusahaan.Penggabungan ini dibuat dengan tujuanuntuk menggembeling kemahiran pega-wai dan juga menyelaraskan kegiatankedua-dua bahagian ini demi untukmempertingkatkan lagi perkhidmatanyang ditawarkan.

Perkhidmatan yang ditawarkan olehBahagian ini dalam tahun 1984 adalahseperti berikut:(a) Perhubungan Perusahaan(b) Undang-undang Buruh(c) Penyelesaian Pertikaian dan

PROGRAM BARUUntuk mengikuti perkembangan da-

lam keperluan latihan pengurusan di-negara ini, Bahagian Kemajuan Person-nel sentiasa berusaha untuk memper-kenalkan kursus-kursus barunya.(1) Program Latihan Pengurusan

Penyeliaan (PLPP)Sehingga tahun 1990 negara di-

anggar memerlukan seramai 8,000orang penyelia Bumiputera. Satuusaha yang berkesan harus diambiluntuk mencapai matlamat ini.PDPN telah melancarkan satu prog-ram latihan yang dikenali sebagaiProgram Latihan Pengurusan Pen-yeliaan dalam tahun 1983. Sepan-jang tahun 1984, lima lagi kursusperintis (pilot) yang seumpamanyatelah dijalankan yang meliputi sek-tor perindustrian (1 kursus), sektorpembinaan (2 kursus) dan perhotelan(2 kursus). Peserta-peserta itu telahditaja oleh syarikateyarikat ber-kenaan yang turut mengambil baha-gian dalam kursus perintis ini.

(2) Program AntarabangsaBahagian ini telah berusaha untuk

membawa pakar-pakar luar negeribagi membantu memperkenalkandan mengembangkan idea-idea barupengurusan kepada pengurus-pengu-rus di negara ini.

(a) Perkhidmatan PakarTeknikal (PertubuhanProduktiviti Asia)

Di bawah Perkhidmatan Pa-kar Teknik atau TechnicalExpert Service, PDPN dapatmembawa tiga orang pakaruntuk mengendalikan programberikut:(i) En. Masatsugu, seorang

perunding Jepun telahdi bawa untuk membuatpenyelidikan mengenaipenerapan prinsip danamalan pengurusanJepun di negara ini.Beliau telah mengada-kan satu siri Seminarsehari bertajuk "Japanas a Model" dimanaSeminar telah diadakandi Johor Bahru, PetalingJaya dan Pulau Pinang.

En. Masatsugu, danbeberapa orang pegawaidari PDPN telah menga-dakan lawatan dantemuduga dengan bebe-rapa orang pengurusatau eksekutif tempatanuntuk mendapat pan-dangan mereka secaramendalam.

(ii) Prof. I. PersonnelDevelopment SectionThis section was established in 1982 andit is made up of the Management Deve-lopment and Industrial Relations Sec-tions, These two sections were mergedwtth the purpose of reinforcing the skillsof the officers with the intention ofim-roving the services offered.

NEW PROGRAMMEThe personnel Development Section

will endeavour to stay attune to deve-lopments in management training needsin this country and constantly striveto introduce new programmes as thesituation warrants.

1. SUPERVISORY MANAGEMENTTRAINING PROGRAMME

It is estimated that by 1990 thecountry would require about 8,000Bitmiputera supervisors. To achievethis objective, the NPC took an ef-fective step with the launching ofthe Supervisory Management Trai-ning Programme in 1983. ffive morepilot courses were conducted in 1984to cover the Industrial Sector(1 course ), Construction Sector(2 courses) and the Hotel Industry(2 courses). The participants weresponsored by organisations whichparticipated in the pilot course.

2. INTERNATIONAL PROGRAMMEThe section enlisted the services of

foreign experts to help introduceand propound new managementideas to the managers in the coun-try.

fa) Technical Expert Servicesunder the Asian ProductivityOrganisationUnder the Technical ExpertServices, the NPC brought in3 experts to carry out severalprogrammes, the details ofwhich are provided below.

(i) Mr. Masatsugu, a con-sultant from Japan wasbrought to undertakeresearch on the assimi-lation of JapaneseManagement principlesand practices in thiscountry. He held a se-ries of one day seminarsentitled "Japan As aModel", inJohorBahru, Petaling Jayaand Pulau Pinang.

Mr. Masatsugu accompa-nied by officers fromNPC also visited severalmanagers and local exe-cutives and interviewedthem to elicit opinionson the subjects,

fii) Professor I. Inoharafrom University Sofiawas invited to conducta seminar on "JapanesePersonnel Management:"Policy and Practices"in Petaling Jaya andPulau Pinang. The Se-minar received goodresponse especially frommanagers in privatesector.

Professor Inohara alsoconducted a seminarwhich was attended bysenior personnel fromprivate organisations,government and TradeUnions. This forum wasthe first attempt of thisnature, whereby leaderswere able to exchangeviews relating to Japa-nese Management andPractices vis-awis theirassimilation inMalaysia.

(iii) Dr. Robert Doktor se-orang pensyarah univer-siti dari Hawaii telahmengendalikan 2 prog-ram.

(a) Behavioural Model-ling for Productivity.Kursus ini telah di-jalankan di PetalingJaya untuk pengurus-pengurus latihandari beberapa orga-nisasi awam danswasta.

(b) Social Science Trendsin Management.Kursus ini telah di-kendalikan di JohorBahru untuk membe-ri peluang kepadapengurus-pengurusdan eksekutif darikawasan SelatanSemenanjung Malay-sia mendapat pende-dahan kepada prog-ram-program latihanpengurusan.

(b) Hubungan Kerjasamadengan NationalProductivity Council, India.

Buat pertama kalinya, satuusahasama antara dua organi-sasi produktiviti di bawahPertubuhan Produktiviti Asiatelah dilancarkan bagi mengen-dalikan satu program latihanpengurusan.

Program modular keduaILO bagi eksekutif kanan te-lah dikendalikan oleh 3 pega-wai NPC (India) dengan ban-tuan oleh, pakar-pakar tempa-tan yang diketuai oleh Peng-arah Pusat Daya PengeluaranNegara. Peserta-peserta prog-ram ini adalah terdiri daripengurus-pengurus dari Indiadan Malaysia. Program iniberlangsung dari Mac 26hingga April 2, 1984.

(c) Program Khas untukKesatuan Sekerja

Satu siri Seminar yang ter-buka kepada pemimpin-

pemimpin Kesatuan Sekerjadi negara ini telah dilancar-kan dalam tahun ini. Mat-lamatnya ialah untuk mem-beri peluang pemimpin kesa-tuan memajukan diri merekadalam bidang pengurusan mo-den untuk meningkatkan ke-cekapan kepimpinan mereka.Dua seminar mengenai Q.C.C.telah diadakan dan dihadirioleh 100 orang peserta.

(3) Program BaruBahagian ini telah menambah topik-topik baru dalam bentuk Seminaratau kursus yang dianjurkan sepan-jang 1984. Di antara topik utamaadalah:(a) Japan As a Model(b) Japanese Personnel Management

ment.(4) Lain-lain Aktiviti

Selain dari mengendalikan aktivitiBahagian, pegawai-pegawai jugamengambil bahagian aktif dalamlain-lain aktiviti yang dijalankanoleh PDPN, di antaranya:(a) Sekretariat Kumpulan Kawalan

MutuPegawai-pegawai menjalankanaktiviti latihan, galakan, pendaf-taran QCC dan penyebaranmaklumat QCC. Selain dari itumereka menpambil bahagianmenjayakan Konvensyen QCCyang dianjurkan oleh PDPN.

(b) Kempen ProduktivitiTahun 1984 adalah merupakantahun ke 2 pelancaran kempenProduktiviti yang dianjurkanoleh PDPN. Pegawai-pegawaitelah menyertai aktiviti kempenini dengan mengendalikanceramah-ceramah filem dan ber-tugas dalam beberapa jawatan-kuasa berkaitan dengan aktivitikempen ini.

(5) Pencapaian(a) Bahagian Kemajuan Penguru-

san telah mengendalikan se-banyak 89 kursus/seminaryang dihadiri oleh 2634 orangpeserta.

(b) Bahagian PerhubunganPerusahaan telah mengendali-kan sebanyak 42 kursusseminar yang dihadiri oleh913 peserta.

