Also, on July 27, 2017 we concluded the successful inaugura�on and blessing... concludes a successful inaugura�on and blessing of the Land Transporta�on Office – ZAMBOECOZONE Extension Office where Assistant Secretary of Land Transporta�on Office, Asec. Edgar C. Galvante graced the ceremony.

We are also grateful for the courtesy visit of the Secretary of the Department of Health Dr. Paulyn Jean Rossell-Ubial in ZAMBOECOZONE to discuss the plan of establishing an extension of the Labuan Public Hospital inside the zone.

The Social Security System and the Department of Trade and Industry's Negosyo Center are also part of the growing roster of government agencies inside ZAMBOECOZONE that con�nues to provide quality service to the public.

Now, people residing in the west coast barangays, employees of the Major Sardines and Canning factories and residents of the Triple S-B municipali�es of Siocon, Sirawai, Sibuko, and Baliguian need not travel for hours and hours to the city proper just to do their transac�ons which can result to giving up a day's work and income.

Our vision of establishing the world-class San Ramon Newport is also star�ng to materialize, as the bidding process has already commenced and will soon start with the feasibility study.

We at ZAMBOECOZONE acknowledges that the progress the Authority experiences entails a larger social responsibility to the people in the community. Expect that we will con�nue to pursue our efforts in seeking more locators and government agencies to be in ZAMBOECOZONE offering an easier and more efficient access to services and opportuni�es.

n May 25, 2017, officials and staff of the Development Bank of the OPhilippines (DBP), the Zamboanga City Special Economic Zone Authority (ZAMBOECOZONE) along with several representa�ves

of the Authority's business locators gathered for the inaugura�on and blessing of the DBP branch in the zone.

City Mayor Maria Isabelle Climaco – Salazar was also present during the occasion, and, in her message, noted the enormous support the city government received from the bank during the �me of the Zamboanga siege, par�cularly on the se�ng up of a bank account to receive financial assistance from concerned donors.

Welcome to ZAMBOECOZONE's second issue of INVEST! In this issue we are delighted to highlight ZAMBOECOZONE's objec�ves which are star�ng to materialize through the various government agencies being part of the con�nuously increasing number of locators the authority have. We can observe that the Authority is transforming not only as an investment hub but also a Central Business District booming with social ac�vi�es.Last May 25, we held the grand opening of the 119th branch of the Development Bank of the Philippines suppor�ng the banking needs of the people in the west coast area. Following this milestone is the unveiling of Department of Labor and Employment's Clinic in partnership with ZAMBOECOZONE's Public Employment Service Office.

Office of the City Agriculturist, Land Bank of the Philippines, WMSU and private sectors were in a�endance.

With the success of the first Arabica Coffee Forum, a second forum was conducted on June 20, 2017 with twenty-seven (27) par�cipants from the private and public sectors. The second round of discussions was focused on the financial aspect in inves�ng and pu�ng up an Arabica Coffee Planta�on. Mr. George Disuanco discussed on the financials in inves�ng, the return of investment and the profit that inves�ng in Arabic Coffee can offer in the market.

Parallel to the discussion on finance, representa�ves from Development Bank of the Philippines (DBP) as well as the Bank of the Philippine Islands (BPI) also gave a talk tackling the services that banks offer in terms of star�ng up, inves�ng, and loan op�ons.

AMBOECOZONE, in its con�nuous quest to be a world class Zinvestment hub, conducted a forum on Arabica Coffee Planta�on Development last May 30, 2017 at the ZAMBOECOZONE

Conference room. The forum was held in coopera�on with KFI Center for Community Development Founda�on Incorporated, Department of Agriculture, and Grow Asia.

The forum aimed to introduce the booming coffee industry and its poten�als, and ZAMBOECOZONE with its vast 15,000-hectare highlands as a prospec�ve loca�on. Mr. George Disuanco, President of Macnut Philippines, a Filipino-owned company promo�ng Arabica coffee and Macadamia nuts produc�on, gave a primer on the industry. Mr. Disuanco also gave a comprehensive backgrounder on what Arabica Coffee is all about, its health benefits, and important details on how to start an Arabica Coffee planta�on. Chairman and Administrator Christopher Lawrence Arnuco briefed the group on the historical mandate, the investment performance and strategic thrusts of the Authority in pursuing economic growth and development in Zamboanga City, par�cularly the city's West Coast, and the Zamboanga Peninsula, in general.

