FINAL REPORT

INTRODUCTION:

With this engagement, VWAB observed and ensured to accomplish and comply with the following objectives:

General Objective:

To further assist the LUB-BDP municipal facilitators in institutionalizing and replicating the LUB-BDP processes to other barangays.

Specific Objectives:

To further enhance the facilitation skills of the trained municipal LUB-BDP facilitators in Land Use- Based Barangay Development Planning(LUB-BDP);

Assist municipal LUB-BDP facilitators to improve capability in consolidating and packaging the plan;

Institutionalize in the municipal local government unit the land use-based barangay development process.

TASKS ACCOMPLISHED AS PER TERMS OF REFERENCE:

a. LUB-BDP Review of the pilot barangay

Land Use Based-Barangay Development Plan of Barangay Mahayag as a pilot barangay of the process in Banaybanay, Davao Oriental Province was reviewed last June 23, 2006, with 20 participants who are also members of the Barangay Development Council and who also participated during the planning proper. During the evaluation of their LUB-BDP, it was found out that 50% of all the projects that was scheduled to be implemented from the 1st quarter to 2nd quarter of this year of 2006 were implemented. Some projects are also on the pipeline for implementation within this year.

Barangay Mahayag Officials and members of the Barangay

Development Council were very appreciative on the results of the Barangay Development Plan implementation for they are now guided with their barangay expenditures and in the utilization of their resources.

Also, Barangay folks of Mahayag are looking forward

for them to be furnished by UDP with the digitized maps. They believe that the LUB-BDP implementation will be more productive if they have an immediate reference on the formulation of any barangay resolution or ordinance pertaining to resource management. The Mahayag Barangay Officials and residents also expressed hope to have these maps as soon as possible for these maps would be useful for their efforts in applying for the Barangay Forest Management Scheme as support of the Upland Development Programme in Southern Mindanao (UDP).

On the other hand, during the review of the 5-year

land use-based barangay development plan of Barangay Manipongol,Maco, Compostela Valley Province which was conducted last July 25 2006, it was found out that 50% of the projects listed to be implemented from year 2005 to 2nd quarter of this year 2006 were implemented with assistance from different support provider agencies and individuals and also utilizing the barangay resources and manpower. The barangay officials and residents are currently implementing some of the schemes on the Sustainable Upland Development such as Barangay Forest Protection and the Labor-based Barangay Road Maintenance with continuous replication of Diversified Farming System within the barangay.

engaged in activities for continuous mobilization of support fund in order to implement their remaining projects indicated in their five-year land use-based barangay development plan.

b. Training Needs Assessment

Using a TNA instrument comprised of questions to

measure and identify different competencies of the participants, measuring the technical know-how and facilitation capability on Land Use Based Development Planning process, VWAB identified items or topics that need to have weight during the training proper. Basically, PRA Tools facilitation is one of the identified needs focusing primarily on processing the output to enable communities to identify problems/area potentials and relating these to the results of the thematic mapping. Another thing is the thematic map facilitation in order to arrive at a proposed barangy land use.

c. Refresher Course Training Design

VWAB formulated the training design with more focus on

much needed technical input of the Municipal Planning and Development Team Members as LUB-BDP facilitators.

d. Facilitation of the Refresher Course

During the conduct of the 3 days Refresher Course, in Banaybanay almost 27 participants were able to attend,of which breakdown of participants is as follows: 17 regular participants from the municipal offices, (with 7 individuals from the Municipal Agriculture Office, 5 from the Municipal Planning and Development Office, 1 from the Municipal Health Office, 1 from the Municipal Assessors’ Office, 3 from the Municipal Social Welfare and Development Office). From the barangay representative, there were 9 individuals with 3 participants from each target barangay. There was also 1 participant from the Provincial Planning and Development Office who observed the process and shared some perspectives of the PPDO. And at the first day of the activity, 2 individuals from the service provider- MINRAP participated on instructuction of Mr. Mel Laborada of PPO2.

Among the 17 participants from the municipal functionaries, excluding the MPDC and the MAO, 5 individuals attended the piloting exercises and 9 individuals were new with the LUB-BDP process.

At the first day of the activity some administrative arrangements and concerns were addressed such as transportation, meals, and other concerns of the MPDTeam.

