Under ControlOne year after the outbreak of cholera, Health Minister Bautista Rojas Gómez said the epidemic was under control now. The Dominican Republic spent more than 200 million pesos, so that the disease could not grow to a disaster. Initial estimates of 500 deaths and 50,000 infected by cholera to date fortunately didn't come true. In reality, 149 people died and 8,100 were treated in the hospitals of the country for cholera. Rojas Gómez said that the media and the communities have prevented a worse situ-ation through their educational work.

Old StuffChecking supermarkets and small shops in Puerto Plata and La Vega, the consumer protection organization Pro Consumidor took 5,276 products from the shelves in No-vember. They were found in poor condition, in damaged cans, many had an expired date, some were goods without labels or labels in another language. Moreover, in supermarkets, the prices at the shelves were compared with those in the brochures, to protect consumers against fraud. Some of the shops still offered banned pipe cleaners, used as “ácido del diablo” (devil's acid) in disputes, causing severe burnings and muti-lations to the victims. According to a report of the United Nations Development Program (UNDP), presented by Valérie Julliard (photo), Director for the Domi-nican Republic, there remain serious defi-ciencies in the edu-cation and healthcare.

The Human Development Report 2011 shows that the Dominican Republic fell nine points when it comes to a global com-parision in social inequality and education.But regarding all aspects, however, the country got ahead three points. Julliard said, the situation improved considerably for the people in the past 31 years, but education and health remained the major challenges. These two issues prevented that the growth of income could transform into general social welfare.In adolescent fertility, the country is num-ber 32 of the 33 countries, or the second worst of the region and ranks number 163 of all 187 countries worldwide.

Although murder is the number one killer among women under 35 years, 97 percent of the Dominican doctors do not even know that there is a form they must fill out if a woman shows signs of domestic violence.Galván said that in the third international report that was done on intimate partner violence, the Dominican Republic is the country with the highest number of murders of women in their own homes. “However, the authorities have not taken the problem of violence as a matter of state, but since a long time already this is a national emergency,”she said.

And again there was another poll, who will probably be the new president next year. Gallup interviewed the Dominican popu-lation to publish the results in the news-paper “Hoy”.The Hoy/Gallup survey shows that PRD candidate Hipólito Mejía still is slightly ahead, though, the presidential candidate of the ruling PLD, Danilo Medina, caught up. Nevertheless, Danilo Medina's chief of campaign, Francisco Javier García Fernán-dez, accuses the institute, not to publish the correct numbers. “With these figures they are trying to hide the free fall, the critical situation that's passing Hipólito's candidacy, while the sympathies for Danilo shoot up,” says Javier García. Hipólito's candidacy was not only collapsing, but falling into an abyss. He said that if Rafael Acevedo, the repre-sentative of Gallup, can proves that this was not the case, he would resign from public office and as head of the campaign. In the “serious” surveys, Danilo Medina was lead-ing clearly ahead of Hipólito Mejía.“When Danilo has grown, his candidacy has an uplift, how is possible then that Hipólito has not declined? He has not lost a tenth. He has neither grown nor fallen in 90 days.

Five percent of voters prefer this party. Almost on par with 4.8 percent, the PRI (Independent Revolutionary Party), which was founded by the PRD dissident Jacobo Majluta.After these parties, only the Partido Alianza País gets more than one percent, the rest can conquer just eight percent of the votes all together. The Central Electoral Commis-

sion (JCE) admitted 24 parties for the coming elections next May.About 70 percent of the voters are sure that the election will be decided in the first round already, that is, either Danilo Medina or Hipólito Mejía will get more than 50 percent of the votes.

Alejandro Moscoso Segarra, District At-torney for the National District, has de-livered 4.6 million dollars in cash that was seized from a Mercedes-Benz SUV, allegedly belonging to Sobeida Félix Morel. The money belonged to her partner, the also arrested Puerto Rican drug lord José David Figueroa Agosto. The money was divided up according to the stipulations of Law 72-02. So Moscoso Segarra handed over 3,468,712 dollars to Mabel Feliz Báez, director of the National Drug Council. Of this money, 25 percent will be distributed to the National Drug Control Department (DNCD), ten percent to the National Police, 25 percent to the National Drug Council. NGOs like Casa Abierta and Hogares Crea that work in drug re-habilitation, will get 15 percent. And 1,156,027.50 dollars were given to the Attorney General, which is the remaining 25 percent of the money. The remaining properties will be appraised and later sold at public auction. They include apart-ments, furnishings, expensive collections of watches and vehicles.