Chair Arnuco specifically detailed out the four investment products of the Authority, namely the

1) San Ramon Newport project facility which was recently granted a 2.3 M USD grant from the Asian Development Bank for the technical feasibility study on the said facility, to include its compe��ve bidding documents up to its financial close;

2) Asian Halal Centre which principally seeks to make a por�on of the ZAMBOECOZONE 2nd Industrial Park a profitable area for the development and establishment of a 100-hectare Halal Industrial Park wherein a community of Halal-oriented business enterprises shall be built, and where they are provided infrastructure and service support;

3) La Paz Biotechnology Farm which seeks to make profitable use of the hinterlands of La Paz for the development of a biotechnology farm community with farm facili�es for research and development to ensure food security for Zamboanga City and the Zamboanga Peninsula, through the growing and processing of various farm products, poultry raising and livestock growing, to include the cu�lower industry, and the;

4) West Corporate Centre which is foreseen as the commercial and financial district in the city's West Coast.

he Philippine Investment Promo�ons Plan (PIPP) held a Roadshow Tlast August 6 – 12, 2017 which was organized by the Board of Investments in partnership with the Department of Trade and

Industry and in coopera�on with the Australia Philippines Business Council. The Philippine team, headed by DTI Undersecretary Rowel Barba, got the opportunity to explore business ventures in Sydney, Melbourne, and Brisbane.

Chairperson and Administrator Christopher Lawrence Arnuco along with Marke�ng Chief Marilou Vasquez represented the ZAMBOECOZONE in the investment roadshow. Alongside ZAMBOECOZONE were representa�ves from the Board of Investments as well as other Economic Zones which includes Cagayan Economic Zone, Mindanao Development Authority, Authority of the Freeport of Bataan, Clark Development Corpora�on, Subic Bay Metropolitan Authority, Bases Conversion Development Authority, and the Regional Board of Investments of the Autonomous Region of Muslim Mindanao.

Chairman Arnuco signed two Le�ers of Intent from two Australian Companies interested in venturing investments with ZAMBOECOZONE.

The first le�er of intent is from SR Food and Milk, FPC Funds Management and Sun Valley HK Group which is interested in establishing a milk produc�on and packaging facility. The second le�er of intent is from SR Clean and Green Energy, Inc.and FPC Funds Management for a proposed Renewal Energy Project and possible Biomass Powerplant in ZAMBOECOZONE. Chairman Arnuco also got the opportunity to personally give the presenta�on of the Philippine Investment Opportuni�es of the 19 Investment Promo�on Agencies in the Philippines which contains the Philippine's Investment Hubs of Excellence in Melbourne. The Philippine delega�on also conducted a series of business to business mee�ngs where a few more companies also signified its interest in ZAMBOECOZONE which is currently being coordinated by the Authority's Marke�ng team.

A�er the trip, the Philippine delega�on is op�mis�c that through the investment roadshow, a number of Australian Investors will locate their businesses in the Philippines boos�ng economic growth and development in the country.

Roadshow to South Korea which was held on July 18 – 22, 2017.

The Philippine Delega�on which was headed by Department of Trade and Industry Undersecretary Nora K. Terrado, was composed of various Investment Promo�on Agencies such as Board of Investments (BOI); Authority of the Freeport of Bataan (AFAB); Mindanao Development Authority (MINDA); Subic Bay Metropolitan Authority (SBMA); Bases Conversion and Development Authority (BCDA); Clark Development Corpora�on; and Zamboanga City Special Economic Zone Authority (ZCSEZA).

Ms. Jama, along with the Philippine Delega�on paid a courtesy call to Mr. Kee Poong Park, Chairman of the Internal Contractors Associa�on of Korea (ICAK). A mee�ng was followed a�er welcoming the Philippine Delega�on where other Korean companies such as Huyndai, Daewoo E&C, DOHWA, Lo�e a�ended to discuss possible business opportuni�es and investments in the Philippines. During the mee�ng Usec. Terrado

presented the Infrastructure Projects of President Duterte. The projects under the Public Private Partnership (PPP) Project was also presented by Mr. Nelson Alcansalin from the Board of Investments. The Philippine Delega�on had the opportunity to visit Incheon Free Economic Zone (IFEZ). IFEZ was established on August 2003 with the aim of developing into a central business city of Northeast Asia.

