Organisedintheformofaconsortium,withitsownfulllegalidentity,independentofitsmembers,andconsistingof52publicandprivateinstitutions,providedbytheact8/2005of8thofJuneforprotection,managementandplanningofthelandscapeinCatalonia.AdvisorybodyoftheGovernmentofCataloniaandforawakingsocietyinmattersoflandscape.

LANDSCAPEOBSERVATORYOFCATALONIA

ItsaimistoobservethelandscapesofCatalonia;inotherwordstostudy,identify,monitor,documentandpubliciseCatalanlandscapesandtheirtransformations,withoutignoringotherlandscapesorceasingtoreflectonlandscapeingeneral.Cooperateswiththeregionalgovernment(theGeneralitatdeCatalunya)andthelocalauthoritieswhenitcomestoimplementinglandscapepolicy.Seekstoinfluencethedefinitionanddesignoffuturetrends,actingasabroadumbrellaunderwhichanyoneinterestedinlandscapecanfindaplace.


Afterelevenyearsofexistence,theObservatoryhasbecomeameetingpointbetweentheGovernmentofCatalonia,localgovernment,universities,professionalgroupsandsocialandculturalgroupsithasdirectorindirectrelationswithconcerningeverythingreferringtothemanagementandcultureoflandscape.

minister,theGovernmentusesthelandscapequalityobjectivesandtheproposalsinorderto

approveLandscapedirectives,whichwillbecomeobligatoryconditionsinthecontextof

townandcountryplanning,intotheterritorialplanning


Article3.83.Urbandevelopmentinsettlementswithtree-linedenclosureswillreceivespecialtreatmentduetotheirlandscapevalue.ThesearelocatedinFigueres,Vilabertran,(…)Inthesecases,possiblenewexpansionwillbeintegratedharmoniouslyIntopre-existingstructures,whilealsorespectingtheiruniqueness.Therefore,municipalurbanplanningschemesintheaforementionedsettlementswillhavetoprotectandplantheheritageofcypresstreewindbreaksandtree-linedenclosuresofgreaterlandscapeinterest,inadditiontoplanning,managingandrecoveringtherestofthem.


Article2.5Many settlements andurban zones in the regionhavecharacteristicprofiles that canbe seen fromcertainareasandroutesandthatconstitutesceniclandmarks.Urbandevelopmentmustrespectthisimagery with regard to both expansion and renovation, and urban planning should block thepossibilityoflarge-bodiedelementsthatmightmarthesescenicprofiles.Affirmationofthispossibilityin current approaches to planningwith respect to settlements that the Directives qualify as havingexceptionalimageryprovidessufficientargumentforproceedingtomodifysaidapproaches.


Article3.55.Conservetheheritagevalueofnarrowandcapillary-likestretchesofroadwithhistoricalrootsthatunitesmallsettlementsandareintegratedharmoniouslyintothelandscape.ThiscoversthestretchesofroadinthePlanadelaSelvaarea.

Avoid constructing new specialised areas in agricultural zones of high productive value (BaixEmpordà,Alt Empordà,Vall d’enBas), inunique agricultural areas (theMartís plain, along theSantaColomastream,thePalsricefields,theFortiàricefields,SantPerePescador,theBellcaired’Empordàricefields,Valld’enBasandBianya)andinsingularagroforestrysites(thezonesoftessellatedpavementatEls Aspres, Terrades, Terraprims, Les Gavarres and Brunyola, and the Canet d’Adri plains), to whichreferenceismadeinlandscapequalityobjective(LQO)14(Article3.16).