(b) Joint Programme with theNational ProductivityCouncil,IndiaFor the first time, a jointprogramme between two Pro-ductivity organisations underAsian Productivity Organisa-tion was launched for thepurpose of conducting a ma-nagement training prog-ramme.

The second ILO ModularProgramme for Senior Execu-tives was conducted by 3 NPCofficers (India) with the, assis-tance of local experts whowere headed by the Directorof National ProductivityCentre. The participants forthis programme were mana-gers from India and Malaysiaand it was held from March26 to April 2, 1984-

(c) A Special Programme forTrade Unions

A series of Seminars that wereopen to Trade Union Leaderswas launched this year. Theobjective was to give UnionLeaders opportunities for selfdevelopment in the field ofmodern management so as toincrease their leadershipskills. Two Q.C.Cseminars wereheld and they attracted 100 parti-cipants.

(d) One of the Secretariat officerswas also invited to judge andcomment on the QCC presen-tation at factory level. Asmany as 7 companies invitedthe secretariat officer to bethe judge/commentator fortheir QCC presentations.

3. NEW PROGRAMMEThis section has added new topics

in the form of seminars and courseswhich were held throughout 1984.Among the new main topics are:

(a) Japan as a Model(b) Japanese Personnel Manage-

ment: Principles and Practices(c) Social Science Trends in

Management

4. OTHER ACTIVITIESIn addition to organising activities

in this section, the officers also tookpart actively in other activities heldby NPC, among which were:

(a) QCC SecretariatThe officers carried out activi-ties like training, promotion,QCC registration and dissemi-nation of QCC information.Other than that they also tookpart in making the QCC con-vention, organised by theNPC, a success.

(b) Productivity CampaignIn 1984, the productivitycampaign organized by theNPC was held for the 2ndtime. The officers who tookpart in the activities of thiscampaign, organised film talks,and worked in several sub-committees related to theactivities of the campaign.

ment section conducted 89courses/seminars which wereattended by JH.J4 participants.

Bahagian Kejuruteraan Perusahaandan Automesyen Kos Rendah

Bahagian ini, buat masa sekarangmasih lagi mengekalkan seorang Peno-long Pengarah sebagai Penyelia danakan terus mempraktikkan fleksibilitidi dalam penyebaran tenaga kepakaran.

Sepanjang tahun 1984, kedua-dua ba-hagian ini telah memberi khidmat kepa-karan dalam bidang Kejuruteraan Peru-sahaan dan Automesyen Kos Rendah ke-pada peserta-peserta samaada dari da-lam atau luar Pusat. Disamping aktiviti-aktiviti biasa seperti memberi latihandan khidmat nasihat, bahagian ini jugaterus menyumbangkan khidmatnya da-lam kempen Produktiviti.

PROGRAM/TOPIK BAKUBahagian ini sedar bahawa konsep,

prinsip dan amalan terbaru patut di-gunakan supaya mutu perkhidmatandapat diperbaiki dari masa kesemasadengan mengikuti penyesuaian prosesautomesyen disamping mengubahsuai-kan kursus-kursus yang terdapat se-karang. Bahagian ini, buat pertama kalinyatelah mengendalikan program 3 bulandi dalam {PIP-WS) kepada peserta-peser-ta antarabangsa di bawah program Ban-tuan Kerjasama Teknikal Malaysia.Tujuannya ialah untuk menolong pihak-pihak industri melahir dan melaksana-kan program-program memperbaiki ta-raf produktiviti dan untuk melahirkankecekapan dan tenaga pengajar WorkStudy yang mahir. Program ini men-cantumkan input cara syarahan danamali yang diperolehi semasa menja-lankan kerja di kilang.

LAWATAN KE KILANG-KILANGKedua-dua bahagian ini sentiasa

menggabungkan konsep dan prinsipdengan praktiknya. Lawatan ke jabatan-

jabatan kerjaan dan organisasi-organisa-si swasta dilakukan untuk pegawai-pegawai PDPN dan juga untuk peserta-peserta kursus. Tujuan lawatan ialahuntuk mengeratkan kerjasama dan hu-bungan antara PDPN dengan organisasi-organisasi tersebut; juga untuk menye-barkan aktiviti-aktiviti PDPN danBahagian-bahagiannya.

Lawatan-lawatan tersebut juga digu-nakan untuk mengaturkan penempatanlatihan amali dan penyeliaan untukpeserta-peserta di dalam kursus PIP-WS,dan PLPP. (Productivity ImprovementProgram dan Program Latihan Pem-bangunan Penyeliaan).

Tahun ini, lebih dari 50 lawatan telahdiadakan meliputi lebih dari 34 organi-sasi.

AKTIVITI-AKTIVITI LAINSelain dari menjalankan tugas-tugas

asas, pegawai-pegawai bahagian ini jugatelah menyertai secara aktif lain-lainaktiviti PDPN. Di antaranya ialah:(1) Kumpulan Kawalan Mutu (QCC):

Pegawai-pegawai bahagian ini telahmengambil bahagian di dalam prog-ram latihan QCC dan telah menge-tuai dengan jayanya di dalam me-wujudkan konvensyen QCC WilayahTengah pada bulan September 1984di Kuala Lumpur

(2) Kempen Produktiviti:Pegawai-pegawai telah menyertaiberbagai jawatankuasa-jawatankuasakecil dan telah menyampaikan cera-mah tentang produktiviti. Merekajuga telah mengadakan pamiranproduktiviti dengan jayanya.

(3) Pencapaian:Bahagian ini telah menganjurkan 81kursus & 2 seminar kepada 1518peserta dan juga telah membantudalam menjalankan 4 kursus QCCkepada 35 peserta.

Industrial Engineering and LowCost Automation SectionThe Industrial Engineering and LowCost Automation Sections continued toJunction under the supervision of oneAssistant Director and wherever possi-ble exercised flexibility in the disposi-tions of their resource expertise.

Throughout the year, the two sectionshave rendered their expert service inthe field of Industrial Engineering andLow Cost Automation to their clientele,both external and internal.

Besides their normal activities intraining, consultancy and advisoryareas, the two sections continued as inprevious years, to offer their services inthe Productivity Campaign.

NEW PROGRAMMES/TOPICSThe sections are aware that new con-

cepts, principles and most up-to-datepractices ought to be pursued, so that thequality of services could be improvedfrom time-to-time, while keeping in pacewith the process of automation.

Besides modifying existing courseswhere necessary, the sections have alsointroduced new topics in courses andseminars held during the year as indi-cated below:(a) Form Design (Twining Manual)(b) Design of Products and Services(c) Maintenance Game(d) Safety in the Office(e) Work Design (Ruining Manual)(f) Line Balancing(g) Seminars on new topics

(h) Productivity Improvement Prog-ramme on Work Study fPIP-WS)

The 3-months PIP- WS programmewas for the first time offered to interna-tional participants under the MalaysianTechnical Cooperation Programme. Theprogramme aims to help industry deve-lop and implement productivity impro-vement programmes, as well as developproficient and skuled Work Study per-sonnel. It combines the input given inthe lecture-room with practical attach-ment in local organisation.

PLANT VISITSThe two sections continued the prac-

tice of maintaining a sound balancebetween concepts and principles andpractical approach. Visits to variousgovernment departments and privateorganisations were organised both forthe officers of the Centre and for theparticipants. The visits were also aimedat fostering closer cooperation and tiesbetween NPC and the organisations con-cerned, and to promote the activitiesof the Centre.

These visits were also made to arrangepractical attachment and supervision ofparticipants inPIP-WS, CTSandPLPPcourses.

More than 50 visits were made to morethan 34 organisations during the year.

TALKSBoth sections were invited to deliver

more than 15 talks on, among others,the following topics.(1) Industrial Safety(2) Value Engineering and Analysis(3) Materials Handling(b) Quality, Total Quality Control(5)0&M and Work Study(6) Filing Systems(7) Purchasing and Inventory

programmes and organised and hea-ded the successful Regional (Central)QCC Convention held in September,1984 in Kuala Lumpur.

(2) Productivity CampaignOfficers participated actively in

various productivity sub-committees,and delivered productivity talks andorganised an exhibition successfully.

(3) AchievementIE/LCA Sections conducted 81

courses and 2 seminars for a total of1518 participants, and assisted inconducting 4 QCC courses for 35participants during the year.