While in Maco 25 participants, attended on the

refresher course held last June 28 to 30, 2006 at the Maco Training Center. The breakdown of participants was as follows: 14 among them are all staff of the municipality, (with 5 members who attended the piloting activity and 9 new comers). Ten (10) among the participants were representatives from the barangays. Provincial government of Compostela Valley thru the Provincial Planning and Development Office (PPDO) assigned 1 representative to observe the process and also to share some perspectives from the province particularly from their office. (attendance sheets are attached as annexes)

During the conduct of the whole activity, all teams were being supervised by the Municipal Planning and Development Coordinator (MPDO), Mr. Liberato N. Undan with his staff and assigned MENRO, Engr. Aquilan Sarigan and UDP-Municipal Project Team Leader, Mr. Panfilo A. Alingalan. Along the process, their inputs were highly recognized particular on the current thrusts and programs of the Local Government of Banaybanay. This supervisory team was also urged to do the administrative concerns and the coordination with other offices and/or individuals for their presence and participation as the need arose.

Each team had their assigned team leader to oversee

the process and do some administrative decisions for the benefit of the facilitators and enhance coordination of different stakeholders. There were also assigned team

documentors who served as the contact person in producing the LUB-BDP output of their respective barangays.

With interactive learning method, VWAB coached and

provide some technical inputs on facilitating Land Use- Based Barangay Development Plan to the Municipal Planning and Development Teams of these 2 municipalities. UDP personnel from PMO Ms. Christie Lumaad and Mr. Krusty Alvarez also shared their insights on map technicalities. In Banaybanay, it was noted that PPO2 Manager Esmindo Cuda was present during the Barangay General Assembly where the issue on mining was tackled. It was very observable that the Barangay Pintatagan was already set to continue their on-going chromite mining activities that not even the presence of Mr. Cuda as representative of UDP could remind the barangay officials of the provisions of their existing MOA with the Programme. Ms. Cristy Lumaad commented to the MPDTeam that since chromite mining seemed to be the mindset of Barangay Pintatagan, then it had to be regulated; thus instead of opening mining activities to uncontrollable level in terms of hectarage, it was set at up to 20 hectares only. In the same barangay, the residents during the land use planning ESTIMATED the existing land area they are exploiting for chromite mining at 11 hectares. This is ESTIMATED and may therefore mean that in actuality the existing area may even be more than the proposed chromite mining area of 20 hectares. Ms. Marilyn Perlas of PPO 1 assisted on the administrative arrangements by the different entities concerned during the replication process in Maco, Compostela Valley.

THE MILESTONES:

The process followed the schedule that was presented and validated with the municipal and barangay participants in order that the process would go smoothly without any intervening activities that might cause delay.

As of August 23,2006, the MPDteam of Banaybanay and Maco are now on the finalization stage of their facilitated LUB-BDPs and the teams are preparing the Land use based

barangay development plans for final printing, while awaiting for the final printed maps from UDP.

[Note: actual activities undertaken for Banaybanay have

been reflected already in the Interim Report submitted to UDP].

Perimeter Survey:

The Banaybanay Local Government Unit initiated the

conduct of the Perimeter Survey in the 3 target barangays. However, since it was evident that the MPDTeam needed more coaching in this activity in some of its barangays, in the later part of this activity VWAB extended then coaching to the Teams in term of facilitation in finalizing the basemaps.

VWAB then coached the Team to facilitate the interaction of the municipalities of Pantukan,Compostella Valley and Banaybanay, Davao Oriental to have joint effort in identifying common boundary between barangay Pintatagan of Banaybanay and Barangay Fuentes of Pantukan, and also the neighbor barangay of the Municipality of Lupon, Davao Oriental.

Commonly, on the barangay and municipal level, issues

on boundary conflicts were raised and discussed with a clear understanding that the said survey and also the maps are not authoritative but have reliable data that can be used for a purpose, particularly its technical descriptions.

In the municipality of Maco, it being a pilot municipality of the Land Management Bureau (LMB) of the Department of Environment and Natural Resources (DENR), their maps have Technical Descriptions for all the barangays within this locality, yet, some discrepancies and weaknesses were observed: projection on the map datum, Office of the Municipal Planning and Development tried to convert the data into Philippines Reference System (PRS) but it was still inconsistent with the actual geographical projection of this region based on the UDP GIS data.

Having a Technical Descriptions with an actual survey using the Global Positioning System with a 315 Magellan Model will make then the LMB-provided data validated.

Conduct of the Maco Perimeter Survey was lead by the Municipal Planning and Development Office (MPDO) with 6 individuals who got involved, namely:

Beforehand, some intervening factors such as the insurgency situation in the area affected the activity resulting to the delay of the survey. The activity started from May and ended last June 2006, finished with almost 1 month or 30 numbers of days on getting GPS readings on the 3 target barangays only.

representatives was ensured. This is to enable the teams to arrive at more reliable geographical data.