Jacqueline Montero, president of the Movement of United Women (Modemu), an association in which thousands of pros-titutes are organized, rejected a project planned by the National Congress to build red-light zones (Zona Rosa). Because that would mean to hand over the women to those who actually should protect them - to the police. But the opposite is happening. Modemu gets daily complaints of women who were raped by policemen, who were stolen their money by police officers or who have to give “service free of charge” to policemen to avoid arrest. If this law would be adopted that the “sexual workers” must be registered and are allowed to ply their trade only in certain areas, “we would be easy prey for the policemen who are already ill-treating us physically and mentally”, said Montero.

Modemu wants that the money provided by the government and companies for this purpose, should better be used for projects in which these women can be trained so that they can find another job.Montero says, like all the other women, prostitutes are mothers, daughters, sisters, but above all they are human beings. Often their lives have “stolen” the opportunity to get an education. Many said they were forced to this kind of work due to the circumstances, while others said they are forced into prostitution. But the common denominator is usually that they simply need the money to survive, for themselves, for their children and for their families.“These women do not come from another planet. They are a product of their position on the edge of society, the wrong distri-bution of wealth, lack of opportunities and the machismo,” finished Montero.These serious allegations were expressed at the Seventh National Congress organized by Modemu. The goal was to claim the human rights of these women and to call attention on the situation and the demands of the prostitutes in a public document.Modemu was created in 1996 after the first national congress of female sex workers was held in the Dominican Republic in 1995. Its main objectives are to promote the human

rights of commercial sex workers, including health, social and labour rights. In terms of practical support, Modemu offers a literacy course, training in beauty therapy and provides material support and refuge to women in need. Modemu’s workshops seek to raise women’s consciousness about issues of equality, wages, work conditions and health and safety. These activities also provide important services for sex workers on HIV and other health and social issues.

A couple of days ago, a customer asked, “Why is the English version of LA PLAYA thinner than the German one?” The answer is quite simple: Because the German edition still has more ads than the English one. The first edition of LA PLAYA came out in September 2009, more than two years ago. The circulation was only 1,000 copies. But soon it was clear that it is much too less, because people were asking frequently, why they couldn't get a copy. Edition number 15 in March 2010 was printed with 1,500 copies already, because some of the busi-nesses saw the opportunity to reach more customers with a paper that obviously many readers are waiting for every two weeks. In July the circulation was boosted to 2,000 copies. And still the people were asking for more, because LA PLAYA now was distribu-ted not only in Puerto Plata, Sosúa and Ca-barete as in the beginning. With the help of some readers and sponsors LA PLAYA also could be distributed in tourist spots like Las Terrenas in the north east and at the south coast from Santo Domingo to Juan Dolio. Many English speaking residents asked, why LA PLAYA is printed only in German. They would be interested in reading it, too. So end of October last year LA PLAYA printed the first edition in English with a circulation of 1,000 copies. Only to rise it to 1,500 af-ter two more editions and to equal it with the German edition in January this year. The low season this summer was used to look for more places of distribution all over the island. The list can be seen on page 14. Now the better times are (hopefully) start-ing again. Residents come back from Europe and North America - and with them the need to print more copies of LA PLAYA.

So since the last edition, LA PLAYA is print-ing 5,000 copies. It doesn´t really matter that 2,500 are in German and 2,500 are in English, because both are read. As mentioned before, the only difference is the number of the ads. It seems it was a kind of mistake to do it separately. Because the readers should not really care about the nationality of the owner of a business when they want to buy goods. (Anyhow some do). So until end of December LA PLAYA will offer only one price for both editions - including design and the different text in German and English, if needed. If somebody wants the ad in only one language, he can get it for a discount of 20 percent. Which doesn't make much sense for him.The problem is not to find places for the distribution of LA PLAYA - just now there was a request of a pizzería in San Pedro de Macorís to bring some copies there, too, because people found LA PLAYA in La Romana and asked, why they don't get it in San Pedro. Well, a new city ...So LA PLAYA keeps on growing. Only frus-traded by the lack of a professional team that could make it an even bigger success. And it's a little hard to understand, why some companies, like realtors, hotels ..., don't take the chance to make themselves known to thousands of foreigners all over the island. The internet is fine, also commer-cials on TV, or even a big placard beside the road is seen by many people ... and forgot-ten after two minutes. The best way to be seen and kept in mind still is an ad in a magazine. It is read, put aside, read again. Sometimes after weeks. And some readers even collect LA PLAYA, so your ad is there always! On November 18, the anniversary of the Battle of Vertières, President Michel Martelly announced that a National Commission will elaborate a plan to build a new Haitian army until January 1, the national holiday. The Battle of Vertières was the final defeat of the French colonialists in 1803.The Haitian army was disbanded in 1995 by then-President Jean-Bertrand Aristide, as it was involved in coup attempts frequently. Since then, however, various militias made the country unsafe.