The Management Accounting Sectionhad the services of 4 Training and Inves-tigating Officers.

Apart from conducting training prog-rammes, this section also received re-quests from various orgnisationsforspecial talks. The organisations are:(1) Syarikat Shell(2) Malaysia Oil Palm Grower's Council

(MOPGC)(3) Majlis Belia Malaysia, Kajang(4) Mech Mar Sdn. Bhd., Kuala Lumpur

bahagian ini juga menganjurkan duaMissi Pemasaran ke Jepun di manaempat puluh peserta terdiri daripadaeksekutif kanan dan pegawai kerajaantelah menyertainya. Tujuannya ialahsupaya mereka dapat didedahkan kepadaamalan dan teknik-teknik pengurusanJepun.

Seminar Pengurusan Pelancungan &Hotel anjuran bersama PDPN/APO.

Institut Pengurusan Perhotelan danPelancungan, PDPN yang dulunyadikenali sebagai Bahagian PerusahaanPelancungan, telah ditubuhkan dengan tu-juan untuk member! latihan kepada In-dustri Perhotelan dan UsahawanBumiputera dalam bidang sajianmakanan.

Di sepanjang tahun 1984, Institut initelah mengendalikan aktiviti-aktivitiberikut:

(a) Kursus-kursus:fi) Bahagian ini telah mengen-

dalikankan satu kursus baruiaitu Program Sijil Perantis-an Perhotelan yang telah di-mulakan dalam pertengahanbulan Mac, 1984. Kursus initerbuka untuk pelajar-pela-jar lepasan sekolah yangbelum mempunyai penga-laman bekerja di dalamindustri perhotelan.Jangkamasa kursus:BahagianMenyambutTetamu - 1 tahunBahagianMengemasBilik - 1 tahunBahagianPerkhidmatanRestoran - 1 tahunBahagianPengurusanDapur - 2 tahun80 orang perantis telah ter-pilih untuk program per-tama ini.

(ii) Bahagian ini telah mengen-dalikan kursus-kursusjangkapendek selama 5 hariselaras dengan ProgramLatihan PDPN 1984.Kursus-kursus dalam bidangRestoran dan SajianMakanan telah juga ditawar-kan kepada Usahawan Bumi-putera.

(iii) Dalam program Pem-bangunan UsahawanBumiputera dalam bidang

Restoran dan SajianMakanan, bahagian ini telahmengendalikan kursus-kursus untuk umum dankursus-kursus suaikhas un-tuk organ isasi-organisasikerajaan seperti MARA,KKBS, FELDA dan jugaPUSPANITA. KursusKaedah Memasak telah jugadijalankan.5 bengkel sehari pada setiaphari Ahad telah dijalankandan dihadiri oleh seramai107 orang kakitanganrestoran.

(iv) Program Latihan suaikhastelah dijalankan di PantaiMotel, Terengganu,Bangunan UAB, PortDickson, Negeri Sembilan,Fraser Hill Merlin, Pahang,Strawberry Park, CameronHighland, Subang GolfClub, Selangor dan PresidentMerlin, Singapura.

(v) Ceramah-ceramah telah di-jalankan di peringkatsekolah-sekolah, kedai-kedaimakan dan di beberapa buahhotel yang merangkumiaspek-aspek kerjaya, per-niagaan dan pelbagai tajukseperti "Produktiviti","Courtesy", "Front OfficeOperation" dan "KitchenHygiene and Safety".

(vi) Kursus 4 bulan SijilPenyeliaan Hotel &Restoran (HRSC) yang ke 7<16hb. Januari - 12hb. Mei,1984) dan ke 8 (13hb. Ogos-15hb. November, 1984) telahdijalankan dengan dihadirioleh 50 orang peserta ter-masuk 8 peserta antara-bangsa dari Tonga, Indone-sia, Kiribati, Vanuatu,Bhutan, Bangladesh danOman.

(vii) Kursus juga telah dijalankanuntuk kakitangan HotelDayang dari masa kesemasa.

Institute of Hoteland TourismManagement

The Institute of Hotel and TmtrismManagement formally known as TouristIndustry Section was established withthe objective of giving training to theHotel Industry and Bwmiputera Entre-preneurs in food service.

The Institute undertook the followingactivities during 1984.

fa) Courses(i) A new course entitled Hotel

Apprenticeship CertificateProgramme - which commen-ced in mid March, 1984 wasconducted for fresh schoolleavers with no hotel workingexperience.

80 apprentices were selectedfor the first programme.

fii) The section conducted 5-daymodular courses as stated inthe 1984 NPC Training Pro-gramme. Courses were alsooffered to Bumiputera Entre-preneurs involved in Restau-rant and Food Service Opera-tions

(Hi) Under the EntrepreneurialDevelopment Programme forBumiputeras in the Restau-rant and Food Services Opera-tions, the section conductedcourses for the public in addi-tion to the 'request-courses'from government organisa-tions such as MARA, KKBS,FELDA and PUSPANITA. ACooking Methodology Coursewas also conducted.

5 one-day workshops wereconducted on 5 Sundays forrestaurant operators and atotal 107 participants attendedthe workshops.

(iv) In-house training programmeswere conducted in PantaiMotel, Bangunan UAB, FraserHill Merlin, Strawberry Park(Cameron Highland), SubangGolf dub, Selangor and Pre-sident Merlin, Singapore.

(v) Career guidance talks weregiven in schools, restaurantsand hotels. Various aspects ofthe Hotel business and othertopics namely Productivity,Courtesy, Front Office -Opera-tion, Kitchen Hygiene, andSafety were covered in thetalks.

(vi) The 4 month Hotel and Res-taurant Supervisory Courses(HRSC), the 7th programme(16 January -12 May, 1984)and the 8th programme (13August -15 November, 1984)were conducted for a total of50 participants including 8international participantsfrom Tonga, Indonesia, Kiri-bati, Vanuatu, Bhutan, Bagla-desh and Oman.

(vii) Courses were also conductedfor Dayang Hotel staff fromtime to time.

(c) Kegiatan-kegiatan PerhubunganAwam:Pegawai Latihan & PenyiasatanKanan telah terpilih sebagai AhliMajlis Eksekutif Persatuan Hotel-Hotel Malaysia dan Pengerusi AhliJawatankuasa Latihan Persatuan.Pegawai-pegawai PDPN turutmenyertai kegiatan-kegiatanMinggu Hotel seperti dalam'Culinary Competition' dan minimarathon. Pegawai-pegawai PDPNbersama Persatuan Hotel-HotelMalaysia telah mengadakanceramah kerjaya di 10 buahsekolah dan berjaya mengadakanseminar 'Maximising Profits inHotels and Restaurants'.

(d) Program-program Baru:

Selain daripada mengubahsuaikursus yang sedia ada, bahagianini juga telah memperkenalkansuatu program baru iaitu:

e) Lawatan/Ceramah Kilang:Lawatan penyesuaian di sekitarBandaraya Kuala Lumpur ke JohorBaharu dan Pantai Timur telah di-adakan untuk peserta kursus danseminar dari luar negeri. Peserta-peserta juga telah dibawa melawatMimaland, Dapur Sistem Pener-bangan Malaysia, Carlsberg danbeberapa buah hotel yang berdekat-an. Lawatan sambil belajar ke MingCourt, Port Dickson dan Fraser &Neave telah diadakan untuk paraperantis. Peserta-peserta HRSCtelah menjalani latihan amali selamadua minggu di Holiday Inn, P.J.Hilton, Equatorial Hotel, HotelSouth East Asia, The MerlinSubang, K.L. Hilton dan HotelFurama. Perantis-perantis pula men-jalani latihan amali mereka di HotelDayang.

(f) Lain-lain Aktiviti:Selain dari menjalankan tugasyang sedia ada, bahagian ini jugatelah mengambil bahagian yangcergas dalam kegiatan-kegiatanPDPN yang lain, di antaranya:-(a) seminar Pengurusan Pelan-

Participants alsovisited Mimaland, Malaysian AirlineSystem Flight Kitchen, CalsbergBrewery and a few internationalhotels. Study tours to Ming Court,Port Dickson and Eraser & Neavewere conducted for the apprentices.The HRSC participants also under-went a 2-week practical training atHoliday Inn, P. J. Hilton, Equato-rial, South East Asia Hotel, TheMerlin Subang, K.L. Hilton andFurama Hotel. The hotel apprenticeson the other hand underwent on-the-job training at Hotel Dayang.