Since then, IFEZ has grown by leaps and bounds, making something out of nothing, and became one of the most notable interna�onal ci�es in the world, taking the top spot in the evalua�on of free economic zones with the highest compe��veness in the global stage of the 21st century and is the biggest economic zone in the world. During the business matching, Ms. Jama had the opportunity to meet with various companies and discussed investment opportuni�es in ZAMBOECOZONE, par�cularly the following:

n line with the proposed extension of the Labuan IPublic Hospital inside the ZAMBOECOZONE for the establishment of a ter�ary level hospital with a 100-

bed capacity, DOH Secretary Dr. Paulyn Jean Rosell-Ubial paid a visit to ZAMBOECOZONE along with Department of Health Region IX Director Dr. Aris�des Concepcion Tan, Zamboanga City Medical Center Hospital Chief Dr. Romeo Ong, Officer-in-Charge Hospital Chief of Labuan Public Hospital Dr. Alex Valdez and representa�ves from DOH-Region IX. The proposed establishment of a hospital is envisioned to cater to west coast residents due to its proximity to the ZAMBOECOZONE area.

Also gracing the occasion were DOLE Region IX Director Ms. Ofelia Domingo, District 1 Councilor Myra Paz Abubakar, Zamboecozone locators, several sardine companies, DOLE and ZAMBOECOZONE officials.

With the unveiling of the DOLE CLINIC, the Department of Labor and Employment, in partnership with ZAMBOECOZONE's Public Employment Service Office (PESO) and the Marke�ng team ini�ated an informa�on campaign targe�ng all barangays in Zamboanga City which started last June 21, 2017. The informa�on campaign is aimed to discuss the services that are offered in the newly opened DOLE Clinic as well as the services offered by PESO-ZAMBOECOZONE.

The info campaign is also an opportune �me to discuss other government services (SSS, LTO, DBP, DTI) that are currently being offered inside ZAMBOECOZONE.

A series of mee�ngs were held to discuss the administra�on and management of the Hermosa Falls situated in Si�o, Anuling, Barangay Pamucutan, this city. It would be noted that Hermosa

Falls forms part of the water source tapped by Primewater Infrastructure Corpora�on for the delivery of bulkwater supply to the Zamboanga City Water District, which in turn supplies the same to its water consumers.

The first of a series of mee�ngs was held on August 2, 2017 in ZAMBOECOZONE which was par�cipated in by the ZAMBOECOZONE, in coopera�on with the Zamboanga City water District (ZCWD), Prime Water Infrastructure Corpora�on, the City Tourism Office and the Barangay Affairs Division of the City Government of Zamboanga and the barangay local governments of Pamucutan and La Paz.

The said mee�ng was held in light of the le�er sent by the Zamboanga City Water District (ZCWD) dated July 31, 2017 concerning the informa�on that “a large volume of visitors/ sightseers are frequen�ng Hermosa Falls,” and that “some are actually swimming and bathing (allegedly with soap and shampoo) in the said area.”

A total of twenty-eight (28) par�cipants a�ended the said mee�ng. ZCWD General Manager Leonardo Rey D. Vasquez gave a presenta�on on the Department of Health Administra�ve Order No. 2014-0027 or the Na�onal Policy on Water Safety Plan (WSP) for all Drinking Water Providers which par�cularly states “WSPs objec�ves are to prevent or minimize contamina�on of water source, remove contamina�on thru treatment and prevent re-contamina�on during storage, distribu�on and handling of drinking water.”

Mayor Beng Climaco spearheaded the celebra�on of the Dia de Fundacion De Chavacano. During her speech, Mayor Climaco urged public support to preserve and conserve the chavacano language.

ABS-CBN's It's Show�me “Tawag ng Tanghalan Kids” 5th placer, Francis Concepcion Jr., thrilled the crowd by singing Beyonce's Listen and other hit songs that he sang during the said compe��on.

Meanwhile, the second Chavacano Speech Choir and the first Chavacano Quiz Bee compe��ons were the highlights of this year's celebra�on. The Regional Science High School won the Chavacano Speech Choir for

the second �me. Claiming the second and third places were St. Joseph School and Western Mindanao State University. The 2nd Chavacano Speech Choir featured a Chavacano piece en�tled “Desperta, Zamboanga”.