Martelly said the creation of a new army is also a prerequisite that the protection forces of United Nations forces, MINUSTAH, can leave the country. They are in Haiti since 2004. However, the USA, Brazil and the European Union are very skeptical about a Haitian army. They say, this money is needed for the training of the police more urgently.At a ceremony on the Champ de Mars in Port-au-Prince, President Michel Martelly asked the Haitians for forgiveness for the crimes committed by the old army “in the name of the nation”. The new army would be a democratic institution, an “Army of the 21st

Century”.Former U.S. President Jimmy Carter reminded during a visit to Haiti and the Dominican Republic in early November, that the USA as well as other donor countries still didn't keep many of their promises after the earthquake in January 2010. But right now, this help is urgent, because Haiti currently is under reconstruction in all areas (photo). In Santo Domingo, Carter was decorated by President Leonel Fernández for his merits as a proponent of the establishment of demo-

cratic governments in Latin America and the Caribbean during his presidency in the 80s.The World Tourism Organization of the United Nations (UNWTO) sees good oppor-tunities for the development of tourism in the poorest country of America. Haiti has the same natural advantages of the surrounding Caribbean countries and can show “unique cultural riches”. The reconstructurion of the country would be a good opportunity to promote tourist projects, too.In his first state visit to Cuba, Martelly thanked the neighboring country for its help. Cuba would not give just “what is left,” but its help is coming from the heart, he said.

The song “Latinoamérica” was named Song of the Year and Best Record of the Year.The Puerto Rican group Calle 13 now is the record holder of Latin Grammys. Second is the Colombian Juanes, who won 17 Latin Grammys in his carreer. The third place is occupied by the Spaniard Alejandro Sanz with 16 Latin Grammys.LA PLAYA again proved to be up to date in Latin music: David Labault Rodríguez, artist name Sie7e (presented in the last edition), got a Latin Grammy as the Best New Artist.

It was an extraordinary event at the Latin Grammy Awards: Shakira's father William Mebarak (photo) took the stage and sang the Bolero “Niña Bonita” (Pretty Girl) for his daughter. Shakira was honored as Person of the Year, both for her artistic work as well for her humanitarian commitment to poor children in Latin America through her foundation “Pies Descalzos”.

Yamillette Aponte Yunqué was born in Río Piedras, Puerto Rico, on 12 July 1973. Since the age of 15, Melina León, as she called herself now as an artist, was a member in various groups, like Las Cheris, which used to play in hotels in Puerto Rico. In one of these events, Melina León was discovered and recorded her first album “Mujeres liberadas” (Emancipated Women) with the record company Tropix in 1997. It became an instant success. After her second album “Con los pies sobre la tierra” (With The Feet On The Ground), already with Sony, the big success came in Latin America. The ballad “Cuando una mujer” was on her third album “Baño de luna”. Some of her nine albums made the top 10 of Billboard's Latin Tropical Album and Billboard charts. Melina León also starred in television series, appeared in TV shows in Puerto Rico and the USA and is involved in different social projects for children or in the Puerto Rican League Against Cancer. In 2010, Melina León received the Premio Lo Nuestro in the section Best Tropical Artist. In addition to ballads and boleros, including “Serenata en San Juan” together with the now broken up Colombian group Los Tri-O in 2006, Melina León sings mainly Merengue.

This ballad of the Puertorican singer Melina León is one of those many Latin songs that go deep under the skin. Even though it never was a number-one hit, it's a song that everybody knows and sings. Melina León taped it in the year 2000.

Different international organizations are alarmed by the high number of births by Caesarian sections in the Dominican Re-public. Carlos Gril of the Pan American Health Organization (PAHO) said it is “un-accepable” that in private clinics 90 percent of the births are by Caesarian section. Even in other hospitals this number is around 40 percent. Gril said, under no circumstances these numbers may be higher than 15 per-cent. But he admitted that this is no exclu-sive problem of the Dominican Republic.

Gril complained that due to this situation and an extreme medicalization of childbirth the culture of natural childbirth is lost. Birth is treated as if it was a situation of high complexity, or a condition that requires a strict control.Gril also attributed the high rate of maternal mortality in the country to the unnecessary high number of Caesarean sections - esti-mated at 100 per 100,000 births.The representative of PAHO recognizes that in the last ten years the country has made “invaluable” efforts and investments to improve health care, which has allowed 98 percent of the new mothers have access to public health services.However, he regretted that this effort has been fairly efficient, because the maternal mortality rate remains high. “With every-thing that the government has done in the

health sector in recent years, we should ex-pect a maternal mortality rate around 50 per 100,000 in the Dominican Republic.”According to the latest Demographic and Health Survey 2007, the rate stands at 159 per 100,000. In 2010 the official figures of the Department of Epidemiology, Public Health estimates the maternal mortality rate at about 100 per 100 000.Also the president-elect of the Dominican Medical Association (CMD), Amarilis He-rrera expressed concern about this topic.