(f) Other ActivitiesOfficers from this section, apart

from their formal duties in the sec-tion, participated actively in activi-ties run by NPC, such as:(a) Seminar on Tourism and Hotel

Management sponsored byAsian Productivity Organisa-tion.

(b) Seminar on 'Maximising Pro-fits in Hotels and Restaurants'organised by Malaysian Asso-ciation of Hotels.

Officers from the section partici-pated in the Productivity campaignby participating in the various sub-committees. The section succesfullyorganised the Interhotel Perfor-mance Award in connection with thecampaign.

UNIT KEMAJUANKAKITANGANUnit Kemajuan Kakitangan telah di-tubuhkan pada tahun 1982. Fungsi utama-nya ialah untuk menyediakan kemudahandan peluang kepada pegawai-pegawai diPDPN untuk menambahkan pengetahuandan meningkatkan lagi kemahiran dalambidang pengurusan, penyeliaan dan per-tubuhan pengusaha-pengusaha kecil.Pegawai-pegawai kanan telahpun didedah-kan kepada pelbagai program latihan dariperingkat program-program jabatanhinggalah program-program dalam negeriyang dianjurkan oleh Jabatan Perkhid-matan Awam, Rancangan Colombo,APO, UNDP dan PDPN sendiri.

Sepanjang tahun 1984, Kemajuan Kaki-tangan telah meneruskan aktivitinyadengan menganjur, mengurus danmengendalikan latihan bagi memenuhifungsinya membantu penyediaankakitangan di PDPN.

(a) Latihan Luar Negeri40 orang pegawai telah dihantarke luar negeri untuk mengikutipelbagai program latihan. Latihandi luar negeri ini dijalankan dinegara-negara seperti Belanda,Peranchis, Pakistan, India, Korea,Taiwan, Filipina, Jepun dan hing-galah ke Amerika Syarikat.

(b) Latihan Dalam NegeriSeramai 56 orang Pegawai PDPNtelah menghadiri kursus di dalamnegeri. Program-program sepertiini adalah di bawah pembiayaanPDPN, INTAN dan lain-lain insti-tusi dalam bentuk hadiah biasiswa.

Staff DevelopmentUnit

The Staff Development Unit wasformed in 1982. Its prime function is tocontrive faciiities and opportunities forofficers in NPC to increase their know-ledge and upgrade their skills in all areasofmanagement, supervision and entre-preneurial development. Members of thesenior staff, consequently, are exposed tovarious training programmes whichinclude from departmental level pro-grammes to those sponsored by PublicServices Department, Colombo Plan,APO,UNDP and including the NPC, bothurithin the country as well as overseas.

During the coarse of the year underreview, the Staff Development Unit con-tinued its activities by sponsoring,organising and conducting trainingcourses in order to help fulfil its functionin staff training and development.

(a) Overseas Training40 officers were sent overseas to

attend various training programmes,made available in countries whichinclude Holland, Prance, Pakistan,India, Korea, Taiwan, Philippines,Japan and United States of America.

(b) Local Training56 officers attended various trai-

ning programmes locally. Suchcourses were under the sponsorshipof NPC, INTANand other institu-tions provided in the form of fellow-ships.

Perkhidmatan iniditawarkan kepada organisasi pelanggandengan tujuan untuk member! merekafaedah maksima dari kepakaran perkhid-matan Sekretariat ini. Melaiui perkhid-matan ini, nasihat, panduan dan susulandiberi untuk mempastikan QCC itu ber-jalan lancar mengikut landasan yangseharusnya.

QCC SecretariatSince the launching of the QCC secreta-

riat in 1983, the QCC secretariat hasmade itself increasingly active in 1984through the respective sub-committeesunder it.

(i) Training and ConsultancyServices Committee

This committee is responsiblefor planning and has carried outQCC training and consultancyservices. Throughout 1984, thecommittee offered training pro-grammes scheduled as below:fa) QCC Appreciation Seminar for

This committee also arrangedQCC consultancy services forcertain organisations. (iii) Jawatankuasa PendaftaranSehingga akhir 1984 sebanyak186 kumpulan dari 21 buahnrganisasi telah berdaftardengan Sekretariat. Jawatankuasapendaftaran ini diadakan antaralain, bertujuan:(a) Mengumpul maklumat kegiat-

maklumat(c) Menjadi pengawas kemajuan

QCC di negara ini.

Terdapat banyak organisasi yangmenggunakan pendaftaran ini sebagaialat galakan kepada Kumpulan yang di-tubuhkan.

Untuk menambahkan pengetahuanpakar rujuk Sekretariat, Kursus-kursus atau Seminar terus diadakanuntuk mereka. Dalam tahun ini,Encik I. Miyauchi, seorang pakarQCC dari Jepun didatangkan khasuntuk melatih pegawai PDPN dalamQCC.

(2) Konvensyen Antarabangsa(a) International Convention of QCC

di Manila dari 5hb - 9hbNovember, 1984. Sekretariattelah menganjurkan satu delegasiseramai 18 orang dari Malaysiamenghadiri Konvensyen ini. Tigaorang pegawai PDPN turutmengambil bahagian.

(b) International Exposition of QCC(IEQCC) di Singapura pada 12hb- 14hb November, 1984.Sekretariat telah juga membantumengaturkan peserta dariMalaysia menghadiri IEQCC ter-sebut.Pengarah PDPN telah diberipenghormatan untuk menyampai-kan satu kertaskerja dalamExposition itu. Selain dariPengarah PDPN, dua orangpegawai PDPN telah turutmenyertainya.

(c) Multi-Countries QCC StudyMissionDua orang pegawai Sekretariattelah dipilih untuk menyertai'Study Mission' anjuran APO.Mereka bersama-sama pesertalain dari Singapura, Indonesia,Thailand, Sri Lanka, Pakistan,Fiji, India, Korea, Hong Kongdan Filipina telah dapat meninjaudan mengkaji pergerakan QCC diTaiwan dan Jepun.

(d) Pegawai Sekretariat telah jugadijemput untuk menjadi pengadildan pengulas bagi persembahanQCC di peringkat kilang. Se-banyak 7 buah syarikat telahmenjemput pegawai Sekretariatuntuk menjadi pengadil/pengulaspersembahan QCC mereka.

This committee strives to disse-minate the acceptance of QCCconcept by management throughseminars and conventions.

(a) Regional ConventionFor the first time this year,

a regional convention was heldbefore the National Conven-tion in November 1984.

Four convention were heldsimultaneously in JohorBahru, Kuantan and Penangon 14 September 1984 whilethe convention in KualaLumpur-Petaling Jaya wasconducted on the 14 and 15September, 1984-

(b) National ConventionThe National Convention

was held on 19 and 20 Novem-ber, 1984 in APDC, PersiaranData, Kuala Lumpur. Asmany as 20 groups from theDistrict Level Conventions,organised by the NationalProductivity Centre and Insti-tute of Public Administration(INTAN) took part. A first everNational award was pifsentnito the best group, which urnthe Honey Bee Group fromSiemens, Malacca.

(Hi) Registration CommitteeAs at the end of 1984, as many

as 186 groups from 21 organisa-tions have registered with thesecretariat.

This registration committeewas set up with the followingobjective:1. to collect information on QCC

activities in the country;2. to be a source of information

exchange;3. to monitor QCC developments

in this country.It has been found that many

organisations have used the regis-tration as a promotional tacticfor the group whenever one wasformed.

Training for the SecretariatMembers

To enrich the knowledge of-theexpertise available at the secreta-riat courses and seminars wereheld for them, Mr. I. Miyauchi,the QCC expert from Japan wasinvited specially to train the NPCofficers in QCC during the year.

International Conventions(a) International Convention of

The Centre continued to benefit fromthe Technical Aid Programmes of theFederal Republic of Germany, Japan,Austria and Britain. International TradeCentre (ITC), UNIDO and Internationallabour Organisation (ILO) and TheUnited Nations Development Program-mes (UNDA) also supported the activitiesof the Centre by providing training facili-ties in the form of fellowships andtraining experts.