Participatory Rural Appraisal (PRA):

From the experiences the teams had during the piloting

in their municipalities of LUB-BDP, VWAB introduced to the facilitators team some modified PRA tools. For instance, Flow Chart was used in identifying risks on the process of Magnesite extraction.

To be able to assess and identify deeper the different

sectoral situation and natural conditions, participatory tools were introduced and facilitated, focusing more on the socio-cultural, political and economic concerns of the barangay, with its trend analysis, resource inventory and situational analysis that serve as baseline information in identifying and prioritizing programs and projects responding to the concerns of the sectors mentioned above.

Municipal Planning and Development Teams as the

facilitators of the activity showed skills and abilities on this endeavor..

Land Use Planning and Thematic Mapping:

During the facilitation of the Thematic Maps in Banaybanay,more landmarks present on the basemap made it easier; the scale was also considered to guide the community in putting land size which is nearly accurate. In deriving the Proposed Land Use of the barangays, overlying method and analysis of each thematic map was done with representation from concerned sectors and individuals, also with the presence and participation of the Indigenous Cultural Community Leaders are ensured.

On the case of the barangays with a Chromite mining sites, (e.g. Barangay Pintatagan and Barangay Causwagan) the assigned facilitators lead the community to discus the harm and risks from said activity; also how the barangay should manage and regulate the mining area as it was a position that the barangay council already took decision of. One of the results, in Barangay Pintatagan for instance is limiting the area allocated to chromite mining of up to 20 hectares only within the period of 5 years with a conscious effort to monitor effects of this activity every year for the barangay’s timely interventions.

In Maco, the MPDTeam seriously enabled their barangays

to look at some basic considerations such as the (physical structure), topographical structure and location of the area during their thematic mapping. Barangay Elizalde and Malamodao for instance are barangays near an identified volcano considered active. With this condition, disaster

preparedness was given importance and some land use- based preventive interventions were identified such as identifying at barangay Mapaang more areas ideal for upland farming with less slopy terrain; applicable sustainable farming technologies were likewise identified by the communities with inputs from the MPDTeams.

As it is observed, presence of engineers ensure the

validation of infrastructure-related interventions planned by the community. Exact figures in the proposed land uses are made which can also serve as monitoring indicators in assessing land use plan implementation.

Detailed Planning:

On the process of identifying programs and projects, in Banaybanay previous development plans has been reviewed such as the Community Watershed Plans, covering 4 UDP-target sitios, and the PADC-facilitated Barangay Development Plan, with this Planning body identified some un-implemented projects that they felt should be included in the LUB-BDP (for CY 2007-2011).

Details of the 5 year Land Use-Based Barangay Development Plans were also facilitated and produced, with some implementing mechanisms and structures identified. Commonly, the 3 barangays will utilize participation of different local organizations to work for the achievement of the identified goal.

While in Maco, there was lack of documents for their

previous 5 years development plan and Community watershed plan. They identified their programs and projects based on the PRA tools and the thematic maps. After the programs and projects identified, and prioritized, Local / Barangay Development and Investment Planning (LDIP) were facilitated with projects arranged according to basic sectors (with each project provided with its description and budget allocation estimated by the community).

In this stage, technical expertise of facilitators

with their corresponding concerns in their offices were shared and inputted to the barangays.

Community Writeshop and drafting of the LUB-BDP:

Presence of computers in each barangay of Banaybanay Facilitated the documentation process. During the barangay activities, process documentation and output finalization in the computer was being done daily which included barangay discussions on each activity or participatory tool.

The Municipal Planning and Development Team of Banaybanay were tasked to do webbing of ideas from the

results of the community writeshops in order to derive with the chapters of the LUB-BDP. Of major concern during the writeshop was for all team members to have a common understanding in the terms and parameters/indicators to be used in the production of the plan in order to have consistency with the Municipal Development and Comprehensive Land Use Plan and to ensure easy processes of integrating the LUB-BDPs into the municipal level plans.

During the process, eagerness of the community was

observed as they do their writeshops based on their experiences, observations, aspirations and insights from having made the different participatory tools in different sectors. Here, the roles of the barangay secretaries as the key persons among the writers was emphasized.

Almost the same was observable in Maco. On the

computer works by the municipal planning and development teams, the Local Government Unit of Maco allowed 2 computer units for encoding and document layout tasks to be used.