The Southcom Elementary School and Culianan High School emerged as champions for the elementary and high school category of the 1st Chavacano Quiz Bee compe��on which was led and facilitated by Dr. Jose Genaro Yap-Aizon, Assistant City Administrator and Special Assistant to the Mayor. AMBOECOZONE's Zrepresenta�ves namely, Janice Mary Geminsil, Romel Tuson and Floribel Espinosa who a�ended the said event.

Zone Authority (PEZA) and the Bases Conversion and Development Authority (BCDA) shall 1) direct the drinking water service providers within their jurisdic�on to develop and implement the WSP , and 2) monitor the implementa�on of WSP of the drinking water service providers within their jurisdic�on.”Further, the said AO has expressed that the “Drinking Water Service Provider shall comply with the provisions of this Order and the applicable implemen�ng rules and regula�ons of the Sanita�on Code of the Philippines (PD 856).”

The said mee�ng specifically discussed the various concerns as well as the respec�ve agencies' official posi�on on the ma�er. The ZAMBOECOZONE as represented by Chairperson and Administrator Christopher Lawrence S. Arnuco has stated that restric�on regula�ons must be put in place for the administra�on and management of the Hermosa Falls by the barangay and the local business operators in the area, in coopera�on with the City Tourism Office.

The mee�ng touched on issues with regard to the presence of garbage in the area, as well as the influx of visitors which are detrimental to keeping the water safe and potable for water consumers. The mee�ng also discussed that the budget allocated by the City Tourism Office in the amount of Php 2 Million to construct a trail to the site may very well be used to develop another tourist des�na�on par�cularly the Nancy Falls, in order that the water quality of Hermosa Falls may be preserved fully. Safety concerns were also discussed as a casita was also erected on a rock boulder which poses a risk in �mes of strong rainfall. In the course of the discussions, it was agreed that a follow-through mee�ng be done in Barangay Pamucutan to fully discuss the op�ons with regard to the ma�er, and to call the presence of casita operators to the said mee�ng.

His loyalty to Zamboanga Ecozone is unques�onable, serving the ins�tu�on for 22 years, rarely missing out on board mee�ngs. Although Sir Joe is not a Zamboangueño by birth, he is in the truest sense, a Zamboangueño by heart. His love for our beloved Zamboanga is evident in his desire and sincerity to bring about posi�ve change and progress to the city through several memberships to various government, civic and business organiza�ons. Echoing the same sen�ment, Chairperson and Administrator Christopher Lawrence S. Arnuco expressed his apprecia�on to the DBP team headed by Execu�ve Vice President Anthony T. Robles, Head of the Branch Banking Sector, for the opportunity of opening a 2nd DBP branch in the city in ZAMBOECOZONE, and for making it the banking address of most of the business industries in the West Coast, in and out of the economic zone, and the surrounding municipali�es of Sibuco, Siocon, Sirawai and Baliguian (Triple SB) in Zamboanga del Norte, especially in line with DBP's vision of becoming “a regionally-recognized development financial ins�tu�on serving as a catalyst for a progressive and more prosperous Philippines” in 2020.

Chair Arnuco said that the occasion of the bank's inaugura�on speaks of the reality that the West Coast is an important player in the city's economic progress, as well as the immense opportunity it would bring par�cularly in servicing the banking needs of many industries and sectors in the city's West Coast as well as in the adjacent ZDN municipali�es.

Morever, DBP Execu�ve Vice President Anthony T. Robles, in his speech, welcomed the opportunity to provide the needed banking services to the West Coast, as it is a public service, and an essen�al element in enabling economic growth and development and the community's par�cipa�on in important economic ac�vi�es.

The Chair also presented the development gains of the Zamboanga Peninsula Economic Belt (ZPEB) which foresees a synergis�c approach to the economic development, coopera�on and integra�on between and among the various industries and business enterprises, the ZAMBOECOZONE, the barangay local governments adjacent to the Authority, the concerned stakeholders in regional line agencies and security enforcement organiza�ons, as well as the Triple SB municipali�es of Sibuco, Siocon, Sirawai and Baliguian in Zamboanga del Norte.