Pusat Daya Pengeluaran Negara terusmendapat faedah dari Rancangan Kerja-samaTeknik Kerajaan PersekutuanRepublik Jerman, Jepun, Australia danBritain. BAHAGIANPENGURUSANPERUNDINGAN

Bahagian ini terlibat di dalam meng-anjurkan Seminar, Kemajuan Kaki-tangan, Penyelidikan dan juga KempenGalakan Produktiviti.

Beberapa seminar telah dijalankanuntuk eksekutifeksekutif Bank,Organisasi Pemasaran dan KakitanganPengeluaran tempatan dan juga luarnegeri. Sebuah kertas kerja mengenaikajian kehendak pembelajaran telah di-bentangkan di Bombay. Secara keselu-ruhannya, semua seminar adalah ber-dasarkan kepada hasil ujian.Penglibatan bahagian ini di dalam kema-juan Kakitangan adalah berpatutan, tim-bul daripada pertafnbahan di dalampengambilan kakitangan. Latihan telahdi berikan dalam bentuk A.V.A danpenyelidikan.

Kajian juga telah dijalankan di dalambidang-bidang yang tertentu sepertikeluaran makanan (susu, minyak masakdan mee segera) di samping pengumpul-an data mengenai Institut-Institut Latih-an di Kuala Lumpur dan Petaling Jaya.Kajian berikut ini dijalankan denganharapan untuk menghasilkan satusenarai panduan bagi Institut-InstitutLatihan di Malaysia.

Kajian penilaian juga telah dibuat keatas kursus-kursus di PDPN. Daripadamaklum balas ini, ianya diharapkandapat memperbaiki lagi mutu programdi masa-masa akan datang.

Bahagian ini juga terlibat secara seriusdi dalam Kempen Galakan Produktiviti.Antaranya ialah dengan menganjurkanpertandingan fotografi untuk (1)Amatur dan Profesyenal, dan (2) Pelajar-Pelajar, dan juga Pertandingan Posteruntuk Pelajar).

ManagementConsultancyService

This section was involved in StaffDevelopment, Research, organisingseminars and in the Productivity Promo-tion Campaign.

Several seminars were held for execu-tives in the banking sector, 'marketingorganisations and production staff whowere local as well as foreign. A workingpaper on study of learning needs wasdeliberated at Bombay. On the whole, allseminars were based on results of thestudy.

As a result of additional intake of offi-cers the involvement of this section inStaff Development was appropriate withtraining being given in A. V.A. andresearch to the new officers.

Studies were also conducted in variousfields such as food production (milk,cooking oil andfast-mee), besides datacompilation on Training Institutes ofKuala Lumpur and Petaling Jaya.

The latter project was done with the in-tention of producing a series of guidelinefor Training Institutes in Malaysia.

Evaluation studies were also made onNPC courses. With this feedback, it ishoped that the quality of programmeswould, be upgraded in years to come.

The section was also involved in aseries of Productivity PromotwnCam-paign activities and the main ones beingthe photography competition for (a)amateurs and professionals (b) studentsand, poster competition for students.

PERKHIDMATAN PENYELIDIKAN DANPENERANGAN PENGURUSAN (MARIS)

Perkhidmatan Penyelidikan danPenerangan Pengurusan meliputikegiatan-kegiatan Penyelidikan,Penerangan dan Perpustakaan. Kedua-dua unit ini bekerjasama di antara satusama lain dalam usaha mempertingkat-kan aktiviti-aktiviti Pusat Daya Penge-luaran Negara.

MARIS telah memainkan perajianyang utama di dalam menjalankankempen Produktiviti pada tahun 1983,meskipun peranannya agak berkuranganpada tahun 1984. Walau bagaimanapunbahagian ini juga telah turut sama mem-bantu jawatankuasa-jawatankuasakempen dalam menjayakan aktiviti-aktiviti kempen dari berbagai aspek.

Sebagai tambahan kepada kaedahkonvensyenal di dalam menimbulkan ke-sedaran produktiviti melalui penyebaranmaklumat berhubung dengan pening-katan produktiviti, MARIS akan ber-usaha dengan gigih lagi di dalam men-dapatkan peluang-peluang bagi mem-bantu Pusat ini.

MARIS juga akan berusaha ber-sungguh-sungguh menyebarkan konsepdan teknik di dalam mempertingkatkanproduktiviti di setiap peringkat pengu-rusan melalui kursus-kursus, pener-bitan, khidmat nasihat danpenyelidikan.

PENYELIDIKAN DAN MAKLUMATBulan Produktiviti

MARIS telah memainkan perananyang utama di dalam perancangan,penyelarasan dan perlaksanaan bagikempen yang dijalankan pada tahun1983. Walau bagaimanapun pada tahun1984. aktiviti-aktiviti kempen yang di-rancangkan telah ditugaskan ke atasjawatankuasa khas manakala MARISpula telah diberi tanggungjawab untukmenjalankan usaha-usaha galakanmenerusi Radio dan TelevisyenMalaysia.

Khidmat PeneranganSalah satu daripada pencapaian yang

menggalakkan hasil dari kempenproduktiviti ini dapat dilihat menerusibertambahnya pertanyaan dan permin-taan dari orang ramai, organisasi perda-gangan dan perindustrian, KesatuanSekerja dan juga agensi-agensi kerajaan.Pertanyaan dan permintaaan ini ber-hubung dengan perkara khusus dan ammengenai latihan pengurusan, produk-tiviti dan aktiviti-aktiviti Pusat DayaPengeluaran Negara. Dalam hal iniMARIS telah mengambil tindakan ter-hadap kesemua pertanyaan dan permin-taan yang berada di bawah ruanglingkup keupayaannya. Bagi maklumatyang agak khusus dan di luar keupayaanMARIS, ianya ditujukan kepada bahagi-an latihan atau khidmat nasihat yangberkenaan untuk diambil tindakan se-lanjutnya.

Selanjutnya sebagai bahagian pene-rangan, MARIS juga membantu didalam mengumpul dan memberimaklumat untuk memenuhi kehendakdan permintaan tiap-tiap bahagian-bahagian dan pejabat-pejabat WilayahPusat Daya Pengeluaran Negara.

Peserta/Data KursusMARIS terus mengumpul dan

menyimpan maklumat yang lengkapberhubung dengan aktiviti-aktiviti PusatDaya Pengeluaran Negara, peserta-peserta dan juga kursus-kursus yangmereka hadiri. Maklumat ini secarakhususnya memberikan peneranganyang lebih terperinci berhubung denganlatarbelakang pendidikan, pekerjaan,saiz dan jenis organisasi para peserta.

Analisa maklumat ini dibuat agar iadapat memberi gambaran yang sebenartentang pencapaian tiap-tiap bahagian,pejabat-pejabat Wilayah dan PDPNsecara keseluruhannya, berbandingdengan tahun-tahun yang lampau.

Sebagai tambahan, maklumat ini jugadigunakan untuk menilai program-program latihan dan tujuan penerangan.Selain dari itu, maklumat ini juga dijadi-kan sebagai asas satu panduan bagiperancangan dan meningkatkan produk-tiviti serta mutu khidmat nasihat danlatihan PDPN.

Management Research andInformation Service (MARIS)

The Management Research and Infor-mation Service (MARIS) comprisesResearch, Information and the Library.These two units work hand-in-hand topromote the objectives of the Centre inall the activities undertaken on theirown well as in those that are carried outin collaboration with other sections ofthe Centre.

MARIS played a prominent part ininitiating the National ProductivityMonth Campaign in 1983. Although con-fined to a lesser role in the 1984,National Productivity Month Campaign,MARIS nevertheless provided valuableassistance to the various commitees thatwere responsible for different aspects ofthe campaign activities.

In addition to the conventionalmethods in promoting productivityawareness through the dissemination ofinformation relating to productivityenhancement, MARIS will endeavour toseek more avenues to assist the Centre.MARIS will strive to spread the conceptand techniques of productivity improve-ment at all levels of managementthrough training courses, publications,advisory services and surveys.

Research and InformationProductivity Month

MARIS was in the forefront in plan-ning, co-ordinating and implementingthe W83 campaign. However, in 1984 inkeeping with the decision to have special-ised committees to carry out plannedactivities, MARIS was responsible for allpromotional efforts that were directedthrough Radio and Television Malaysia.