The packaged outputs, which is the Land Use Based

Barangay Development Plan (LUB-BDP) itself follows the UDP manual which has been updated according to the Housing and Land Use Regulatory Board (HLURD)guidelines, wherein different sectoral profiles, analysis and development constrains are found. In this part, VWAB assisted the team to make all chapters of the document easily recognized by providing some instructional guidelines that will facilitate to make the task easier.

Plan Legitimization:

On the steps of Plan legitimization, all Land use based-Barangay Development Plans were presented to the Barangay assemblies and were adopted. Required resolutions on the barangay level have been formulated such as the BDC endorsement, Sangguniang Barangay Approval and endorsement of the Plans to the Municipal Development Council for inclusion to the Municipal Development Plan and to the Sangguniang Bayan to concur. Also they have Sangguniang Barangay Resolutions scheduling annual reviews of the formulated plan.

In Banaybanay, the Barangay General Assemblies were

done last June 13 in Barangay Causwagan and Panikian at morning and on the afternoon, respectively and on June 14 in Barangay Pintatagan. During these barangay assemblies, UDP with the Provincial Project Manager, Mr. Esmindo Cuda and the Planning Officer Mr. Mel Laburada shared their perspectives and concerns in the Programme’s provision of assistance, given the limited extension period. Presentation on the Municipal Development Council was scheduled on June 22, 2006 at the afternoon. And Sangguniang Bayan LUB-BDP Presentation was scheduled to be June 28, 2006.

Concerning Plan legitimization, in 3 target barangays in Maco (Barangay Elizalde, Barangay Malamodao and Barangay Mapaang) the barangay development councils initiated a Resolution certifying a participatory and / or consultative process which the planning activity has undergone, and endorsements of the same to their respective Sangguniang Barangays for approval. The formulated development plans were also presented to the Barangay General Assemblies for approval of the residents and it was held last June 19 at Barangay Mapaang and on June 20 in Barangay Elizalde and Barangay Malamodao wherein, different programs and projects were also presented. The sangguniang barangays after their approval, endorsed the formulated plans to the Municipal Development Council last June 28 with the Executive Committee of the said council for additional comments and recommendations to make the plans more realistic. Furthermore, the Municipal Development Council after a through review, endorsed the plan to the Sangguniang Bayan for their actions. As of now the 3 formulated LUB-BDP confirmed/adopt by the Sangguniang bayan of Maco.

ISSUES AND RECOMMENDATIONS

Manpower were properly organized. The only issue and need that was identified in order for the municipality to do LUB-BDP process replication better, is to have Global Information System (GIS) software that will facilitate the production of output thematic maps and storing data particular those about technical descriptions.

On the result basemaps, VWAB assisted UDP on its advocacy for an ideal perimeter survey, following natural boundaries that shows barangay boundaries not in a straight lines on a map; yet,not all LGUs can pursue with these given guidelines in some identified barangays, unfortunately, barangay Pintatagan is one of those areas where boundery disputes occur specially because of the interest on chromite mining. Chromite site are contested by its neighboring barangays. Following the cadastral map resolved the issue and convince the barangays to conduct the perimeter survey.

Another need that was identified is more on the

facilitation of the project valuation particular infrastructures projects. With this, participation of the engineering office of the lgu is highly suggested

There were some observed weakpoints in the Municipal

Planning and Development Team of Maco which needs further exposure or experience on LUB-BDP process. One is on their facilitation capability in establishing barangay boundaries based on natural features and common landmarks known by the barangay folks.

On the LUB-BDP Packaging stage the MPDT members need to do more and more pratice on this aspect particularly those who are assigned documentors, on computer manipulation and data storage. And also it is recommended to enhance administrative support or mandate for the team members to have focus on the tasks entrusted to them for a given period of time, if they are to be expected to facilitate early production of quality output.

REPLICATION PLAN

With the discussion with the Municipal Planning and

Development Coordinator, the UDP-Municipal Project Team Leader and all LUB-BDP Facilitators, and with the consent and advise from the Local Chief Executive and as per one of this Local Government’s thrust, it was resolved for all of the barangay of Banaybanay to have a Land use-based Barangay Development Plans with the same process, approaches and data requirements with some improvements.

It was scheduled to proceed on replicating the LUB-BDP

Process with the Barangays of Maputi, Puntalinao and Piso, which was scheduled on June 26 of this year 2006 to start perimeter survey of the 3 barangays and doing barangay orientation.

While in Maco it was scheduled to proceed on

replicating the LUB-BDP process with the barangays of Anislagan, San Roque and San Juan next year 2007, due to lack of funds for this year but after finalization and production of 3 LUB-BDP they start to conduct barangay profiling of said 3 barangays.