Information gleaned from an officialsurvey that was commissioned by theCentre to study the impact of the firstNational Campaign revealed television tobe the most effective medium for convey-ing productivity enhancement messages.Selected programmes such as "Fokus"and "Scope Khas " were used but moreimportant was the screening of the 20seconds Productivity Trailer (ProducedbyJabatan FUem Negara) and the 60second Productivity Film which wassponsored by Olivetti (Malaysia) Sdn.Bhd. These two films were televisedduring prime time through the coopera-tion of Radio and Television Malaysia(RTM).

Similarly in the case of radio, it wasdiscovered that the Drama programmes

of all the networks enjoyed a very wideaudience especially in the semi-urbanand rural areas. Consequently, a series ofProductivity Talks were organised towhich script writers were invited. As aresult of this, four scripts were receivedand two dramas were broadcasted duringthe campaign month. The services ofRTM were also sought in broadcastingthe "Productivity Jingle "over theNational and Blue Network. The jingle isentitled "PrinsipDayaPengeluaran".

In respect of the planned production ofa fifteen to twenty minutes film explain-ing productivity and its meaning andimportance to the individual as well asthe nation, a script has been received.Work is underway in editing the scriptand it is planned for the film to beavailable for the 1985 campaign.

Work on booklets and pamphlets con-taining productivity improvement infor-mation in general as well as specificareas has commenced.

Apart from the above, MARIS wasalso involved in providing advice andassistance to the other committees in-volved in the campaign activities.

Information ServiceOne of the discernible results of the

Centre's Productivity Campaigns wasseen in the increase in the number ofrequests and enquiries that were receivedfrom the general public, commercial andindustrial organisations, trade unionsand government agencies. Request andenquiries related to specific as well asgeneral areas of management training,productivity and the Centre's activities.MARIS responded to all enquiries andrequests that were within its competence.Where information of a specific naturewas sought, it was directed to the releventtraining or advisory section of the Centre,if MARIS was unable to assist.

Further, as an information section,MARIS assisted in extracting and provi-ding information to meet the needs andrequests of individual training sectionsand regional officers of the Centre.

untuk menerbitkan majalah PDPN.Untuk tahun 1984, dengan kelulusandaripada pihak pengurusan dan perse-tujuan badan penyuntingan, jumlahkeluaran penerbitan majalah tersebuttelah ditambah dari tiga kepada empatkali setahun. Serentak dengan itu telahmenjadikan ia sebagai majalah sukutahunan. Beberapa pembaharuan telahdilakukan ke atas "layout" {reka letak),kandungan dan warna kulit buku. Ada-lah jelas bahawa majalah ini menjadisemakin dihargai dan ini dapat dibukti-kan dengan permintaan yang semakinbertambah.

Pada masa ini 3000 naskah dicetakuntuk setiap keluaran dan diagihkansecara percuma. Naskah-naskah ini di-hantar kepada organisasi-organisasiterkemuka, agensi-agensi kerajaan,antarabangsa dan juga lain-lain pusatproduktiviti.

Filem-filem Latihan PengurusanDisebabkan keadaan kewangan yang

ketat, pembelian filem-filem latihan di-buat berdasarkan kepada kepentinganutama dan juga bersangkutan denganaktiviti-aktiviti latihan. Filem perpusta-kaan pusat boleh dikatakan sebagai satudaripada koleksi filem latihan pengurus-an yang terbaik dalam negara, kalau puntidak di dalam kawasan ASEAN. Filem-filem ini mempunyai berbagai-bagaiaspek mengenai fungsi pengurusan danpenyeliaan. Filem-filem latihan adalahterhad kepada penggunaan dalamansahaja, dan pusat tidak memberikanpinjaman atau kemudahan sewaan.

Katalog filem-filem latihan pengurus-an telah disemak pada tahun 1982. Sejakdari itu, dengan pertambahan filem-filem baru, strip-strip filem dan slide-slide filem, katalog tambahan telah di-sedikan dan mula digunakan pada tahun1984.

Suatu kajian tentang penggunaanfilem-filem latihan telah dilakukan padatahun 1983. Hasil yang didapati menun-jukkan daripada keseluruhan jumlahfilem-filem yang ada, 73% daripadanyatelah digunakan dalam berbagai aktivitilatihan yang dijalankan di peringkatpusat. Secara keseluruhannya, terdapat

sedikit penurunan dalam kecenderunganpenggunaan berbanding dengan 76%pada tahun 1982. Hal ini disebabkanoleh kerana sumbersumber pusat telahdisalurkan kepada kempen produktiviti,dan juga kesan daripada kemelesetan keatas program latihan pusat.

Di bawah skim bantuan teknikaluntuk negara-negara ahli, APO menye-diakan satu strip filem dan satu set slidefilem.

Sebanyak 10 buah filem telah didapatitidak dapat digunakan akibat dari ke-rosakkan dan juga kerana telah lama.

Kemudahan Alat-alat VideoPusat ini telah mengembangkan lagi

kemudahan alat-alat video yang terdapatdi Ibu Pejabat.

Di penghujung tahun 1984, UnitVideo telah menambahkan koleksisebanyak 42 kaset-kaset yang berakam.Tape-tape yang berakam ini meliputiberbagai aktiviti peringkat pusat seperticeramah, peristiwa-peristiwa penting,lakonan (role-play) oleh para peserto,seminar-seminar, topik-topik mengenailatihan pengurusan dan penyeliaan,serta juga cara mempertingkatkanproduktiviti.

Participant Amours e DataMARIS continued to collect and main-

tain comprehensive information pertain-ing to the Centre's activities, and on theparticipants and on the courses theyattend. The information specificallyprovide details as to the participants'educational background, occupation andthe size and type of organisation heworksfor.

Analysis of this information was madeto provide and insight into the perfor-mance of the individual training sections,the regional officers and the Centre as awhole in comparison to the previous year.

In addition, this information is usedfof evaluation of training programmesand for briefing purposes. It also servesas a basis for planning and improving theproductivity and quality of the Centre'straining and advisory services.

PEMBERITA(The Reporter)MARIS was entrusted with the publi-

cation of the Centre's magazine. For theyear 1984, unth the approval of Manage-ment and the agreement of the EditorialBoard, it was decided to increase thenumber of issues from 3 to 4 annuallyand thereby rendering it as a quarterlymagazine. Certain improvements weremade to the layout, contents and covercolour. It is becoming apparent that themagazine is gaining recognition as evi-dence by the growing demand.

A t present 3000 copies are printed perissue and distributed gratis. They aremailed to leading organisations, govern-ment agencies in the country. Copies arealso sent to international agencies andProductivity Centres.

Management Training filmsDue to financial constraints acquisi-

tion of training films were based on theirimmediate importance and relevance tothe training activities. The Centre's filmlibrary can be said to contain one of thebest collections of films in the country, ifnot in the ASEAN region. The films areon various aspects of managerial andsupervisoryjunctions. Training films arestrictly for internal use and the Centredoes not provide loan or rental facilities.

The Catalogue of Management Train-ing Films was revised in 1982. Since thenwith the addition of new films, film stripsand film slides a supplementary catalogue was prepared and made availablein 1984.

A routine study on the utilization oftraining films in 1983 was made. On the whole there was aslight decline in the frequency of usage ascompared to the 76 percent for 1982.This was not unexpected as a good mea-sure of the Centre's resources were di-rected at the Productivity Campaign. Itwas also a reflection of the impact of re-cession on the Centre's training pro-grammes.

Under the technical assistance schemefor member countries, the APO providedone film strip and a set offUm slides.

Video FacilitiesThe Centre has been gradually expan-

ding the video facilities available at theHeadquarters.

At the close of 1984, the video unit hadbuilt up a collection of 42 recordedcassette tapes. The recorded tapes covera, wide variety of activities of the Centresuch as talks, important events at theCentre, roleylay by participants,seminars, topics on management andsupervisory training, and productivityenhancement.

PerpustakaanSepanjang tahun 1984, perpustakaan

telah membeli sejumlah besar buku-buku mengenai Produktiviti danKumpulan Kawalan Mutu. Perpustakaanpusat mempunyai koleksi khasnyamengandungi lebih kurang 15,348 buahbuku mengenai berbagai-bagai aspekpengurusan produktiviti. la juga mem-punyai 695 buah tajuk jurnal. Padabulan September, cawangan perpustaka-an bersama dengan bahagian-bahagianlain di pejabat Sungai Way telah ber-pindah ke Ibu Pejabat di Petaling Jaya.Ditafsirkan, perpustakaan-perpustakaancawangan di pejabat Wilayah mempun-yai jumlah koleksi sebanyak 611 buahbuku.

PerkhidmatanDi bawah skim khas keahlian {untuk

orang luar) yang bermula pada tahun1981, perpustakaan mempunyai seramai66 orang ahli individu dan 16 buah ahliorganisasi. Seramai 297 orang yang ber-daftar dengannya (termasuk kaki-tangan). Perpustakaan digunakan untukmembuat rujukan oleh ahli-ahfi dankemudahan-kemudahan juga digunakanoleh mahasiswa-mahasiswa institusi-institusi pengajian tinggi yang inginmembuat kajian.

The LibraryDuring the year, the library in keeping

with the Centre's efforts to create anawareness of the need for higher produc-tivity, purchased a substantial number ofbooks on Productivity and QualityControl Circles. The Centre's library isproud to have a specialised collection ofabout 15,348 books on various aspects ofmanagement and productivity. It alsohas 695 journal titles. The branch libra-ries at the regional centres hold a totalcollection of 611 books.

SEMINAR/KURSUSKHAS

Sepanjang tahun 1984 PDPN telahmenyelenggarakan kursus dan seminarkhas dalam berbagai aspek pengurusan.Pusat juga telah mengendalikan pro-gram Sijil Penyeliaan Hotel & Restoran(HRSC)yang ketiga dan ditawarkankepada peserta-peserta tempatan danluar negeri dalam usahanya untukmenyediakan latihan khas di bidangIndustri Perhotelan dan Pelancungan.Kursus ini adalah berbentuk kompre-hensif selama 3 bulan yang dikendalikandari 16hb Jan - 12hb Mei, 1984 dan 15hbOgos - 14hb November. Pelajar-pelajarasing ditaja oleh Jabatan PerkhidmatanAwam di bawah Bantuan TeknikKerajaan Malaysia untuk negara-negaraASEAN, Pasifik Selatan dan negara-negara Islam iaitu Bangladesh, Oman,Papua New Guines, Fiji, Vanuatu,Kiribati, Bhutan, Tonga, SolomonIslands, Thailand dan Maldives. Kursustersebut di hadiri oleh seramai 48 orangpeserta-peserta tempatan dan negaraasing.

Bersamaan dengan masa kursusHRSC, Program Pembaikan Produktiviti- Pembelajaran Kerja juga telah diken-dalikan buat pertama kalinya dari 13hbOgos - 15hb Disember 1984 dengan se-ramai 16 orang peserta.

Kempen Produktiviti yang telah di-kendalikan oleh PDPN bertujuan untukmeningkatkan kesedaran di kalanganmasyarakat pekerja. Salah satu dari carauntuk menanam kesedaran ini ialahdengan menyebarkan konsep dan teknikQCC. Pada 14hb dan 15hb September,1984, PDPN dengan bangganya telahmelancarkan konvensyen QCC di-peringkat Wilayah dan Kebangsaan dimana beberapa kumpulan dari berbagaiorganisasi swasta dan awam mengambilbahagian.

Kursus yang DisuaikhasSebanyak 97 kursus yang disuaikhas

bagi keperluan organisasi tertentu telahdijalankan diseluruh negara untuk me-ningkatkan perkhidmatan latihan disektor perdagangan dan perindustrian.

Special Courses/Seminars

During 1984, the Centre organisedspecial courses/seminar on variousaspects of management. The Centre alsoconducted a third Hotel and RestaurantSupervisory Certificate (HRSC) Pro-gramme which was offered to local andforeign participants in its effort to pro-vide specialised training for the Hoteland Tourism Industry. It was a compre-hensive 3 months programme conductedfrom January 16 • May 12,1984 andAugust 15-November 14,1984. Theforeign students were sponsored by thePublic Services Department under theMalaysia Government Technical Assis-tance for Asean countries, South Pacificand Islamic countries. Participants camefrom Bangladesh, Oman, Papua NewGuinea, Fiji, Vanuatu, Kiribati, Bhutan,Tonga, Solomon Islands, Thailand andMaldives. A total of48 local and foreignstudents followed the programmes.

Simultaneously with the HRSC course,a 3 months course on Productivity Im-provement Programme was also conduc-ted for the first time from August 13-December 15,1984 for a total of 16students.

The Productivity Campaign which hasbeen undertaken by the Centre is in-tended to bring about an increase in pro-ductivity and productivity conciousnessamong Malaysians. One avenue to incul-cate this consciousness it through thedissemination of the QCC concept andtechniques. On the 14 and 15 September,1984 the Centre proudly launched theNational QCC Convention where severalteams from various private and publicorganisations took part.

the needs of specific organisations wereconducted throughout the country reflec-tive of the increase in the Centre's train-ing services to the industrial andcommercial sector.

Kursus LatihanSebanyak 454 program latihan untuk

seramai 9372 peserta telah diselengga-rakan di seluruh negara. Di sampingkursus yang dijalankan oleh Ibu Pejabatdi Petaling Jaya, kursus-kursus juga di-jalankan oleh pejabat-pejabat Wilayah diPulau Pinang, Johor Bharu, Kuantan,Kuching dan pejabat negeri di KotaKinabalu.

Sebagai usaha menyediakan keperlu-an latihan bidang perniagaan kecildalam program Pembangunan Usaha-wan, sebanyak 112 kursus telah dijalan-kan untuk seramai 1860 peserta diseluruh negara.

Aktiviti Pejabat WilayahSebagai usaha untuk menyebar-luas-

kan lagi kesedaran produktiviti diseluruh negara, pejabat-pejabat Wilayahdan negeri telah sama-sama menyum-bangkan kira-kira 50% daripadakegiatan-kegiatan latihan di PDPN.Usaha ini selaras dengan tujuan Pusatuntuk mengagihkan latihan pengurusan.

Training CoursesA total of 454 training programmes

were conducted for 9-S72 participantsthroughout the country. Courses wereconducted not only by the Centre's head-quarters in Petaling Jaya, but also by theRegional Offices in Penang, JohorBahru, Kuantan, Kuching and by thestate office in Kota Kinabalu.

The Centre provided training in smallbusiness to the Bumiputera entre-preneur*. In thus aspect, a total of 1UEntrepreneurial Development Pro-gramme (EDP) were o-ryanisedfor 18KOparticipants throughout the country.

Regional Officers' ActivitiesIn an effort to provide an increasingly

wider scope for the creation of produc-tivity awareness throughout the country,the regional offices together make upabout 50% of the total training activitiesof the Centre. This is again in line uriththe Centre's aspiration to decentraliseand make available management train-ing in all parts of the country.

Pertubuhan Produktiviti Asia di-wujudkan melalui konvensyen padatahun 1961 sebagai satu pertubuhan se-rantau di antara beberapa buah negaradi Asia. Tujuan utama APO ditubuhkanialah untuk membantu mempercepatkanpembangunan ekonomi di rantau Asiamelalui kerjasama dan pakatan diantara negara-negara ahli bagi mening-katkan Produktiviti di negara masing-masing melalui:-— Kursus dan Seminar-Seminar— Persidangan dan Simposium— Lawatan Sambil Belajar— Penempatan Pakar-Pakar di bidang

Teknik dan Pengurusan Produktiviti— Penyelidikan dan Penyediaan

Sehingga kini 16 buah negara Asiatelahpun menjadi ahli APO yang terdiridari Taiwan, Jepun, India, KoreaSelatan, Nepal, Pakistan, Filipina,Thailand, Hong Kong, Iran,Malaysia, Sri Lanka, Indonesia,Singapura, Bangladesh dan Fiji.

Semenjak menjadi ahli, PDPN telahmendapat faedah daripada Perkhid-matan Pakar di bidang Teknik danProduktiviti khususnya QCC dan lebihdaripada 15 orang pegawai telah menyer-tai kursus/seminar dan simposium dibawah tajaan APO (PPA).

Dalam tahun 1984 seramai 25 orangpegawai PDPN telah mengikuti berbagaiprogram tajaan APO, PDPN juga men-jadi tuan rumah kepada program APO"Seminar On Hotel & TourismManagement" dalam bulan Oktober,1984.

Asian ProductivityOrganisation

Asia Productivity Organisation (APO)was formed through a convention in 1961as a regional organisation among theAsian countries. The main Junction ofAPO is to help speed up economic deve-lopment in the Asian region through co-operation and mutual agreement amongthe member countries in order to in-crease their productivity via:— Courses and Seminars— Conferences and Symposiums— Study Visits— Placement of Expertise in Techniques

of Productivity Management— Research and Information— Management and Productivity

At present, 16 Asian countries havebecome APO members which constituteTaiivan, Japan, India, South Korea,Nepal, Pakistan, Philippines, Thailand,Hong Kong, Iran, Malaysia, Sri Lanka,Indonesia, Singapore, Bangladesh andFiji

NPChas been representing Malaysiaas a member in the organisation con-cerned since January 1983 mth its ownrepresentative viz:— Dr. Nawawi Mat Awin, Chairman of

the Council as Director of APO -Malaysia.

— Ir. Hj. Arshad bin Hj. Marsidi,Director ofNPC as Alternate Direc-tor of APO - Malaysia.

Ever since it became a member, NPChas gained in the form of consultancybenefits through Technical Expert Servi-cers (Techniques & Productivity) espe-cially in QCC. More than 15 officers haveparticipated in courses/seminars andsymposiums under the sponsorship ofAPO.

1984 was the second year in implemen-ting the 5 years Productivity Campaign.The approach and strategy far the yearwas based on feedback received on altaspects of the 1983 campaign with re-gards to its effectiveness, approach andstrategy.

Kunci Kira-kira, Penyata Pendapatandan Perbelanjaan bersama denganNota-nota kepada Akaun dan PenyataPunca dan Kegunaan Kumpulanwangyang berkembar ini telah diperiksa dibawah arahan saya mengiKut AktaAudit, 1957. Semua kenyataan danketerangan yang dikehendaki telahdiperolehi.Tertakluk kepada pemerhatian berikut,pada pendapat saya, Kunci Kira-kira,Penyata Pendapatan dan Perbelanjaanserta Nota-nota tersebut dan PenyataPunca dan Kegunaan Kumpulanwangtelah diperbuat dengan cara yang betuluntuk menunjukkan satu kenyataanyang benar dan munasabah mengenaikedudukan kewangan Majlis DayaPengeluaran Negara pada 31 Disember1984 dan urusan-urusan berkaitandengannya bagi tahun berakhir padatarikh itu.

Prestasi Kewangan2. Jumlah pendapatan yang diterimaoleh Majlis bagi tahun 1984 sebanyak$8,191,365 termasuk pemberian Kera-jaan Persekutuan berjumlah $5,522,400manakala perbelanjaan adalahsebanyak $6,556,930. Dengan kelebihanpendapatan sebanyak $1,634,435,kelebihan pendapatan terkumpul untukKumpulanwang Pengurusan telah men-ingkat dari $4,502,386 pada akhir tahun1983 kepada $6,136,821 pada akhirtahun 1984. Nilai bersih harta tetapyang dibiayai dari KumpulanwangPengurusan hanya berjumlah $454,120pada akhir tahun. Ini bermakna Kum-pulanwang Pengurusan mempunyaikelebihan wang dan sebahagian besardari wang itu telah dilaburkan dalamsimpanan tetap yang berjumlah $8.8juta pada akhir tahun. Faedah yangdiperolehi atas pelaburan simpanantetap dan akaun bank semasa ber-jumlah $686,849 dalam tahun 1984.Adalah disyorkan pihak pengurusan Ma-jlis mengkaji semula aliran wang tunaiuntuk mempastikan peruntukan Kera-jaan Persekutuan tidakdikeluarkanberlebihan dari pada keperluan semasa.

Report Of The Auditor-GeneralOn The Accounts Of The NationalProductivity Council For The Year Ended3lst December, 1984

The attached Balance Sheet, Statement ofIncome and Expenditure together with theNotes thereon and Statement of Sourcesand Application of Funds have been exa>-mined under my direction in accordancewith the Audit Act, 1957. All the informa-tion and explanations required have beenobtained.Subject to the following observation, in myopinion, the Balance Sheet, Statement ofIncome and Expenditure together with theNotes thereon and Statement of Sourcesand Application of Funds are properlydrawn up so as to show a true and fairview of the financial position of the Na-tional Productivity Council as at 311stDecember, 1984 and of its transactionsand changes in the financial position forthe year ended on that date.

Financial PerformanceThe total income received by the Councilfor 1984 totalling $8,191,365 includesFederal Government grant of $5,522,400whereas the expenditure is $6,556,930.With the excess of income amounting to$1,634,435, the accumulated surplus forthe Operating Fund had increased from$4,502,386 at the end of 1983 to$6,136,821 at the end of 1984. The netvalue of fixed assets financed from theOperating Fund only totalled $454,120 atthe end of the year. This means that theOperating Fund has excessive cash and alarge amount of that cash had been in-vested in fixed deposits which totalled$8.8 million at the end of the year. The in-terest obtained on the fixed deposits in-vestment and bank current accountsamounted to $686,849 in 1984. It issuggested that management review itscash flow in order to ensure that theFederal Government grant is not drawn in:excess of its current requirements.

Pihak berkuasa berkenaan masih belum memindahkan hakmilik kepada nama Majlis bagi tanah ini di Johor Bahru yang telahdibeli dalam tahun 1979. Ini adalah disebabkan pembahagian semula kawasan masih sedang diusahakan.

Nilai Bangunan Ibu Pejabat serta tapak tanahnya yang diuntukkan oleh Kerajaan Persekutuan tidak termasuk dalamHarta Tetap sebab nilainya masih belum ditentukan oleh pihak Kerajaan. Jtiga pindah hakmilik kepada nama Majlis masihbelum dibuat.

Projek Institut Perhotelan telah siap dan diserahkan kepada Majlis pada 30rm. Ogos, 1983. Jumlah kos BangunanInstitut Perhotelan ($7,728,439) dan Alat Kelengkapan ($3,183.748) di atas merupakan perbelanjaan yang telah dijelaskansetakat 31hb. Disember, 1984 dan lidak termasuk perbelanjaan yang terakru oleh kerana kos muktamad masih belum diberioleh Jabatan Kerja Raya. Juga kos Alat Kelengkapan itu tidak termasuk nilai Perabut dan Lengkapan yang diderma olehtiga buah syarikat swasta yang masih belum lagi mengemukakan nilai hadiah-hadiah itu.

5. TUNGGAKAN GAJI LAPORAN HARUN • $12,780

Sejumlah $12,780 akan ditemui untuk bayaran tunggakan gaji Laporan Harun bagi bekas kakitangan,

6. ELAUN LEBIH MASA UNTUK AKAUN 1983 - $8,707

Sejumlah $8,707 adalah amaun yang dulunya dimasukkan dalam pecahan kepala "Gaji dan Upahan" dan sebagai mengikutarahan Pekeliling Perbendaharaan 2/83 mengenai Penjenisan dan Kod bagi Hasil dan Perbelanjaan adalah perlu diasingkan.

The Authority concerned had not effected the change ot title in the name of the Council for the land purchased in JohorBahruin the year 1979. This is because the sub-division of lots is in process.

HEADQUARTERS BUILDING

The value of Headquarters building and its site, which was allocated by the Federal Government, has not been included underfixed assets because its value has not been determined by the Government. Also the transfer of land title to the name of theCouncil has not been effected by the Government,

The Hotel Institute project was completed and handed over to the Council on 30th August. 1983. The amount stated as cost of theHotel Institute Building ($7.728,439) and Equipment (S3,183,748) above represent expenditure actually paid up to 31st December,1984 and do not include expenditure accrued at that date since the final total cost has yet to be submitted byJabatan KerjaRaya. Further the cost of the Hotel Institute Equipment does not include the value of Furniture and Fittings donatedby three private firms which have yet to furnish the value of the donation.

5. ARREARS OF SALARIES OF HARUN REPORT- $12,7*0

A sum of $12,7&0 will be met for the payment of Harun Salary arrears for ex-staff.

6. OVERTIME FOR 1983 ACCOUNT-98,707

The amount of $8,707 was formerly included under the sub-head "Salaries and Wages" which in accordance to TreasuryCircular No. 2/83 regarding Classification and Coding for Income and Expenditure, this should be separately itemized.
